Take all appropriate action to appoint Wes Noonan as Commissioner to the Fort Bend Emergency Services District No. 2 Board, filling the unexpired term of Marti Thorne through December 31, 2021.

24. AUDITOR:

A. Take all appropriate action to authorize the use of Certificates of Obligation to fund project expenditures by Road & Bridge, regarding the Public Safety Annex Service Road Project and increase the previously approved allocation made by Commissioners Court on November 2, 2021 by $20,000, for a total amount not to exceed $100,000.

B. Take all appropriate action to authorize the use of Certificates of Obligation to fund the installation of a heating element required for the outdoor kennels at Fort Bend County Animal Services, with a Fort Bend PAWS (Pets Are Worth Saving) donation in the amount of $12,500 and a County match in the amount of $12,500, for a total project amount of $25,000.

C. Take all appropriate action on request to reclassify vacant position Number 4951-0025 from Audit Assistant Accounts Payable, Grade 10 of the Administrative Clerical Policy Group to Accounts Payable Auditor, Grade 11 of the Professional Management Group, effective December 25, 2021. D. Take all appropriate action on Resolution Declaring Intention to Advance Funding and Reimburse Expenditures related to the Countywide Facilities Assessment Project in an amount not to exceed $675,000.

E. Take all appropriate action on Resolution Authorizing Publication of Notice of Intention to Issue Certificates of Obligation.

25. BUDGET & FINANCE:

A. Take all appropriate action on request for (2) two grant funded positions in the County Attorney’s Office: Civil Attorney – General Counsel, Grade 15 of the Professional Management policy group, to review and draft legal contracts outside the normal scope of County operations due to the response to COVID, effective November 23, 2021 through September 30, 2024, and amend the American Rescue Plan Act budget to include $295,800 in FY2022, $300,300 in FY2023, and $309,200 in FY2024 for a total amount of $905,300 to be taken from the County-Wide Non-Profit Projects allocation. (Fund: American Rescue Plan Act)

B. Take all appropriate action on request for (1) one grant funded position in the County Attorney’s Office: Administrative Assistant, Grade 9 of the Administrative Clerical policy group, to support attorneys review and draft legal contracts outside the normal scope of county operations due to the response to COVID, effective November 23, 2021 through September 30, 2024, and amend the American Rescue Plan Act budget to include $73,100 in FY2022, $73,700 in FY2023, and $75,900 in FY2024 for a total amount of $222,700 to be taken from the County-Wide Non-Profit Projects allocation. 26. BEHAVIORAL HEALTH SERVICES:

Take all appropriate action on Affiliation and Program Agreement between Fort Bend County and Grand Canyon University, for course experience effective through September 30, 2022.

27. COUNTY ATTORNEY:

Take all appropriate action on Resolution and Order decreeing the acquisition of property to be a public necessity and authorize the acquisition and payment of compensation by record vote for the Tenth Street Project No. 20106, Precinct 1.

28. COUNTY CLERK:

Take all appropriate action to create one (1) new full-time position in the Office of County Clerk, Department Supervisor, Grade 10 of the Professional Management Policy Group, effective November 27, 2021. (Fund: County Clerk, Records Management)

29. DISTRICT ATTORNEY:

Take all appropriate action on the creation of the Fort Bend County Adult Sexual Assault Response Team and appoint the following inaugural members pursuant to Texas Local Government Code Section 351.252: Peggy Wright, Mark Hanna, Michelle Allen, Brad Whichard, Kahra Breeden, Dr. Connie Almeida, and Jamie Ferrell.

30. ENGINEERING:

A. Take all appropriate action on Phase II (Small) MS4 Annual Report for Texas Pollutant Discharge Elimination System, General Permit No. TXR040000 for Fort Bend County Stormwater Quality Coalition, Year 3 for the reporting period of October 1, 2020 through September 30, 2021.

B. Take all appropriate action on request for temporary road closure pursuant to Section 251.011 of the Texas Transportation Code, for Hunt Road Phase II, West of FM 359 to Pool Hill Road, beginning November 29, 2021 until the end of the project, on behalf of Vanbrooke, LLC., Precinct 3.

C. Take all appropriate action on Development Agreement between Fort Bend County and Charleston C.M.I. Ltd., for an owner’s contribution regarding Post Road, Precinct 1.

D. Take all appropriate action on Sidewalk Easement between Fort Bend County and Grand Lakes Community Association / Grand Lakes Municipal Utility District No. 4, regarding Sidewalk Improvements, Mobility Bond Project No. 20308, Precinct 3.

E. Take all appropriate action on Agreement of Installation and Maintenance of Signs between Fort Bend County and The Grove Homeowners Association, Inc., regarding The Grove Subdivision, Precinct 3.

F. Take all appropriate action on Amendment to Development Agreement between Fort Bend County, NEC 1464 Bellaire, LLC, and SEC 1464 Bellaire, LLC (Gordon) regarding Bellaire Boulevard, Mobility Bond Project No. 13202, Precinct 2. (Fund: Mobility Bond)

G. Take all appropriate action to authorize the County Clerk to accept and record in the Official Public Records at no cost to the County, a Partial Release of Lien related to the County’s acquisition of Parcel 202 of Grand Parkway (SH 99) Frontage Roads Segment 1, Mobility Bond Project No. 17303 in Precinct 3, approved by Commissioners Court under agenda item 27J on August 24, 2021.

H. Take all appropriate action to authorize the County Clerk to accept and record in the Official Public Records at no cost to the County, a Partial Release of Lien related to the County’s acquisition of Parcel 204 of Grand Parkway (SH 99) Frontage Roads Segment 1, Mobility Bond Project No. 17303 in Precinct 3, approved by Commissioners Court under agenda item 31K on April 27, 2021.

I. Take all appropriate action to accept a 0.1390 acre tract of land conveyed by donation deed from Katy Independent School District, to Fort Bend County and authorize payment of title policy fees related to such conveyance, regarding Parcel 1 of Fry Road Right Turn Lane, Mobility Bond Project No. 17320x, Precinct 3, and authorize County Clerk to record Donation Deed and all related documents in the Official Public Records at no cost. (Fund: Mobility Bonds)

J. Take all appropriate action on purchase of Parcel 11 in an amount of $6,441 plus necessary costs, authorize County Judge to sign all closing documents regarding said parcel for Beechnut Street, Mobility Bond Project No. 17410, Precinct 3 and 4, and authorize County Clerk to record said Donation Deed and all related documents in the Official Public Records at no cost. (Fund: Mobility Bonds)

31. FACILITIES MANAGEMENT & PLANNING:

Take all appropriate action on Ground Lease Agreement between Fort Bend County and Attack Poverty, regarding the lease of 0.87 acres for the future use of a newly constructed community center, in an amount of $250,020 over a period of twenty-five years.

32. FIRE MARSHAL:

Take all appropriate action on request to waive all fees imposed by Fort Bend County Fire Marshal’s Office regarding the building of two fire stations for Fulshear Fire Department (Emergency Services District No. 4).

33. HEALTH & HUMAN SERVICES:

A. Health and Human Services: Take all appropriate action on request to transfer and assign a Ford Expedition, Vehicle Unit M169 from Emergency Medical Services to Public Health Emergency Preparedness and Response as an addition to fleet.

B. Animal Services: Take all appropriate action to accept a donation from Fort Bend PAWS (Pets Are Worth Saving) in the amount of $12,500 to install a heating element required for the outdoor kennels at Fort Bend County Animal Services with a County match in the amount of $12,500 for a total project amount of $25,000.

C. Clinical Health: Take all appropriate action on Affiliation Agreement between Fort Bend County and The University of Texas Health Science Center on behalf of its Cizik School of Nursing for qualified students to receive practical learning experience under the supervision of Fort Bend County Clinical Health Services program.

D. Emergency Medical Services: Take all appropriate action on Mutual Non-Disclosure Agreement between Fort Bend County and the South Texas Blood & Tissue Center, for Emergency Medical Services to share information and evaluate the concept of carrying blood products in a pre-hospital setting for use on traumatic or severely ill patients effective November 16, 2021.

34. PARKS & RECREATION:

A. Take all appropriate action to accept and record the generous donation by Fort Bend County resident Mr. Rufus Green for the repainting of a John Deere tractor and his continued support of the Fort Bend County Parks Department.

B. Take all appropriate action on proposal from VCS Architects, LLC for architectural design services and project coordination regarding the Black Cowboy Museum in an initial amount not to exceed $42,000. (Fund: American Rescue Plan Act and Parks Department)

C. Take all appropriate action on License Agreement between Fort Bend County and Nextgen Cricket Academy & Club, for use of the cricket field at Mission West Park to promote the sport and hobby of cricket and development of good sportsmanship and cooperation.

D. Take all appropriate action on request from Lamar Consolidated Independent School District to waive rental fees for the use of two (2) pavilions in Jones Creek Ranch Park on December 1, 2021 for a Junior High Cross Country meet.

35. PURCHASING:

A. Take all appropriate action on the Agreement between Fort Bend County and Fort Bend County Heritage Unlimited Museum for renewal of professional services in historic preservation activities in an amount not to exceed $27,500, effective through September 30, 2022. (Fund: Non-Departmental Fees)

B. Take all appropriate action on Fourteenth Addendum to Software and Maintenance Agreement between Fort Bend County and Trapeze Software Group, Inc., dba TripSpark Technologies pursuant to RFP 06-101 for annual maintenance of Public Transportation scheduling software and training, in an amount not to exceed $31,115 effective March 1, 2022 through February 28, 2023. (Fund: Information Technology, Grants)

C. Take all appropriate action on Addendum to Maintenance Agreement between Fort Bend County and Cummins Sales and Service, utilizing Sourcewell Contract Number 120617-CCM for preventative maintenance of generators, in an amount not to exceed $70,544.76 for FY 2022. (Fund: Facilities)

D. Take all appropriate action on RFQ 22-020 for Project Management for Construction Services of the EpiCenter Project.

E. Take all appropriate action on Bid 22-019 for printing and mailing of voter registration cards.

F. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by Local Government Code Section 262.024(a)(7) for the purchase of an item available from only one source, for iPlanTables for the Emergency Operations Center Project, from iProjectSolutions LLC, in an amount not to exceed $76,800. (Fund: Homeland Security Grant Program)

G. Take all appropriate action on Bid 22-016 for Construction of Sugar Land-Howell at WKBID Trail Connection for Fort Bend County Mobility Bond Project No. 13218X.

H. Take all appropriate action on Agreement between Fort Bend County and the Greater Fort Bend Economic Development Council for Professional Economic Development Services in an amount not to exceed $250,000 effective October 1, 2021 through September 30, 2022. (Fund: Non-Departmental Fees)

I. Take all appropriate action on Bid 22-023 for Construction of S. Fry Road Bridge Erosion at Little Prong Buffalo Bayou Side Channel for Fort Bend County Mobility Bond Project No. 17324X.

J. Take all appropriate action on Addendum to Agreement between Fort Bend County and Axon Enterprises, Inc. for public safety video surveillance solutions with related equipment, software and accessories, pursuant to Sourcewell Cooperative Contract No. 010720-AXN in an amount of $22,085,574.99, effective November 15, 2021 through November 14, 2031. (Fund: Non-Departmental Funds, Special Department Funds)

K. Take all appropriate action on RFQ 22-024 for Design/Build Services for Expansion of the Medical Examiner Facility.

L. Take all appropriate action on Addendum to Agreement between Fort Bend County and Solid Border, Inc., utilizing DIR Contract No. DIR-TSO-4095 for renewal of managed detection and response service, in an amount not to exceed $254,100 effective October 27, 2021 through October 26, 2022. (Fund: Information Technology)

M. Take all appropriate action on Bid 22-018, Barrier Netting for Terraces at Arboretum Cricket Complex. (Fund: 2020 Parks Bond)

N. Take all appropriate action on request to purchase three (3) 15-passenger vans as addition to fleet for Juvenile Department, from Caldwell Country Chevrolet, utilizing Buy Board Contract No. 601-19, for a total amount not to exceed $100,135. (Fund: Title IV E Grant)

36. RISK MANAGEMENT:

A. Take all appropriate action on renewal of supplement medical coverage for retiree and retiree dependents aged 65 years and over by TransAmerica Premier Life Insurance Company through the Texas Association of Counties Health and Employee Benefits Pool, and accept premium rates, with no change, for the 2022 plan year to be effective January 1, 2022; and authorize County Judge to execute member contract designations.

B. Take all appropriate action on the Retiree Over Age 65 Medicare Supplement Rates, with no change, to be effective January 1, 2022.

37. SHERIFF'S OFFICE:

A. Take all appropriate action on Memorandum of Understanding between Fort Bend County and Blessed be Hope for Three, to accept an amount of $45,000 for the enhancements to Fort Bend County's existing voluntary registry database, with no cash match required by the County.

B. Take all appropriate action on Modification Number 3 to Award No. G21HN0010A by the Executive Office of the President to decrease the amount of the High Intensity Drug Trafficking Area program award by $101,853 resulting in a revised total award of $1,313,626 with no cash match required by Fort Bend County for the period ending December 31, 2022.

C. Take all appropriate action on Cooperative State and Local Task Force Agreement between Fort Bend County and the United States Department of Justice, Drug Enforcement Administration to participate in the Houston Task Force, effective through September 30, 2022.

39. Ratify the release of time sensitive disbursement on November 18, 2021.

40. Meet in Closed Session to deliberate the following matters as authorized by the Texas Government Code:

§ 551.071. Consultation With Attorney. Commissioners Court will meet in Closed Session to seek the advice of its attorney about pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551.
