A. Take all appropriate action on Order Authorizing the Issuance of Fort Bend County, Texas General Obligation Refunding Bonds, Taxable Series 2020; setting certain parameters for the bonds, authorizing the pricing officer to approve the terms thereof, and certain other procedures and provisions related thereto.

B. Take all appropriate action on Order Authorizing the Issuance of Fort Bend County, Texas Certificates of Obligation, Series 2020; setting certain parameters for the certificates, authorizing the pricing officer to approve terms thereof, and certain other procedures and provisions related thereto.

C. Take all appropriate action on Order Authorizing the Issuance of Fort Bend County, Texas Unlimited Tax Road Bonds, setting certain parameters for the bonds, authorizing the pricing officer to approve the terms thereof and certain other procedures and provisions related thereto.

D. Take all appropriate action to authorize payment to non-exempt employees for deferred time earned during declared COVID-19 Public Health Emergency in accordance with Emergency Operations Personnel and Pay Procedures, Section 413.09 of the Fort Bend County Employee Information Manual: payment to non-exempt employees at their regular hourly rate for all emergency deferred time accrued.

E. Take all appropriate action to authorize payment to exempt employees for time worked during declared COVID-19 Public Health Emergency in accordance with Emergency Operations Personnel and Pay Procedures, Section 413.10 of the Fort Bend County Employee Information Manual; payment to exempt employees at their regular hourly rate for all hour-for-hour compensatory time accrued.

Take all appropriate action on Resolution declaring the intention to advance funding and reimburse project expenditures related to construction of the South Post Oak Football Complex in Missouri City totaling $5,500,000.

A. Take all appropriate action on request for temporary road closures beginning April 8, 2020, pursuant to Section 251.011 of the Texas Transportation Code, for the intersections of Padon Road, Jeske Road, and Obberrender Road at Old Needville Fairchilds Road, Mobility Bond Project No. 17109, Precinct 1.

B. Take all appropriate action on Advance Funding Agreement between Fort Bend County and Texas Department of Transportation in an amount not to exceed $5,688 regarding FM 521 (south), Mobility Bond Project No. 17111, Precinct 1. (Fund: Mobility Bonds)

C. Take all appropriate action on Advance Funding Agreement between Fort Bend County and Texas Department of Transportation in an amount not to exceed $9,200 regarding Emergency Relief Repairs for Peek Road at Buffalo Bayou, Mobility Bond Project No. 17307, Precinct 3. (Fund: FHWA Grant)

D. Take all appropriate action on request for variance to the block length requirements as stated in Section 5.5.A.2, of the Fort Bend County Regulations of Subdivisions for Park at 3401 Fifth Street, on behalf of 3401 5th Street, LLC, and Stafford Mobile Home Park, Inc. Precinct 2.

22. HEALTH & HUMAN SERVICES:

A. Take all appropriate action on grant application to the Texas Department of State Health Services for FY 2020 COVID-19 Crisis Program in the amount of $436,091 with no County match for the term ending August 31, 2020.

B. Social Services: Take all appropriate action on electronic grant application to the Texas Veterans Commission for emergency funding in the amount of $50,000 to provide additional financial assistance for Veterans and their families in Fort Bend County, due to the state of disaster of COVID-19.

C. Social Services:Take all appropriate action on request to ratify application to HEB and acceptance of $100 gift card for donations to assist Fort Bend County residents during the COVID-19 disaster.

23. HUMAN RESOURCES:

Take all appropriate action on the Equal Opportunity Certification Form and the Equal Employment Opportunity Plan Report as required by the Department of Justice for recipients of federal funding and authorize the County Judge to execute the required documents.

24. MEDICAL EXAMINER:

Take all appropriate action on Interlocal Agreement between Fort Bend County and Colorado County for performance of postmortem exams.

25. PUBLIC DEFENDER:

Take all appropriate action on Resolution and Application to the Texas Indigent Defense Commission for grant funding in the amount of $74,000 for Year Two of the Immigration Attorney Program, with a cash match by Fort Bend County of $49,600 for a total program cost of $124,000 for the term of September 2, 2020 through August 31, 2021. (Fund: FY 2021 Public Defender)

26. PUBLIC TRANSPORTATION:

A. Take all appropriate action on the request to approve The United States of America Department of Transportation Federal Transit Administration Master Grant Agreement FTA MA (26) dated October 1, 2019.

B. Take all appropriate action on request to approve the FY 2020 Federal Certifications and Assurances for Federal Transit Administration Assistance Programs, as required by the Federal Transit Administration.

C. Take all appropriate action on request to ratify Application to Texas Department of Transportation for Fiscal Years 2019 and 2020 Section 5339 Formula Federal funds in the amount of $434,386 for rolling stock and equipment with $86,877 in transportation development credits, including grantor’s request for submittal of additional information.

27. PURCHASING:

A. Take all appropriate action on Addendum Agreement between Fort Bend County and Infor (US), Inc. for software customization to the County's Subscription License and Services Agreement, at no cost to the County.

B. Take all appropriate action on Memorandum of Lease between Fort Bend County and Vertical Bridge Development, LLC regarding an option and land lease agreement for telecommunication purposes, pursuant to RFP 17-066.

C. Take all appropriate action on Third Amendment to Agreement for Contingency Medical Staff Services between Fort Bend County and Angel Staffing, Inc. as primary vendor pursuant to RFP 17-030, to increase the scope of services by $150,000 in response to the Public Health Emergency for a total contract amount not to exceed $250,000 effective through September 30, 2020. (Fund: COVID-19)

D. Take all appropriate action on First Amendment to renew Master Agreement for Contingency Restoration Services for Emergency Disasters between Fort Bend County and Blackmon Mooring of Texas, Inc., pursuant to RFP 19-015.

E. Take all appropriate action on Change Order No. 1 to the Agreement between Fort Bend County and Angel Brothers to increase the contract by $16,450 for a total contract amount not to exceed $1,480,999.60 pursuant to Bid No. 19-088 regarding Various Roads in Arcola, Mobility Bond Project No. 17120x, Precinct 1. F. Take all appropriate action on Agreement for Construction Inspection Services between Fort Bend County and Taylor Construction Management, LLC in an amount not to exceed $513,456 regarding construction inspection services for Mobility Bond Projects within Precincts 1, 2, 3, and 4. (Fund: Mobility Bonds)

G. Take all appropriate action on Agreement for Professional Consulting Services between Fort Bend County and SWA Group, Inc. in an amount not to exceed $63,220 regarding Precinct 4 Trails Master Plan, Mobility Bond Project No. 17420x, Precinct 4. (Fund: Mobility Bonds)

§ 551.071. Consultation With Attorney. Commissioners Court will meet in Closed Session to seek the advice of its attorney about pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551.
