COMMISSIONER, PCT. 3:

A. Take all appropriate action on Resolution of Fort Bend County Commissioners Court accepting annual report and approving developer reimbursement, for East Fort Bend County Development Authority.

B. Take all appropriate action on an Order of the Commissioners Court for the redistricting of Fort Bend County Political Boundaries.

Take all appropriate action on Interlocal Project Agreement between Fort Bend County and the City of Richmond to provide assistance by overlaying and reconstructing city-owned streets, as detailed within the Agreement; County expenditure not to exceed $53,200, effective through September 30, 2022. (Fund: Road & Bridge)

24. COMMISSIONER, PCT. 3:

Take all appropriate action on Interlocal Agreement for Personnel Services between Fort Bend County and the City of Fulshear, by and through Fort Bend County Environmental Health Department, effective through September 30, 2022.

25. AUDITOR:

A. Take all appropriate action to authorize the use of Advanced Funding/Certificates of Obligation to fund infrastructure needs for construction and improvement of Fairgrounds Road and detention improvements in an amount not to exceed $11,264,000.

B. Take all appropriate action to authorize the use of Advanced Funding/Certificates of Obligation to supplement 2015 Bond Funds for construction completion, furniture, fixtures, equipment and opening day collection of the new Precinct 3 North Library in an amount not to exceed $3,500,000.

26. BUDGET & FINANCE:

Take all appropriate action to amend the American Rescue Plan Act budget by $250,000 to assist Municipal Utility District No. 37 with their sewer plant rehabilitation project.

27. CONSTABLE, PCT. 1

Take all appropriate action on Interlocal Cooperation Contract between Texas State University through the Texas School Safety Center and Fort Bend County for the Office of Constable Pct. 1 to receive grant funds not to exceed $31,250 for assistance in the enforcement of Health and Safety laws regarding the sale of tobacco to minors through, effective through August 31, 2022.

28. DISTRICT ATTORNEY:

A. Take all appropriate action on the Extension of Grant Notice regarding the Interlocal Agreement between Fort Bend County and the City of Houston to participate in the Internet Crimes Against Children Task Force Program through September 30, 2022.

B. Take all appropriate action on Memorandum of Understanding between Fort Bend County and the Fort Bend County Expose Excellence Youth Program Cooperative, a duly registered 501(c)(3) nonprofit entity, incorporated for the sole purpose of supporting the District Attorney's Expose Excellence Youth Outreach Program.

29. ENGINEERING:

A. Take all appropriate action on request for variance to the lot size requirements as stated in Section 5.14.E.4, of the Fort Bend County Regulations of Subdivisions for Grand Mission Section 29 on behalf of Jones|Carter, Precinct 4.

B. Take all appropriate action on submittal of the plat ratification of the replat of Fort Bend Independent School District High School No. 12, Precinct 1.

C. Take all appropriate action on the replat of Fort Bend Independent School District High School No. 12, Precinct 1.

D. Take all appropriate action on Agreement between Fort Bend County and Harmony Public Schools regarding Old Richmond Road, Mobility Bond Project No. 17208, Precinct 2.

E. Take all appropriate action on Road Development Agreement between Fort Bend County and Rosenberg Land Holding Company, LLC., regarding the location and design of the Fort Bend Parkway Extension and the Grand Parkway Segment “C” interchange, Precinct 1.

30. HEALTH & HUMAN SERVICES:

A. Take all appropriate action on request to create the following full time positions for Health and Human Services under the Public Health Workforce Grant, effective October 12, 2021 through June 30, 2023. 1. Emergency Planning Coordinator, Grade 11 of the Public Health Policy Group in the Health and Human Services-Public Health Emergency Preparedness and Response Department; 2. Community Health Education Specialist, Grade 11 of the Public Health Policy Group in the Health and Human Services Department; 3. Mental Health Program Manager, Grade 13 of the Professional Management Policy Group in the Health and Human Services-Social Services Department; 4. Registered Sanitarian, Grade 10 of the Public Health Policy Group in the Health and Health Services-Environmental Health Department; 5. Public Health Nurse II, Grade 12 of the Public Health Policy Group in the Health and Human Services Department.

B. Take all appropriate action on request to create the following full time positions for Health and Human Services under the CARES 4 Grant, effective October 12, 2021 through June 30, 2024. 1. Project Manager-COVID 19 Vaccine Outreach, Grade 12 of the Public Health Policy Group in the Health and Human Services Department; 2. Community Health Education Specialist, Grade 11 of the Public Health Policy Group in the Health and Human Services Department; 3. Data Analyst-Vaccine Outreach, Grade 11 of the Public Health Policy Group in the Health and Human Services Department; 4. Four (4) positions; License Vocational Nurse-Mobile Vaccination Outreach, Grade 9 of the Public Health Policy Group in the Health and Human Services Department; 5. 31. INFORMATION TECHNOLOGY:

Take all appropriate action on request to reclassify vacant Position Number 5031-0031, in the Information Technology Department, from Sr. Server Administrator, Grade 13 of the Professional Management Policy Group to Server Administrator, Grade 12 of the Professional Management Policy Group, effective October 12, 2021.

32. PARKS & RECREATION:

A. Take all appropriate action on Infrastructure Management Agreement between Fort Bend County, Reinvestment Zone Number 25, and City of Houston, to provide training and community development for youth in underserved portions of the City and County, by way of improvements to Fort Bend County’s South Post Oak Park now known as South Post Oak Sportsplex located at 5535 Hobby Road Houston, Texas; within the boundaries of Fort Bend County, in an amount of $800,000.

B. Take all appropriate action on request from Sugar Land Youth Cricket to waive rental fees for use of cricket fields in Arboretum Cricket Field, Four Corners Park and Jones Creek Ranch Park on November 25, 2021 through November 28, 2021 for National Youth Cricket Tournament.

33. PUBLIC TRANSPORTATION:

Take all appropriate action on Letter of Agreement between Cinco Municipal Utility District No. 8 and Fort Bend County, for permission to drill a private water well and install a septic system to serve the proposed Westpark Park & Ride Project for a minimum of ten years.

34. PURCHASING:

A. Take all appropriate action on Bid 21-102 for Paving and Drainage Improvements on Greenbusch Road from Ensley Hollow Drive, to 300 feet North of Westheimer Parkway for Fort Bend County Mobility Bond Project No. 13312.

B. Take all appropriate action on Sixth Amendment to Agreement between Fort Bend County and Aramark Correctional Services, LLC, pursuant to RFP 15-058 for renewal of inmate food service in an amount not to exceed $1,609,532 effective October 1, 2021 through September 30, 2022. (Fund: Sheriff’s Office, Detention)

C. Take all appropriate action on Addendum to Agreement between Fort Bend County and Everbridge, Inc. for the purchase of mass notification and communication services, utilizing General Services Administration Contract GS-35F-0692P in an amount not to exceed $210,217.96, effective August 31, 2021 through October 31, 2022. (Fund: Information Technology)

D. Take all appropriate action on Change Order No. 1 between Fort Bend County and CFG Industries, pursuant to Bid 21-058, for additional services for Construction of Water Plant Improvements in the City of Orchard in an additional amount of $16,800 for a total amount not to exceed $167,500. (Fund: Community Development Block Grant)

E. Take all appropriate action on Fifth Amendment to Agreement for Professional Engineering Services between Fort Bend County and Zarinkelk Engineering Services, Inc., to increase the contract by $32,180 for a total contract amount not to exceed $1,369,114.50 pursuant to SOQ 14-025, regarding Chimney Rock, Mobility Bond Project No. 13203, Precincts 1 and 2. (Fund: Mobility Bonds)

F. Take all appropriate action on Agreement for Professional Engineering Services between Fort Bend County and Gradient Group, LLC, for a total contract amount not to exceed $549,109.46 pursuant to SOQ 14-025, regarding Evergreen Segment 1, Mobility Bond Project No. 20122x, Precinct 1. (Fund: County Assistance District No. 4)

G. Take all appropriate action on Agreement for Professional Engineering Services between Fort Bend County and Kavi Consulting, Inc., for a total contract amount not to exceed $567,149 pursuant to SOQ 14-025, regarding Cartwright Road, Mobility Bond Project No. 20406, Precinct 4. (Fund: Mobility Bonds)

H. Take all appropriate action on Agreement for Professional Engineering Services between Fort Bend County and FCM Engineers, PC, for a total contract amount not to exceed $344,981 pursuant to SOQ 14-025, regarding Blueridge Road, Mobility Bond Project No. 20205, Precinct 2. (Fund: Mobility Bonds)

I. Take all appropriate action on Agreement for Professional Engineering Services between Fort Bend County and CP&Y, Inc., for a total contract amount not to exceed $542,592 pursuant to SOQ 14-025, regarding Watts Plantation Road, Mobility Bond Project No. 20209, Precinct 2. (Fund: Mobility Bonds)

35. TAX ASSESSOR/COLLECTOR:

A. Take all appropriate action to rescind approval of Agenda Item 25A approved by Commissioners Court on June 22, 2021, for request of waiver of penalty and interest of property taxes by Lijun Lin in an amount of $739.67, Precinct. 3.

B. Take all appropriate action to rescind approval of Agenda Item 26 approved by Commissioners Court on June 22, 2021, for request of waiver of penalty and interest of property taxes by Xu Yili & Hong in an amount of $539.58, Precinct. 4.

C. Take all appropriate action to rescind approval of Agenda Item 26 approved by Commissioners Court on June 22, 2021, for request of waiver of penalty and interest of property taxes by Ali Abdelrahman in an amount of $308.03, Precinct. 4.

36. SHERIFF'S OFFICE:

A. Take appropriate action on Amendment to Interlocal Agreement Contract No. 20-00256, for Law Enforcement Training between Fort Bend County and Houston-Galveston Area Council to receive funds in an amount of $180,455 with no cash match required by the County.

B. Take all appropriate action on Interlocal Agreement for Additional Law Enforcement Services between Fort Bend County and Waterview Estates Owner's Association, with services to be provided by the Sheriff's Office, effective through September 30, 2022.

C. Take all appropriate action on Interlocal Agreement for Additional Law Enforcement Services between Fort Bend County, Municipal Utility District No. 128 and Municipal Utility District No. 149 (Riverstone Area) with services to be provided by the Sheriff's Office, effective through September 30, 2022.

37. Approve Bills.

38. Authorize County Auditor to pay and release time-sensitive disbursements on October 21, 2021 to be ratified by Commissioners Court on October 26, 2021.

39. Meet in Closed Session to deliberate the following matters as authorized by the Texas Government Code:
