Take all appropriate action on Resolution in support of application by Fort Bend County Women's Center to the Federal Home Loan Bank - Dallas for an Affordable Housing Program grant to provide permanent supportive housing services to victims of domestic and family violence in unincorporated Fort Bend County.

A. Take all appropriate action on request to reimburse Fort Bend Independent School District the amount of $360,166 from the CARES Act, Food and Nutrition Distribution allocation, to cover eligible expenses under the CARES Act.

H. I. Take all appropriate action on request to purchase Parcel 1 in the amount of $18,000 plus the necessary costs, authorize County Judge to sign all closing documents regarding said parcel for Beechnut Road, Mobility Bond Project No. 17204, Precinct 2; authorize the County Clerk to record in the Official Public Records at no cost. J. Take all appropriate action on request to purchase 0.188-acre tract of land in the amount of $33,127 plus the necessary costs, authorize County Judge to sign all closing documents regarding said parcel for Belknap Road, Mobility Bond Project No. 17211, Precinct 2; authorize the County Clerk to record in the Official Public Records at no cost. 32. FORT BEND COUNTY TOLL ROAD AUTHORITY: The Board of Directors of the Fort Bend County Toll Road Authority reviewed this item at their regular Board meeting held on June 17, 2020, and makes the following recommendation to Commissioners Court:

Take all appropriate action on Reimbursement Agreement between Fort Bend County and Fort Bend County Toll Road Authority related to the removal of debris in the Brazos River at FM 1093.

33. HEALTH & HUMAN SERVICES:

A. Take all appropriate action on Agreement between Fort Bend County and Justice Benefits, Inc. to provide professional assistance on the Medicaid Administrative Claiming contract from the State of Texas.

B. Take all appropriate action on Initiative No. 1: Medicaid Administrative Claiming between Fort Bend County and Justice Benefits, Inc. pursuant to the terms and conditions of the Agreement.

C. Clinical Health Services: Take all appropriate action on renewal application to Texas Department of State Health Services to receive an allocation of $99,186 for the Tuberculosis Federal Program with a cash match by Fort Bend County of $19,837, for the grant period of January 1, 2021 to December 31, 2021. (Fund: Clinical Health Services)

34. HUMAN RESOURCES:

A. Take all appropriate action on revisions to the Employee Information Manual, specifically Section 413, Emergency Operations Personnel and Pay Procedures, as submitted by the Director of Human Resources.

B. Take all appropriate action on request for an exception to Policy 404, Pay Procedures, to permit payment of overtime pay in lieu of accrual of compensatory time, for overtime earned by certain law enforcement officers as a result of assignment to COVID-19 response activities, subject to review and approval by the County Auditor's Office.

35. PUBLIC TRANSPORTATION:

A. Take all appropriate action on First Amendment to Interlocal Agreement for Transportation Services between Fort Bend County and City of Rosenberg.

B. Take all appropriate action on application to the Federal Transit Administration, Federal Award Identification No. TX-2020-085-00 for Fiscal Year 2019 Congestion Mitigation and Air Quality Improvement Program Flex funds totaling $17,200,000 with $3,862,208 in local cash match and $437,792 in land as local match, including grantor’s request for submittal of additional information. (Fund: Public Transportation Grants)

C. Take all appropriate action on application to Texas Department of Transportation for Fiscal Year 2021 Section 5311 Rural State funds for an amount up to $325,738 with no local match required for assistance with transportation programs, including grantor’s request for submittal of additional information.

36. PURCHASING:

A. Take all appropriate action on First Amendment to Agreement between Fort Bend County and MPACT Strategic Consulting, LLC for additional professional consulting services in the amount of $200,000 for COVID-19 emergency management and grant management services for a total contract amount not to exceed $450,000. (Fund: CARES Act Small Business Grant Program)

B. Take all appropriate action on Agreement between Fort Bend County and Carter Brothers Consulting LLP for professional consulting services to support the County’s proposed plan to assist small and minority businesses negatively impacted by COVID-19 as part of the Fort Bend County CARES Act Local Government Assistance Program. (Fund: CARES Act)

C. Take all appropriate action on Professional Services Agreement between Fort Bend County and Bryan Smith dba BPS Professional Services to provide services as Deputy Director for the High Intensity Drug Trafficking Area program in an amount not to exceed $190,187.88 effective July 1, 2020 through June 30, 2021. (Fund: HIDTA Grant)

D. Take all appropriate action on Professional Services Agreement between Fort Bend County and William Stephens dba Osprey Research Corp. to provide services as Intelligence/Training coordinator for the High Intensity Drug Trafficking Area program in an amount not to exceed $190,187.88 effective July 1, 2020 through June 30, 2021. (Fund: HIDTA Grant)

E. Take all appropriate action on Bid 20-077, term contract for Rental Vehicles and Services.

F. Take all appropriate action on Oil, Gas and Mineral Lease between Fort Bend County and Halex Oil Corporation, pursuant to RFP 20-084.

G. Take all appropriate action on Addendum to Agreement between Fort Bend County and Motorola Solutions, Inc. for time division multiple access and dual dynamic mode radio software upgrade, utilizing Houston-Galveston Area Council Contract RA05-18 in an amount not to exceed $91,740 effective through September 30, 2020. (Fund: Sheriff's Office)

H. Take all appropriate action on First Amendment to Agreement between Fort Bend County and Rey De La Reza Architects, Inc. for additional design services in the amount of $15,600 regarding construction of the Fort Bend Public Safety Annex, for a total contract amount not to exceed $319,350. (Fund: Advance Funding Resolution)

I. Take all appropriate action on request from Metro Fire Apparatus Specialists, Inc. to amend the purchase of rescue equipment in reference to Bid 20-082 to accept upgraded equipment at no additional cost, pursuant to Local Government Code Section §262.031.

J. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by the Texas Local Government Code §262.024 (a)(7) for the purchase of law print materials available from only one source, Westlaw Thomson Reuters, in an amount not to exceed $55,080 effective March 1, 2020 through February 28, 2021. (Fund: Auditor)

K. Take all appropriate action on Subrecipient Agreement between Fort Bend County and Texana Center in the amount of $54,000 to provide day shelter and rapid re-housing through the emergency solutions grants program COVID-19, part of the FY 2019 Consolidated Annual Action Plan Substantial Amendment approved by Commissioners Court on May 12, 2020. (Fund: Emergency Solutions Grant COVID-19)

L. Take all appropriate action on Subrecipient Agreement between Fort Bend County and Fred & Mabel R. Parks Youth Ranch, Inc. in the amount of $7,314 to provide emergency shelter and rapid re-housing through the emergency solutions grants program COVID-19, part of the FY 2019 Consolidated Annual Action Plan Substantial Amendment approved by Commissioners Court on May 12, 2020. (Fund: Emergency Solutions Grant COVID-19)

M. Take all appropriate action on Subrecipient Agreement between Fort Bend County and Fort Bend County Women's Center in the amount $222,660 to provide emergency shelter and rapid re-housing through the emergency solutions grants program COVID-19, part of the FY 2019 Consolidated Annual Action Plan Substantial Amendment approved by Commissioners Court on May 12, 2020. (Fund: Emergency Solutions Grant COVID-19)

N. Take all appropriate action on Second Amendment to Agreement between Fort Bend County and Staffing Solutions, Inc. for additional medical staff services related to COVID-19 in the amount of $550,000 for a total contract amount not to exceed $750,000 effective through December 30, 2020. (Fund: FEMA PA)

O. Take all appropriate action on Bid 20-087 for Construction of Humphrey Way Roadway and Drainage Improvements from Braxton Road to Texas 541 Loop, Mobility Bond Project No. x9.

P. Take all appropriate action on Addendum to Agreement for Professional Consulting Services between Fort Bend County and N F Consulting Services pursuant to DIR Contract Number DIR-TSO-3571 in an amount not to exceed $74,992 effective through September 30, 2020. (Fund: Information Technology)

Q. Take all appropriate action on Agreement between Fort Bend County and NMS Labs, a sole source provider as authorized by Local Government Code §262.024(a)(7) for forensic laboratory testing services for the Medical Examiner and Sheriff’s Office in an amount not to exceed $105,000 for FY 2020. (Fund: Medical Examiner and Sheriff’s Office)

R. Take all appropriate action on Fourth Amendment to Project Management between Fort Bend County and Schaumburg & Polk, Inc. to increase the contract in the amount of $68,740 for a total contract amount not to exceed $1,099,740 pursuant to SOQ 14-025 regarding project management services for various Mobility Projects within Precincts 1, 2, 3, and 4. S. Take all appropriate action on Second Amendment to Agreement between Fort Bend County and Bio-West, Inc. in an additional amount of $9,000 for a total contract amount not to exceed $167,500 pursuant to SOQ 14-025 regarding professional environmental services for mobility bond projects within Precincts 1, 2, 3 and 4.
