B. Take all appropriate action on Order Authorizing the Issuance of Fort Bend County, Texas Certificates of Obligation, Series 2022; setting certain parameters for the certificates, authorizing the pricing officer to approve terms thereof, and certain other procedures and provisions related thereto.

C. Take all appropriate action on Order Authorizing the Issuance of Fort Bend County, Texas Unlimited Tax Road Bonds, setting certain parameters for the bonds, authorizing the pricing officer to approve the terms thereof and certain other procedures and provisions related thereto.

Take all appropriate action on Interlocal Motorcycle Deputy Agreement for Additional Law Enforcement Services between Fort Bend County and Fort Bend County Assistance District No. 7 and Fort Bend County Assistance District No. 10 with services to be provided by Fort Bend County Constable Precinct. 1, effective through September 30, 2022.

26. COUNTY ATTORNEY:

27. ENGINEERING:

A. Take all appropriate action on request for variance to the building line setback requirements as stated in Section 5.12.C.1.A, of the Fort Bend County Regulations of Subdivisions for Taj Residence Partial Replat No. 1 on behalf of Jones|Carter, Precinct 4.

B. Take all appropriate action on request for temporary road closure, pursuant to Section 251.011 of the Texas Transportation Code, of Willow Lane beginning February 1, 2022 through the end of the project, regarding Katy Flewellen from Willow Lane to Gaston Road, Mobility Bond Project No. 13316, Precinct 1.

C. Take all appropriate action on Addendum to Terms of Service between Fort Bend County and Green City Recycler, regarding Fort Bend County Recycling Center effective through September 30, 2022.

D. Take all appropriate action on Application for Department of the Army Permit regarding West Sycamore Road Segment 3, Mobility Bond Project No. 17123x, Precinct 2.

E. Take all appropriate action on requests for authorization to purchase the following Parcels plus necessary costs, authorize County Judge to sign all necessary closing documents regarding 10th Street, Mobility Bond Project No. 20106, Precinct 4, and authorize County Clerk to record said Donation Deed and related documents in the Official Public Records at no cost. 28. HEALTH & HUMAN SERVICES:

A. Health & Human Services: Take all appropriate action on request for one (1) new full time, grant-funded position, Community Health Worker, Grade 8 of the Public Health Policy Group, in the Health & Human Services Department, effective February 1, 2022. (Fund: CARES 4)

B. Social Services: Take all appropriate action on request to reclassify vacant position Number 6451-0013, from Eligibility Worker, Grade 7 of the Administration Clerical Policy Group to Bereavement Program Coordinator, Grade 10 of the Professional Management Policy Group, in the Health & Human Services - Social Services Department, effective February 1, 2022. (Fund: Social Services)

29. INFORMATION TECHNOLOGY:

Take all appropriate action on FY2022 transfer in the amount of $12,003 from Non-Departmental Contingency into Fees and Service ($4,215) and Information Technology ($7,788) to allocate funds for the cost of installation and setup of equipment and live streaming service for Elections according to Senate Bill 1.

30. JUVENILE PROBATION & DETENTION:

A. Take all appropriate action on Intergovernmental Agreement between Fort Bend County and Houston-Galveston Area Council to receive grant funds in an amount of $18,000 in support of mental health services and/or therapy for referred juveniles effective through August 31, 2022.

B. Take all appropriate action on grant application to the Office of the Governor for grant funds in an amount of $68,519 for the Youth Community Outreach Program, with no cash match required by Fort Bend County for the term of September 1, 2022 through August 31, 2023.

31. PARKS & RECREATION:

Take all appropriate action on request to transfer the amount of $7,176 from Non-Departmental Contingency into Parks Fees, to allocate funds for expenses not budgeted for work performed at Landmark Community Center by Yellowstone Landscaping.

32. PURCHASING:

A. Take all appropriate action on Second Amendment to Agreement between Fort Bend County and Infor (US), LLC for subscription license and services in an amount not to exceed $337,290.60, effective November 13, 2021 through November 12, 2022. (Fund: Information Technology)

B. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by Local Government Code Section §262.024 (a)(2) to protect the public health or safety of the residents and approve Agreement between Fort Bend County and Stryker Sales Corporation, for EMS equipment, in the amount not to exceed $358,408.30. (Fund: Emergency Medical Service)

C. Take all appropriate action on Addendum Agreement between Fort Bend County and ImageSoft, Inc., utilizing DIR-TSO-4378 for master and system maintenance regarding OnBase Solutions in an amount not to exceed $136,134.90 effective January 1, 2022 through December 31, 2022. (Fund: Information Technology)

D. Take all appropriate action on request to purchase five (5) Kubota Mowers for the Parks Department from Kubota Tractor Corporation, utilizing BuyBoard Contract Number 611-20 in an amount not to exceed $72,886.10. (Fund: Advanced Funding/Certificates of Obligation)

E. Take all appropriate action on Second Amendment to Subrecipient Agreement between Fort Bend County and Fred & Mabel R. Parks Youth Ranch, Inc. in an additional amount of $179,748 for a total contract amount not to exceed $351,996, and an extension of time through August 31, 2022 to provide emergency shelter and rapid re-housing through the Emergency Solutions Grants Program COVID-19, part of the FY 2019 Consolidated Annual Action Plan Substantial Amendment approved by Commissioners Court on November 10, 2020 and December 15, 2020. (Fund: Emergency Solutions Grant COVID-19)

F. Take all appropriate action on Agreement for Professional Engineering Services between Fort Bend County and Sirrus Engineers, Inc., in a total contract amount not to exceed $234,197 pursuant to SOQ 14-025, regarding West Airport Boulevard, Mobility Bond Project No. 20402, Precinct 1. (Fund: Mobility Bonds)

G. Take all appropriate action on Second Amendment to Agreement for Professional Engineering Services between Fort Bend County and BGE, Inc., to increase the contract in an amount of $26,980.60 for a total contract amount not to exceed $306,287.63 pursuant to SOQ 14-025, regarding Voss Road Intersections, Mobility Bond Project No. 17404-13, Precinct 3. (Fund: Mobility Bonds)

33. SHERIFF'S OFFICE:

A. Take all appropriate action on Grant Application to the Office of the Governor, Criminal Justice Division, for funding in the amount of $125,000 for Communications Equipment to support Fort Bend County Sheriff's Office Patrol Unit and Criminal Investigation Division for the term October 1, 2022 through September 30, 2023, with no cash match required by Fort Bend County.

B. Take all appropriate action on grant application to the Office of the Governor, Criminal Justice Division, for funding in an amount of $125,000 for radio equipment to support Fort Bend County Sheriff's Office Detention Division for the term October 1, 2022 through September 30, 2023, with no cash match required by Fort Bend County.

C. Take all appropriate action on grant application to the Office of the Governor, Criminal Justice Division for funding in an amount of $59,020 for a Victim Liaison Assistant for the Criminal Investigations Division (CID), with a cash match of $14,755 for a total amount of $73,775, for the period of October 1, 2022 through September 30, 2023.

D. Take all appropriate action on grant application to the Office of the Governor, Criminal Justice Division, for grant funding in an amount of $227,700 for the purchase of Rifle-Resistant Body Armor to support Fort Bend County Sheriff's Office Patrol Division, and authorize electronic submission of the application, with no cash match required by Fort Bend County.

E. Take all appropriate action on Modification Number 5 to grant Award No. G20HN0010A by the Executive Office of the President to decrease the amount of the High Intensity Drug Trafficking Area Program award by $157,984.11 resulting in a revised total award amount of $1,576,252.59, with no cash match required by Fort Bend County for the period ending December 31, 2021.

F. Take all appropriate action on request to retain sixteen (16) fleet vehicles, as addition to fleet, for Sheriff's Office.

35. Meet in Closed Session to deliberate the following matters as authorized by the Texas Government Code:

A. § 551.071. Consultation With Attorney. Commissioners Court will meet in Closed Session to seek the advice of its attorney about pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551.

B. § 551.074. Personnel Matters. Commissioners Court will meet in Closed Session to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; or to hear a complaint or charge against an officer or employee.

C. § 551.089. Deliberation Regarding Security Devices or Security Audits. Commissioners Court will meet in Closed Session to discuss or deliberate regarding security assessments or deployments relating to information resources technology; network security information; or the deployment, or specific occasions for implementation of security personnel, critical infrastructure, or security devices.
