30. DISTRICT ATTORNEY:

Take all appropriate action on Resolution and request to ratify Application to the Texas Office of the Attorney General for the Victim Coordinator and Liaison Grant, in an amount of $25,454 to expand and enhance services to crime victims, for the period of September 1, 2021 through August 31, 2023, with no cash match required by Fort Bend County.

31. ENGINEERING:

A. Take all appropriate action on request to purchase Parcel 107 in an amount of $3,117.95 plus necessary costs, authorize County Judge to sign all closing documents regarding said parcel for FM 521 (North), Mobility Bond Project No. 17113, Precinct 1 and authorize County Clerk to record in the Official Public Records at no cost. B. Take all appropriate action to increase the contract amount to $225,201.35 and approve payment of Invoice No. 3000986074 in an amount of $48,201.35 to CenterPoint Energy pursuant to the Agreement approved by Commissioners Court on February 5, 2019, regarding Old Needville-Fairchilds Road, Mobility Bond Project No. 17109, Precinct 1. C. Take all appropriate action on Agreement between Fort Bend County and Texas Department of Transportation for the Local On-System Improvement Project regarding Williams School Road at FM 360 Intersection, Mobility Bond Project No. 17116, Precinct 1.

E. M. Take all appropriate action on Roadway Use and Maintenance Agreement between Fort Bend County and AP Solar 2, LLC., regarding Fighting Jays Solar Farm, Precinct 1.

N. Take all appropriate action to approve permit application from M. A. Mortenson Company for the maintenance of county roadways impacted during construction activities for the Fighting Jays Solar Project, Permit No. 2021-45487, Precinct 1.

O. Take all appropriate action on acceptance of 1.204 acre tract of land conveyed by Dedication Deed from Fort Bend Independent School District to Fort Bend County for Fort Bend Grand Parkway Toll Road Authority Project No. 1002 and authorize County Clerk to record in the Official Public Records at no cost.

P. Take all appropriate action to approve Consent and Release related to a landscape easement and building set back line affecting the 1.204 acre tract of land being conveyed by Fort Bend Independent School District to Fort Bend County and authorize County Clerk to record in the Official Public Records at no cost.

32. HEALTH & HUMAN SERVICES:

A. Clinical Health Services: Take all appropriate action on Texas Department of State Health Services Contract No. HHS001019500016 to receive grant funds in an amount of $2,602,223 in support of the Local Health Entity COVID-19 Vaccination Program, with no cash match required by Fort Bend County, effective from date of execution through June 30, 2024.

B. Animal Services: Take all appropriate action on Interlocal Agreement between Fort Bend County and City of Rosenberg for the Trap and Neuter Return Program, effective through September 30, 2022.

33. HOMELAND SECURITY & EMERGENCY MANAGEMENT:

Take all appropriate action on submission of the Supplemental Statement of Grant Award from the State of Texas, Office of the Governor, Grant Number 2971706; 2021 Urban Area Security Initiative EOC Technology Sustainment Project, to accept additional funds in an amount of $14,100 for a total project amount of $72,960, with no cash match required by Fort Bend County. (Funding: Homeland Security Grant Program)

34. MEDICAL EXAMINER:

A. Take all appropriate action on request for two new positions in the Medical Examiner's Office, Deputy Medical Examiner, Grade 17 of the Professional Management Policy Group and Investigator, Grade 11 of the Law Enforcement Policy Group, effective April 27, 2021, due to an increase in Medical Examiner Agreements with surrounding counties.

B. Take all appropriate action on request to transfer the amount of $226,515 as detailed on Director's form dated April 14, 2021 to amend the budget pursuant to Texas Local Government Code Section 111.07075 and allocate revenue received from Medical Examiner Agreements with surrounding Counties for the creation of new Deputy Medical Examiner and Investigator positions.

C. Take all appropriate action on Interlocal Agreement between Fort Bend County and Jackson County for performance of postmortem exams.

35. PARKS & RECREATION:

A. Take all appropriate action on License Agreement between Fort Bend County and Fort Bend Elite Youth Sports, for use of baseball fields located within Fort Bend County, at the South Post Oak Sportsplex, 5535 Hobby Street, Houston, Texas.

B. Take all appropriate action on License Agreement between Fort Bend County and South Post Oak Eagles Youth Football, for use of football fields located within Fort Bend County at the South Post Oak Sportsplex, 5535 Hobby Street, Houston.

C. Take all appropriate action on License Agreement between Fort Bend County and Fort Bend Sea Hawks youth Football and Cheer Organization, for use of football field at Mustang Community Center Park, 4521 FM 521 Fresno, TX 77545.

D. Take all appropriate action on request to transfer full-time position number 6571-0003, Parks Operator II of the Operator Skilled Trade Policy Group from Jones Creek Ranch Park to Parks and Recreation, effective April 27, 2021.

E. Take all appropriate action on a request to transfer the amount of $16,219 from Jones Creek Ranch Park accounts into Parks accounts as detailed on the Finance Director’s form dated April 13, 2021 to allocate funds for the transfer of Parks Operator II from Jones Creek Ranch Park to the Parks and Recreation Department.

F. Take all appropriate action on request to transfer the amount of $52,000 from Daily Park-Fees ($26,000) and from Daily Park-Operating Supplies ($26,000) into Parks Fees as detailed on Director's form dated April 15, 2021 to allocate funds to cover the budget shortfall in Mission Bend Boys & Girls Club Agreement.

G. Take all appropriate action on a request to establish field reservation fees for all Non-Licensees for County Park Sports Fields at $15 per hour without lights and $25 per hour with lights, effective October 1, 2021.

H. Take all appropriate action on request from Bella Vista Property Home Owners Association to waive rental fee for use of pavilion for Jones Creek Ranch Park on May 8, 2021.

36. PURCHASING:

A. Take all appropriate action to ratify the Agreement between Fort Bend County and Fort Bend County Heritage Unlimited Museum for renewal of professional services in historic preservation activities in an amount not to exceed $27,500, effective through September 30, 2021. (Fund: Non-Departmental Fees)

B. Take all appropriate action on Amendment to Agreement between Fort Bend County and Crain Group, LLC, pursuant to RFP 20-060 for additional services for the construction of South Post Oak Park Expansion in an additional amount of $244,622.35 for a total contract amount not to exceed $5,463,705.35. (Fund: Advance Funding / Certificate of Obligation)

C. Take all appropriate action on Third Amendment to Agreement between Fort Bend County and Teal Construction Company for Rehabilitation of the Landmark Community Center, pursuant to RFP 19-056 for reduction in services in an amount of $16,472.63 for a total contract amount not to exceed $4,765,036.91 and extend the time of performance through October 1, 2020. (Fund: 2015 Facilities Bond, Proposition 1)

D. Take all appropriate action on request to appropriate funds for annual software subscription with Tiburon, Inc., a CentralSquare Company, sole source provider as authorized by Section 262.024 (a)(7) Texas Local Government Code, in an amount not to exceed $339,689.50, effective February 1, 2021 through January 31, 2022. (Fund: Information Technology)

E. Take all appropriate action on Bid 21-066 for construction of driveways and side street drainage for Alice Street and South Post Oak Boulevard, for Trammel Fresno, Mobility Bond Project No. 746. (Fund: Mobility Bonds)

F. Take all appropriate action on request to purchase five (5) ambulance modules from Frazer, Ltd. for EMS, utilizing Buy Board Contract No. 570-18, for a total amount not to exceed $679,100. (Fund: Advanced Funding Resolution, Certificates of Obligation)

G. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by Local Government Code Section 262.024(a)(7) for the purchase of items available from only one source; TriTech Software Systems a CentralSquare Technologies, LLC Company, as successor in interest to Tiburon, Inc., to provide public safety technical services, public safety management services, and extraction solution services in the amount not to exceed $93,772. (Fund: Information Technology)

H. Take all appropriate action on Thirteenth Addendum to Software and Maintenance Agreement between Fort Bend County and Trapeze Software Group, Inc., dba TripSpark Technologies pursuant to RFP 06-101 for Novus DRM and Training, for Public Transportation, in an amount not to exceed $7,600. (Fund: Public Transportation, Grants)

I. Take all appropriate action on Amendment to Agreement for Professional Engineering Services between Fort Bend County and AIG Technical Services, LLC to increase the contract by $779,328 for a total contract amount not to exceed $1,603,848 pursuant to SOQ 14-025, regarding Mobility Projects within Precincts 1, 2, 3, and 4. J. Take all appropriate action on Amendment to Agreement between Fort Bend County and A-Rocket Moving & Storage, Inc., for additional moving services, delivery and pickup of voting equipment, utilizing Buy Board Contract 559-18, in an additional amount of $69,975, for a total contract amount not to exceed $182,470.
