H. Take all appropriate action on Bid 20-024, term contract for Vehicle Graphics.

I. Take all appropriate action on Amendment to Project Management Agreement between Fort Bend County and RPS Infrastructure, Inc., to increase the contract by $187,000 for a total contract amount not to exceed $1,187,000, pursuant to SOQ 14-025, regarding project management services for 2017 Mobility Bond Projects within Precinct 2. J. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by Local Government Code Section 262.024 (a)(7) for the purchase of an item available from only one source, for West Proflex online services from Thomson Reuters for Law Library, in an amount not to exceed $97,332.69 effective November 1, 2019 through October 31, 2020. K. Take all appropriate action to consider granting an exemption to the competitive bid process, as authorized by Local Government Code §262.024(a)(7) for the purchase of an item available from only one source, for audiovisual shelf ready materials and digital media from Midwest Tape for the Library System, in an amount not to exceed $378,000 for FY 2020. (Fund: Library)

L. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by Local Government Code §262.024(a)(7) for the purchase of an item available from only one source for software maintenance and license agreement from VOTEC Corporation and take action on Fourth Renewal to VOTEC Software License and Maintenance Agreement in an amount not to exceed $129,694.47, effective through September 30, 2020. 39. RISK MANAGEMENT:

Take all appropriate action on renewal of supplement medical coverage for retirees aged 65 years and over by TransAmerica Premier Life Insurance Company through the Texas Association of Counties Health and Employee Benefits Pool, and accept premium rates for the 2020 plan year to be effective January 1, 2020; authorize County Judge to execute member contract designations.

41. Ratify the release of time-sensitive disbursements on October 31, 2019.

42. Meet in Closed Session to deliberate the following matters as authorized by the Texas Government Code:

A. § 551.071. Consultation With Attorney. Commissioners Court will meet in Closed Session to seek the advice of its attorney about pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551.

B. § 551.072. Deliberation Regarding Real Property. Commissioners Court will meet in Closed Session to deliberate the purchase, exchange, lease or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person.

C. § 551.074. Personnel Matters. Commissioners Court will meet in Closed Session to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; or to hear a complaint or charge against an officer or employee.
