30. CONSTABLE, PCT. 4:

A. Take all appropriate action on agreement with Texas Department of Transportation for participation in the Selective Traffic Enforcement Program – Comprehensive in the amount of $19,705 with a local match of $5,157.38 for the period October 1, 2020 through September 30, 2021. B. Take all appropriate action on agreements with the Texas Department of Transportation for participation in the Selective Traffic Enforcement Program for Commercial Vehicles for grant funds in the amount of $11,959.40 with a local match of $3,420.81 for the period October 1, 2020 through September 30, 2021. 31. COUNTY ATTORNEY:

A. Take all appropriate action on request for payment for the remainder of the Negotiated Self-Move Submission in the amount of $3,157.50 regarding Parcel 6 of the Emergency Management Expansion Project, Precinct 1. (Fund: Advance Funding Resolution)

B. Take all appropriate action on Engagement Agreement with Haynes and Boone, LLP to serve as Disclosure Counsel.

32. DISTRICT ATTORNEY:

Take all appropriate action on Evidence.Com Prosecutor Services Agreement between Fort Bend County and Axon Enterprise, Inc. for the Office of Fort Bend County District Attorney to access Evidence.com and other Axon systems for digital evidence retrieval from participating law enforcement agencies at no cost to Fort Bend County for five years from the date the agreement is signed.

33. DISTRICT CLERK:

Take all appropriate action on Resolution Declaring Intention to Advance Funding and Reimburse Expenditures related to the Records Restoration/Historical Preservation Project.

34. ELECTIONS ADMINISTRATION: (Part 1 of 2)

A. Take all appropriate action on changes to the Early Voting Schedule and the Election Day polling locations for the November 3, 2020 General Election as presented by the Elections Administrator.

B. Take all appropriate action on request to ratify application for and acceptance of grant funding in the amount of $506,500 from the Center for Tech and Civic Life in order to administer a safe and secure election during the grant period of June 15, 2020 through December 31, 2020.

35. ENGINEERING:

A. Take all appropriate action on request for temporary road closure beginning October 7, 2020, pursuant to Section 251.011 of the Texas Transportation Code, for the Old Richmond Road Project from Belknap Road to Sugarland Howell Road, Mobility Bond Project No. 17208, Precincts 2 and 3.

B. Take all appropriate action on Standard Utility Agreement between Fort Bend County and Houston Pipe Line Company, LP, in an amount not to exceed $269,105 for utility relocations regarding Brandt Road, Mobility Bond Project No. 17310, Precinct 3. (Fund: Mobility Bonds)

C. Take all appropriate action on Roadway Easement between Fort Bend County and CenterPoint Energy Houston Electric, LLC, in an amount not to exceed $34,504 regarding Peek Road, Mobility Bond Project No. 17307, Precinct 3. (Fund: Mobility Bonds)

D. Take all appropriate action on request to purchase Parcel 4 and 4B in the amount of $137,245.13 and Parcel 5, 5A, and 5B in the amount of $6,538 plus the necessary costs, and authorize the County Judge to sign all closing documents on said parcels regarding Brandt Road, Mobility Bond Project No. 17310, Precinct 3, and authorize County Clerk to record in the Official Public Records at no cost. 36. FACILITIES MANAGEMENT & PLANNING:

Take all appropriate action on acceptance of Electrical Easement from CenterPoint Energy Houston Electric, LLC, as depicted in Sketch No. 20-0586, located at Daily Park, 4026 Nails Road in Simonton, Texas, Precinct 3.

37. HEALTH & HUMAN SERVICES:

Animal Services: Take all appropriate action on acceptance of donation in the amount of $10,000 from Fort Bend PAWS (Pets Are Worth Saving) to Fort Bend County Animal Services for the heartworm and prevention program for pets in the care of the shelter.

38. HUMAN RESOURCES:

Take all appropriate action on revisions to Employee Information Manual, specifically Section 705, Inclement Weather, as submitted by Human Resources.

39. MEDICAL EXAMINER:

A. Take all appropriate action on Interlocal Agreement between Fort Bend County and Victoria County for the performance of Postmortem Exams.

B. Take all appropriate action on Interlocal Agreement Between Fort Bend County and Austin County for the performance of Postmortem Exams.

40. PURCHASING:

A. Take all appropriate action on Fifth Amendment to Agreement between Fort Bend County and Aramark Correctional Services, LLC, pursuant to RFP 15-058 for inmate food service in an amount not to exceed $1,562,652 for a one (1) year renewal term of October 1, 2020 through September 30, 2021. (Fund: Sheriff’s Office, Detention)

B. Take all appropriate action on Emergency Booking and Rental Agreement between Fort Bend County and HHC TRS LC Portfolio, LLC in an amount not to exceed $200,000 for use of hotel space and rooms for those who may be impacted by the COVID-19 outbreak effective through December 31, 2020. (Fund: Cares-HHS)

C. Take all appropriate action on the Agreement between Fort Bend County and Audio Visual Technologies Group, Inc. to provide, install and maintain Video Surveillance System for Public Transportation, utilizing State of Texas Department of Information Resources Contract DIR-TSO-3453, in an amount not to exceed $215,003.52. (Fund: 2013 Mobility Bond)

D. Take all appropriate action on Purchasing Cooperative Interlocal Agreement between Fort Bend County and City of Friendswood.

E. Take all appropriate action on Bid 20-110, Night Vision Equipment for Fort Bend County.

F. Take all appropriate action on Addendum to Commercial Lease between Fort Bend County and Cort Business Services utilizing Sourcewell Solicitation Number RFP 121919 for an amount not to exceed $247,521.21 effective October 1, 2020 through December 30, 2021. (Fund: Cares-HHS)

Take all appropriate action on Agreement for Professional Services between Fort Bend County and Huitt-Zollars, Inc. in an amount not to exceed $127,475 pursuant to SOQ 14-025 for Major Thoroughfare Plan Alignment Analysis regarding SH 99 (Grand Parkway) and Fort Bend Parkway, Precinct 1. J. Take all appropriate action on Amendment to Professional Engineering Services between Fort Bend County and Zarinkelk Engineering Services, Inc. to increase the scope of services by $425,611 for a total contract amount not to exceed $1,531,894 pursuant to SOQ 14-025 regarding Fulshear-Gaston Road, Mobility Bond Project No. 17312, Precinct 3. Take all appropriate action on Agreement for Construction Materials Testing Services between Fort Bend County and Tolunay-Wong Engineers, Inc. for an amount not to exceed $99,279, pursuant to SOQ 14-025 regarding Lake Olympia Segment 1, Mobility Bond Project No. 13207, Precinct 2. N. Take all appropriate action on Seventh Amendment to Project Management Agreement between Fort Bend County and RPS Infrastructure Inc.to increase the contract by $90,000 for a total contract amount not to exceed $1,797,875 pursuant to SOQ 14-025 regarding project management services for 2013 Mobility Bond Projects within Precincts 2 and 4. O. Take all appropriate action on Second Amendment to Agreement for Professional Property Acquisition Services between Fort Bend County and The Guess Group, Inc., to increase the contract by $196,500 for a total contract amount not to exceed $361,989 for right of way services regarding 2017 Mobility Bond Projects within Precinct 2. (Fund: Right of Way)

Take all appropriate action on Agreement for Professional Engineering Services between Fort Bend County and KCI Technologies, Inc. in an amount not to exceed $65,967, pursuant to SOQ 14-025 regarding Fry Road Bridge Slope Paving, Mobility Bond Project No. 17324x, Precinct 3. (Fund: Harris-Fort Bend Emergency Services District No. 100)

Q. Take all appropriate action on Third Amendment to Project Management Agreement between Fort Bend County and RPS Infrastructure Inc. to increase the contract by $300,750 for a total contract amount not to exceed $1,797,750, pursuant to SOQ 14-025 regarding project management services for 2017 Mobility Bond Projects within Precinct 2 . 41. RISK MANAGEMENT:

Take all appropriate action on recommendation by Risk Manager to increase the dollar limit election for voluntary employee flexible spending accounts to $2,750 and increase carryover of unused funds to $550 in accordance with updated Internal Revenue Spending regulations, to be effective January 1, 2021.

42. SHERIFF'S OFFICE:

A. Take all appropriate action on Interlocal Agreement for Additional Law Enforcement Services between Fort Bend County, Fort Bend County Municipal Utility District No. 23 and Fort Bend County Municipal Utility District No. 24 effective through September 30, 2021.

B. Take all appropiate action on Interlocal Agreement for Additional Law Enforcement Services between Fort Bend County and Big Oaks Municipal Utility District effective through September 30, 2021.

C. Take all appropriate action on Modification Number 1 to Award No. G20HN0010A, to receive additional funds in the amount of $19,100 from the Executive Office of the President for the High Intensity Drug Trafficking Area program, for a total award of $1,651,646 with no cash match from Fort Bend County for use through December 31, 2021.

43. Approve Bills.

44. Ratify the release of time-sensitive disbursements by Auditor on October 1, 2020.

45. WORKSHOP:

Receive report by Honorable Ed Emmett: Evaluation of Emergency Evacuation Routes in Fort Bend County.
