A. Take all appropriate action on Resolution Approving Financing by the New Hope Cultural Education Facilities Finance Corporation to fund a health facility within Fort Bend County for Jack and Nancy Dwyer Workforce Development, pursuant to Section 147(f) of the Internal Revenue Code requiring Fort Bend County to approve financing, with no financial obligation by Fort Bend County.

B. Take all appropriate action on Resolution to the Texas Department of Agriculture certifying that the County has made a grant of $75,000 to Fort Bend Seniors Meals on Wheels and Much, Much More, Inc. for the Home-Delivered Meal Grant Program, effective January 1, 2023 through December 31, 2023. (Fund: FY2023 Community Development Block Grant and FY2023 Non-Departmental)

C. Take all appropriate action on Order Setting Fees for the Offices of Fort Bend County Sheriff and Constables effective January 1, 2023, pursuant to Local Government Code Section 118.131.

Take all appropriate action on the appointment of Mike Odom to Fort Bend County Emergency Service District No.1 for the unexpired term ending December 31, 2022 and Justin Parker to fill a vacant Emergency Service District No. 1 position for the term ending December 31, 2023.

26. BUDGET & FINANCE:

A. Take all appropriate action to amend the American Rescue Plan Act (ARPA) budget by $3,368,109 from accounts listed on Director's form dated August 18, 2022 to allocate funds to extend forty one (41) American Rescue Plan Act (ARPA) positions through FY2023.

B. Take all appropriate action to rescind record vote, from the Commissioners Court August 9, 2022, on the proposed 2022 Tax Rate for Fort Bend County

C. Take all appropriate action to approve and authorize additional publication and expense of the Notice of Public Hearing on Tax Increase based on updated information for the proposed tax rate which was submitted by the Fort Bend Central Appraisal District to the Fort Bend County Tax Assessor, after the proposed rate record vote.

D. Take all appropriate action to propose the 2022 Tax Rate for Fort Bend County based on the 2022 Tax Rate Summary for FY 2023 Budget dated August 17, 2022 and take a record vote. A. Take all appropriate action to confirm the list of appointees to the Fort Bend County Early Voting Ballots Board for a term ending June 30, 2024 as submitted to the Elections Administrator by the chairs of the Republican and Democratic parties of Fort Bend County.

B. Take all appropriate action to approve Early Voting locations to be used in the 2022 General Election.

31. ENGINEERING:

A. Take all appropriate action on authorization to purchase the following Parcels, authorize the County Judge to sign all closing documents regarding West Sycamore Seg. 2, Mobility Bond Project No. 17122x, Precinct 2, and authorize County Clerk to record said deeds and related documents in the Official Public Records at no cost. (Fund: Landfill Tipping Fees) 1. Parcel R149594_06 in the amount of $56,514.33 plus the necessary costs; 2. Parcel R149563_04 in the amount of $14,426.33 plus the necessary costs; and 3. B. Take all appropriate action on authorization to purchase the following Parcels, authorize the County Judge to sign all closing documents regarding 10th Street, Mobility Bond Project No. 20106, Precinct 4, and authorize County Clerk to record said deeds and related documents in the Official Public Records at no cost. D. Take all appropriate action on authorization to purchase Parcel R64285 of 10th Street, Mobility Project No. 20106, effectively reducing the amount authorized under agenda item 29D approved by Commissioners Court on March 22, 2022, to an amount not to exceed $234,603 plus necessary costs, authorize County Judge to sign all necessary closing documents and authorize County Clerk to record deeds and related documents in the Official Public Records at no cost, Precinct 4. (Fund: Mobility Bonds)

E. Take all appropriate action on Interlocal Agreement between Fort Bend County and City of Sugar Land in an amount not to exceed $13,310,000 regarding Owens Road (John Sharp Drive), Mobility Bond Project Nos. 17406 and 20411, Precinct 3. (Fund: Mobility Bonds)

F. Take all appropriate action to rescind agenda item 24E approved by Commissioners Court on May 10, 2022; Second Amendment to the Amended and Restated Interlocal Agreement for Roadway Improvements between Fort Bend County and the City of Houston, regarding Fondren Road, South Post Oak and Blue Ridge Road, Mobility Bond Project Nos. 701, 758, and 766, Precinct 2.

G. Take all appropriate action on Second Amended and Restated Interlocal Agreement for Roadway Improvements between Fort Bend County, the City of Houston, and Fort Bend County to change the deadline for the Plan, Specification, and Estimate approval, regarding Fondren Road, South Post Oak and Blue Ridge Road, Mobility Bond Project Nos. 701, 758 and 766, Precinct 2. (Fund: Mobility Bonds)

H. Take all appropriate action on Invoice No. 90115915 in the amount of $2,731.50 for payment to Union Pacific Railroad Company pursuant to the Agreement approved by Commissioners Court on June 22, 2021, for reimbursement, regarding Lake Olympia Segment 2, Mobility Bond Project Nos. 13217x and 17201, Precinct 2. (Fund: Mobility Bonds)

I. Take all appropriate action on Right of Way Easement Encroachment Agreement between Fort Bend County and Harris-Fort Bend Counties Municipal Utility District No. 5 regarding Katy Creek Ranch, Sec. 10, Precinct 1, and authorize County Clerk to record in the Official Public Records at no cost.

32. FACILITIES MANAGEMENT & PLANNING:

Take all appropriate action on the Facilities Extension Agreement between Fort Bend County and CenterPoint Energy in an amount not to exceed $67,993 for electrical power charges to the new County facility located at 6350 Texas Heritage Pkwy., Precinct 1, and authorize the County Clerk to record related documents at no cost.

33. FAIRGROUNDS:

Take all appropriate action to grant a variance from the Fairgrounds Security Application Form's description of the Policy, allowing Fort Bend County to charge the applicant for the assigned security detail after the scheduled event on Thursday, August 25, 2022.

34. HEALTH & HUMAN SERVICES:

A. Take all appropriate action on Renewal Agreement for FFP funding between Fort Bend County and Justice Benefits, Inc. to provide professional assistance on the Medicaid Administrative Claiming (MAC) contract from the State of Texas, effective June 23, 2022 through June 23, 2023.

B. Take all appropriate action on acceptance of refund of overpayment from Albertsons Safeway in the amount of $135.79 made on July 1, 2022.

35. HOMELAND SECURITY & EMERGENCY MANAGEMENT:

Take all appropriate action on Memorandum of Understanding between Fort Bend County and Attack Poverty to meet the temporary mass care and emergency sheltering needs of persons affected by emergencies or disasters.

36. INFORMATION TECHNOLOGY:

Take all appropriate action on request for a part-time, Customer Service Representative, position in the Information Technology Department, effective August 23, 2022. (Fund: Information Technology)

37. PUBLIC DEFENDER:

Take all appropriate action on corrected acceptance of award fund on FY2022 Pandemic Backlog Improvement Grant Statement of Award - Grant No PB-22-079 for Texas Indigent Defense Commission, in the amount of $62,456, for a two (2) year part-time clerk position, with no cash match required by Fort Bend County, for the grant period of July 1, 2022 through July 1, 2024.

38. PUBLIC TRANSPORTATION:

A. Take all appropriate action on Project Grant Agreement No. RPT 2302 (11) 051_22 between Fort Bend County and Texas Department of Transportation for Fiscal Year 2022 Section 5311 Rural Federal funds in the amount of $412,645, to be matched with RUR 2302 (11) Fiscal Year 2023 5311 State funding award, with no local match required. (Fund: Public Transportation Grants)

B. Take all appropriate action on execution of the award from the Federal Transit Administration for FAIN No. TX-2022-042-00 for Fiscal Year 2020 Section 5310 funds in the amount of $1,860,088 with no local match required. (Fund: Public Transportation Grants)

39. PURCHASING:

A. Take all appropriate action on RFP 22-065 Purchase and Delivery of Two (2) Ambulances.

B. Take all appropriate action on Agreement between Fort Bend County and Armor Health of Fort Bend County, LLC pursuant to RFP 22-066, term contract for inmate medical services in an amount not to exceed $7,247,223 for the 2023 budget year. (Fund: Sheriff's Office)

C. Take all appropriate action on RFQ 22-093, Design/Build for an Emergency Medical Services Squad Station in Beasley for Fort Bend County.

D. Take all appropriate action on Bid 22-092 for Purchase, Installation, and Maintenance of CT Scanner for Medical Examiner’s Office.

E. Take all appropriate action on Agreement between Fort Bend County and BLS Construction, pursuant to RFP 22-070 for the construction of Fairgrounds Arena Canopy, in an amount not to exceed $479,800. (Fund: 2020 Parks Bond)

F. Take all appropriate action on request to renew Bid 20-021, term contract for HVAC Maintenance for Libraries, with price increases from Honeywell International Inc.

G. Take all appropriate action on request to renew Bid 20-024, term contract for Purchase and Install of Vehicle Graphics with price increases from OnSite Decals, LLC.

H. Take all appropriate action on request to renew Bid 20-077, term contract for rental vehicles and services, with price increases from Enterprise Holdings, Inc dba Enterprise Rent-A-Car.

I. Take all appropriate action on request to renew Bid 22-005, term contract for Purchase of Dump Truck Bed Lining Material with price increase from Vor-Tex Industries.

J. Take all appropriate action on request to purchase replacement indoor/outdoor cameras, network switches, etc. from Design Security Controls, LLC for Juvenile Probation, utilizing Choice Partners Contract Number 21/021MJ-14 in an amount not to exceed $123,040.25. (Fund: Juvenile Probation)

K. Take all appropriate action on Eighth Amendment to Agreement between Fort Bend County and MPACT Strategic Consulting, LLC for additional professional consulting services regarding emergency management and grant management services, utilizing H-GAC Contract No. HP08-21, in an additional amount of $3,075,000 with a total amount not to exceed $23,591,600, and to extend the time of performance through December 31, 2022. (Fund: American Rescue Plan Act, Federal Emergency Management Agency, and Emergency Rental Assistance 2)

L. Take all appropriate action on Agreement between Fort Bend County and Apex Consulting Group, Inc., pursuant to RFP 22-063 regarding the design/construction of the Juvenile Shop Building in Arcola, Texas for Fort Bend County in the amount not to exceed $394,050. (Fund: Juvenile Title IV E)

M. Take all appropriate action on request to purchase one (1) asphalt compactor from Mustang CAT for the Road & Bridge Department, utilizing Sourcewell Contract No. 032119-CAT in an amount not to exceed $286,241.57. (Fund: Certificates of Obligation)

N. Take all appropriate action on Agreement between Fort Bend County and Teal Construction Company, pursuant to RFP 22-077 for the Construction of the Fort Bend Community Center located at 1908 Avenue E in Rosenberg, Texas in an amount not to exceed $5,190,000. (Fund: 2020 Parks Bond)

O. Take all appropriate action on Change Order No. 1 (Final) between Fort Bend County and Shirley & Sons Construction Co., Inc., to decrease the contract by $50,929.30 for a total contract amount not to exceed $229,800.20, pursuant to Bid No. 22-023, regarding Fry Road Bridge Slope Paving Repair, Mobility Bond Project No. 17324x, Precinct 1. P. Take all appropriate action on Change Order No. 1 between Fort Bend County and Texas Sterling Construction Company to increase the contract by $191,250.50 for a total contract amount not to exceed $4,572,497.20, pursuant to Bid No. 22-055, regarding Bamore Road, Seg. 2, Mobility Bond Project No. 17105, Precinct 4. Q. Take all appropriate action on Agreement for Professional Engineering Services between Fort Bend County and BGE, Inc., for a total contract amount not to exceed $450,000, pursuant to RFQ 22-062, regarding West Fort Bend Water Authority Study, Precincts 1, 2 and 4. R. Take all appropriate action on Amendment to Agreement for Professional Engineering Services between Fort Bend County and CP&Y, Inc. to increase the contract in the amount of $50,560 for a total contract amount not to exceed $634,291, pursuant to SOQ 14-025, regarding Vacek Road, Mobility Bond Project No. 20111, Precinct 2. S. Take all appropriate action on Second Amendment to Agreement for Professional Engineering Services between Fort Bend County and Aguirre & Fields, LP to increase the contract in the amount of $25,000 for a total contract amount not to exceed $922,130.75, pursuant to SOQ 14-025, regarding Greenbusch Road, Mobility Bond Project No. 13312, Precinct 1. 40. TAX ASSESSOR/COLLECTOR:

A. Take all appropriate action on Interlocal Cooperation Agreements for the Collection of Taxes between Fort Bend County and the following entities effective through June 30, 2023: 1. City of Fulshear; 2. Public Improvement District No. 2 & 4; 3. Stafford Municipal School District; 4. Fort Bend Levee Improvement District No. 19; and 5. Lamar Consolidated Independent School District.

B. Take all appropriate action on Amendment to Interlocal Cooperation Agreements between Fort Bend County and the following entities for change in services to be provided and increase in the total maximum compensation under said Agreements effective through September 30, 2022: 1. Fort Bend Emergency Services District No. 2; 2. Fort Bend Emergency Services District No. 4; and 3. Fort Bend Water Control & Improvement District No. 2.

42. Ratify the release of time-sensitive disbursements made on August 18, 2022.
