Take all appropriate action on Application and Resolution to the Office of the Governor, Criminal Justice Division, for grant funds in the amount of $50,166.75 for the Infant Toddler Court: Healing the Youngest Victims, with a $6,103.20 in-kind match and $6,750 cash match, for a total project cost of $63,019.95 for the term of October 1, 2020 through September 30, 2021. B. Take all appropriate action on Application and Resolution to the Office of the Governor, Criminal Justice Division, for grant funds in the amount of $99,817.13 for the Criminal Justice Planning-Specialty Courts program, with no match required by Fort Bend County, for the term of October 1, 2020 through September 30, 2021.

34. COUNTY ATTORNEY:

A. Take all appropriate action on request to purchase Parcel 5 in the amount of $302,055.95 plus other necessary costs, and authorize the County Judge to sign all closing documents regarding the parcel for the Emergency Management Expansion Project, Precinct 1.

B. Take all appropriate action on Resolution and Order Decreeing the acquisition of Property to be a Public Necessity and Authorizing the acquisition and Payment of compensation by Record Vote for Clodine Road, Mobility Bond Project No. 17417, Precinct 4.

35. DISTRICT ATTORNEY:

A. Take all appropriate action on request for a new full time position, Victim Assistance Assistant Coordinator, Grade 9, of the Administrative Clerical Policy Group for the Office of District Attorney. (Fund: Texas Council on Family Violence Grant)

B. Take all appropriate action on Application and Resolution to the Office of the Governor, Criminal Justice Division, for grant funding in the amount of $106,785 for the Victim Witness Staff Expansion program, with a cash match of at least $77,792 and a total budget of at least $184,577 for the period of October 1, 2020 through September 30, 2021. (Fund: District Attorney)

36. DISTRICT CLERK:

Take all appropriate action on request to increase the passport photo fee for the District Clerk's Office from $10 to $15, effective April 1, 2020 to recover the costs of taking passport photographs pursuant to Texas Government Code Section 51.3031.

37. ENGINEERING:

A. Take all appropriate action on Request for Annexation to the City of Richmond to annex the right of way dedicated to the Public and currently maintained by the County, regarding Pitts Road, at 90A to 1,360 feet north of 90A, Precinct 1.

B. Take all appropriate action on Fifth Street Water and Sewer Service Agreement between Fort Bend County and Fort Bend County Water Control and Improvement District No. 2 regarding developer funded improvements to the Fifth Street Water and Wastewater System, Precinct 2.

C. Take all appropriate action on request for variances to the Fort Bend County Regulations of Subdivisions for Sienna Section 17B and 17C, specifically: (1) the minimum lot size requirement as stated in Section 5.14.E.4; (2) to the minimum side lot setback requirement as stated in Section 5.12.C.5; and (3) the block length requirements as stated in Section 5.5.A.2, on behalf of TOLL-GTIS Property Owners, LLC and Sienna Plantation LID, Precinct 1.

D. Take all appropriate action on plat for the roads within Sienna Section 17B and 17C, Precinct 1.

Q. Take all appropriate action on request to pay title policy fees in an amount not to exceed $1,331 pertaining to the acceptance of land donated to Fort Bend County regarding Parcel 16, McCrary Road, Mobility Bond Project No. 17313x, Precinct 3. (Fund: 2013 Mobility Bonds)

38. HEALTH & HUMAN SERVICES:

A. Emergency Medical Service: Take all appropriate action on Agreement between Fort Bend County and Teleflex, LLC, for Fort Bend County Emergency Medical Service staff to host a training seminar at the Sienna Annex, provided by Teleflex, LLC.

B. Emergency Medical Service: Take all appropriate action on Application and Resolution to the Office of the Governor, Criminal Justice Division, for grant funding in the amount of $33,420 for the EMS Mental Health and Wellness Initiative program, with an $8,070 cash match for a total budget of $40,490 for the period of October 1, 2020 through September 30, 2021. (Fund: Emergency Medical Service)

C. Social Services: Take all appropriate action on Application and Resolution to the Office of the Governor, Criminal Justice Division for grant funding in the amount of $126,156.82 for Victim Assistance - The IRIS Women's Program, with a $25,326.38 cash match, for a total program budget not to exceed $151,482.95 for the period of October 1, 2020 through September 30, 2021. (Fund: Social Services)

D. Social Services: Take all appropriate action on Additional Services Order Form and Statement of Work between Fort Bend County and CaseWorthy to implement the Online System for Coordinated Access and Referrals (OSCAR). (Fund: Social Services, Illinois Public Health Institute Grant, DCPS Hazards 20 Grant)

39. INFORMATION TECHNOLOGY:

Take all appropriate action on Termination Agreement between Fort Bend County, Tyler Technologies, Inc. and Sal, Johnson & Associates, Inc. d/b/a Computing System Innovations to terminate Third Party License and Services Agreement dated June 7, 2016.

40. JUVENILE PROBATION:

Take all appropriate action on Application and Resolution to the Office of the Governor, Criminal Justice Division for grant funding in the amount of $111,504.46 to support the Creating Opportunities through Rehabilitation and Empowerment (CORE) Program, with no match required by Fort Bend County, for the term of October 1, 2020 through September 30, 2021.

41. PUBLIC TRANSPORTATION:

Take all appropriate action on Application to Texas Department of Transportation for Fiscal Year 2020 Section 5311 Rural Federal funds in the amount of $314,025 and a proposed state match of $197,895 to be provided by Fiscal Year 2021 5311 State funding application, for assistance with transportation programs, including grantor’s request for submittal of additional information.

42. PURCHASING:

A. Take all appropriate action on Agreement between Fort Bend County and MPact Strategic Consulting, LLC for professional consulting services grant administration assistance in an amount not to exceed $50,000 effective through September 30, 2020. (Fund: Non-Departmental Contingency)

B. Take all appropriate action on Bid 20-044, term contract for concrete lifting.

C. Take all appropriate action on Bid 20-046, term contract for purchase of traffic signs, posts and supplies.

D. Take all appropriate action on Bid 20-047, term contract for diesel exhaust fluid.

E. Take all appropriate action on Bid 20-049, term contract for purchase and hauling of chemical road materials.

F. Take all appropriate action on Bid 20-050, term contract for oil and lubricants.

I. Take all appropriate action on request to authorize the expenditure of $70,478.44 for continued radio system maintenance utilizing Harris County Radio Service Agreement. (Fund: Sheriff's Office)

J. Take all appropriate action on request to purchase two (2) Tahoes and one (1) van, replacements to fleet for Juvenile from Caldwell Country Chevrolet, utilizing Buy Board Contract No. 601-19 for a total amount not to exceed $98,968. (Fund: General Fund, Advanced Funding Resolution)

K. Take all appropriate action on request to purchase detention sports flooring for two (2) Juvenile Detention locations, Richmond and Arcola, utilizing The BuyBoard Cooperative Purchasing System Contract Number 561-18 for an amount not to exceed $92,957.60. (Fund: Juvenile Probation/Detention)

L. Take all appropriate action on Agreement between Fort Bend County and University of Houston for Mental Health Collaboration in an amount not to exceed $119,526 to provide evaluations and assessments for mental health treatment, engagement, and adherence for the term October 1, 2019 through September 30, 2021. (Fund: Grant, Bureau of Justice Assistance)

M. Take all appropriate action on First Amendment to Agreement between Fort Bend County and Huitt-Zollars, Inc. pursuant to SOQ 17-042 in the amount of $59,823 for additional professional construction management services for the Transit Center, for a total contract amount not to exceed $1,015,939. (Fund: Public Transportation Grant)

N. Take all appropriate action on request to purchase four (4) MICU Modules and accessories from Frazer, Ltd., utilizing Buy Board Contract Number 570-18 for a total amount not to exceed $536,409. (Fund: Facilities Public Safety Project)

O. Take all appropriate action on Subrecipient Agreement between Fort Bend County and the City of Beasley in the amount of $240,581 for Public Improvement Project, part of the FY 2019 Consolidated Action Plan approved by Commissioners Court on July 2, 2019. P. Take all appropriate action on Agreement for Construction Inspection Services between Fort Bend County and Brian Smith Construction Inspection, Inc. in an amount not to exceed $513,456 regarding construction inspection services for Mobility Bond Projects within Precincts 1, 2, 3, and 4. Q. Take all appropriate action on Second Amendment to Agreement for Professional Engineering Services between Fort Bend County and Paradigm Consultants, Inc., to increase the contract by $66,650 for a total contract amount not to exceed $337,766 pursuant to SOQ 14-025 regarding Gaston Road Segment 1, Mobility Bond Project No. 13311, Precinct 3. R. Take all appropriate action on Agreement for Construction Material Testing between Fort Bend County and Ninyo & Moore in an amount not to exceed $149,855 pursuant to SOQ 14-025 regarding Cane Island, Segment 2, Mobility Bond Project No. 17308, Precinct 3. (Fund: 2017 Mobility Bonds)

T. Take all appropriate action on Fourth Amendment to Agreement for Professional Engineering Services between Fort Bend County and Atkins North America, Inc., to increase the contract by $31,798 for a total contract amount not to exceed $225,491.17 pursuant to SOQ 07-080, regarding FM 762/FM 2759 (Crabb River Road), Mobility Bond Project No. x28, Precinct 1.
