23. COMMISSIONER, PCT. 2:

Take all appropriate action on the Appointment of Barry Esene as fifth director of the Fort Bend County Levee Improvement District No. 11, and adopt Order Appointing Directors to the Fort Bend County Levee Improvement District No. 11, for a four-year term, ending June 10, 2026.

24. AUDITOR:

A. Take all appropriate action on Amendment to Resolution Declaring Intention to Advance Funding and Reimburse Expenditures Related to the Purchase of Traffic Signal Cabinets and Camera Systems in an amount not to exceed $317,369 for the Road and Bridge Department.

B. Take all appropriate action on Order for Redemption of the County's 2012 Senior Lien Toll Road Revenue Bonds, from Toll Revenues and Containing Other Provisions Relating to the Subject in an approximate amount of $26,000,000 for such purpose.

25. ENGINEERING:

A. Take all appropriate action on request for variance to the lot size requirements as stated in Section 5.14.E.4, of the Fort Bend County Regulations of Subdivisions for Winfield Lakes North Section 7 on behalf of Woodmere Development Company, LTD, Precinct 2.

B. Take all appropriate action on the plat for the roads within Winfield Lakes North Section 7, Precinct 2.

C. Take all appropriate action on the plat for the lots within Winfield Lakes North Section 7, Precinct 2.

D. Take all appropriate action on requests for authorization to purchase the following Parcels plus necessary costs, authorize County Judge to sign all closing documents regarding 10th Street, Mobility Bond Project No. 20106, Precinct 4, and authorize County Clerk to record deeds and related documents in the Official Public Records at no cost. (Fund: Mobility Bonds) Parcel R377910 in the amount of: $285,649.99; Parcel R112811 in the amount of: $201,965.66; Parcel R339121 in the amount of: $1,193.33.

E. Take all appropriate action on Standard Utility Agreement between Fort Bend County and Houston Pipeline Company, LP, regarding reimbursement of actual costs in an initial amount not to exceed $20,560.03 for utility relocations regarding Chimney Rock, Mobility Bond Project Nos. 17202 and 20202, Precinct 2. (Fund: Mobility Bonds)

F. Take all appropriate action on Interlocal Agreement between Fort Bend County and City of Katy for reimbursement of costs related to decorative traffic signals at Kingsland Boulevard and Katy Fort Bend Road, Precinct 1.

G. Take all appropriate action to set public hearing regarding the Fort Bend County Stormwater Management Program in compliance with the regulations established in Texas Pollutant Discharge Elimination System (TPDES) General Permit No. TXR040000 as required by the Texas Commission on Environmental Quality to be conducted as a Virtual Public Involvement Session, beginning July, 1, 2022 through July 31, 2022.

26. FACILITIES MANAGEMENT & PLANNING:

A. Take all appropriate action to authorize the use of Certificates of Obligation to fund irrigation and landscaping at the Fort Bend County Historic Courthouse in an amount not to exceed $23,000.

B. Take all appropriate action to authorize the use of Certificates of Obligation for additional funds needed regarding the upgrade of cameras at the Fort Bend County Jail in an amount of $523,012.

28. HEALTH & HUMAN SERVICES:

A. Animal Services: Take all appropriate action on Grant Application to The Henderson-Wessendorff Foundation in the amount of $25,000 for spay/neuter and vaccine/microchip clinics for residents of the City of Richmond with no County match required.

B. Social Services: Take all appropriate action on acceptance of refund for overpayment in the amount of $44.78 from TXU Energy to provide assistance to qualified County residents under the TXU Energy Assistance Program.

C. Social Services: Take all appropriate action on acceptance of refund for overpayment in the amount of $68.54 from First Choice Power to provide assistance to qualified county residents under the First Choice Power Assistance Program.

29. PARKS & RECREATION:

Take all appropriate action on License Agreement between Fort Bend County and Propel Soccer Corporation, for use of fields at South Post Oak Sportsplex to promote the sport and hobby of soccer and development of good sportsmanship and cooperation.

30. PUBLIC TRANSPORTATION:

Take all appropriate action on Application to Texas Department of Transportation for Fiscal Year 2022 Section 5311 Rural Federal Funds in the amount of $412,645, with a proposed state match in the amount of $284,071 to be provided by FY 2023 Section 5311 State funding application, regarding assistance with transportation programs, including grantor’s request for submittal of additional information. (Fund: Public Transportation Grants)

31. PURCHASING:

A. Take all appropriate action on Agreement for Professional Landscape Architectural Design Services between Fort Bend County and Terra, A Bowman Company, in a total contract amount not to exceed $55,100, regarding All Abilities Park effective through December 31, 2022. (Fund: 2020 Parks Bond)

B. Take all appropriate action on Addendum to Legal Services Agreement between Fort Bend County and Cokinos Young in an amount not to exceed $30,000 regarding Sims Road, Mobility Bond Project No. 17119x. (Fund: Mobility Bonds)

C. Take all appropriate action on Addendum to Legal Services Agreement between Fort Bend County and Cokinos Young in an amount not to exceed $75,000 regarding Chimney Rock Road, Mobility Bond Project Nos 17202 and 20202. (Fund: Mobility Bonds)

D. Take all appropriate action on Agreement between Fort Bend County and Brazos Commercial Roofing, pursuant to RFQ 22-073 for Roof Replacement Project at Jane Long Annex, in a total amount not to exceed $245,220. (Fund: Advance Funding / Certificates of Obligation)

E. Take all appropriate action on First Amendment to Addendum Agreement between Fort Bend County and C&T Information Technology Consulting, Inc., utilizing DIR-CPO-4570 for additional services in the form of building queries, Power BI reports, and data visualization dashboards in support of American Rescue Plan Act related projects in the amount of $78,816 for a total contract amount not to exceed $290,016. (Fund: American Rescue Plan Act)

F. Take all appropriate action on Bid 22-054, Video Surveillance System for Fort Bend County Jail.

G. Take all appropriate action on Agreement for Professional Engineering Services between Fort Bend County and RPS Infrastructure, Inc., in a total contract amount not to exceed $34,022, pursuant to SOQ 14-025; regarding Witney Way, Mobility Bond Project No. 20223x, Precinct 2, effective through December 31, 2026. (Fund: Mobility Bonds)

32. SHERIFF'S OFFICE:

A. Take all appropriate action on Organized Crime Drug Enforcement Task Force Agreement to accept additional grant funds in the amount of $401.55 for fingerprint kits, for the strike force/strategic initiative programs administered by the Sheriff's Office, with no additional funds required by Fort Bend County, for the period of October 1, 2021 through September 30, 2022.

B. Take all appropriate action on Application to the US Department of Justice, Office of Community Oriented Policing Services, Crisis Intervention Teams - Community Policing Development Solicitation Grant, in the amount of $350,000, and authorize grant writer as an additional designee to sign and submit certifications, for the period of September 1, 2022 through August 31, 2024, with no match required by Fort Bend County.

C. Take all appropriate action on Application to the US Department of Justice, Office of Justice Programs, Patrick Leahy Bulletproof Vest Partnership Grant in the amount of $23,212.50, with a cash match required by Fort Bend County in the amount of $23,212.50, for a total amount of $46,425, for the period of June 27, 2022, through September 30, 2022. (Fund: Enforcement)

D. Take all appropriate action on Application to the US Department of Justice, Office of Justice Programs, Prosecuting Cold Cases using DNA Grant, in the amount of $490,652.61, and authorize grant writer as an additional designee to sign and submit certifications with no cash match required by Fort Bend County, for the period of October 1, 2022 through September 30, 2025.

E. Take all appropriate action on Application to the US Department of Justice, Office of Community Oriented Policing Services, in the amount of $165,000, and authorize grant writer as an additional designee to sign and submit certifications, with no cash match required by Fort Bend County, for the period of September 1, 2022 through September 30, 2023.

F. Take all appropriate action to reclassify vacant Position No.5601-0107, Maintenance Supervisor, Grade 9 of the Occupational Skilled Trade policy group, to Grants Coordinator, Grade 11 of the Professional Management policy group, and eliminate part time Position No. 5601-P002, effective June 11, 2022. (Fund: Sheriff’s Office Enforcement)

33. TAX ASSESSOR/COLLECTOR:

A. Take all appropriate action on Interlocal Cooperation Agreement for the Collection of Taxes between Fort Bend County and Katy Independent School District effective through June 30, 2023.

B. Take all appropriate action on Interlocal Cooperation Agreement for the Collection of Taxes between Fort Bend County and Fort Bend Municipal Utility District No. 162 effective through June 30, 2023.

C. Take all appropriate action on First Amendment to Interlocal Cooperation Agreement for the Collection of Taxes between Fort Bend County and City of Arcola regarding change in services and increase in the total maximum compensation under the Agreement, effective through September 30, 2022.

D. Take all appropriate action on Interlocal Cooperation Agreement for the Collection of Taxes between Fort Bend County and Village of Pleak, effective through June 30, 2023.

34. Approve Bills.

35. Authorize County Auditor to pay and release time-sensitive disbursements on June 23, 2022, to be ratified by Commissioners Court on June 28, 2022.

36. Meet in Closed Session to deliberate the following matters as authorized by the Texas Government Code:

§ 551.071. Consultation With Attorney. Commissioners Court will meet in Closed Session to seek the advice of its attorney about pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551.
