Take all appropriate action on Agreements for Direct Services for the Prevention of Violence or Abuse/Neglect of a Child between Fort Bend County and the following agencies to provide services effective through December 30, 2020 pursuant to Section 51.961 of the Texas Government Code: Fort Bend County Women's Center Inc. in the amount of $16,581; Community Partners Rainbow Room in the amount of $5,000; and Child Advocates of Fort Bend Inc. in the amount of $16,581. (Fund: District Clerk, Family Protection Fee)

22. COMMUNITY DEVELOPMENT:

A. Take all appropriate action on request to approve three applications for assistance under the HOME Investment Partnerships Program, and issue funds at a total amount not to exceed $127,091.44: Application 16-824; Application 17-852; and Application 17-853. (Fund: Home Investment Partnership Program)

B. Take all appropriate action on Contract No. 20-065-092-C257 between the Texas General Land Office and Fort Bend County for the County to receive $17,417,192 in grant funds pursuant to the 2017 Community Development Block Grant Disaster Recovery Infrastructure Program.

C. Take all appropriate action on Amendment No. 2 to Contract No. 18-523-000-B264 between the Texas General Land Office and Fort Bend County for the County to receive additional funds in the amount of $1,273,731 for the FY 2016 Community Development Block Grant-Disaster Recovery Housing Program.

23. COUNTY ATTORNEY:

Take all appropriate action on request to transfer the amount of $112,167 from Non-Departmental Fees into County Attorney Fees for ongoing legal services ordered in FY 2018.

Take all appropriate action on Amendment to an Interlocal Lease Agreement between Fort Bend County and the University of Houston System to extend the term of the lease for office space in the Sienna Annex until February 26, 2021.

26. HEALTH & HUMAN SERVICES:

A. Social Services: Take all appropriate action on acceptance of additional funds in the amount of $775.26 offered by Reliant Energy to provide assistance to qualified County residents under the 2019 Reliant CARE Program.

B. Social Services: Take all appropriate action on acceptance of funds in the amount of $10,000 from TXU Energy to provide assistance to qualified County residents under the TXU Energy Aid Program.

27. HUMAN RESOURCES:

A. Take all appropriate action on request to reclassify vacant position number 5031-0042 in the Information Technology department, from Programmer Analyst, Grade 12 of the Professional Management Policy Group to IT Technical Trainer, Grade 12 of the Professional Management Policy Group, effective March 10, 2020.

B. Take all appropriate action on request to reclassify vacant position number 6501-0097, in the County Library, from Librarian I-Assistant Programming and Event Manager, Grade 10 of the Administrative Clerical Policy Group, to Librarian II, Grade 10 of the Professional Management Policy Group, effective March 10, 2020. 28. INFORMATION TECHNOLOGY:

A. Take all appropriate action on request for a new position in the Information Technology Department, IT Project/Business Analyst, Grade 14 of the Professional Management Policy Group, effective March 10, 2020. (Fund: Information Technology)

B. Take all appropriate action on request to transfer the amount of $10,500 from Operating Supplies into Insurance to allocate additional funds for new position, IT Project/Business Analyst.

Take all appropriate action on Amendment to Agreement for Professional Consulting Services between Fort Bend County and Outreach Strategists, LLC for additional services in the amount of $365,000 for a total contract amount not to exceed $414,500 for Census project management through August 31, 2020. I. Take all appropriate action on Master Lease Agreement between Fort Bend County and NWN Corporation for a five (5) year lease purchase of Cisco Collaboration System, utilizing State of Texas Department of Information Resources Contract Number DIR-TSO-4192, in the amount of $490,830.62 per year, for a total contract amount not to exceed $2,454,153.12 over the five year period. (Fund: Debt Service)

J. Take all appropriate action on Schedule No. 1 Disbursement Schedule between Fort Bend County and NWN Corporation regarding the five-year lease purchase of Cisco Collaboration System, utilizing State of Texas Department of Information Resources Contract Number DIR-TSO-4192, in the amount of $490,830.62 per year, for a total contract amount not to exceed $2,454,153.12 over the five-year period. K. Take all appropriate action on Escrow Agreement between Fort Bend County and Key Government Finance, Inc. regarding the lease purchase of Cisco Collaboration System, utilizing State of Texas Department of Information Resources Contract Number DIR-TSO-4192.

L. Take all appropriate action on Renewal to Agreement between Fort Bend County and McLemore Building Maintenance, Inc. utilizing The Interlocal Purchasing System Contract 170104 for Janitorial Services at Fort Bend County Justice Center in an amount not to exceed $26,000 per month or an annual amount not to exceed $312,000 effective April 1, 2020 through March 31, 2021. M. Take all appropriate action on First Amendment to renew Agreement between Fort Bend County and Kone Inc. pursuant to OMNIA Partners Contract No. EV2516 for Elevator Services, in an annual amount not to exceed $149,025 effective April 1, 2020 through March 31, 2021. (Fund: Facilities Management and Library)

N. Take all appropriate action on Agreement between Fort Bend County and US Digital Designs, Inc. utilizing Public Procurement Contract # NPPGOV VH1614, for a Primary Dispatch G2 System in an amount not to exceed $110,205.68. (Fund: General Fund, Advance Funding Resolution)

O. Take all appropriate action on request to amend Bid 19-006, term contract for Window Washing Services for Various County Buildings, with National Window Cleaning, to add the Missouri City Library addition, Pinnacle Aquatics Center, Medical Examiner and Transit Facility for an additional amount of $3,510 on an annual basis, equal to $1,755 for the remainder of 2020 fiscal year. (Fund: Facilities)

P. Take all appropriate action on First Amendment to Agreement between Fort Bend County and McGriff, Siebels & Williams, Inc. pursuant to RFP 19-037 for renewal of broker of record services in an annual amount not to exceed $74,000, effective April 1, 2020 through March 31, 2021. (Fund: Property & Casualty)

Q. Take all appropriate action on request by Needville ISD Police Department to purchase surplus property from Fort Bend County, pursuant to Local Government Code Section 263.152 (a)(1), specifically four (4) filing cabinets and six (6) office chairs, as detailed in their letter dated March 3, 2020.

R. Take all appropriate action on request to purchase one (1) used Gradall XL 4100 hydraulic excavator for Road & Bridge from Kirby-Smith Machinery, Inc., utilizing Buy Board Contract Number 597-19 for an amount not to exceed $348,012 after trade-in. (Fund: Advanced Funding Resolution)

S. Take all appropriate action on Change Order No. 1 to Agreement for Construction Services between Fort Bend County and SpawGlass Construction Company, pursuant to RFP 18-055, to decrease the contract by $183,971.48 regarding the Transit Facility for a total contract amount not to exceed $20,900,095.52; Mobility Bond Project No. 13406. (Fund: 2013 Mobility Bonds and Public Transportation Grants)

T. Take all appropriate action on Change Order No. 1 to the Agreement between Fort Bend County and Conrad Construction Company, Ltd. to extend the contract time until July 10, 2020 and increase the contract by $118,559.39 for a total amount not to exceed $2,096,000.39 pursuant to Bid No. 19-084 regarding Braxton Street, Mobility Bond Project No. 13116x, Precinct 1. (Fund: 2013 Mobility Bonds)

31. SHERIFF'S OFFICE:

Take all appropriate action on Grant Agreement G20HN0010A between Fort Bend County and the Office of National Drug Control Policy, to accept funds in the amount of $1,632,546 for the High Intensity Drug Trafficking Area program, to be administered by the Sheriff's Office, with no cash match required by Fort Bend County for the period of January 1, 2020 through December 31, 2021.

32. Approve Bills.

33. Authorize County Auditor to pay and release time-sensitive disbursements on March 19, 2020, to be ratified by Commissioners Court on March 24, 2020.

34. Meet in Closed Session to deliberate the following matters as authorized by the Texas Government Code:

§ 551.071. Consultation With Attorney. Commissioners Court will meet in Closed Session to seek the advice of its attorney about pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551.
