31. COUNTY ATTORNEY:

Take all appropriate action on request to authorize successor Law Enforcement Officials to perform services under the same terms and conditions for currently executed additional law enforcement services agreements effective October 1, 2020 through September 30, 2021, provided that there is no change in agency under the agreement.

32. COUNTY CLERK:

Take all appropriate action on request to reimburse twenty eight employees in the Office of County Clerk by invoice transmittal for an amount not to exceed $41.50 each for individual criminal background checks required for compliance with the Texas Department of State Health Services new Policy No. AA-6001, which became effective September 2, 2020. (Fund: County Clerk, Fees)

33. DISTRICT ATTORNEY:

A. Take all appropriate action on request for new position in the Office of District Attorney, Investigator, Grade 11 of the Law Enforcement Policy Group, effective October 1, 2020. (Fund: District Attorney)

B. Take all appropriate action on request to transfer the amount of $81,284 from accounts detailed on District Attorney's form dated November 18, 2020 to allocate funds for the new Investigator position.

34. ENGINEERING:

A. Take all appropriate action on letter regarding Fort Bend County Development Regulations and Approval presented by Cutlass Solar LLC pertaining to the Cutlass Solar Project, Precinct 1.

B. Take all appropriate action on request for variance to the block length requirements as stated in Section 5.5.A.2 of the Fort Bend County Regulations of Subdivisions for Caldwell Ranch Section 3B on behalf of D.R. Horton Texas. Ltd., Precinct 1.

C. Take all appropriate action on Agreement between Fort Bend County and Texas Department of Transportation for construction, maintenance, and operation of the continuous highway lighting system along FM 360 near Williams School Road, Mobility Bond Project No. 17116, Precinct 1.

D. Take all appropriate action on Development Agreement between Fort Bend County and KB Home Lone Star Inc. regarding Lake Olympia Segment 1, Mobility Bond Project No.13207, Precinct 2.

E. Take all appropriate action on Right of Entry Agreement between Fort Bend County and Texas Department of Transportation regarding FM 723, Precincts 1 and 3.

35. FIRE MARSHAL:

Take all appropriate action to accept donation from South Texas Chapter of the International Association of Special Investigators Units of outdoor cameras for use in Fire Marshal Arson Investigations.

36. HEALTH & HUMAN SERVICES:

A. Animal Services: Take all appropriate action on request to ratify application to Best Friends Animal Society for the 2021 Rachel Ray No-Kill Excellence Grant in the amount of $36,000 to fund a low-cost, community-based spay/neuter initiative, with no county fund match required.

B. Animal Services: Take all appropriate action on request to ratify application to Best Friends Animal Society for the 2021 Rachel Ray No-Kill Excellence Grant in the amount of $20,900 to fund the “finder-to-foster” lifesaving initiative, with no county fund match required.

C. Animal Services: Take all appropriate action on request to ratify application to the ASPCA COVID-19 Relief Fund for grant funds in the amount of $30,000 to support the low-cost/spay neuter mobile clinic initiative in 2021 with no county fund match required.

D. Social Services: Take all appropriate action on application to The Alliance of Community Assistance Ministries for participation in the National Food & Shelter Program, Phase 38, in the amount of $457,550 to supplement the County's existing Public Assistance Program.

37. HOMELAND SECURITY & EMERGENCY MANAGEMENT:

Take all appropriate action on update to the Fort Bend County Emergency Management Plan, specifically Annex F, Firefighting, to the County Basic Plan. Changes to the plan include an update of the Fort Bend County Wildfire Plan.

38. MEDICAL EXAMINER:

Take all appropriate action on Agreement between Fort Bend County and Vice Media Group for filming on county property.

39. PUBLIC DEFENDER:

Take all appropriate action on request for new part-time position in Public Defender Office to provide administrative assistance effective December 7, 2020 through September 17, 2021. (Fund: FY 2018 Justice Assistance Grant)

40. PUBLIC TRANSPORTATION:

Take all appropriate action on the Interlocal Agreement between Fort Bend County and the Houston Downtown Management District for local match support in the amount of $150,000 to support the County’s Transit services.

41. PURCHASING:

A. Take all appropriate action to consider granting an exemption to the competitive bid process, as authorized by Local Government Code §262.024(a)(7) for the purchase of an item available from only one source, for audiovisual shelf ready materials and digital media from Midwest Tape for the Library System, in an amount not to exceed $333,000 for FY 2021. (Fund: Library)

B. Take all appropriate action on request to purchase of janitorial supplies from Gulf Coast Paper Company utilizing Buy Board Agreement 569-18 in an amount not to exceed $21,545 and authorize payment pursuant to Section 130.908 of the Texas Local Government Code. (Fund: Sheriff's Office, Detention)

C. Take all appropriate action on request to purchase Audio Visual services from DataVox, Inc. utilizing TIPS Agreement 200105 for an amount not to exceed $35,212.51 and authorize payment pursuant to Section 130.908 of the Texas Local Government Code. (Fund: Sheriff's Office, Detention)

D. Take all appropriate action on Addendum to State and Local Rental and On-Demand Subscription Services Agreement between Fort Bend County and Pitney Bowes, pursuant to Local Government Purchasing Cooperative Buy Board Contract No. 576-18, for Mail Center mailing equipment in an amount not to exceed $225,351.60 effective for five years. (Fund: Mail Center)

E. Take all appropriate action on First Amendment to Agreement between Fort Bend County and Liteco Electric, Inc. for additional services in the amount of $3,647 regarding light installation at Four Corners Community Center, utilizing Buy Board Contract No. 592-19 for a total contract amount not to exceed $167,740. (Fund: 2020 Certificates of Obligation)

F. Take all appropriate action on First Amendment to Agreement between Fort Bend County and Liteco Electric, Inc. for additional services in the amount of $3,085 regarding light installation at Jones Creek Ranch Park, utilizing Buy Board Contract No. 592-19 for a total contract amount not to exceed $175,797. (Fund: 2020 Certificates of Obligation)

G. Take all appropriate action on First Amendment to Agreement between Fort Bend County and Next Level Urgent Care, LLC for renewal of employee health and wellness clinical services, pursuant to RFP 19-072 in an amount not to exceed $1,161,000 effective January 1, 2021 through December 31, 2021. (Fund: Employee Health Clinic)

H. Take all appropriate action on renewal of Software Maintenance Agreement between Fort Bend County and Tyler Technologies, Inc., a sole source provider as authorized by Section 262.024 (a)(7) Texas Local Government Code for software support and maintenance services in an amount not to exceed $276,329.05 for Fiscal Year 2021. (Fund: Information Technology)

I. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by Local Government Code §262.024 (a)(7) for the purchase of an item available from only one source, for website service to access and download digital content materials from OverDrive, Inc. in an amount not to exceed $196,333 for FY 2021. (Fund: Library)

J. Take all appropriate action on Bid 21-021 for the construction of Precinct 2 Sidewalk Safety Program.

K. Take all appropriate action on Bid 21-023 for the Construction of Katy Flewellen Road from Willow Lane to Gaston Road, Precinct 3.

L. Take all appropriate action on Agreement for Professional Engineering Services between Fort Bend County and Huitt-Zollars, Inc. in an amount not to exceed $62,315 for the design, bidding and construction administration phase for storm water detention regarding a new County library to be located in Fulshear. M. Take all appropriate action on Addendum to Agreement between Fort Bend County and W. W. Grainger, Inc. utilizing OMNIA Partners Contract No. 192163 for the purchase of air purifiers and replacement filters in an amount not to exceed $98,724. (Fund: CARES Act)

N. Take all appropriate action on Subrecipient Agreement between Fort Bend County and City of Arcola in the amount of $606,500 for preliminary site work in preparation for water treatment plant, which is part of the FY 2019 Consolidated Annual Action Plan approved by Commissioner’s Court on July 2, 2019. (Fund: Community Development Block Grant)

O. Take all appropriate action on Change Order 1 to the Agreement between Fort Bend County and Triple B Services, LLP to extend the contract time until November 5, 2020 and increase the contract by $8,000 for a total amount not to exceed $657,048.20, pursuant to Bid No. 20-087 regarding Humphrey Way, Mobility Bond Project No. x9, Precinct 1. P. Take all appropriate action on Agreement for Professional Project Management Services between Fort Bend County and Binkley & Barfield, Inc. for an amount not to exceed $410,000 regarding project management services for projects funded by Landfill Tipping Fees within Precinct 1. W. Take all appropriate action on recommendations for the selections of the most highly qualified providers of engineering and surveying services for the 2020 Mobility Projects within Precincts 2 and 3, pursuant to Government Code Section 2254.0004.

42. TREASURER:

Take all appropriate action on request to authorize County Treasurer to execute ancillary and required documents for services that have been secured for Fort Bend County pursuant to the Agreement between Fort Bend County and Cadence Bank, N.A., pursuant to RFP 20-074 approved by Commissioners Court on September 22, 2020.
