36. FIRE MARSHAL:

A. Take all appropriate action on request for eight part time Hazmat Technician positions in the Fire Marshal's Office, effective November 26, 2019. (Fund: Fire Marshal)

B. Take all appropriate action on request to transfer the amount of $69,690 as detailed on Fire Marshal's form dated November 20, 2019 to allocate funds from salary and overtime accounts into temporary/part-time for the eight part-time Haz-mat technician positions.

37. FORT BEND COUNTY TOLL ROAD AUTHORITY: The Board of Directors of the Fort Bend County Toll Road Authority reviewed these items at their regular Board meeting held on November 20, 2019, and makes the following recommendations to Commissioners Court:

A. Take all appropriate action on Resolution by Fort Bend County expressing the Intent to Reimburse Expenditures by the Fort Bend County Toll Road Authority for capital improvements and major repairs as described in the document submitted on November 21, 2019.

B. Take all appropriate action on Joint Project Agreement between Fort Bend County, Fort Bend County Toll Road Authority, Fort Bend Grand Parkway Toll Road Authority, Fort Bend County Assistance District No. 1, and Fort Bend County Assistance District No. 9 regarding the Construction of Direct Connectors at Westpark and the Grand Parkway, funded by Fort Bend County's General Fund and each of the parties to the Agreement.

38. HEALTH & HUMAN SERVICES:

Take all appropriate action on request to transfer the amount of $2,343 from Non-Departmental Purchase Order Contingency into Health & Human Services, Property and Equipment, to allocate funds for goods ordered in FY 2019 and delivered in FY 2020.

39. HUMAN RESOURCES:

A. Take all appropriate action on revisions to the Employee Information Manual, specifically Policy 404: Pay Procedures, and Policy 508: Paid Leave for Employees Working 24 Hours Shifts, as submitted by Human Resources.

B. Take all appropriate action on revisions to the Employee Information Manual, specifically Policy 615: Social Media, as submitted by Human Resources.

C. 41. PURCHASING:

A. Take all appropriate action on Agreement between Fort Bend County and VertiQ Software, LLC, a sole source provider as authorized by Section 262.024 (a)(7) Texas Local Government Code, for CME-V3 Case Management Database in an amount not to exceed $159,460 effective November 1, 2019 through October 31, 2024. B. Take all appropriate action on renewal of Software Maintenance Agreement between Fort Bend County and Tyler Technologies, Inc., a publicly traded corporation, sole source provider as authorized by Section 262.024 (a)(7) Texas Local Government Code, in an amount not to exceed $263,170.52 for software support and maintenance services for Fiscal Year 2020. (Fund: Information Technology)

C. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by Local Government Code Section 262.024 (a)(7) for the purchase of an item available from only one source for database subscriptions from EBSCO Publishing for the Library System, in an amount not to exceed $95,571.94 effective February 1, 2020 through January 31, 2021. D. Take all appropriate action to consider granting an exemption to the competitive bid process, as authorized by Local Government Code §262.024(a)(7) for the purchase of items available from only one source, for digital and print products from World Book Inc., for the Library System, for Fiscal Year 2020.
