25. COMMISSIONER, PCT. 2: (Part 1 of 2)

Take all appropriate action on request by Jasco Fuel LLC, to waive penalty, interest and collection fees totaling $344.77 on property taxes for tax year 2017, Precinct 2.

26. COMMISSIONER, PCT. 3:

Take all appropriate action on Petition and Consent by Landowner to the Inclusion of Road right of Way to Fort Bend County Assistance District No. 1.

A. Take all appropriate action on Resolution Declaring Intention to Advance Funding and Reimburse Expenditures for Replacement Equipment for Road and Bridge, specifically one Gradall.

B. Take all appropriate action on Resolution Declaring Intention to Advance Funding and Reimburse Expenditures related to completion of the Missouri City Gymnasium Rehabilitation.

C. Take all appropriate action on Resolution Declaring Intention to Advance Funding and Reimburse Expenditures Related to the Peek Road and Grand Parkway Traffic Signal System in an amount not to exceed $600,000.

D. Take all appropriate action on request to transfer the amount of $18,890 from Non-Departmental Contingency into accounts detailed on Auditors form dated March 18, 2020 to allocate funds for creation of the END (Ending Narcotics Dependency) Program.

E. Take all appropriate action on request to create a residual account from the proceeds of the Oil, Gas, and Mineral lease of the County’s fifty percent mineral interest in the one-acre tract at the southwest corner of the Fort Bend Tollway and McHard Road to support infrastructure and program needs in East Fort Bend County effective March 24, 2020 and forward.

A. Take all appropriate action on request to purchase Parcel 3 in the amount of $196,229.95 plus other necessary costs, and authorize County Judge to sign all closing documents, regarding the parcel for Office of Emergency Management Expansion Project, Precinct 1.

B. Take all appropriate action on Resolution and Order Decreeing the Acquisition of Property to be a public necessity and Authorizing the Acquisition and Payment of compensation by Record Vote for Brandt Road, Mobility Bond Project No. 17310, Precinct 3.

A. Take all appropriate action on Roadway Realignment Agreement between Fort Bend County, The Texas Mexican Railway Company and The Kansas City Southern Railway Company regarding the railways’ contributions to West Tavener, Gin Road, Doris Road, Mobility Bond Project No. 13105, and Humphrey Way, Mobility Bond Project No. x9, Precinct 1.

B. Take all appropriate action on request to purchase Parcel 29 in the amount of $18,328 plus the necessary closing costs and authorize County Judge to sign all closing documents for said parcel regarding South Post Oak, Mobility Bond Project No. 13112, Precinct 1. (Fund: Mobility Bonds)

C. Take all appropriate action on request for temporary road closure, pursuant to Section 251.011 of the Texas Transportation Code, for Royal Lakes Boulevard between FM 2759 and Majesty Lane for BNSF Railroad crossing reconstruction, closure to begin evening of March 29, 2020 until the morning of March 30, 2020, Precinct 1.

D. Take all appropriate action on Amendment to Pipeline Crossing and Encroachment Agreement between Fort Bend County and Hilcorp Energy I, L.P., regarding Cane Island, Segment 2, Mobility Bond Project No. 17308, Precinct 3.

E. Take all appropriate action on Interlocal Agreement for Installation and Maintenance of Signs between Fort Bend County and Fort Bend County Municipal Utility District No. 194, regarding signs within the District’s boundaries, Precinct 4.

F. Take all appropriate action on request for a variance to the minimum slab elevation requirement as stated in Section C.5 of the Regulations for Floodplain Management, and the Fort Bend County Drainage Criteria Manual for Fort Bend ISD Thornton Middle School No. 15, Permit No. 2020-34332, on behalf of Fort Bend ISD, Precinct 1.

G. Take all appropriate action on permit application from Fort Bend ISD Thornton Middle School No. 15, Permit No. 2020-34332, Precinct 1.

H. Take all appropriate action on Permit Application to Texas Department of Transportation Houston District regarding US 90A at Gateway Boulevard, Project No. TS19401, Pct. 4.

I. Take all appropriate action on request for variance to the minimum lot size requirements as stated in Section 5.14.E.4, of the Fort Bend County Regulations of Subdivisions for Katy Creek Ranch, Section 10 on behalf of Katy Creek Ranch LP, Precinct 3.

J. Take all appropriate action on plat for the roads within Katy Creek Ranch, Section 10, Precinct 3.

K. Take all appropriate action on plat for the reserves within Katy Creek Ranch, Section 10, Precinct 3.

Social Services: Take all appropriate action on request to transfer the amount of $25,844 from Non-Departmental Contingency into Social Services, Fees, to allocate additional funds needed for pauper and indigent burials/cremations.

32. HOMELAND SECURITY & EMERGENCY MANAGEMENT:

A. Take all appropriate action on grant applications to the Office of the Governor, Homeland Security Grants Division for programs totaling $2,337,776.84, with no cash match, for the term of September 1, 2020 through August 31, 2021.

B. Take all appropriate action on grant application to the Office of the Governor, Homeland Security Grants Division for FY 2020 Urban Area Security Initiative Program in the amount of $900,000, in the event that surplus funds are available and with no cash match, for the term of September 1, 2020 through December 31, 2021.

33. HUMAN RESOURCES:

A. Take all appropriate action to implement provisions of the Families First Coronavirus Response Act as required for government employers.

B. Take all appropriate action on revisions to the Employee Information Manual, specifically Section 413: Emergency Personnel and Pay Procedures, as submitted by Human Resources.

C. Take all appropriate action on revisions to the Employee Information Manual, specifically Section 414: Communicable Disease Emergency, as submitted by Human Resources.

34. JUVENILE PROBATION & DETENTION:

Take all appropriate action on Intergovernmental Agreement between Houston-Galveston Area Council and Fort Bend County for the County to receive grant funds in the amount of $18,500 in support of mental health assessment and/or therapy for referred juveniles for the term ending September 30, 2020, to be ratified by the Juvenile Board at their next meeting.

35. MEDICAL EXAMINER:

A. Take all appropriate action on request for two new positions in the Medical Examiner Office, Morgue Technicians, Grade 9 of the Administrative Clerical Policy Group, effective March 24, 2020.

B. Take all appropriate action on request to transfer the amount of $21,000 as detailed on Medical Examiner's form dated March 18, 2020 to allocate funds for the two new Morgue Tech Positions.

C. Take all appropriate action on request to transfer the amount of $235,486 which includes $135,486 from Non-Departmental Contingency, as detailed on Medical Examiner's form dated March 18, 2020 to allocate additional funds for part-time staffing of the Medical Examiner Office.

36. PARKS & RECREATION:

Take all appropriate action on Application to the Texas Department of Agriculture for Fort Bend County Parks Department to participate in the 2020 Summer Food Service Program; authorize County Judge to sign all documents pertaining to the program, and electronic submission Application.

37. PUBLIC TRANSPORTATION:

Take all appropriate action on revised Fort Bend County Public Transportation revised Disadvantage Business Enterprise (DBE) Program.

38. PURCHASING:

A. Take appropriate action on Third Amendment to Master Services Agreement between Fort Bend County and Securus Technologies LLC for Sheriff's Office Inmate Technology Systems, pursuant to RFP 18-021.

B. Take all appropriate action on Bid 20-051, term contract for document destruction services.

C. Take all appropriate action on Bid 20-070, term contract for road materials.

D. Take all appropriate action on Bid 20-071, term contract for water softener maintenance services for Justice Center.

E. Take all appropriate action on Ninth Amendment to GHG Service Level Agreement between Fort Bend County and GHG Corporation, pursuant to RFP 08-051, for renewal of maintenance and support of electronic time sheet management system in an amount not to exceed $8,300 effective January 1, 2020 through December 31, 2020. (Fund: Information Technology)

F. Take all appropriate action on Addendum to Public Health Volunteer Coordination Contract between Fort Bend County and Homeland Preparedness Project, pursuant to SOQ 07-038,for a total contract amount not to exceed $50,000 effective through December 31, 2020. (Fund: Homeland Security & Emergency Management Grant)

G. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by Local Government Code Section §262.027(a)(7) for the purchase of Zoll Medical service equipment utilizing cooperative contract PSAI 2018-11 in an amount not to exceed $1,469,316.45. (Fund: Advanced Funding Resolution)

H. Take all appropriate action on Agreement between Fort Bend County and Enterprise Rent-A-Car, utilizing Texas Smart Buy Cooperative Contract No. 975-M1 for rental of vehicles in an amount not to exceed $150,000 effective October 1, 2019 through September 30, 2020. (Fund: Sheriff, Enforcement and High Intensity Drug Trafficking Grant)

I. Take all appropriate action on Sixth Amendment to Agreement for Janitorial Services between Fort Bend County and High Quality Cleaning Services, pursuant to RFP 16-034 to add Harlem Road Park for an additional $250 per month and renew for an annual amount not to exceed $118,140 through March 31, 2021. (Fund: Parks)

J. Take all appropriate action on Amendment to Agreement for Shredding Services between Fort Bend County and Shred-It USA, LLC utilizing U.S. Communities Contract 18-6320 a subsidiary of OMNIA Partners, Public Sector and renew for an amount not to exceed $80,000 effective April 1, 2020 through March 31, 2021. (Fund: Records Management)

K. Take all appropriate action on Addendum to Agreement between Fort Bend County and Marks Plumbing Parts, utilizing Buyboard Contract Number 557-18 for plumbing parts and supplies, in an amount not to exceed $150,000 effective October 1, 2019 through September 30, 2020 for various departments upon request from their Fiscal Year 2020 budget.

L. Take all appropriate action on Addendum to Agreement between Fort Bend County and ImageSoft, Inc. utilizing DIR-TSO-3734 for Master and System Maintenance in an amount not to exceed $134,248.21. (Fund: Information Technology)

M. Take all appropriate action on Addendum to Agreement between Fort Bend County and ImageSoft, Inc. utilizing DIR-TSO-3734 for Consulting Services in an amount not to exceed $134,083. (Fund: Advance Funding Resolution)

N. Take all appropriate action on Agreement for Construction Inspection Services between Fort Bend County and Middleton Brown, LLC in an amount not to exceed $513,456 regarding construction inspection services for Mobility Bond Projects within Precincts 1,2,3, and 4. (Fund: Mobility Bonds)

O. Take all appropriate action on Change Order No. 1 to increase the Agreement between Fort Bend County and Allgood Construction by $73,825.05 for a total contract amount not to exceed $1,463,303.63 and to extend the contract time until April 10, 2020, pursuant to Bid No. 19-074 regarding Bellaire Boulevard & Westmoor Drive, Mobility Bond Project No. 17209-12, Precinct 2. P. Take all appropriate action on Amendment to Agreement for Professional Property Acquisition Services between Fort Bend County and Percheron, LLC, to increase the contract by $164,095 for a total contract amount not to exceed $448,245 regarding 2017 mobility projects within Precinct 3. (Fund: Right of Way)

Q. Take all appropriate action on Fourth Amendment to Agreement for Professional Engineering Services between Fort Bend County and Gunda Corporation, LLC to increase the contract by $16,929 for a total contract amount not to exceed $676,779.10 pursuant to Q13-053, regarding Humphrey Way, Mobility Bond Project No. x9, Precinct 1. R. Take all appropriate action on Change Order No. 4 to the Agreement between Fort Bend County and Unitas Construction, Inc. to increase the amount by $40,710.49 for a total contract amount not to exceed $2,364,787.49 pursuant to Bid No. 18-064 regarding Sansbury Boulevard, Segment 2, Mobility Bond Project No. 13111b, Precinct 1. (Fund: Mobility Bonds)

39. RISK MANAGEMENT:

Take all appropriate action on request to renew insurance coverage for policy year April 1, 2020 - March 31, 2021.

40. Approve Bills.

41. Ratify the release of time-sensitive disbursements on March 19, 2020.

42. Authorize County Auditor to pay and release time-sensitive disbursements on April 2, 2020, to be ratified by Commissioners Court on April 7, 2020.

43. Meet in Closed Session to deliberate the following matters as authorized by the Texas Government Code:

§ 551.071. Consultation With Attorney. Commissioners Court will meet in Closed Session to seek the advice of its attorney about pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551.
