28. BUDGET & FINANCE:

A. Take all appropriate action on request to transfer the amount of $589,000 in Community Supervision & Corrections Department (CSCD) expenses to the American Rescue Plan Act (ARPA) funds to cover a portion of the increase in cost for the Pre-trial Bond Supervision Program and Community Service Restitution (CSR) Program caused by the loss of revenue due to the COVID 19 pandemic.

B. Take appropriate action on Amendment No. 1 to the American Rescue Plan Act (ARPA) budget as presented by Director of Finance & Investments.

30. CONSTABLE, PCT. 2:

Take all appropriate actions to transfer the amount of $49,900 from Non-Departmental Contingency into Accounts detailed on Constable's form, to allocate funds for purchase of a video download system from Safe Fleet Mobile Vision Inc.

31. CONSTABLE, PCT. 4:

Take all appropriate action to apply for the Federal Grant- COPS Hiring Grant/Project HERO Program, to hire (5) five Patrol Deputies, with grant funding in an amount of $625,000, beginning in FY2023 with a match by the County in an amount of $797,842.20, for a total program budget of $1,422,840.20, and authorize electronic submission of the application.

32. COUNTY ATTORNEY:

Take all appropriate action to appoint a committee to study Thompson’s Chapel Cemetery (State of Texas Historical Identification FB-C125), as well as nearby burial locations, in response to request to utilize County resources for maintenance and historic preservation of same.

33. COUNTY CLERK:

Take all appropriate action to reclassify Position No. 4031-0006 from Administrative Services Coordinator, Grade 10 of the Professional Management Policy Group to Division Supervisor, Grade 11 of the Professional Management Policy Group, effective June 26, 2021.

34. DISTRICT ATTORNEY:

Take all appropriate action on request for (1) one new grant funded position in the District Attorney’s Office: Expose Excellence Youth Community Outreach Supervisor, Grade 11 of the Professional Management Policy Group, to supervise youth program coordinators and manage all aspects of the Expose Excellence Youth Program, effective July 1, 2021 through September 30, 2024, and amend budget to include $36,000 in FY2021, and $242,000 for FY2022, FY2023, and FY2024. (Fund: ARPA)

35. ENGINEERING:

A. Take all appropriate action on authorization to purchase Parcel 21 in an amount of $13,341.95 plus the necessary costs, authorize the County Judge to sign all closing documents regarding said parcel for Reading Road, Mobility Bond Project No. 13117x, Precinct 1, and authorize County Clerk to record in the Official Public Records at no cost. (Fund: Mobility Bonds)

B. Take all appropriate action on authorization to purchase Parcel 112 in an amount of $41,559.95 plus the necessary costs, authorize the County Judge to sign all closing documents regarding said parcel for FM 521 (North), Mobility Bond Project No. 17113, Precinct 1, and authorize County Clerk to record in the Official Public Records at no cost. (Fund: Mobility Bonds)

C. Take all appropriate action on request for variance to the dead-end street requirements as stated in Section 5.6.(A), of the Fort Bend County Regulations of Subdivisions for Saint Thomas Aquinas on behalf of LJA Engineering, Precinct 2.

D. Take all appropriate action to approve the plat for Saint Thomas Aquinas, Precinct 2.

E. Take all appropriate action on Reimbursement Agreement between Fort Bend County and Union Pacific Railroad Company, in amount not to exceed $50,000, regarding Lake Olympia Segment 2, Mobility Bond Project Nos. 13217x and 17201, Precincts 1 and 2. (Fund: Mobility Bonds)

F. Take all appropriate action on Reimbursement Agreement between Fort Bend County and Union Pacific Railroad Company, in amount not to exceed $50,000, regarding West Sycamore, Seg. 3, Mobility Bond Project No. 17123x, Precinct 1. (Fund: Landfill Tipping Fees)

36. HEALTH & HUMAN SERVICES:

A. Animal Services: Take all appropriate action on request to create a residual fund, with all the proceeds from our TNR contract surgery fees for reimbursement for Animal Services.

B. Health & Human Services: Take all appropriate action to submit the application for the COVID-19 Health Equity Funding Proposal through the Texas Department of State Health Services (DSHS), for grant funding in an amount up to $500,000, and authorize the electronic submission of the application.

C. Clinical Health: Take all appropriate action on Amendment No. 2 to Texas Department of State Health Services Contract No. HHS000077800023 for the HIV Prevention and Control Program to decrease the FY2021 Contract amount to $203,504 and reduce the contract term to August 31, 2021, for FY 2021, with no County match and to increase the Contract amount by $326,384 for FY 2022, extending the end of the Contract term to August 31, 2022, for a total contract amount of $556,888.

37. INFORMATION TECHNOLOGY:

Take all appropriate action on request to reclassify Position No. 5031-0061, in the Information Technology Department, from Security Manager Grade 15, of the Professional Management Policy Group to IT Assistant Director, Grade 16 of the Professional Management Policy Group, effective June 22, 2021.

38. PARKS & RECREATION:

A. Take all appropriate action on a request from St. Faustina Cub Scout Pack 106 to waive rental fee for use of pavilion in Jones Creek Ranch Park on August 14, 2021 for a back to school picnic.

B. Take all appropriate action on Interlocal Agreement between Fort Bend County and City of Kendleton, for the delivery of Donated Live Oak Trees, at no cost to the County.

C. Take all appropriate action on Interlocal Agreement between Fort Bend County and Fort Bend County Municipal Utility District No. 155 for the delivery of Donated Live Oak Trees, at no cost to County.

39. PUBLIC TRANSPORTATION:

Take all appropriate action on Application to Texas Department of Transportation for Fiscal Year 2021, Section 5311 Rural Federal Funds in an amount of $415,695 and a State match of $284,834 to be provided by Fiscal Year 2021 Section 5311 State Funding Application, for assistance with transportation programs, including grantor’s request for submittal of additional information. (Fund: Public Transportation Grants)

40. PURCHASING:

A. Take all appropriate action on Agreement between Fort Bend County and RLS Interests Inc., dba Prime Systems for the purchase of tough books and accessories, utilizing cooperative contract Buy Board 579-19, in an amount not to exceed $1,018,711.75. (Fund: ARPA and Certificates of Obligations)

B. Take all appropriate action on First Amendment to Agreement between Fort Bend County and Continuant, Inc. for addition of annual maintenance services for the phone system, utilizing GSA Contract No. GS-35F-552AA in an amount not to exceed $56,401.60 effective May 1, 2021 through September 30, 2022. (Fund: Information Technology)

C. Take all appropriate action on Change Order No. 3 between Fort Bend County and Nash Industries, pursuant to Bid 20-085 for Shower Renovation in Fort Bend County Jail, to increase the contract by $1,377.60 for a total amount not to exceed $967,987.51. (Fund: Certificates of Obligation)

D. Take all appropriate action on Bid 21-084 for construction of left turn lane on Mason Road at FM 1093 for Fort Bend County Mobility Bond Project No. 17321X (Fund: Fort Bend County Assistance District No. 9)

E. Take all appropriate action on Bid 21-085 for construction of temporary traffic signalization on FM 1463 at Pine Mill Ranch Drive for Fort Bend County Mobility Bond Project No. TS19301. (Fund: Fort Bend County Assistance District No. 1)

F. Take all appropriate action on Addendum to Agreement between Fort Bend County and Fort Bend County Dispute Resolution Center for court-ordered mediation services in an amount of $205,328 for FY21. (Fund: Non-Departmental Fees)

H. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by Local Government Code Section §262.024(a)(7) for the Service Agreement between Fort Bend County and Stryker Sales Corporation, a sole source provider, in an amount not to exceed $53,017 effective August 1, 2021 through July 31, 2022. I. Take all appropriate action on Sixth Amendment to Software License and Maintenance Agreement between Fort Bend County and Trapeze Software Group, Inc., pursuant to RFP 13-045 for annual maintenance of Public Transportation software for mobile data terminals in an amount not to exceed $20,115 effective July 1, 2021 through June 30, 2022. J. Take all appropriate action on Seventh Amendment to Lease Agreement between Fort Bend County and Realco TX 001, LLC, in an amount of $88,409.17 for rental of space to accommodate all COVID-19 response operations effective July 1, 2021 through July 31, 2021. (Fund: ARPA-ADMIN)

K. Take all appropriate action on Amendment to Agreement between Fort Bend County and VOTEC Corporation for additional welcome voter kiosks and software licenses in an additional amount of $92,475 for a total contract amount not to exceed $156,550. (Fund: CTCL COVID-19 Grant)

L. Take all appropriate action on RFP 21-077 for community vaccine outreach for Fort Bend County.

M. N. O. P. R. S. 41. RISK MANAGEMENT:

A. Take all appropriate action on request to create one (1) new full-time position in the Risk Management Department, Regulatory Compliance Officer, Grade 13 of the Professional Management Policy Group, effective June 22, 2021.

B. Take all appropriate action on request to transfer the amount of $44,679 from Non-Departmental Contingency into the Accounts detailed on Director's Form dated June 16, 2021, to allocate funds for new full-time position.

42. SHERIFF'S OFFICE:

A. Take all appropriate action on Memorandum of Understanding between Fort Bend County and Flock Group, Inc., for sharing of license plate reader data with the Fort Bend County Sheriff's Office.

B. Take all appropriate action to approve the Sheriff's Office account and policy for Employee Enrichment and transfer deposited funds into a unique account for management of the Employee Enrichment Fund. (Fund: Employee Enrichment Fund)

C. Take all appropriate action to ratify an application to the U.S. Department of Justice, Office of Justice Programs and Bureau of Justice Assistance for the Patrick Leahy Body Armor Grant, involving the purchase of body armor for the Sheriff's Office.
