A. Take all appropriate action on the CARES Act Budget Allocations and extension of the County's current programs.

B. Take all appropriate action to ratify acceptance of funds from the U.S. Department of the Treasury in the amount of $23,249,662.10 for the Emergency Rental Assistance (ERA) program for use through July 31, 2021.

Take all appropriate action on adoption of the Fort Bend County Budget Policy for Fiscal Year 2022.

35. BEHAVIORAL HEALTH SERVICES:

Take all appropriate action on Application to the Alliance for Strong Families and Communities for grant funding in the amount of $50,000 for Fort Bend County to participate in in the Texas Change in Mind Learning Collaborative for the term of April 1, 2021 through March 31, 2023.

36. CONSTABLE, PCT. 3:

A. Take all appropriate action on request to ratify application to the Texas Department of Transportation for participation in the Comprehensive Selective Traffic Enforcement Program for grant funds in the amount of $19,532.25 with a local match of $5,050.46 for the period of October 1, 2021 through September 30, 2022. (Fund: Constable, Precinct 3)

B. Take all appropriate action on request to ratify application to the Texas Department of Transportation for participation in the Commercial Vehicle Selective Traffic Enforcement Program for grant funds in the amount of $11,959.40 with a local match of $3,420.81 for the period of October 1, 2021 through September 30, 2022. (Fund: Constable, Precinct 3)

37. DISTRICT ATTORNEY:

A. Take all appropriate action on the acceptance of proceeds in the amount of $10,848 from the District Attorney's Fun Run that was hosted by the Fort Bend County Crime Victim's Response Team on November 2, 2019 for deposit into the District Attorney Special Fund; authorize disbursement in the amount of $11,000 from this fund payable to the Fort Bend County Crime Victim's Response Team.

B. Take all appropriate action on request to ratify the 2nd Amendment to Grant Agreement between Fort Bend County and Texas Council on Family Violence to receive additional funds in the amount of $50,000 to support the Domestic Violence High Risk Team services through October 31, 2021.

38. ENGINEERING:

A. Take all appropriate action on the Amendment to Regulations for Floodplain Management for Fort Bend County, Article 3, Section B. establishing the areas of special flood hazard identified from the FEMA Flood Insurance Study and Flood Insurance Rate Maps, effective January 29, 2021; with additional changes to Articles 2, 4, and 5.

B. Take all appropriate action on Interlocal Agreement between Fort Bend County and City of Fulshear in an amount not to exceed $4,500,000 regarding Huggins Road, Mobility Bond Project No. 13313, Precinct 3. (Fund: Mobility Bonds)

C. Take all appropriate action on request to pay additional relocation expenses for Parcel 2 in the amount of $9,473.44 regarding Cinco Ranch Turn Lanes, Mobility Bond Project No. 17314x, Precinct 3. (Fund: Fort Bend County Assistance District No. 1)

D. Take all appropriate action on request to pay relocation expenses regarding Parcel 25 in the amount of $4,048.60 and Parcel 52 in the amount of $3,470 regarding South Post Oak, Mobility Bond Project No. 13112, Precinct 1. (Fund: Mobility Bonds)

40. HOMELAND SECURITY & EMERGENCY MANAGEMENT:

A. Take all appropriate action on update to the Fort Bend County Emergency Management Plan, specifically Annex D, Radiological Protection.

B. Take all appropriate action on update to the Fort Bend County Emergency Management Plan, specifically Annex R, Search & Rescue.

41. MEDICAL EXAMINER:

Take all appropriate action on the Regional Law Enforcement Agency Access Memorandum of Understanding between the Fort Bend County Medical Examiner and the Harris County Sheriff's Office for access connections to Harris County's automated fingerprint identification system.

42. PARKS & RECREATION:

A. Take all appropriate action on request to transfer full time position number 6571-0001, Facilities Coordinator, Grade 9 of the Administrative Clerical Policy Group from Jones Creek Ranch Park to Parks & Recreation and part time position number 6601-P003 from Parks & Recreation to Jones Creek Ranch Park, effective January 26, 2021.

B. Take all appropriate action on request to transfer the amount of $44,855 from Jones Creek Ranch Park accounts as detailed on Finance Director's form dated January 20, 2021 into Parks accounts to allocate funds for the transfer of Facility Coordinator from Jones Creek Ranch Park to the Parks & Recreation Department.

C. Take all appropriate action on request to transfer the amount of $14,216 from Parks accounts as detailed on Finance Director's form dated January 20, 2021 into Jones Creek Ranch Park accounts to allocate funds for the transfer of part-time position from Parks & Recreation Department to Jones Creek Ranch Park.

43. PURCHASING:

A. Take all appropriate action on Addendum to Business Continuity Agreement between Fort Bend County and Tyler Technologies, Inc. a sole source provider as authorized by Section §262.024.(a)(7) Texas Local Government Code for disaster recovery annual maintenance in an amount not to exceed $77,647.50 effective October 1, 2020 through September 31, 2021. (Fund: Information Technology)

B. Take all appropriate action on Subrecipient Agreement between Fort Bend County and Catholic Charities of the Archdiocese of Galveston-Houston for homelessness prevention and stabilization services in the amount of $50,000, part of the FY2020 Consolidated Annual Action Plan approved by Commissioners Court on September 1, 2020. (Fund: Emergency Solutions Grant Program)

C. Take all appropriate action on the Subrecipient Agreement between Fort Bend County and Child Advocates of Fort Bend County in the amount of $49,459 for a Bilingual Forensic Interviewer/Children’s Services Coordinator, part of the FY2020 Consolidated Annual Action Plan approved by Commissioners Court on September 1, 2020. (Fund: Community Development Block Grant Program)

D. Take all appropriate action on Addendum to Agreement between Fort Bend County and Everbridge, Inc. for the purchase of mass notification and communication services, utilizing General Services Administration Contract GS-35F-0692P in an amount not to exceed $179,275.99 effective August 31, 2020 through August 30, 2021. (Fund: Information Technology)

E. Take all appropriate action on Amendment No. 7 to Software and Services Agreement between Fort Bend County and Tyler Technologies, Inc. a sole source provider as authorized by Section §262.024.(a)(7) Texas Local Government Code, for eCitation and Mobile Solutions systems, in an amount not to exceed $60,178.10 effective through September 30, 2021. (Fund: Information Technology)

F. Take all appropriate action on Addendum to Agreement between Fort Bend County and Idemia Identity & Security USA LLC for the purchase of a latent workstation and printer, including installation, on-site training, and annual maintenance, a sole source provider as authorized by Section 262.024 (a)(7) Texas Local Government Code, for an amount not to exceed $104,979. (Fund: Sheriff’s Office)

G. Take all appropriate action on Amendment to Agreement between Fort Bend County and Kofile Technologies, Inc. for additional archival indexing and conversion services for the District Court, utilizing Texas Multiple Award Schedule #TXMAS-18-3602, for an additional amount of $1,144.16, and a total amount not to exceed $119,495.89. (Fund: CARES/Fort Bend)

H. Take all appropriate action on Second Amendment to Lease Agreement between Fort Bend County and Realco TX 001, LLC to extend the rental of space to accommodate all COVID-19 response operations for the amount of $88,409.17 effective February 1, 2021 through February 28, 2021. (Fund: CARES-HHS)

I. Take all appropriate action on Agreement between Fort Bend County and Crain Group, LLC, pursuant to RFP 21-029 for Construction of an Emergency Operation Center in an amount not to exceed $9,290,884. (Fund: General Fund, Advanced Funding Resolution)

J. Take all appropriate action on Addendum to Agreement for Consulting Services between Fort Bend County and Armko Industries, Inc. regarding multiple County building roof replacements for an amount not to exceed $70,000. (Fund: General Fund, Advance Funding Resolution)

K. Take all appropriate action on Change Order No. 1 to the Agreement between Fort Bend County and Strategic Roofing Solutions, LLC pursuant to Bid 20-088 for Roof Replacement Projects at Various Locations, to increase the contract by $8,946 for a total amount not to exceed $148,279. (Fund: Advanced Funding Resolution)

L. Take all appropriate action on request to renew Bid 20-048, term contract for purchase and hauling of earthen road materials from American Materials, Angel Brothers Enterprises, Century Asphalt, Cherry Crushed Concrete, Durwood Greene, Lhoist North America of Texas, Vulcan Construction Materials and renew with price increases from James Construction Group.

M. Take all appropriate action on Project Management Agreement between Fort Bend County and Binkley & Barfield, Inc. in an amount not to exceed $1,000,000 regarding project management services for 2020 Mobility Bond Projects within Precinct 1. (Fund: Mobility Bonds)

N. Take all appropriate action on Agreement for Professional Traffic Signal Design Services between Fort Bend County and Transcend Engineers & Planners, LLC in the amount of $58,336.50 pursuant to SOQ 14-025 regarding Spring Green at Pine Mill Ranch Drive Project No. TS19309, Precinct 3. (Fund: Fort Bend County Assistance District No. 10)

O. Take all appropriate action on Agreement between Fort Bend County and Transcend Engineers & Planners, LLC for professional consulting services regarding transportation planning study in an amount not to exceed $300,000. (Fund: Fort Bend County Assistance Districts No. 1, No. 7, No. 8, No. 9, No. 10, and No. 11)

P. Take all appropriate action on the following agreements to provide support and equipment regarding COVID-19 response activities throughout the County effective through December 31, 2021, funded by General Fund/Advance Funding Resolution: Addendum for staffing services by C&T Information Technology Consulting, Inc. for augmentation and web development related to COVID-19 vaccine efforts, utilizing State of Texas Department of Information Resources Contract number DIR-CPO-4570, in an amount not to exceed $3,838,317; Addendum for staffing services by Dell for temporary staff to provide onsite desktop support at HHS COVID-19 call centers and HHS COVID-19 vaccine sites, utilizing State of Texas Department of Information Resources Contract number DIR-TSO-3763, in an amount not to exceed $1,763,320; and Agreement with Dell Marketing, L.P. for the purchase of eighty (80) laptops and two-hundred forty (240) monitors for COVID-19 vaccine related functions, utilizing State of Texas Department of Information Resources Contract number DIR-TSO-3763, for a total amount not to exceed $140,880.

44. SHERIFF'S OFFICE:

A. Take all appropriate action on Amendment No. 1 to the Interlocal Agreement for Helicopter Use between Fort Bend County and the City of Sugar Land to include the Search & Rescue Program.

B. Take all appropriate action on an Interlocal Agreement between Fort Bend County and the City of Houston to continue participation in the Internet Crimes Against Children Task Force Program in the Houston Metropolitan area and receive grant funding in the amount of $108,150 with a cash match of $34,371 for a total project cost of $142,521 for the period of September 1, 2021, through August 31, 2022. (Fund: Sheriff's Office)

C. Take all appropriate action on Research Agreement between Fort Bend County and the Kay Bailey Hutchison Center for Security Studies at Angelo State University.

§ 551.071. Consultation With Attorney. Commissioners Court will meet in Closed Session to seek the advice of its attorney about pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551.
