Take all appropriate action to approve Amendment Agreement between the Young Men’s Christian Association of Greater Houston (YMCA) and Fort Bend County, to provide CARES Act funding for eligible Child Care Services as originally approved on October 13, 2020, to extend the time of performance through August 31, 2021 with no change in funding amount. (Fund: CARES Act - Local Government Assistance Program)

B. Take all appropriate action to approve Amendment to CARES Act Funding Allocation Distribution Agreement between Fort Bend County and the Village of Fairchilds, originally approved June 2, 2020 and additional funding allocated on January 12, 2021. (Fund: CARES Act)

Take all appropriate action on request to approve Application 17-822 for assistance under the HOME Investment Partnerships Program and issue funds in an amount not to exceed $35,898.50. (Fund: HOME Investment Partnership Program)

28. ENGINEERING:

A. Take all appropriate action on Interlocal Agreement for Contribution for Roadway Improvements between Fort Bend County and Fort Bend County Municipal Utility District No. 24, to accept contribution in an amount of $3,000,000 regarding construction of Lake Olympia Parkway Segment 1, Mobility Bond Project No. 13207 and Lake Olympia Parkway Segment 2, Mobility Bond Project No. 17201, Precincts 1 and 2.

B. Take all appropriate action on request for variance to the dead-end street requirements as stated in Section 5.6.A, of the Fort Bend County Regulations of Subdivisions for Veranda Section Thirty-Seven on behalf of HW 589 Holdings, LLC, Precinct 1.

C. Take all appropriate action on the plat for the roads within Veranda Section Thirty-Seven, Precinct 1.

D. Take all appropriate action on the plat for the lots within Veranda Section Thirty-Seven, Precinct 1.

L. Take all appropriate action on request for temporary road closure pursuant to Section 251.011 of the Texas Transportation Code, for Ransom Road (Westbound), from River Pointe Church to Fort Bend County Municipal Utility District No. 121 Drainage Channel and Hudson Oaks Lane from Ransom Road to Masonwood Lane, beginning April 7, 2021 until the end of the project, Mobility Bond Project No. 17103, Precinct 1.

M. Take all appropriate action to rescind Agenda Item 28B by Commissioners Court on December 15, 2020, pertaining to the Letter Agreement with CenterPoint Energy for a street light relocation, regarding Benton Road, Mobility Bond Project No. 17110, Precinct 1.

N. Take all appropriate action on Letters of Agreement between Fort Bend County and CenterPoint Energy for a streetlight removal in an amount of $255 and streetlight installation in an amount of $1,556; regarding Benton Road, Mobility Bond Project No. 17110, Precinct 1. (Fund: Mobility Bonds)

29. FACILITIES MANAGEMENT & PLANNING:

Take all appropriate action on request to grant Water Line Easement to City of Fulshear for construction of 8 inch water line located on Flewellen Way, Precinct 3 Public Safety Annex Project.

30. FIRE MARSHAL:

A. Take all appropriate action on request to reclassify vacant position number 5431-0003, in the Fire Marshal’s Office, from Deputy Chief-Fire Marshal, Grade 12 of the Law Enforcement Policy Group, to Assistant Chief, Grade 13 of the Law Enforcement Policy Group, effective April 7, 2021. (Fund: Fire Marshal)

B. Take all necessary action to approve the use of Certificates of Obligation to fund the $32,593 balance needed to purchase a Hazmat truck. (Fund: Certificate of Obligation)

31. FORT BEND COUNTY TOLL ROAD AUTHORITY: The Board of Directors of the Fort Bend County Toll Road Authority reviewed the following items at their regular board meeting held on March 17, 2021 and makes the following recommendations to Commissioners Court:

Take all appropriate action on the Adoption of Amended and Restated Order Establishing a Toll Rate Schedule for the Fort Bend County Toll Road System; Prohibiting the Operation of a Motor Vehicle on the Road System after Failure to Pay Required Toll or Charge; Establishing an Administrative Adjudication Hearing Procedure for Violation of this Order; Containing Other Provisions Relating to the Subject.

32. FORT BEND GRAND PARKWAY TOLL ROAD AUTHORITY: The Board of Directors of Fort Bend Grand Parkway Toll Road Authority reviewed these items at their regular meeting held on March 17, 2021 and makes the following recommendations to Commissioners Court:

33. HEALTH & HUMAN SERVICES:

A. Clinical Health: Take all appropriate action on request to ratify application to the Texas Department of State Health Services Immunizations Program for grant funding in an amount of $98,840 for Fort Bend County Health Department to ensure high quality and safe administration of COVID-19 vaccines.

B. Clinical Health:Take all appropriate action on request to ratify application to the Texas Department of State Health Services for Local Health Entity COVID-19 Vaccination Supplemental Funding in an amount of $2,612,223; with no county match required.

34. HOMELAND SECURITY & EMERGENCY MANAGEMENT:

Take all appropriate action on submission of the 2021 Grant Application and Resolution to the State of Texas, Office of the Governor, for Homeland Security Grant funding totaling $2,586,719 for programs described within the application, with no cash match required by the County for the grant term of January 1, 2022 through December 31, 2022.

35. MEDICAL EXAMINER:

Take all appropriate action on Interlocal Agreement between Fort Bend County and Walker County for performance of postmortem exams.

36. PUBLIC TRANSPORTATION:

A. Take all appropriate action on the request to approve Master Agreement (28) between Fort Bend County and The United States of America Department of Transportation Federal Transit Administration, dated February 9, 2021.

B. Take all appropriate action on Amendment No. 2 to Project Grant Agreement RUR 2102 (11) between Fort Bend County and Texas Department of Transportation to add residual funds in an amount of $86,843 from Fiscal Year 2020, Section 5311 State Project Grant Agreement with no change in local match and extend term through August 31, 2022.

C. Take all appropriate on Amendment No. 1 to Project Grant Agreement CAF 2101 (15) 072_20 between Fort Bend County and Texas Department of Transportation to add residual funds in an amount of $164,602 from the FY2020 CARES Act Rural Project Grant Agreement, with no change in local match.

37. PURCHASING:

A. Take all appropriate action on Bid 21-058 for Construction of Water Plant Improvements in City of Orchard for Fort Bend County Community Development.

B. Take all appropriate action on Fifth Amendment to Agreement between Fort Bend County and Texas Bus Sales, Inc. for purchase of transit buses pursuant to RFP 17-044, to include a price increase on 32-foot and 40-foot buses. (Fund: Public Transportation Grant)

C. Take all appropriate action on Agreement between Fort Bend County and Zoll Medical Corporation, a sole source provider as authorized by Section 262.024 (a)(7) Texas Local Government Code, for a five (5) year expertcare extended warranty and preventive maintenance on Zoll X-Series Defibrillator in the total amount not to exceed $358,487.50 effective April 1, 2021 through March 31, 2026. (Fund: Emergency Medical Service)

D. Take all appropriate action to ratify the Amendment to Agreement between Fort Bend County and Texas Black Expo, Inc. to increase CARES Act funding for Nutrition Program Support Services in the amount not to exceed $5,600,000 and extend the time of performance through March 31, 2021. (Fund: CARES Act - Local Government Assistance Program)

E. Take all appropriate action on Agreement between Fort Bend County and Fort Bend Seniors Meals on Wheels and Much, Much More, for the congregate and in home meals program, in an amount not to exceed $250,000 effective through December 31, 2021. (Fund: CARES Act)

F. Take all appropriate action on Agreement between Fort Bend County and Siddons-Martin Emergency Group, LLC, pursuant to RFP 21-051, for hazmat response vehicle in an amount not to exceed $292,153. (Fund: Homeland Security Grant Program)

G. Take all appropriate action on request to purchase three (3) fifteen passenger vans from Caldwell Country Chevrolet, utilizing BuyBoard Contract No. 601-19 in an amount not to exceed $119,779. (Fund: Community Supervision and Corrections Department)

H. Take all appropriate action on Amendment to Agreement for Professional Engineering Services between Fort Bend County and R.G. Miller Engineers, Inc., to increase the contract in the amount of $9,660 for a total contract amount not to exceed $441,886 pursuant to SOQ 14-025, regarding Ransom Road, Mobility Bond Project No. 17102, Precinct 1. (Fund: Mobility Bonds)

I. Take all appropriate action on Agreement between Fort Bend County and IDG Architects for Professional Architectural Design Services regarding South Post Oak Sportsplex Baseball Fields Improvements in an amount not to exceed $180,000 effective through September 30, 2022. (Fund: 2020 Parks Bond)

J. Take all appropriate action on Change Order 2 to the Agreement between Fort Bend County and Triple B Services, LLP, to extend the contract time until January 11, 2021 and increase the contract in the amount of $1,259.34 for a total amount not to exceed $658,307.54, pursuant to Bid No. 20-087 regarding Humphrey Way, Mobility Bond Project No. x9, Precinct 1 . (Fund: Mobility Bonds)

K. Take all appropriate action on Project Management Agreement between Fort Bend County and RPS Infrastructure, Inc., in an amount not to exceed $1,000,000 pursuant to SOQ 14-025 regarding 2020 Mobility Bond Projects within Precinct 2. (Fund: Mobility Bonds)

38. ROAD & BRIDGE:

Vehicle Maintenance: Take all appropriate action on request to use Certificates of Obligation to fund purchase of a replacement generator for Vehicle Maintenance once solicitation is made. (Fund: Advance Funding Resolution/Certificates of Obligation)

39. SHERIFF'S OFFICE CIVIL SERVICE COMMISSION:

Take all appropriate action to approve transfer in the amount of $50,000 from Non-Departmental Contingency into the Fort Bend County Sheriff’s Office Civil Service Commission to allocate additional funds for legal representation for the Commission.

40. TAX ASSESSOR/COLLECTOR:

Take all appropriate action on Agreement for the Collection of Vessel Registration between Fort Bend County and Texas Parks And Wildlife Department effective through August 31, 2025.

41. Approve Bills.

42. Meet in Closed Session to deliberate the following matters as authorized by the Texas Government Code:

§ 551.071. Consultation With Attorney. Commissioners Court will meet in Closed Session to seek the advice of its attorney about pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551.
