A. Take all appropriate action on a request to transfer the amount of $94,173 from Non-Departmental Contingency into Accounts detailed on County Judge's form dated February 3, 2022, to allocate funds for a Fort Bend County Temporary Justice of the Peace.

B. Take all appropriate action on the rededication of the Fort Bend County Law Library in honor of Mr. Willie Melton.

Take all appropriate action on a Purchase and Sale Agreement between Fort Bend County and Fresno Lakes, Ltd. for the acquisition of approximately 2 acre tract of land in the amount of $547,786.95 plus any additional closing costs; authorize County Judge to sign all necessary documents, and authorize County Clerk to record all related closing documents in Official Public Records at no cost. 23. AUDITOR:

Take all appropriate action to authorize the use of Advanced Funding/Certificates of Obligation to fund the design phase for renovations needed to facilitate a permanent space for Justice of the Peace Precinct 1, Place 2 in Fulshear, Texas in an amount not to exceed $107,000.

24. BUDGET & FINANCE:

A. Take all appropriate action on request for (1) one grant-funded position in the Information Technology Department, Systems Programming Manager, Grade 15 of the Professional Management policy group, for management of new American Rescue Plan Act Programs, effective February 22, 2022 through September 30, 2022, and amend the American Rescue Plan Act budget to add $106,100 to Pandemic Relief Effort to be taken from the Rural Broadband Expansion Project. B. Take all appropriate action on a request for (1) one grant-funded position in the Auditor's Office, Fiscal Compliance Officer, Grade 14 of the Professional Management policy group, approved by the Board of District Judges on February 16, 2022, effective March 7, 2022, and amend the American Rescue Plan Act budget to add $135,190 to Pandemic Relief Effort to be taken from American Rescue Plan Act Contingency. 25. BEHAVIORAL HEALTH SERVICES:

A. Take all appropriate action on request to ratify Application to the Office of the Governor, Criminal Justice Division, for grant funding in an amount of $48,884.52 for Victims of Crime Act, Infant-Toddler Court: Healing the Youngest Victims, with no local match, for the period of October 1, 2022 through September 30, 2023.

B. 26. CONSTABLE, PCT. 4:

Take all appropriate action on Interlocal Cooperation Contract between Fort Bend County and Texas State University with services to be provided by the Office of Fort Bend County Constable Precinct 4 effective through August 31, 2022.

27. DISTRICT ATTORNEY:

Take all appropriate action on request to create one (1) full time position, Administrative Secretary, Grade 7 of the Administrative Clerical Policy Group and eliminate one (1) part time position No. 4801-P008, in the District Attorney's Office, effective March 5, 2022. (Fund: Diversion Fee Collections)

28. ENGINEERING:

A. Take all appropriate action on Letter Agreement between Fort Bend County and CenterPoint Energy for a streetlight relocation, in the amount of $981, regarding South Post Oak Road, Mobility Bond Project No.13112, Precinct 2. (Fund: Mobility Bonds)

B. Take all appropriate action on Agreement for Installation and Maintenance of Signs between Fort Bend County and Mission Oaks Community Association, Inc., within Mission Oaks Subdivision, Precinct 4.

C. Take all appropriate action on Development Agreement between Fort Bend County and J.C. Hernandez Construction, Inc., and accept an owner’s contribution regarding Blue Jay Landing, Precinct 2.

D. Take all appropriate action on authorization to purchase Parcel 101OAS in the amount of $148,964 plus the necessary costs, authorize the County Judge to sign all closing documents regarding said Parcel for FM 521, Mobility Bond Project No. 17113, Precinct 2, and authorize County Clerk to record said deed and related documents in the Official Public Records at no cost. 29. FIRE MARSHAL:

A. Take all appropriate action on request to transfer the amount of $8,125 from PO Contingency into Information Technology to allocate funds to cover Purchase Order No. 203455 for AT&T First Net.

B. Take all appropriate action on Order setting fees for the administration of the Fort Bend County Fire Marshal’s Office permits, effective February 22, 2022.

C. Take all appropriate action on update to the Fort Bend County Fire Code as presented by the Fire Marshal, effective February 22, 2022.

30. HEALTH & HUMAN SERVICES:

A. Clinical Health: Take all appropriate action on Affiliation and Program Agreement for Course Experience between Fort Bend County and The College of Health Care Professions for qualified students to receive practical learning experience under the supervision of Fort Bend County Clinical Health Services Program.

B. Clinical Health: Take all appropriate action on grant Application to the Texas Department of State Health Services for Tuberculosis Prevention and Control Program for FY 2023 State Funds in the amount of $184,034 with a cash match of $36,807, for a total amount of $220,841, for the term of September 1, 2022 through August 31, 2023. (Fund: Clinical Health Services)

C. Clinical Health: Take all appropriate action on grant Application to Texas Department of State Health Services for FY2022 STD/HIV/DIS Prevention Services in an amount of $298,887, with no cash match required, for the period of March 1, 2022 through December 31, 2022.

D. Social Services: Take all appropriate action on request to ratify Application to the Office of the Governor, Criminal Justice Division for grant funding in the amount of $587,705 for Victim Assistance - The IRIS Women's Program, with no cash match required, for the period of October 1, 2022 through September 30, 2023.

E. Social Services: Take all appropriate action on Resolution to the Office of the Governor, Criminal Justice Division for grant funding in the amount of $587,705 for Victim Assistance - The IRIS Women's Program, with no cash required, for the period of October 1, 2022 through September 30, 2023.

31. PARKS & RECREATION:

A. Take all appropriate action on a request from Sugar Land Youth Cricket Club to waive fees for use of the cricket field at Four Corners Park from March 14, 2022, through March 18, 2022 from 8:00 a.m. to 4:00 p.m. for the spring break games.

B. Take all appropriate action on a request from Houston Disc Golf to waive rental fees for the use of one pavilion at Jones Creek Ranch Park on May 21, 2022, to host a Professional Disc Golf Association (PDGA) Tournament.

32. PUBLIC DEFENDER:

Take all appropriate action on Application and Resolution to Texas Indigent Defense Commission in an amount of $17,226 for Part-Time Clerk, with no cash match required, and allow County Judge to sign appropriate documents pertaining to this grant.

33. PURCHASING:

A. Take all appropriate action on Addendum to Quotation between Fort Bend County and Environmental Systems Research Institute, Inc., a sole source provider as authorized by Local Government Code Section 262.024(a)(7) for the maintenance of ArcGIS licenses in an amount not to exceed $399,990. (Fund: Information Technology)

B. Take all appropriate action on Eighth Amendment to Professional Service Agreement between Fort Bend County and The Kace Company, LLC formerly known as MVM, Inc. for Intelligence Analyst Services in an amount not to exceed $280,000 effective October 1, 2021 through September 30, 2022. (Fund: High Intensity Drug Trafficking Area Grant)

C. Take all appropriate action on Addendum to Digital Library Reserve Access Agreement between Fort Bend County and OverDrive, Inc., a sole source provider as authorized by Local Government Code Section 262.024 (a)(7) in an amount not to exceed $200,000 effective January 23, 2022 through January 22, 2024. (Fund: Library)

D. Take all appropriate action on Bid 22-048, term contract for Hauling and Disposal of Condensate/Leachate Liquids.

E. Take all appropriate action on Addendum to Agreement between Fort Bend County and Hunton Services, utilizing Choice Partners Purchasing Cooperative Contract Number 19/036MR-03 for HVAC replacement at 5th Street Community Center, in an amount not to exceed $174,331. F. Take all appropriate action on Bid 22-041, term contract for Stationery Printing and Supplies.

L. Take all appropriate action on Change Order No. 4 between Fort Bend County and James Construction to decrease the contract by $137,577.94 for a total amount not to exceed $6,637,306.29, pursuant to Bid No. 19-073 regarding Old Needville-Fairchilds, Mobility Bond Project No.'s 13109 and 17109, Precinct 2. M. Take all appropriate action on Change Order No. 2 between Fort Bend County and Allgood Construction Company, Inc., for additional services in the amount of $195,960.51, for a total amount not to exceed $3,575,619.08 and to extend the contract time until January 28, 2022, pursuant to Bid No. 20-100 regarding Old Richmond Road, Mobility Bond Project No. 17208, Precincts 3 and 4. N. Take all appropriate action on Agreement for Professional Engineering Services between Fort Bend County and Gradient Group, LLC, for a total contract amount not to exceed $508,690; pursuant to SOQ 14-025, regarding Grand Parkway Segment C, Precinct 2. (Fund: Mobility Bonds)

O. Take all appropriate action on Fourth Amendment to Agreement for Professional Engineering Services between Fort Bend County and Terra Associates, Inc., for additional services in an amount of $62,600, for a total contract amount not to exceed $1,300,980; pursuant to SOQ 14-025, regarding Brandt Road, Mobility Bond Project No. 17310, Precinct 1. P. Take all appropriate action on Third Amendment to Agreement for Professional Engineering Services between Fort Bend County and IDS Engineering Group for additional services in an amount of $11,500, for a total contract amount not to exceed $1,346,041; pursuant to SOQ 14-025, regarding Harlem Road, Mobility Bond Project No. 17402, Precincts 3 and 4. Q. Take all appropriate action on Agreement for Professional Environmental Services between Fort Bend County and Bio-West, Inc., for a total contract amount not to exceed $304,000; pursuant to SOQ 14-025, Precincts 1, 2, 3, and 4. (Fund: Mobility Bonds)

R. Take all appropriate action on Amendment to Agreement between Fort Bend County and Teal Construction Company for additional services for the construction of linear jail renovation, pursuant to RFP 21-078, in an additional amount of $297,011 for a total contract amount not to exceed $3,721,614. S. Take all appropriate action on Bid 22-042 Demolition Services for Disaster Relief Programs DR 4269-006 and DR 4269-007.

34. RISK MANAGEMENT:

Take all appropriate action on request for a variance to the Fort Bend County Vehicle Policy 612.07.A4, to allow the use of one specified vehicle assigned to Position No. 4101-0005 to be taken home outside of Fort Bend County, for the purpose of regular project job duties; which include but are not limited to accident investigations, work-site safety inspections, emergency response for Emergency Management Command Center activation, safety training, and all other Fort Bend County loss control duties, effective February 22, 2022.

35. SHERIFF'S OFFICE:

A. Take all appropriate action on Modification Number 4 to Award No. G21HN0010A by the Executive Office of the President to increase the amount of the High Intensity Drug Trafficking Area program award by $81,089 resulting in a revised total award of $1,394,715 with no cash match required by Fort Bend County for the period ending December 31, 2022.

B. Take all appropriate action on request to create eleven (11) grant-funded positions, Telecommunications Officer I, Grade 9 of the Civilian Services policy group, in accordance with the Interlocal Agreement between Fort Bend County and the Greater Harris County 911 Emergency Network, approved by Commissioners Court on December 7, 2021. (Fund: Greater Harris County 911 Grant)

C. Take all appropriate action on request to create four (4) grant-funded positions, Communications Coordinator, grade 11 of the Professional Management policy group, in accordance with the Interlocal Agreement between Fort Bend County and the Greater Harris County 911 Emergency Network approved by Commissioners Court on December 7, 2021 (Fund: Greater Harris County 911 Grant)

D. Take all appropriate action on request to ratify grant application to the Office of the Governor, Public Safety Office Criminal Justice Division, Violence Against Women Justice and Training Program in the amount of $60,719, with a cash match required by Fort Bend County in the amount of $31,219, for a total amount of $91,938, for the period of October 1, 2022 through September 30, 2023. (Fund: Law Enforcement Fund)

E. Take all appropriate action on Resolution to the Office of the Governor, Public Safety Office Criminal Justice Division, Violence Against Women Justice and Training Program in the amount of $60,719, with a cash match required by Fort Bend County in the amount of $31,219, for a total amount of $91,938, for the period of October 1, 2022 through September 30, 2023. (Fund: Law Enforcement)

A. § 551.071. Consultation With Attorney. Commissioners Court will meet in Closed Session to seek the advice of its attorney about pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551.

B. § 551.089. Deliberation Regarding Security Devices or Security Audits. Commissioners Court will meet in Closed Session to discuss or deliberate regarding security assessments or deployments relating to information resources technology; network security information; or the deployment, or specific occasions for implementation of security personnel, critical infrastructure, or security devices.
