23. COMMUNITY DEVELOPMENT:

Take all appropriate action on request to create new position, Housing Program Specialist, Professional Management Policy Group, to administer and oversee the County’s federal funded Housing Rehabilitation Program. (Fund: Community Development Block Grant, Home Investment Partnerships Program, and Emergency Solutions Grant)

24. COUNTY ATTORNEY:

A. Take all appropriate action on Resolution and Order Decreeing the acquisition of property to be a public necessity and authorizing the acquisition and payment of compensation by record vote for Moore Road Project, Mobility Bond Project No.17218X, Precinct 2.

B. Take all appropriate action on Resolution and Order decreeing the acquisition of property to be a public necessity and authorizing the acquisition and payment of compensation by record vote for Rohan Road Project, Mobility Bond Project No. 20105, Precinct 1.

25. 505th DISTRICT COURT:

Take all appropriate action on request to transfer the amount of $1,055 from Non-Departmental Contingency into 505th District Court Supplies and Maintenance to allocate funds for the purchase of books required by the new administration.

27. ENGINEERING:

A. Take all appropriate action on request for variance to the block length requirements as stated in Section 5.5.A.2, of the Fort Bend County Regulations of Subdivisions, for Charleston Heights Section 1 on behalf of Charleston C.M.I., LTD., Precinct 1.

E. Take all appropriate action on Letter Agreement from Old 300 Solar Center, LLC regarding Fort Bend County Development Regulations and Approvals pertaining to the Old 300 Solar Project, Precinct 1.

F. Take all appropriate action on funding of Change Order No.6 in the amount of $0, Change Order No.43 in the amount of $624,583.70 and Change Order No.44 in the amount of $11,471.67 for payment to Texas Department of Transportation regarding widening of Trammel Fresno Road pursuant to the Advance Funding Agreement approved in Commissioners Court on August 12, 2008, Mobility Bond Project No. 746, Precincts 1 and 2. G. Take all appropriate action on acceptance of a 0.026-acre tract of land conveyed by donation deed from Ferguson 100, LTD, to Fort Bend County and authorize payment of Title Policy fees related to such conveyance, regarding Parcel 4 of Beechnut Street, Mobility Bond Project No. 17410, Precinct 3 and 4, and authorize County Clerk to record in the Official Public Records at no cost. (Fund: Mobility Bonds)

H. Take all appropriate action on acceptance of a 1.869-acre tract of land conveyed by donation deed from 3535 Wilcrest, LTD, to Fort Bend County and authorize payment of Title Policy fees related to such conveyance, regarding parcel 5 of Beechnut Street, Mobility Bond Project No. 17410, Precinct 3 and 4, and authorize County Clerk to record in the Official Public Records at no cost. (Fund: Mobility Bonds)

I. Take all appropriate action on a Special Warranty Deed conveying 0.4158 acres of land to City of Fulshear regarding Texas Heritage Parkway, Mobility Bond Project No. 13309, Precinct 3; and authorize the County Clerk to record in the Official Public Records at no cost.

J. Take all appropriate action on request to pay additional relocation expenses for Parcel 20 in the amount of $1,362 regarding South Post Oak, Mobility Bond Project No. 13112, Precinct 1. (Fund: Mobility Bonds)

28. HEALTH & HUMAN SERVICES:

A. Social Services: Take all appropriate action on Agency Participation Agreement between Fort Bend County and University of Houston, Center for Mexican American Studies (CMAS) for the Fort Bend County Collaborative Information System.

B. Take all appropriate action on request to transfer the amount of $30,000 from Non-Departmental Contingency into Social Services, Fees, to allocate funds to provide pauper and indigent burials/cremations as required by state mandate.

29. HOMELAND SECURITY & EMERGENCY MANAGEMENT:

A. Take all appropriate action on the FY 2021 Emergency Management Performance Grant Application, which will be submitted to the Texas Department of Emergency Management on or before the deadline of March 31, 2021; the match will be met with existing county salary accounts. (Fund: FY 2020 Emergency Management Performance Grant)

B. Take all appropriate action on request to rescind Agenda Item 41A approved by Commissioners Court on October 27, 2020, and take all appropriate action on the revised request to purchase one property, File Number: BOFB1800481, under the 2016 Hazard Mitigation buyout grant (FEMA Project Number DR-4269-006 and FEMA Project Number DR-4269-007) in the revised amount of $228,448.30 plus the necessary closing costs, with an overall project cost match by the County of twenty-five percent, and authorize County Judge to sign all closing documents. (Fund: 2016 Hazard Mitigation Grant)

30. PARKS & RECREATION:

Take all appropriate action on request to authorize the Turf Manager and Freedom Park Maintenance Supervisor, the use of a take home vehicle for on-call issues for parks that are located within the County lines or fully within Harris County, effective March 23, 2021.

31. PUBLIC TRANSPORTATION:

Take all appropriate action on Amendment No. 4 to Project Grant Agreement #RPT 1903 (12) 39_19 between Fort Bend County and Texas Department of Transportation to extend the date of the grant agreement through May 31, 2021, with no change in local match.

32. PURCHASING:

A. Take all appropriate action on Amendment to Service Agreement between Fort Bend County and Gartner, Inc. utilizing State of Texas Department of Information Resources Contract DIR-TSO-4099 for subscription-based research and related services, in an amount not to exceed $144,082 effective through October 31, 2021. (Fund: Information Technology)

B. Take all appropriate action on Amendment to License and Services Agreement between Fort Bend County and Tyler Technologies, Inc. a publicly traded corporation, sole source provider as authorized by Section 262.024 (a)(7) Texas Local Government Code, for professional services and maintenance in an amount not to exceed $50,365 effective December 18, 2020 through December 17, 2021. (Fund: Information Technology)

C. Take all appropriate action on Fourth Amendment to Lease Agreement between Fort Bend County and Realco TX 001, LLC in an amount of $88,409.17 for rental of space to accommodate all COVID-19 response operations effective April 1, 2021 through April 30, 2021. (Fund: CARES-ERA)

D. Take all appropriate action on Agreement between Fort Bend County and Caring Transports LLC, pursuant to RFP 21-042, for transportation services of decedents effective April 1, 2021 through September 30, 2022.

E. Take all appropriate action on Agreement for Janitorial Services between Fort Bend County and High Quality Cleaning Services, pursuant to RFP 21-041 for Park Facilities and Pinnacle Senior Center in an amount not to exceed $212,940 annually effective April 1, 2021 through March 31, 2022. (Funding: Facilities and Parks fees)

F. Take all appropriate action on Fifth Amendment to Agreement between Fort Bend County and MPACT Strategic Consulting, LLC for additional professional consulting services regarding emergency management and grant management services, utilizing H-GAC Contract Number HP08-17, for an additional amount of $4,500,000 through May 31, 2021. (Fund: RESCUE (ARPA))

G. Take all appropriate action on Amendment to renew Agreement between Fort Bend County and Kone, Inc. for Elevator Modernization and Maintenance Services utilizing US Communities Cooperative Contract Number EV2516 and to add services for the Landmark Community Center for an additional $4,640 per year for an annual contract amount not to exceed $156,415, effective April 1, 2021 through March 31, 2022 . (Fund: Facilities Management and Library)

H. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by Local Government Code §262.024(a)(7), for the purchase of items available from only one source, Teleflex LLC, for Arrow EZ-IO System and Rusch Airtraq System supplies for Emergency Medical Services in an amount not to exceed $100,000 for FY 2021. (Fund: Emergency Medical Service)

I. Take all appropriate action to consider granting an exemption to the competitive bid process, as authorized by Local Government Code §262.024(a)(7) for the purchase of keyless security transport bags available from only one source, A. Rifkin Co., for Elections, in the amount not to exceed $67,450. (Fund: CTCL Grant, Elections)

J. Take all appropriate action on Change Order No. 2 to the Agreement between Fort Bend County and Nash Industries, pursuant to Bid 20-085 for Shower Renovation in Fort Bend County Jail, to increase the contract by $5,502.03 for a total amount not to exceed $966,609.91 and to extend the contract time until June 30, 2021. (Fund: 2020 Certificates of Obligation)

K. Take all appropriate action on Bid 21-047, term contract for Oil and Lubricants.

L. Take all appropriate action on Bid 21-045, term contract for Periodical Subscriptions for Libraries.

U. Take all appropriate action on Second Amendment to Agreement for Professional Engineering Services between Fort Bend County and HR Green, Inc., to increase the contract in the amount of $25,151.50 for a total contract amount not to exceed $759,901.50 pursuant to SOQ 14-025 regarding Burney-Old Richmond Road, Mobility Bond Project No. 17207, Precincts 3 and 4. (Fund: Mobility Bonds)

V. Take all appropriate action on Second Amendment to Agreement for Professional Engineering Services between Fort Bend County and Huitt-Zollars, Inc., to increase the contract in an amount of $35,000 for a total contract amount not to exceed $438,663 pursuant to SOQ 14-025 regarding Old Richmond, Mobility Bond Project No. 17208, Precincts 2 and 3. (Fund: Mobility Bonds)

W. Take all appropriate action on Amendment to Project Management Agreement between Fort Bend County and LJA Engineering, to increase the contract in an amount of $575,000 for a total contract amount not to exceed $1,575,000 regarding project management services for 2017 Mobility Bond Projects within Precinct 4. (Fund: Mobility Bonds)

X. Take all appropriate action on Agreement for Professional Engineering Services for wireless communication system for traffic signals between Fort Bend County and Barge Design Solutions, Inc., in an amount not to exceed $1,099,536.73, pursuant to RFQ 20-075. (Fund: Mobility Bonds)

Y. Take all appropriate action on recommendations for the selections of the most highly qualified providers of engineering and surveying services for the 2020 Mobility Projects within Precinct 2, pursuant to Government Code Section 2254.0004.

36. Authorize County Auditor to pay and release time sensitive disbursements on April 1, 2021, to be ratified by Commissioners Court on April 6, 2021.

37. Meet in Closed Session to deliberate the following matters as authorized by the Texas Government Code:

§ 551.071. Consultation With Attorney. Commissioners Court will meet in Closed Session to seek the advice of its attorney about pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551.
