20. COMMISSIONER, PCT. 3:

Take all appropriate action on Interlocal Agreement between Fort Bend County and Fort Bend County Municipal Utility District No.142, for the construction of sidewalk projects located at Heritage Bluff Drive and Canyon Fields Drive, Mobility Bond Project Number 20308, Precinct 3. (Fund: 2020 Mobility Bond)

21. AUDITOR:

Take all appropriate action on request to transfer the amount of $8,000 from Non-Departmental Contingency into Non-Departmental Fees to allocate funds for the purchase of replacement chairs for Commissioners’ Courtroom.

22. COUNTY ATTORNEY:

A. Take all appropriate action on Guidelines and Criteria for Granting Tax Abatements in Fort Bend County, Texas authorizing Fort Bend County to designate Reinvestment Zones and enter into Tax Abatement Agreements, as allowed by Texas Tax Code Section 312.002.

B. Take all appropriate action on First Amendment to Tax Abatement Agreement between Fort Bend County and Cutlass Solar LLC, located in County Reinvestment Zone No. 23, to be executed and effective May 12, 2021.

C. Take all appropriate action on Resolution and Order decreeing the acquisition of property to be a public necessity and authorizing the acquisition and payment of compensation regarding Reading Road Project No. 13117x, Precinct 1.

D. Take all appropriate action to authorize the County Attorney to engage the necessary counsel to evaluate the process for creation of additional taxing entities for Fort Bend County and offer guidance to Commissioners Court with fees not to exceed $20,000. (Fund: Non-Departmental Fees)

E. Take all appropriate action on transfer in an amount of $20,000 from Non-Departmental Contingency into Non-Departmental Fees to allocate funds to engage necessary counsel to evaluate the process for creation of additional taxing entities for Fort Bend County.

23. COUNTY COURT AT LAW NO. 1 :

Take all appropriate action on transfer in an amount of $1,379 from PO Contingency into Property Equipment to allocate funds for goods ordered in FY2019 and being delivered in FY 2021.

24. ENGINEERING:

A. Take all appropriate action on Right of Way Consent Agreement between Fort Bend County and ExxonMobil Pipeline Company regarding Benton Road, Mobility Bond Project No. 17110, Precinct 1.

B. Take all appropriate action on request for variance to the block length requirements as stated in Section 5.5.A.2, of the Fort Bend County Regulations of Subdivisions for Sienna Section 30 on behalf of LJA Engineering, Precinct 1.

C. Take all appropriate action on the plat for the roads within Sienna Section 30, Precinct 1.

D. Take all appropriate action on the plat for the lots within Sienna Section 30, Precinct 1.

E. Take all appropriate action on request for variance to the block length requirements as stated in Section 5.5.A.2, of the Fort Bend County Regulations of Subdivisions for Hagerson Road Tract Section 3 on behalf of Taylor Morrison of Texas Inc., Precinct 4.

F. Take all appropriate action on the plat for the roads within Hagerson Road Tract Section 3, Precinct 4.

G. Take all appropriate action on the plat for the lots within Hagerson Road Tract Section 3, Precinct 4.

H. Take all appropriate action on request for variance to the sidewalk requirements as stated in Section 5.8 of the Fort Bend County Regulations of Subdivisions for Bonbrook South Section Seven on behalf of LJA Engineering for Beazer Homes Texas Holdings, Inc. Precinct 1.

I. Take all appropriate action on request to purchase Parcel 2 in an amount of $32,668.28 plus necessary costs, authorize the County Judge to sign all closing documents regarding John Sharp Drive (Owens Road), Segment 2, Mobility Bond Project No. 17407 Precinct 4, and authorize County Clerk to record in the Official Public Records at no cost. (Fund: Mobility Bonds)

J. Take all appropriate action on Development Agreement between Fort Bend County and CenterPoint Energy Houston Electric, LLC, for the subdivision of Fulshear Substation, to accept owner's construction contribution of Jordan Ranch Boulevard, Precinct 3.

K. Take all appropriate action on Interlocal Agreement between Fort Bend County and Harris County, in an amount not to exceed $282,450 regarding Wellsworth Drive and Riverside Lodge Drive, Mobility Bond Project No. 17221x, Precinct 2. (Fund: Mobility Bonds)

25. HEALTH & HUMAN SERVICES:

A. Emergency Medical Services: Take all necessary action to approve the use of Certificates of Obligation to fund replacement vehicle W019, which was deemed unrepairable.

B. Social Services: Take all appropriate action on request to reclassify vacant position Number 6451-0001, Director of Social Services, Grade 13 of the Professional Management Policy Group to Social Services Division Manager, Grade 14 of the Professional Management Policy Group, effective June 1, 2021.

26. HOMELAND SECURITY & EMERGENCY MANAGEMENT:

A. Take all appropriate action on Information Sharing Access Agreement between Fort Bend County and U.S. Department of Homeland Security/Federal Emergency Management Agency, to enable the sharing of personal identifying information to prevent duplication of benefits to disaster survivors on the FEMA Hazard Mitigation Buyout Grant (HMGP).

B. Take all appropriate action on Information Sharing Access Agreement between Fort Bend County and Jeff Ward & Associates to enable the sharing of personal identifying information to prevent duplication of benefits to disaster survivors on the FEMA Hazard Mitigation Buyout Grant (HMGP)

27. PUBLIC TRANSPORTATION:

Take all appropriate action on application to the Federal Transit Administration (FTA) on FAIN No. TX-2021-035-00 for Fiscal Year 2020 CMAQ Flex funds totaling $4,504,864 with $900,973 in transportation development credits, including grantor’s request for submittal of additional information.

28. PURCHASING:

A. Take all appropriate action on RFP 21-067 for Construction of North Library in Precinct 3 for Fort Bend County.

B. Take all appropriate action on Bid 21-071 for Construction of Traffic Signalization on Westheimer Parkway at Roesner Road for Fort Bend County. (Fund: Road & Bridge)

C. Take all appropriate action on request to purchase replacement fleet vehicle for EMS, utilizing Bid 21-018, as indicated on Purchasing Agent form. (Fund: Certificates of Obligation)

D. Take all appropriate action on First Amendment to Agreement for Professional Environmental Services between Fort Bend County and SWCA, Inc., pursuant to RFQ 20-109 for additional environmental review and consulting services in an additional amount of $15,000 for a total contract amount not to exceed $80,000. (Funding: Community Development Grants)

E. Take all appropriate action on Amendment to Agreement between Fort Bend County and NGOrganize, Inc. dba CoreCentra, a sole source provider as authorized by Section 262.024 (a)(7) Texas Local Government Code for additional software services in County-wide data integration, management, and reporting software Phase II, in an additional amount of $365,500 for a total contract amount not exceed $407,500. (Fund: CARES)

F. Take all appropriate action on Agreement between Fort Bend County and Schindler Elevator Corporation utilizing Sourcewell Cooperative Contract Number 080420-SCH, for water damage repairs at Fort Bend County Justice Center, in an amount not to exceed $88,567. (Fund: Freeze, Property/Liability)

G. Take all appropriate action on Agreement for Professional Engineering Services between Fort Bend County and KCI Technologies, Inc., for a total contract amount not to exceed $239,256 pursuant to SOQ 14-025, regarding Bellaire Boulevard Turn Lanes, Mobility Bond Project No. 20313x, Precinct 3. (Fund: Mobility Bonds)

H. Take all appropriate action on Agreement for Professional Engineering Services between Fort Bend County and Isani Consultants, LP, for a total contract amount not to exceed $869,746 pursuant to SOQ 14-025, regarding Benton Road, Mobility Bond Project No. 20104, Precinct 1. (Fund: Mobility Bonds)

I. Take all appropriate action on Third Amendment to Agreement for Professional Engineering Services between Fort Bend County and Cobb, Fendley & Associates, Inc., to increase the contract in an amount of $230,164.69 for a total contract amount not to exceed $1,089,954.56 pursuant to SOQ 14-025, regarding FM 762/10th Street, Mobility Bond Project No. 13106 & 20106, Precinct 1. (Fund: Mobility Bonds)

29. SHERIFF'S OFFICE:

A. Take all appropriate action on request to reclassify all Detention Officer-Civilian I positions in the Sheriff’s Office, from Grade 7 of the Civilian Services Policy Group to Grade 8 of the Civilian Services Policy Group, as detailed on the attached report, effective May 29, 2021.

B. Take all appropriate action on request to reclassify all Detention Officer-Civilian II positions in the Sheriff’s Office, from Grade 8 of the Civilian Services Policy Group to Grade 9 of the Civilian Services Policy Group, as detailed on the attached report, effective May 29, 2021.

31. Authorize County Auditor to pay and release time-sensitive disbursements on May 20, 2021 to be ratified by Commissioners Court on May 25, 2021.
