Take all appropriate action to approve the expansion of the Board of Directors for Fort Bend Levee Improvement District No. 11 from three (3) members to five (5) members and make the following appointments: Reappoint Michael Rozell and Roberta Terrell for a term of four years, expiring on June 10, 2026. Appoint Doug Beaton, Cynthia McBride and Sofia Sheikh for a term of four years, expiring on June 10, 2026.

25. COMMISSIONER, PCT. 4:

Take all appropriate action on the appointment of Troy Ryan Splichal to the Fort Bend County Emergency Service District No. 6, Board of Commissioners, effective May 24, 2022, through May 24, 2024.

26. AUDITOR:

A. Take all appropriate action on request to transfer the amount of $110,388 as indicated on the Auditor's form dated May 13, 2022 from American Rescue Plan Act Fund into the General Fund to support Revenue Replacement as authorized under the American Rescue Plan Act (ARPA).

B. Take all appropriate action on Resolution Declaring Intention to Advance Funding and Reimburse Expenditures Related to the Expansion of the Fort Bend County Medical Examiner's Office in an amount not to exceed $100,000 from the General Fund with reimbursement to be provided from Issuance of Certificates of Obligation.

C. Take all appropriate action on First Amendment to the Interlocal Agreement between Fort Bend County and Houston - Galveston Area Council of Governments (H-GAC) Regional Revolving Loan Program to add the definition of "tandem loans" administered by H-GAC to qualified borrowers.

D. Take all appropriate action on request for one (1) new position in the Auditor’s Office, Accountant, Grade 11 of the Professional Management Policy Group effective June 11, 2022.

E. Take all appropriate action on request to transfer the amount of $16,100 from Salaries into Insurance to allocate funds for new Accountant position.

F. Take all appropriate action on Order Authorizing the Issuance of Fort Bend County, Texas, Revenue Anticipation Note, Series 2022H.

27. BUDGET & FINANCE:

A. Take all appropriate action to create two (2) grant-funded positions, Mental Health Clinician, Grade 12 of the Public Health Policy Group in the Behavioral Health Department effective May 24, 2022 through September 30, 2024. (Fund: American Rescue Plan Act – Public Health)

B. Take all appropriate action to amend the American Rescue Plan Act (ARPA) budget by $925,000 for additional services and equipment for the Medical Examiner’s Office with funds to be transferred from the Small Business Incentive Program.

C. Take all appropriate action on request to transfer the amount of $67,427 from Non Departmental Contingency into accounts listed on Department Head's form dated May 18, 2022 to allocate funds for invoices, travel and salaries for Part Time Court Coordinators assigned to American Rescue Plan Act (ARPA) Associate Judges (2).

28. BEHAVIORAL HEALTH SERVICES:

Take all appropriate action to submit Grant Application to the US Department of Justice, Office of Justice Programs, Office of Juvenile Justice and Delinquency Prevention, FY 2022 Second Chance Act Addressing the Needs of Incarcerated Parents and Their Minor Children in the amount of $749,815 for the period of October 1, 2022 to September 30, 2025, with no cash match required by Fort Bend County.

29. COMMUNITY DEVELOPMENT:

Take all appropriate action on Agreement with The Way Home Continuum of Care Partnership, a community partnership that is committed to ending homelessness in Fort Bend County.

30. DISTRICT ATTORNEY:

A. Take all appropriate action on request to create one (1) full-time position, Attorney I, Grade 13 of the Professional Management Policy Group and eliminate one (1) part-time position No. 4801-P007, in the District Attorney's Office, effective May 28, 2022 through the end of FY2022. (Fund: District Attorney)

B. Take all appropriate action on request to transfer the amount of $16,100 from Salaries into Insurance - Group to allocate funds for insurance for reclassification request of District Attorney Position 4801-P007.

31. ENGINEERING:

A. Take all appropriate action on requests for authorization to purchase the following Parcels plus necessary costs; authorize County Judge to sign all closing documents regarding 10th Street, Mobility Bond Project No. 20106, Precinct 4, and authorize County Clerk to record Deeds and related documents in the Official Public Records at no cost. (Fund: Mobility Bonds) Parcel R62756 in the amount of $251,635.66; and Parcel R64316 in the amount of $12,335.33.

B. Take all appropriate action on authorization to purchase Parcel 207 in the amount of $146,074.33 plus the necessary costs; authorize the County Judge to sign all closing documents regarding Grand Parkway (SH 99) Frontage Roads Segment 1, Mobility Bond Project No. 17303, Precinct 1, and authorize County Clerk to record Deed and related documents in the Official Public Records at no cost. (Fund: Mobility Bonds)

C. Take all appropriate action on Order Adopting Amendment to Fort Bend County Regulations of Subdivisions, specifically Appendix M - Bond, Precincts 1, 2, 3 and 4.

D. Take all appropriate action on request for temporary road closure beginning June 2, 2022 until the end of the project, pursuant to Section 251.011 of the Texas Transportation Code for Bamore Road Segment 2, Mobility Bond Project No. 17105, Precincts 1 and 4.

E. Take all appropriate action on Utility Easement between Fort Bend County and City of Rosenberg, regarding Fairgrounds Road (Epicenter Project), Mobility Bond Project No. 20124x, Precinct 1, and authorize the County Clerk to record said Easement and related documents in the Official Public Records at no cost.

F. Take all appropriate action on Request for Annexation to City of Fulshear to annex the right of way dedicated to the Public and currently maintained by the County, regarding James Lane, Precinct 1.

32. FACILITIES MANAGEMENT & PLANNING:

Take all appropriate action on acceptance of Electrical Easement from CenterPoint Energy Houston Electric, LLC, located at the Emergency Operations Center, 307 Fort Street in Richmond, Texas, Precinct 4.

34. HEALTH & HUMAN SERVICES:

A. Clinical Health: Take all appropriate action on Amendment No. 3 between Fort Bend County and Department of State Health Services, Contract No. HHS000448000001 regarding the Tuberculosis State Program to revise the FY2022 Budget to reallocate funds from Indirect Costs to Personnel match in the amount $35,753 for the grant period of September 1, 2022 to August 31, 2023. (Fund: Clinical Health Services)

B. Clinical Health: Take all appropriate action on request for two (2), grant-funded position, Disease Intervention Specialist, Grade 9 of the Public Health Policy Group, in the Health & Human Services - Clinical Health Department, effective May 24, 2022. (Fund: Sexually Transmitted Disease/Human Immunodeficiency Virus Disease Intervention Specialists Grant)

C. Social Services: Take all appropriate action on acceptance of refund for overpayment in the amount of $44.78 from TXU Energy to provide assistance to qualified County residents under the TXU Energy Assistance Program.

35. PUBLIC TRANSPORTATION:

Take all appropriate action on request to ratify application to Texas Department of Transportation for FY2022 Section 5339 Federal Funds in the amount of $76,028 with no cash match required, including grantor’s request for submittal of additional information.

36. PURCHASING:

A. Take all appropriate action on Addendum to Agreement between Fort Bend County and Fort Bend County Dispute Resolution Center for court-ordered mediation services in the amount of $226,388.03 for FY2022 through FY2023. (Fund: Non-Departmental Fees)

B. Take all appropriate action on Interlocal Agreement between Fort Bend County and Texas A&M University regarding the study and evaluation of diversion programs for the Fort Bend County District Attorney’s office, in an amount not to exceed $53,732 effective March 1, 2022 through February 28, 2023. (Fund: District Attorney Diversion Fund)

C. Take all appropriate action on Agreement between Fort Bend County and Lake Country Chevrolet for the purchase of two (2) Chevrolet Silverado crew cab trucks for Homeland Security & Emergency Management, utilizing TIPS Contract No. USA 200206 in an amount not to exceed $72,548.10. (Fund: Homeland Security Grant Program - (Office of the Governor -Urban Areas Security Initiative Program))

D. Take all appropriate action on Change Order No. 4 between Fort Bend County and Nash Industries, pursuant to Bid 20-085 regarding additional services to the jail shower renovation project, in an increased amount of $25,591.41 for a total amount not to exceed $993,578.92. (Fund: Certificates of Obligation)

E. Take all appropriate action on Addendum to Quote between Fort Bend County and Terry Woodard Enterprises Inc., dba Kommercial Kitchens, utilizing BuyBoard Contract No. 598-19, regarding the purchase of electric kitchen kettles for the jail, in an amount not to exceed $62,582. (Fund: Sheriff Detention)

F. Take all appropriate action on RFP 22-073, Roof Replacement Project at Jane Long Annex.

G. Take all appropriate action on RFP 22-069 Construction of Arboretum Cricket Complex for Fort Bend County.

H. Take all appropriate action on RFP 22-070 Construction of Arena Canopy at Fairgrounds for Fort Bend County.

I. Take all appropriate action on RFP 22-065 Purchase and Delivery of Two (2) Ambulances.

J. Take all appropriate action on Fifth Amendment to Agreement between Fort Bend County and Schneider Electric for Energy Performance Assurance Services, pursuant to TIPS Contract No. 22010601 in an additional amount of $26,894.82 for Year five (5), in a total contract amount not to exceed $6,037,080.48, effective February 1, 2022 through January 31, 2023. (Fund: Facilities Jail Maintenance)

K. Take all appropriate action on Amendment to Agreement between Fort Bend County and Crain Group, LLC, pursuant to RFQ 22-024 regarding the construction phase of expansion for the Medical Examiner Facility, in the amount of $1,636,778 for a total contract amount not to exceed $1,775,778. (Fund: Certificates of Obligation)

L. Take all appropriate action on request to cease negotiations with Stallion Oilfield Services, LLC dba Stallion Oilfield Services, LTD pursuant to RFP 22-028 regarding Professional Assistance for Public Transportation Video Surveillance as a Service and authorize negotiations with the most highly qualified respondent.

M. Take all appropriate action on Addendum to Agreement between Fort Bend County and Origami Risk LLC, a sole source provider as authorized by Section 262.024 (a)(7) of the Texas Local Government Code for licenses, hosting, support, and associated services for Risk Management in an amount not to exceed $163,125 effective March 12, 2022 through March 11, 2025. (Fund: Information Technology)

N. Take all appropriate action on Bid 22-074 for Construction of Walking Trail at King-Kennedy Memorial Park.

O. Take all appropriate action on award funds allocated for Non-Profit American Rescue Plan Act Grant recipients.

P. Take all appropriate action on Agreement for Construction Materials Testing Services between Fort Bend County and Geotech Engineering & Testing, in a total contract amount not to exceed $105,582, pursuant to SOQ 14-025, regarding Front Street, Mobility Bond Project No. x18, Precinct 4. Take all appropriate action on Agreement for Professional Engineering and Surveying Services between Fort Bend County and Kaluza, Inc., in a total contract amount not to exceed $54,285, pursuant to SOQ 14-025, regarding Sienna Ranch Road, Mobility Bond Project No. 20207, Precinct 2. R. Take all appropriate action on Amendment to Agreement for Professional Engineering Services between Fort Bend County and Gradient Group, LLC, to increase the contract by $53,260.20 for a total contract amount not to exceed $333,051.80, pursuant to SOQ 14-025, regarding Reading Road Intersections, Mobility Bond Project No. 20109, Precinct 2. S. Take all appropriate action on Change Order No. 1 Final between Fort Bend County and DVL Enterprises, LLC, to increase the contract by $9,650 for a total contract amount not to exceed $88,240 pursuant to Bid No. 22-016, regarding Sugar Land-Howell at WKBID Trail, Mobility Bond Project No. 13218x, Precinct 4. (Fund: Mobility Bonds)

T. Take all appropriate action on Change Order No. 1 Final between Fort Bend County and Wadecon, LLC, to increase the contract by $4,432.20 for a total contract amount not to exceed $131,515.20, pursuant to Bid No. 21-084, regarding Mason Road Left Turn Lane, Mobility Bond Project No. 17321x, Precinct 1. (Fund: Fort Bend County Assistance District No. 9)

37. SHERIFF'S OFFICE:

A. Take all appropriate action on Sheriff's Office Application for Participation in the Law Enforcement Support Office (LESO) Program (formerly 1033 Program), and accept the State Plan of Operations between the State of Texas and Fort Bend County, administered by the Sheriff's Office.

B. Take all appropriate action on Grant Application to the U.S. Department of Justice in the amount of $120,183.11 for the purchase of Communications Equipment to support Fort Bend County Sheriff's Office Patrol Unit with Project Lifesaver, and authorize grant writer as an additional designee to sign and submit certifications, for the term of October 1, 2002 through September 30, 2024, with no cash match required by Fort Bend County.

38. Approve Bills.

39. Ratify the release of time-sensitive disbursements by County Auditor on May 19, 2022.

40. WORKSHOP:

Provide an update to Commissioners Court on the completion status of the Cybersecurity Awareness training course.

41. Meet in Closed Session to deliberate the following matters as authorized by the Texas Government Code:

A. § 551.071. Consultation With Attorney. Commissioners Court will meet in Closed Session to seek the advice of its attorney about pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551.

B. § 551.076. Deliberation Regarding Security Devices. Commissioners Court will meet in Closed Session to deliberate the deployment or specific occasions for implementation of security personnel or devices.
