Take all appropriate action on request to reclassify Position No. 4014-0003, from Project Manager, Grade 13 of the Professional Management Policy Group to Administrative Assistant, Grade 9 of the Administrative Clerical Policy Group, in Commissioner Precinct 4 Office, effective July 26, 2022. 23. BUDGET & FINANCE:

Take all appropriate action on request to transfer the amount of $5,320 from Non-Departmental Contingency into Information Technology to allocate additional funds for the replacement of copier, printer, and scanner.

24. COMMUNITY DEVELOPMENT:

Take all appropriate action on Amendment No. 5 to the Subrecipient Agreement between Texas General Land Office and Fort Bend County (TX GLO Contract No.-18-523-000-B264) for the Community Development Block Grant Disaster Recovery Housing Projects Non-Research & Development 2016 Flood Allocation.

25. DISTRICT ATTORNEY:

Take all appropriate action to approve the District Attorney's Expose Excellence Program mural art project to be installed at the Justice Center Extension once completed and finalized between August 1, 2022 and August 11, 2022.

26. ENGINEERING:

A. Take all appropriate action on request for temporary road closure beginning July 12, 2022 until the end of the project, pursuant to Section 251.011 of the Texas Transportation Code, regarding Madden Road, Mobility Bond Project No. 17416, Precincts 3 and 4.

B. Take all appropriate action on the following matters between Fort Bend County and The Texas Mexican Railway Company regarding Humphrey Way, Mobility Bond Project No. x9 and Doris Road Overpass, Mobility Bond Project No. 13105; and authorize County Clerk to record in the Official Public Records at no cost, Precinct 4. 1. Temporary Connector Roadway Easement; 2. Accept a 15.90-acre tract of land conveyed by dedication deed; 3. Accept a 2.538-acre tract of land conveyed by dedication deed; and 4. Drainage Easement.

C. Take all appropriate action on Interlocal Agreement between Fort Bend County and City of Richmond for a total contract amount not to exceed $4,010,000 regarding Clay Street, Mobility Bond Project No. 17107, Precinct 4. (Fund: Mobility Bonds)

D. Take all appropriate action on request for temporary road closure beginning August 1, 2022 until the end of the project, pursuant to Section 251.011 of the Texas Transportation Code for Bamore Road Segment 2, Mobility Bond Project No. 17105, Precincts 1 and 4.

E. Take all appropriate action on Change Order No. 2 between Fort Bend County and Third Coast Services, LLC, to increase the contract in the amount $5,832.75, for a total contract amount of $293,943.65; pursuant to Bid No. 21-038 regarding West Bellfort at Clodine Traffic Signal, Precincts 3 and 4.

F. Take all appropriate action on Request for Waiver of Local Match Fund Participation Requirement on Federal Off-System Bridge Program Projects regarding projects within Precincts 1, 2, and 4.

G. Take all appropriate action on authorization to purchase Parcel R112770 in the amount of $11,637 and Parcel R64276 in the amount of $105,865.33, plus the necessary costs, authorize the County Judge to sign all closing documents regarding 10th Street, Mobility Bond Project No. 20106, Precinct 4, and authorize County Clerk to record said deed and related documents in the Official Public Records at no cost. (Fund: Mobility Bonds)

27. HEALTH & HUMAN SERVICES:

A. Health & Human Services: Take all appropriate action to ratify Application to the Department of Health and Human Services Office of Minority Health for Promoting Equitable Access to Language Services Grant in the amount of $375,000 from September 15, 2022 through September 14, 2023 with no match required by Fort Bend County.

B. Social Services: Take all appropriate action on acceptance of refund of overpayments made on July 18, 2022 as follows: 1. TXU Energy in the amount of $191.99; 2. V247 Power Corporation in the amount of $129.70; and 3. Albertsons Safeway in the amount of $135.79.

28. HUMAN RESOURCES:

Take all appropriate action to authorize the County Judge to execute Fort Bend County's Texas County and District Retirement System Plan Authorization for Plan Year 2023, and consider action on the following items: changes in the plan provisions for non-retirees; Cost of Living Adjustment (COLA) for retirees; and payment of a rate greater than the Texas County and District Retirement System required rate.

29. JUSTICE OF THE PEACE, PCT. 4:

Take all appropriate action on request to transfer the amount of $3,000 from Non-Departmental Contingency into Operating Supplies & Materials to allocate funds for office supplies.

30. PARKS & RECREATION:

Take all appropriate action on request to transfer the amount of $20,000 from Non-Departmental Contingency into Parks Fees, to allocate funds to cover necessary operational repair expenses for the remaining budget year.

31. PUBLIC TRANSPORTATION:

Take all appropriate action on Application to the Federal Transit Administration regarding FAIN No. TX-2022-037-00 for Fiscal Year 2021 Section 5307 Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSAA), in an amount of $5,636,635 with no local match required by Fort Bend County, including grantor’s request for submittal of additional information. (Fund: Public Transportation)

32. PURCHASING:

A. Take all appropriate action on Amendment to Agreement between Fort Bend County and Tetra Tech, Inc., pursuant to RFP 19-041 regarding disparity study data gathering, to increase time of performance through February 28, 2023 with no change in compensation.

B. Take all appropriate action on Fourth Amendment to Agreement between Fort Bend County and Whitley Penn, LLP, pursuant to RFP 20-083 for additional audit services in an additional amount of $65,000 for a total contract amount not to exceed $665,550 through December 31, 2022. (Fund: American Rescue Plan Act)

C. Take all appropriate action on Maintenance, Use and Operation Agreement between Fort Bend County and The Black Cowboy Museum in the amount of $75,000 annually, for a total contract amount not to exceed $375,000 through September 30, 2026. (Fund: General Fund Revenue Replacement)

D. Take all appropriate action on price increase request from Certified Laboratories pursuant to Bid 18-007, term contract for Extended Drain Performance Multi-Grade Engine Oil.

E. Take all appropriate action on request to purchase three (3) Tahoe vehicles from Lake Country Chevrolet for the City of Stafford, utilizing TIPS Contract No. 210907 in an amount not to exceed $115,730.75. (Fund: Fire Marshal Fees/ Certificates of Obligation)

F. Take all appropriate action on Bid 22-082, Term Contract for Contingency Mosquito Vector Control Services.

G. Take all appropriate action on Bid 22-087, Term Contract for Purchase of Culverts.

H. Take all appropriate action on Bid 22-088, Term Contract for Purchase of Oil and Lubricants.

I. Take all appropriate action on request for price increases from Lone Star Pavement Services pursuant to Bid 20-040, term contract for pavement painting and marking services and supplies for various roads.

J. Take all appropriate action on Agreement for Professional Engineering Services between Fort Bend County and RPS Infrastructure, Inc., for a total contract amount not to exceed $139,860 pursuant to SOQ 14-025, regarding Julia Avenue, Mobility Bond Project No. 20224x, Precinct 2. K. Take all appropriate action on Second Amendment to Agreement for Professional Engineering Services between Fort Bend County and iGet Services, LLC, to increase the contract by $57,473 for a total contract amount not to exceed $645,475.53, pursuant to SOQ 14-025, regarding Glenn Lakes Lane, Mobility Bond Project No. 20415, Precincts 2 and 3. (Fund: Mobility Bonds)

L. Take all appropriate action on Agreement for Professional Engineering Services between Fort Bend County and SES Horizon Consulting Engineers, Inc., in a total contract amount not to exceed $402,848.35, pursuant to SOQ 14-025, regarding Trammel-Fresno, Mobility Bond Project No. 20208, Precinct 2. (Fund: Mobility Bonds)

33. SHERIFF'S OFFICE:

A. Take all appropriate action on Addendum to Vehicle Borrower Application and Agreement between Fort Bend County and Mazda North American Operations for vehicles used in the Kids N' Cops and other related Programs, effective August 1, 2022 through July 31, 2023.

B. Take all appropriate action on request to authorize the use of Certificates of Obligation to purchase ION Scanner in an amount not to exceed $44,071 once the solicitation is made. (Fund: Advance Funding/Certificates of Obligation)

C. Take all appropriate action to ratify travel and authorize request for exception to the Fort Bend County Travel Policy to waive requirement for 14-day advance purchase of airfare for K. Petrash, W. Dading, and B. Rodriguez, to Washington, DC, May 12, 2022 through May 16, 2022 to attend National Police Week. (Fund: Sheriff Enforcement)

34. TAX ASSESSOR/COLLECTOR:

A. Take all appropriate action on Interlocal Cooperation Agreements for the Collection of Taxes between Fort Bend County and the following entities effective through September 30, 2022: 1. City of Katy; 2. Needville Independent School District; 3. Fort Bend Municipal Utility District No. 134B; 4. Fort Bend Municipal Utility District No. 41; 5. Fort Bend Emergency Services District No. 2; 6. Fort Bend Emergency Services District No. 3; 7. Fort Bend Emergency Services District No. 4; 8. Fort Bend Emergency Services District No. 5; 9. Fort Bend Emergency Services District No. 6; 10. Fort Bend Emergency Services District No. 7; 11. Fort Bend Emergency Services District No. 8; 12. City of Arcola; and 13. City of Simonton.

B. Take all appropriate action on Interlocal Cooperation Agreement for the Collection of Taxes between Fort Bend County and Fort Bend Municipal Utility District No. 129 effective through June 30, 2023.

C. Take all appropriate action on Amendment to Interlocal Cooperation Agreements between Fort Bend County and the following entities for change in services and increase in the total maximum compensation under the Agreements effective through September 30, 2022: 1. City of Rosenberg; and 2. Needville Independent School District.

A. Workshop to receive update regarding Classification and Compensation Study by Segal Group.

B. Workshop to receive update regarding the broadband feasibility study completed by Cobb Fendley and discuss broadband plan for Fort Bend County.

C. Workshop to receive a presentation from Stonehenge Asset Management for operations regarding the EpiCenter.

M. Take all appropriate action on Asset Management Agreement between Fort Bend County and Stonehenge Asset Management, LLC, pursuant to RFQ 22-071, Facilities Operations and Management Services for the EpiCenter Project, in an amount not to exceed $25,545,115 effective July 26, 2022 through July 25, 2032. (Fund: EpiCenter Enterprise Fund)

38. Meet in Closed Session to deliberate the following matters as authorized by the Texas Government Code:

A. § 551.071. Consultation With Attorney. Commissioners Court will meet in Closed Session to seek the advice of its attorney about pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551.

B. § 551.074. Personnel Matters. Commissioners Court will meet in Closed Session to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; or to hear a complaint or charge against an officer or employee.
