A. Take all appropriate action on Resolution Approving Issuance of Bonds by Harris County Cultural Education Facilities Finance Corporation on behalf of Memorial Herman Health System to finance the cost of health facilities located and to be located in Fort Bend County, pursuant to Section 147(f) of the Internal Revenue Code, with no financial obligation to Fort Bend County.

B. Take all appropriate action on Resolution of Fort Bend County Commissioners Court Accepting Annual Report and Annual Audit, for East Fort Bend County Development Authority.

25. COMMISSIONER, PCT. 1:

Take all appropriate action on Petition and Consent by Landowner to the Inclusion of real estate to Fort Bend County Assistance District No. 19 for road right-of-way.

Take all appropriate action on Second Amendment to Economic Development Agreement between Fort Bend County, Parkway Lakes Master, Ltd., and North Fort Bend Redevelopment Authority to extend the term from seven (7) to ten (10) years, and authorize County Judge to sign said agreement.

27. BUDGET & FINANCE:

A. Take all appropriate action to create a new grant position, Mobile Health Unit Driver, Grade 4 of the Operator Skilled Trade Policy Group in the Health & Human Services Department effective April 30, 2022 through December 31, 2024. (Fund: American Rescue Plan Act -Health & Human Services)

B. Take all appropriate action to create a new grant position, Data Analyst-Vaccines, Grade 11 of the Public Health Policy Group in the Health & Human Services Department effective April 30, 2022 through December 31, 2024. (Fund: American Rescue Plan Act -Health & Human Services)

28. ELECTIONS ADMINISTRATION:

Take all appropriate action to approve the early voting polling locations for the May 24, 2022 Primary Runoff Election.

29. ENGINEERING:

A. Take all appropriate action on request for temporary road closure, beginning April 27, 2022 until construction is complete, pursuant to Section 251.011 of the Texas Transportation Code, for Enclave Hill Lane in Sunrise Meadow regarding a storm sewer rehab along Sunrise Meadow Drive, Precinct 4.

B. Take all appropriate action on request for variance to the sidewalk requirements as stated in Section 5.8 of the Fort Bend County Regulations of Subdivisions, for Sienna Section 27 on behalf of LJA Engineering, Precinct 2.

C. Take all appropriate action on request for variance to the block length requirements as stated in Section 5.5.A.2, of the Fort Bend County Regulations of Subdivisions for Tamarron West Section 11 on behalf of Quiddity, Precinct 1.

D. Take all appropriate action on Agreement between Walia Learning Group LLC dba Countryside Montessori, to accept an owner’s contribution regarding Benton Road, Mobility Bond Project No. 17110, Precinct 2.

E. Take all appropriate action on U.S. Army Corps of Engineers (USACE) Nationwide Permit Pre-Construction Notification regarding Moore Road, Mobility Bond Project No. 17218x, Precinct 3.

F. Take all appropriate action on Gulf Coast Water Authority Application for Crossing Agreement between Fort Bend County and Gulf Coast Water Authority (GCWA), regarding Lake Olympia, Segment 2, Mobility Bond Project No. 17201, Precinct 2.

G. Take all appropriate action to accept a 0.1710 acre tract of land conveyed by donation deed from Willow Fork Drainage District, to Fort Bend County and authorize payment of title policy fees related to such conveyance, regarding Parcel 205 of Grand Parkway (SH 99) Frontage Roads Segment 1, Mobility Bond Project No. 17303, Precinct 1 and authorize County Clerk to record deed and related documents in the Official Public Records at no cost. (Fund: Mobility Bonds)

30. HEALTH & HUMAN SERVICES:

A. Health & Human Services: Take all appropriate action on Resolution Appointing Members of the Fort Bend County Animal Shelter Advisory Committee, complying with the requirements of Chapter 823 of the Texas Health and Safety Code.

B. Clinical Health: Take all appropriate action on Amendment to Grant Agreement between Fort Bend County and Texas Department of State Health Services, Contract No. HHS001120300010 to increase the amount of funding by $149,444 for a total award in the amount of $298,887, with no cash match required by Fort Bend County and extend the contract term through December 31, 2022.

C. Clinical Health: Take all appropriate action on Memorandum of Understanding between Fort Bend County and the Asian American Health Coalition of the Greater Houston dba Hope Clinic, to increase access to care and establish a collaborative partnership.

D. Clinical Health: Take all appropriate action on Renewal Application to the Texas Department of State Health Services for the FY2023 HIV Prevention Services Program, in the amount of $361,384, with no county match required by Fort Bend County, for the period of September 1, 2022 through August 31, 2023.

31. MEDICAL EXAMINER:

Take all appropriate action on request to authorize County Auditor to reimburse Medical Examiner employees without requiring a purchase order for Department of State Health Services mandated fingerprint-based criminal background check (CBC) of users who access TxEVER. (Fund: Medical Examiner)

32. PARKS & RECREATION:

A. Take all appropriate action on Interlocal Agreement between Fort Bend County and Pecan Grove Municipal Utility District regarding delivery of donated live oak trees.

B. Take all appropriate action on request from City of Kendleton, to waive rental fees for use of three (3) pavilions at Bates Allen Park on June 18 through June 19, 2022 for a Juneteenth Event.

33. PUBLIC DEFENDER:

Take all appropriate action on Resolution and Grant Budget Amendment to the Texas Indigent Defense Commission for Year Four of the Immigration Attorney (Padilla) Program, in the amount of $30,776 with a cash match required by Fort Bend County in the amount of $123,103 for a total amount of $153,879 effective October 1, 2022 through September 29, 2023. (Fund: FY2023 Public Defender)

34. PUBLIC TRANSPORTATION:

Take all appropriate action on the request to approve The United States of America Department of Transportation Federal Transit Administration Master Grant Agreement FTA MA (29) dated February 7, 2022.

35. PURCHASING:

A. Take all appropriate action on RFQ 22-062 Engineering Services for West Fort Bend Water Authority for Fort Bend County.

B. Take all appropriate action on RFQ 22-063 for Design/Build of a Juvenile shop building in Arcola for Fort Bend County.

C. Take all appropriate action on RFP 22-034, term contract for purchase of transit vehicles for Public Transportation.

D. Take all appropriate action on Bid 22-035 for Construction of Madden Road and Pheasant Creek at Old Richmond Road for Fort Bend County Mobility Bond Project No. 17416 and 17415.

E. Take all appropriate action on Bid 22-060 for West Airport Pavement Rehabilitation for Fort Bend County Mobility Bond Project No. 20319x.

F. Take all appropriate action on Work Authorization No. 7 to Professional Service Agreement between Fort Bend County and IDCUS, pursuant to SOQ 09-072 for preparation of plat, and metes and bounds for Westpark Park & Ride in an amount not to exceed $2,500. (Fund: Public Transportation Grant)

G. Take all appropriate action on Agreement between Fort Bend County and Siddons-Martin Emergency Group, LLC pursuant to RFP 22-053 regarding the purchase of a hazmat response vehicle for Homeland Security and Emergency Management in an amount not to exceed $650,000. (Fund: Homeland Security Grant)

H. Take all appropriate action on Subrecipient Agreement between Fort Bend County and Catholic Charities of the Archdiocese of Galveston-Houston, for case management program to serve senior citizens, part of the FY2021 Consolidated Annual Action Plan approved by Commissioners Court on September 28, 2021 in an amount not to exceed $50,000. (Fund: Community Development Block Grant)

I. Take all appropriate action on Change Order No. 1 between Fort Bend County and Traffic Systems Construction, Inc., to increase the contract by $68,587.95 for a total contract amount not to exceed $782,830.90 pursuant to Bid 22-014 regarding traffic signals for LJ Parkway at Lake Riverstone, LJ Parkway at Winding Waters, and University at Winding Waters, Precinct 4. (Fund: Advance Funding Resolution/ Certificates of Obligation)

J. Take all appropriate action on Agreement for Professional Property Acquisition Services between Fort Bend County and Percheron, LLC, in a total contract amount not to exceed $1,428,030 regarding right of way acquisitions for 2020 Mobility Bond Projects within Precincts 1, 2, 3, and 4. (Fund: Right of Way)

36. SHERIFF'S OFFICE:

A. Take all appropriate action on Grant Application to the U.S. Department of Justice Office, Community Oriented Policing Services (COPS), regarding the FY22 Law Enforcement Mental Health and Wellness Act (LEMHWA) Implementation Project in the amount of $152,648, with no cash match required by Fort Bend County, for the term of September 1, 2022 through August 31, 2024.

B. Take all appropriate action on Interlocal Agreement for Additional Law Enforcement Services between Fort Bend County and Fort Bend County Municipal Utility District No. 134B, with services to be provided by the Sheriff's Office, effective through September 30, 2022.

C. Take all appropriate action on Interlocal Agreement for Additional Law Enforcement Services between Fort Bend County and Fort Bend County Municipal Utility District No. 134C, with services to be provided by the Sheriff's Office, effective through September 30, 2022.
