B. Take all appropriate action to authorize the use of Certificates of Obligation to fund Project Management Services for the EpiCenter in an amount not to exceed $432,975.

C. Take all appropriate action on Lease Agreement between Fort Bend County and R1 Rogers Rd, LLC for Justice of the Peace Precinct 1 Place 2 Office, in a total amount not to exceed $170,250 for the term of the lease, effective January 4, 2022 through December 31, 2024.

21. FORT BEND COUNTY TOLL ROAD AUTHORITY: The Board of Directors of the Fort Bend County Toll Road Authority reviewed the following items at their regular board meeting held on December 20, 2021, and makes the following recommendations to Commissioners Court:

Take all appropriate action on the adoption of a Supplemental Order Establishing a Toll Rate Schedule for the Fort Bend Parkway and Westpark Tollway, to amend the established toll rate schedules due to financial hardships caused by the COVID-19 pandemic, effective January 1, 2022.

22. HEALTH & HUMAN SERVICES:

Take all appropriate action on request to reclassify vacant position Number 6351-0021, in the Health & Human Services Department, from Health Communications Specialist, Grade 12 of the Professional Management Policy Group to Health Communications Specialist, Grade 11 of the Public Health Policy Group, effective January 11, 2022. 23. HOMELAND SECURITY & EMERGENCY MANAGEMENT:

A. Take all appropriate action on Application to the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program – DR 4572 (Hurricane Laura), in the amount of $127,260 with a local match in the amount of $42,420 by Fort Bend County, for a total amount of $169,680 and authorize electronic submission of the application.

B. Take all appropriate action on Application to the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program – DR 4586 (Texas Winter Storm), in the amount of $127,260 with a local match in the amount of $42,420, by Fort Bend County, for a total amount of $169,680 and authorize electronic submission of the application.

C. 26. SHERIFF'S OFFICE:

A. Take all appropriate action on Interlocal Cooperation Contract between Texas State University and Fort Bend County for the Sheriff's Office to accept grant funds in the amount of $12,500 for enforcement of Health and Safety laws regarding the sale of tobacco to minors, with no cash match, effective from date of execution through August 31, 2022.

B.
