19. COMMISSIONER, PCT. 3:

Take all appropriate action on the appointment of Michael Siwierka to the Board of Directors of Fort Bend County Levee Improvement District No. 2 for a four-year term effective April 5, 2022.

20. AUDITOR:

A. Take all appropriate action on Resolution Declaring Intention to Advance Funding and Reimburse Expenditures in an amount not to exceed $231,545 for the purchase of traffic signal cabinets and camera systems for the Road and Bridge Department.

B. Take all appropriate action on request to transfer the amount of $300,000 from American Rescue Plan Act - Economic Recovery into General Fund to support Revenue Replacement as authorized under the American Rescue Plan Act.

C. Take all appropriate action on request to transfer the amount of $2,000,000 as indicated on the Auditor's form dated March 24, 2022 from American Rescue Plan Act into the General Fund to support Revenue Replacement as authorized under the American Rescue Plan Act.

21. BEHAVIORAL HEALTH SERVICES:

Take all appropriate action on Memorandum of Understanding between Fort Bend County and the University of Texas Health Science Center of Houston on behalf of Faillace Department of Psychiatry for the provision and administration of educational group, and coaching/consultation services through the Nurturing Resilience Initiative, effective through August 31, 2023.

22. ENGINEERING:

A. Take all appropriate action on Invoice No. 90111197 in the amount of $4,045.11 for payment to Union Pacific Railroad Company pursuant to the Agreement approved by Commissioners Court on June 22, 2021, for reimbursement, regarding Lake Olympia Segment 2, Mobility Bond Project Nos. 13217x and 17201, Precinct 2. (Fund: Mobility Bonds)

B. Take all appropriate action on request for authorization to purchase Parcel R198971 in the amount of $130,997.33 plus the necessary costs, authorize the County Judge to sign all closing documents regarding said parcel for 10th Street, Mobility Bond Project No. 20106, Precinct 4, and authorize County Clerk to record said deed and related documents in the Official Public Records at no cost. (Fund: Mobility Bonds)

C. Take all appropriate action on request for authorization to purchase Parcel 3 in the amount of $28,877.66 plus the necessary costs, authorize the County Judge to sign all closing documents regarding said parcel for Moore Road, Mobility Bond Project No. 17218x, Precinct 3, and authorize County Clerk to record said deed and related documents in the Official Public Records at no cost. D. Take all appropriate action on Owner Agent Designation Form by Fort Bend County to Texas Department of Licensing and Regulations regarding Beechnut, Mobility Bond Project No. 13201, Precinct 4.

E. Take all appropriate action on Development Agreement between Fort Bend County and Toll-GTIS Property Owner, LLC, regarding the construction of Sienna Parkway Road Sidewalk, Precinct 2.

F. Take all appropriate action on Owner Agent Designation Form by Fort Bend County to Texas Department of Licensing and Regulations regarding Sidewalk Improvements, Mobility Bond Project No. 20308, Precincts 1 and 4.

G. Take all appropriate action on request for variance to the block length requirements as stated in Section 5.5.A.2, of the Fort Bend County Regulations of Subdivisions for Bellfort Farms Sec 1 on behalf of Meritage Homes of Texas LLC and Pape-Dawson Engineers, Precinct 4.

O. Take all appropriate action on Amendment to Interlocal Contract for Licensing between Fort Bend County and South Central Planning and Development Commission (SCPDC) by and through its authorized agent The Capital Area Council of Governments (CAPCOG) for MyPermitNow software with a monthly fee structure based upon the number of permit applications submitted to Fort Bend County, effective through September 30, 2022. P. Take all appropriate action on request for authorization to purchase Roadway Easement R46541-04 in the amount of $9,530.33 plus the necessary costs, authorize the County Judge to sign all closing documents regarding said parcel for Harlem Road, Mobility Bond Project No. 17402, Precinct 3 and 4, and authorize County Clerk to record said easement and related documents in the Official Public Records at no cost. (Fund: Mobility Bonds)

Q. Take all appropriate action on request for temporary road closure beginning April 6, 2022 until the end of the project, pursuant to Section 251.011 of the Texas Transportation Code for Greenbusch Road between Gaston Road and Westheimer Parkway, Mobility Bond Project No. 13312, Precinct 1.

23. HEALTH & HUMAN SERVICES:

A. Animal Services: Take all appropriate action on Agreement between Fort Bend County and Petco Love through the Animal Welfare Organization Grant and accept $150,000 in lifesaving-focused funds, with no cash match required by Fort Bend County effective through April 30, 2024.

B. Emergency Medical Service: Take all appropriate action on the appointment of Dr. Benjamin Oei, Emergency Medical Services Director, to the Southeast Texas Regional Advisory Council (SETRAC) Board of Directors for a three-year term expiring in July 2024.

C. Health & Human Services: Take all appropriate action to ratify approval of submission of budget for Amendment to the Texas Department of State Health Services Health Disparities Program, Contract No. HHS001057600019, and increase the award by $375,000 for a total award in the amount of $875,000, effective September 1, 2021 through May 31, 2023.

D. Health & Human Services: Take all appropriate action on request to create five (5) full-time, grant-funded positions, Public Health Fellowship, Grade 9 of the Public Health Policy Group, in the Health & Human Services Department, effective June 1, 2022 through May 31, 2023. (Fund: Health Disparities Program Grant)

E. Social Services: Take all appropriate action on acceptance of refund for overpayment in the amount of $100.27 from TXU Energy to provide assistance to qualified county residents under the TXU Energy Assistance Program.

F. Social Services: Take all appropriate action on acceptance of refund for overpayment in the amount of $314.68 from First Choice Power to provide assistance to qualified county residents under the First Choice Power Assistance Program.

24. HOMELAND SECURITY & EMERGENCY MANAGEMENT:

Take all appropriate action on Notice of Intent to Apply to the State of Texas, Office of the Governor, Homeland Security Grant Division in an amount of $2,414,447 for programs described within the Summary, with no cash match required by Fort Bend County for the grant term of January 1, 2023, through December 31, 2023.

25. LIBRARY:

Take all appropriate action on request to authorize the use of the Fort Bend County Library logo by the organization, Unite & Inspire on their website for the benefit of the STEM Coding and Art Programs offered at several County library branches.

26. PARKS & RECREATION:

Take all appropriate action on License Agreement between Fort Bend County and Richmond Oilers Youth Football and Cheer, Inc., for use of football field located at Jones Creek Ranch Park, to promote the sport and hobby of youth football and development within the citizens of the County.

27. PURCHASING:

A. Take all appropriate action on Bid 22-059, term contract for Laundry and Dishwashing Chemicals and Maintenance.

B. Take all appropriate action on Agreement between Fort Bend County and Deer Oaks EAP Services, LLC, pursuant to RFP 22-027 for the Employee Assistance Program, in an amount not to exceed $82,512 effective April 1, 2022 through March 31, 2023. (Fund: Risk Management)

C. Take all appropriate action on Agreement between Fort Bend County and Redwood Toxicology Laboratory Inc., pursuant to RFP 21-054 for Drug Testing Services and Onsite Screening Supplies in an amount not to exceed $50,000 effective April 1, 2022 through March 31, 2023. (Fund: Juvenile Probation)

D. Take all appropriate action on Amendment to Agreement between Fort Bend County and Unique Digital Technology, Inc. utilizing DIR-TSO-4299 for the purchase of software services in an amount not to exceed $71,215.36 effective February 1, 2022 through January 31, 2023. (Fund: Information Technology)

E. Take all appropriate action on Addendum between Fort Bend County and Corrections Software Solutions, LP, a sole source provider as authorized by Section 62.024 (a)(7) of the Texas Local Government Code, regarding case management software solution for the Community Supervision and Corrections Department effective September 1, 2021 through August 31, 2022 in an amount not to exceed $117,240. (Fund: Information Technology)

F. Take all appropriate action on RFP 22-053, Hazmat Response vehicle for Homeland Security & Emergency Management.

G. Take all appropriate action on First Amendment to Agreement between Fort Bend County and Huitt-Zollars, Inc. for additional professional engineering services in the amount of $19,980 for a total contract amount not to exceed $82,295 regarding the redesign of stormwater detention ponds at the North Library located in Fulshear. (Fund: 2015 Facilities Bond Proposition 3)

H. Take all appropriate action on Bid 22-057 for Construction of Walking Trail at King-Kennedy Memorial Park.

I. Take all appropriate action on Amendment to Agreement for Professional Engineering Services between Fort Bend County and Kavi Consulting, Inc., to increase the contract in an amount of $11,475 for a total contract amount not to exceed $188,440 pursuant to SOQ 14-025, regarding Sidewalk Improvements, Mobility Bond Project No. 20308, Precincts 1 and 4. (Fund: Mobility Bonds)

J. Take all appropriate action on Second Amendment to Agreement for Professional Engineering Services between Fort Bend County and R.G. Miller Engineers, Inc., to increase the contract to an amount of $17,030 for a total contract amount not to exceed $458,916 and to extend the contract time until December 31, 2024, pursuant to SOQ 14-025, regarding Ransom Road, Mobility Bond Project No. 17102, Precinct 4. (Fund: Mobility Bonds)

K. Take all appropriate action on Change Order No. 1 between Fort Bend County and DVL Enterprises, LLC, to increase the contract in an amount of $18,837.90 for a total contract amount not to exceed $139,649.90 and to extend the contract time until September 3, 2021, pursuant to Bid No. 21-080 regarding Avenue E, Mobility Bond Project No. 17220x, Precinct 3. (Fund: Mobility Bonds)

L. Take all appropriate action on Agreement between Fort Bend County and Blueline TD LLC for Professional Architectural and Engineering Services regarding the Fulshear Justice of the Peace Courthouse Project, in an amount not to exceed $105,456 effective through December 31, 2023. (Fund: Renovation of Fulshear Library for Justice of the Peace Precinct 1, Place 2)

M. Take all appropriate action on Third Amendment to Agreement between Fort Bend County and Baylor Miraca Genetics Laboratories, LLC, and authorize exemption to the competitive bid process, pursuant to Local Government Code Section 262.024(a)(2) to protect the public health or safety of the residents, to pay previous invoices and for additional COVID-19 testing laboratory services and specimens in an additional amount of $150,000 for a total contract amount not to exceed $1,450,000 effective through December 31, 2022. (Fund: COVID-19/FEMA-PA)

A. Workshop to receive presentation by Fort Bend County Central Appraisal District.

B. Workshop to receive update from MPact Strategic Consulting regarding the Countywide COVID Benefits Assistance Programs funded from CARES, American Rescue Plan Act, and Emergency Rescue Act.

32. Meet in Closed Session to deliberate the following matters as authorized by the Texas Government Code:

A. § 551.071. Consultation With Attorney. Commissioners Court will meet in Closed Session to seek the advice of its attorney about pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551.

B. § 551.074. Personnel Matters. Commissioners Court will meet in Closed Session to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; or to hear a complaint or charge against an officer or employee.
