A. Take all appropriate action on Resolution Electing Candidates for the Board of Directors of the Fort Bend Central Appraisal District for the term of January 1, 2020 through December 31, 2021.

B. Take all appropriate action on Order to Create Fort Bend County Reinvestment Zone No. 26, located in Precinct 1, for tax abatement purposes, pursuant to Texas Property Code Sections 312.201 and 312.401.

A. Take all appropriate action on petition to Fort Bend County for the appointment of directors to the Texas Heritage Parkway Improvement District.

B. Take all appropriate action on Interlocal Motorcycle Deputy Agreement for Additional Law Enforcement Services between Fort Bend County and Fort Bend County Assistance Districts No. 1, No. 7, No. 9, No. 10, and No. 11, with services to be provided by the Office of Constable, Precinct 3 effective through September 30, 2020.

19. COMMISSIONER, PCT. 4:

Take all appropriate action on request by Taro Wichman to waive penalty, interest, and collection fees totaling $805.37 on property taxes for tax year 2018, Precinct 4.

Take all appropriate action on agreements between Fort Bend County and the following agencies, both of which are part of the FY 2019 Consolidated Annual Action Plan approved by Commissioners Court on July 2, 2019 and funded by the Community Development Block Grant Program: Catholic Charities in the amount of $39,008; and Fort Bend Women's Center, Inc. in the amount of $ 46,171.

21. ENGINEERING:

A. Take all appropriate action on Development Agreement between Fort Bend County and Tejas Trails Development, LLC, to accept an owner’s contribution of land and funds regarding Old Needville-Fairchilds, Precinct 1.

B. Take all appropriate action on request for variance to the block length requirements as stated in Section 5.5.A.2, the stub street requirements as stated in Section 5.6.B of the Fort Bend County Regulations of Subdivisions for Tejas Trails, on behalf of Tejas Trails Development LLC, Precinct 1.

C. Take all appropriate action on plat for the roads within Tejas Trails Subdivision, Precinct 1.

D. Take all appropriate action on plat for the lots within Tejas Trails Subdivision, Precinct 1.

E. Take all appropriate action on request for variance to the building setback requirements as stated in Section 5.12.C.1 of the Fort Bend County Regulations of Subdivisions for Sienna Plantation Section 15B Amending Replat No. 1, on behalf of Toll-Gtis Property Owner, LLC, Sienna Plantation LID, and Newmark Homes Houston LLC, Precinct 1.

F. Take all appropriate action on plat for the roads within Sienna Plantation Section 15B Amending Replat No. 1, Precinct 1.

H. Take all appropriate action on Possession and Use Agreement between Fort Bend County and Tidwell Tract LTD in an amount not to exceed $93,347 regarding Parcel 3 of Bryan Road and record the same in official public records; Mobility Bond Project No. 17118, Precinct 1. (Fund: 2017 Mobility Bonds)

I. Take all appropriate action on request to purchase Parcel 1 in the amount of $13,097 and Parcel 2 in the amount of $2,318 plus the necessary costs, and authorize County Judge to sign all closing documents, regarding said parcels for Burney-Old Richmond Road, Mobility Bond Project No. 17207, Precincts 2, 3, and 4. (Fund: 2017 Mobility Bonds)

J. Take all appropriate action on Second Amendment to Detention Capacity Easement Agreement between Fort Bend County and Poarch/Swinbank, LLC, for stormwater detention regarding Fulshear-Gaston, Precinct 3.

K. Take all appropriate action on Agreement Regarding Consideration for Additional Detention Capacity between Fort Bend County and Poarch/Swinbank LLC in an amount not to exceed $50,076.75 regarding Fulshear-Gaston Road, Mobility Bond Project No. 17312, Precinct 3. (Fund: 2017 Mobility Bonds)

22. PARKS & RECREATION:

Take all appropriate action on request to transfer the amount of $32,695 from Non-Departmental Purchase Order Contingency into Jones Creek Ranch Park account to allocate funds for vehicle ordered in FY 2019 and delivered in FY 2020.

23. PURCHASING:

A. Take all appropriate action on Agreement between Fort Bend County and Fort Bend History Association (formerly Fort Bend Museum Association) for professional services in historic preservation activities in the amount of $112,500 effective October 1, 2019 through September 30, 2020. (Fund: Non-Departmental, Fees)

B. Take all appropriate action on Addendum to the Agreement between Fort Bend County and Fort Bend History Association for professional services in historic preservation for the DeWalt Heritage Center in the amount of $25,000 effective through September 30, 2020. (Fund: Non-Departmental, Fees)

C. Take all appropriate action on renewal of Agreement between Fort Bend County and FBC Heritage Unlimited Museum for professional services in historic preservation activities in the amount of $25,000 effective through September 30, 2020. (Fund: Non-Departmental Fees)

D. Take all appropriate action on renewal of Agreement between Fort Bend County and Texana Center for Behavioral Health and Intellectual Development Disabilities services in the amount of $625,000 effective October 1, 2019 through September 30, 2020. (Fund: Non-Departmental Fees)

Take all appropriate action on Agreement between Fort Bend County and Cannon Cochran Management for Property and Casualty Insurance Program Third Party Administration Services, pursuant to RFP 19-086 for a total amount not to exceed $200,000 effective January 1, 2020 through December 31, 2021. F. Take all appropriate action on Bid 20-027 for the purchase and installation of generator.

G. Take all appropriate action on Addendum to Dell EMC Statement of Work for Managed Deployment Staff Augmentation between Fort Bend County and Dell Marketing, LP, utilizing Department of Information Resources Contract DIR-TSO-3763, through September 30, 2020, for an amount not to exceed $61,080. (Fund: Information Technology)

H. Take all appropriate action on Work Authorization No. 11 to Agreement for Professional Services between Fort Bend County and WSP, USA, Inc. formerly dba Parsons Brinckerhoff, pursuant to RFP 15-072, for Public Transportation planning service for short-term financial strategies in an amount not to exceed $8,650.38, effective December 10, 2019 through February 29, 2020. (Fund: Public Transportation Grant)

I. Take all appropriate action on the renewal of the End User License and Service Agreement between Fort Bend County and Comprise Technologies, Inc., a sole source provider as authorized by Section 262.024 (a)(7) Texas Local Government Code, for the renewal of software licenses and support for software and kiosks, in an amount not to exceed $33,868 effective November 2, 2019 through November 1, 2020. (Fund: Library)

J. Take all appropriate action on Agreement between Fort Bend County and Fred & Mabel R. Parks Youth Ranch, Inc. in the amount of $69,828 for emergency shelter services, part of the FY 2019 Consolidated Action Plan approved by Commissioners Court on July 2, 2019. (Fund: Emergency Solutions Grant Program)

K. Take all appropriate action on Agreement between Fort Bend County and Fort Bend County Women's Center in the amount of $64,012 for emergency shelter and essential services, part of the FY 2019 Consolidated Action Plan approved by Commissioners Court on July 2, 2019. (Fund: Emergency Solutions Grant Program)

L. Take all appropriate action on Agreement between Fort Bend County and Lemons Auctioneers, LLC, for auctioneer services pursuant to RFP 19-089 for the term January 1, 2020 through September 30, 2021.

M. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by Local Government Code §262.024 (a)(7) for the purchase of items available from only one source from Bibliotheca, LLC for Third Addendum to Bibliotheca maintenance and support service agreement for the annual maintenance, service, and warranty for radio frequency identification software and equipment in the amount not to exceed $61,312 effective through November 16, 2020. (Fund: Library)

N. Take all appropriate action on Addendum to Agreement between Fort Bend County and Axon Enterprises, Inc. for the purchase and software of body cameras, supplies, and digital evidence management software in the amount of $199,670, pursuant to Texas Buy Board Cooperative Purchasing Agreement No. 568-18 for the Office of Constable, Precinct 4. (Fund:General Fund, Advance Funding Resolution)

O. Take all appropriate action on Amendment to Agreement for Professional Engineering Services between Fort Bend County and EJES, Inc. to increase the contract by $59,800 for a total contract amount not to exceed $689,800 pursuant to SOQ 14-025 regarding Belknap Road, Mobility Bond Project No. 17211, Precinct 2. (Fund: 2017 Mobility Bonds)

24. SHERIFF'S OFFICE:

A. Take all appropriate action on request to transfer the amount of $14,929 from Non-Departmental Contingency into Sheriff, Enforcement to allocate funds for dispatch software capital improvement project.

B. Take all appropriate action on request to transfer the amount of $62,670 from Non-Departmental Purchase Order Contingency into Sheriff's Office, Detention Capital Acquisitions to allocate funds for vehicles ordered in FY 2019 and delivered in FY 2020.

C. Take all appropriate action on Modification Number 1 to Award No. G19HN0010A by the Executive Office of the President, to increase the amount of the High Intensity Drug Trafficking Area program award by $171,591 resulting in a revised total award of $1,702,384 with no cash match required by Fort Bend County for the period ending December 31, 2020.

D. Take all appropriate action on acceptance of funds in the amount of $1,250 from the U.S. Department of Justice Joint Law Enforcement Operations for Task Force Overtime pertaining to the Memorandum of Understanding approved by Commissioners Court on November 26, 2013, with no cash match required by Fort Bend County for the term of October 1, 2019 through September 30, 2020.

25. Approve Bills.

26. Meet in Closed Session to deliberate the following matters as authorized by the Texas Government Code:

A. § 551.071. Consultation With Attorney. Commissioners Court will meet in Closed Session to seek the advice of its attorney about pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551.

B. § 551.074. Personnel Matters. Commissioners Court will meet in Closed Session to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; or to hear a complaint or charge against an officer or employee.
