A. Take all appropriate action on transfer in the amount of $65,320 from Non-Departmental Contingency into Fees to allocate funds for Infrastructure Investment & Jobs Act consulting support.

B. Take all appropriate action on request to create one (1) new Telecom Analyst position, Grade 11 of the Administrative Clerical Policy Group, in the Information Technology Department to manage the mobile device equipment and services for the County. (Fund: Information Technology - Salaries)

21. CONSTABLE, PCT. 1

Take all appropriate action on Interlocal Agreement for Additional Law Enforcement Services between Fort Bend County and Grand Lakes Municipal Utility District No. 2 with services to be provided by Fort Bend Constable Pct. 1, effective through September 30, 2022.

22. ENGINEERING:

A. Take all appropriate action on authorization to purchase Parcel R107090 in the amount of $166,881.38 plus the necessary costs, authorize the County Judge to sign all closing documents regarding said parcel for 10th Street, Mobility Bond Project No. 20106, Precinct 4, and authorize County Clerk to record said deed and related documents in the Official Public Records at no cost. (Fund: Mobility Bonds)

B. Take all appropriate action on request for variance to the cul-de-sac requirements as stated in Section 5.6.A of the Fort Bend County Regulations of Subdivisions for Nijadhar McKaskle Road Development to not provide an extension with a cul-de-sac for Oak Lake Park, as the stub street is recorded in Oak Lake Park Estates Section 1 on behalf of Doshi Engineering & Surveying Company for Nijadhar, LLC, Precinct 3.

C. Take all appropriate action on the plat for Nijadhar McKaskle Road Development Precinct 3.

D. Take all appropriate action on request for variance to the block length requirements as stated in Section 5.5.A.2, of the Fort Bend County Regulations of Subdivisions for Tamarron Section 55 on behalf of LJA Engineering, Precinct 1.

E. Take all appropriate action on the plat for the roads within Tamarron Section 55, Precinct 1.

F. Take all appropriate action on the plat for the lots within Tamarron Section 55, Precinct 1.

G. Take all appropriate action on requests for authorization to purchase the following Easements plus necessary costs, authorize County Judge to sign all necessary closing documents regarding McCrary Road, Mobility Bond Project No. 17313x, Precinct 1, and authorize County Clerk to record said Easements and related documents in the Official Public Records at no cost. (Fund: Mobility Bonds) Easement 3E in the amount of $55,831.33 Easement 4E in the amount of $1,795.33 Easement 5E in the amount of $48,706.16

H. Take all appropriate action on relocation expenses for Parcel No. R107086 in the amount of $84,000 plus the necessary costs, and authorize the County Judge to sign all the necessary closing and related documents, regarding 10th Street, Mobility Bond Project No. 20106, Precinct 4. (Fund: Mobility Bonds)

I. Take all appropriate action on request to transfer the amount of $50,000 from Non-Departmental Contingency into Recycle Center-Fees to allocate funds to cover disposal costs related to the increase of residential use.

23. FACILITIES MANAGEMENT & PLANNING:

A. Take all appropriate action on Lease Agreement between Fort Bend County and Commerce Green Associates, L.P. for the Economic Development Office, in a total amount not to exceed $126,675.90, effective March 1, 2022 through March 31, 2025. (Fund: ARPA -EDR and General Fund)

B. Take all appropriate action on Amendment to the Interlocal Lease Agreement between Fort Bend County and the University of Houston, to extend the term of the lease until February 26, 2023, for the use of office space in the Sienna Annex.

24. FIRE MARSHAL:

Take all appropriate action to set a public hearing on the Fort Bend County Junkyards and Automotive Wrecking and Salvage Yards license Application by Awestruck Auto Group LLC located at 16530 Boss Gaston Road, Suite B, Sugar Land, Texas 77498, to be conducted on Tuesday, March 22, 2022, at 1:00 p.m. in the Commissioners Courtroom on the Second Floor at 401 Jackson Street in Richmond Texas.

25. HEALTH & HUMAN SERVICES:

A. Health & Human Services: Take all appropriate action to establish a multi-year Medicaid Administrative Claiming (MAC) Fund and to retroactively move FY2021 funds in the amount of $138,592.65 into said fund to be used by Health & Human Services and Behavioral Health Services as allocated on the Summary attached.

B. Clinical Health: Take all appropriate action to ratify Grant Application to the Texas Department of State Services for FY2023 Immunizations Program, Contract No. HHS000103000001 in the amount of $258,364 with no cash match required by Fort Bend County, for the term September 1, 2022 through August 31, 2023 and authorize County Judge to electronically sign.

C. Social Services: Take all appropriate action on acceptance of refund of overpayment in the amount of $179.62 from TXU Energy to provide assistance to qualified county residents under the TXU Energy Assistance Program.

26. PARKS & RECREATION:

A. Take all appropriate action on the Sub-Lease Agency Agreement between Willow Fork Drainage District and Fort Bend County, regarding the County Lease with the U.S. Army Corps of Engineers (USACE).

B. Take all appropriate action on Interlocal Agreement for the Delivery of Donated Live Oak Trees between Fort Bend County and Fort Bend County Municipal Utility No. 46.

C. Take all appropriate action on request from Girl Scout Troop 152998 to waive rental fees for the use of one (1) room at the Four Corners Multipurpose Center on May 21; June 18; July 23; and August 13, 2022 for Girl Scout Meetings.

D. Take all appropriate action on request from Missouri City Parks and Recreation to waive rental fees for use of Landmark Gym on August 6 through August 7, 2022 for the Hard Bat World Championship Ping Pong Tournament.

E. Take all appropriate action on request from Lamar Consolidated High School Band Booster Club to waive rental fees for the use of the Lodge at Jones Creek Ranch Park on May 14, 2022 for their banquet.

F. Take all appropriate action on request from We Are Pearls to waive rental fees for use of Landmark Gym on March 26 and August 27, 2022 for a workshop.

G. Take all appropriate action on License Agreement between Fort Bend County and Indo American Association for use of fields at Fort Bend County Jones Creek Ranch Park.

27. PUBLIC TRANSPORTATION:

A. Take all appropriate action on Third Amendment to Agreement for Transportation Services between Fort Bend County and Fort Bend Seniors Meals on Wheels & Much, Much, More.

B. Take all appropriate action on update to the Fort Bend County Public Transportation Department Title VI Program and Compliance Report.

28. PURCHASING:

A. Take all appropriate action on Second Amendment to Professional Services Agreement between Fort Bend County and The Reserves Network, Inc. for renewal services to provide Directly Observed Therapy (DOT) services in an amount not to exceed $75,000 effective January 1, 2022 through December 31, 2022, in a total contract amount not to exceed $150,438. (Fund: Tuberculosis State Prevention and Control Program and Tuberculosis Federal Program)

B. Take all appropriate action on request to purchase EMS medical supplies from Zoll Medical, utilizing cooperative contract No. PSAI 2021-06 in an amount not to exceed $136,351.92. (Fund: Health & Human Services, Emergency Medical Service)

C. Take all appropriate action on Agreement between Fort Bend County and Tetra Tech, Inc., pursuant to RFP 19-041 for Infrastructure Investment and Jobs Act Consulting Support, in an amount not to exceed $65,320 effective through January 31, 2023. (Fund: Non-Departmental Fees)

D. Take all appropriate action on Addendum to Agreement between Fort Bend County and Safeware, Inc. utilizing OMNIA Partners Contract No. 4400008468 for the purchase of communication headsets for Homeland Security & Emergency Management, in a total amount not to exceed $75,908.56. (Fund: HS-Homeland Security Grant Program - (OOG-UASI Program)

E. Take all appropriate action on Amendment to Agreement between Fort Bend County and Flintco, LLC, pursuant to RFP 21-067 for owner contingency regarding the construction of the North Library in Precinct 3 in an additional amount of $200,000 for a total contract amount not to exceed $12,180,000. (Fund: 2015 Bonds and Certificates of Obligation)

F. Take all appropriate action on Agreement for Janitorial Services between Fort Bend County and High Quality Cleaning Services, pursuant to RFP 21-041 for Park Facilities and Pinnacle Senior Center in an amount not to exceed $217,980 annually effective April 1, 2022 through March 31, 2023. (Fund: Facilities and Parks Fees)

G. Take all appropriate action on Bid 22-049, term contract for the purchase of Traffic Signs, Posts, and Supplies.

H. Take all appropriate action on Agreement between Fort Bend County and TW Davis Family YMCA, a division of the YMCA of Greater Houston, to provide outreach services at Four Corners Community Center, Barbara Jordan Community Center, Beasley Elementary School, and Mustang Community Center in an amount not to exceed $150,100 effective upon execution through September 30, 2022. (Fund: Parks and Fort Bend County Assistance District No. 6)

I. Take all appropriate action on request to purchase one (1) van, replacement to fleet for the Juvenile Department from Caldwell Country Chevrolet, utilizing Buy Board Contract No. 601-19 in an amount not to exceed $33,645. (Fund: Advanced Funding/Certificates of Obligation)

J. Take all appropriate action on Change Order No. 1 between Fort Bend County and Fun Abounds, Inc., pursuant to Bid 22-021, for additional services regarding playground equipment replacement for Four Corners Park, in an additional amount of $2,500 for a total amount not to exceed $277,739.40. (Fund: County Assistance District No. 6)

K. Take all appropriate action on Agreement for Professional Property Acquisition Services between Fort Bend County and Property Acquisition Services, LLC, in a total contract amount not to exceed $675,200 regarding right of way acquisitions for the 2020 Mobility Bond Projects within Precincts 1, 2, 3, and 4. (Fund: Right of Way)

L. Take all appropriate action on Agreement for Professional Construction Management Services between Fort Bend County and AIG Technical Services, LLC, in a total contract amount not to exceed $54,540; pursuant to SOQ 14-025, regarding Peek Road at Buffalo Bayou, Mobility Bond Project No. BR20301x, Precinct 1. (Fund: Drainage Bond)

M. Take all appropriate action on Amendment to Agreement for Professional Engineering Services between Fort Bend County and McDonough Engineering Corporation, to increase the contract in the amount of $52,836 for a total contract amount not to exceed $632,281; pursuant to SOQ 14-025, regarding Stella Road, Mobility Bond Project No. 20116, Precincts 1 and 4. (Fund: Mobility Bonds)

N. Take all appropriate action on Third Amendment to Agreement for Professional Property Acquisition Services between Fort Bend County and Property Acquisition Services, LLC, to increase the contract in the amount of $478,150 for a total contract amount not to exceed $1,748,650 and to extend the contract time until December 31, 2024, regarding professional acquisition services for 2017 Mobility Bond Projects within Precincts 1, 2, 3, and 4. (Fund: Right of Way)

O. Take all appropriate action on Third Amendment to Agreement for Professional Title Report Services between Fort Bend County and Fort Bend Title, LLC, to increase the contract in the amount of $80,000 for a total contract amount not to exceed $285,000, for title research and reporting services regarding projects within Precincts 1, 2, 3, and 4. (Fund: Right of Way)

P. Take all appropriate action on Agreement for Construction Materials Observation and Testing Services between Fort Bend County and Raba Kistner, Inc., in a total contract amount not to exceed $10,011; pursuant to SOQ 14-025, regarding Fry Road Bridge Slope Paving Repair, Mobility Bond Project No. 17324x, Precinct 1. (Fund: Harris-Fort Bend Emergency Services District No. 100)

29. RISK MANAGEMENT:

Take all appropriate action on request to purchase excess property insurance coverage for policies expiring April 1, 2022. (Fund: Other Self-Funded Insurance)

30. SHERIFF'S OFFICE:

A. Take all appropriate action on Organized Crime Drug Enforcement Task Force Agreement to accept additional grant funds in the amount of $3,787.84 for printers, for use in the strike force/strategic initiative programs, administered by the Sheriff's Office, with no additional funds required by Fort Bend County, for the period of October 1, 2021 through September 30, 2022.

B. Take all appropriate action on User Agreement between Fort Bend County and Texas Department of Public Safety for access to the Texas License Automated Plate Reader (LPR) Database.

C. Take all appropriate action on Interlocal Agreement between Fort Bend County and the City of Houston to participate in the Internet Crimes Against Children Task Force Program and receive funding in the amount of $662,801, with a cash match of $28,432.20 effective through August 31, 2022. (Fund: Enforcement)

32. WORKSHOP:

A. Historical Commission: Workshop to receive FY2021 Annual Report.

B. Sheriff's Office: Workshop to discuss and take action, if necessary, regarding employee wages and benefits.

33. Meet in Closed Session to deliberate the following matters as authorized by the Texas Government Code:

A. § 551.071. Consultation With Attorney. Commissioners Court will meet in Closed Session to seek the advice of its attorney about pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551.

B. § 551.074. Personnel Matters. Commissioners Court will meet in Closed Session to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; or to hear a complaint or charge against an officer or employee.
