Take all appropriate action on Joint Resolution between Fort Bend County, the Democratic Party of Fort Bend County, and the Republican Party of Fort Bend County regarding a Joint Primary Election on March 3, 2020, and a Joint Primary Runoff Election, if necessary, on May 26, 2020.

35. ENGINEERING:

A. Take all appropriate action on request for temporary road closure, pursuant to Section 251.011 of the Texas Transportation Code, for the Berdett Road Texas Department of Transportation Project from FM 762 to Reading Road, to be closed during construction; closure to begin September 25, 2019 until completion of the project, Precinct 1.

B. Take all appropriate action on Interlocal Agreement for City-Managed Mobility Project between Fort Bend County and City of Needville in an amount not to exceed $1,671,730.69 regarding SH 36 Utility Relocations, Mobility Bond Project No. 707, Precinct 1. (Fund: 2007 Mobility Bonds)

C. Take all appropriate action on Development Agreement between Fort Bend County and JDS Nursery Tract LLC. to accept an owner's contribution to the county of land and funds, regarding FM 359, Precinct 3.

D. Take all appropriate action on Development Agreement between Fort Bend County and Grand Aliana Business Park, LP regarding West Bellfort, Mobility Bond Project No. 13415x, Precinct 4. (Fund: 2013 Mobility Bonds)

36. HEALTH & HUMAN SERVICES:

A. Animal Services: Take all appropriate action on Application to the Petco Foundation for grant funds in the amount of $300,000 for the Animal Welfare Lifesaving Impact Plan, with no cash match required by Fort Bend County.

B. Social Services: Take all appropriate action on Application to the Episcopal Health Foundation for grant funding in the amount of $2,500 for resident engagement to strategically target hard-to-reach populations and inform them of County services and annual initiatives, with no cash match required by Fort Bend County.

C. Social Services: Take all appropriate action on Confidentiality Agreement between Fort Bend County and Foresight.

D. Social Services: Take all appropriate action on acceptance of funds in the amount of $15,000 from TXU Energy to provide assistance to qualified County residents under the TXU Energy Aid Program.

37. HOMELAND SECURITY & EMERGENCY MANAGEMENT:

Take all appropriate action on request to purchase three properties (File Number: BOFB1800461, BOFB1800493, and BOFB1800477) under the 2016 Hazard Mitigation buyout grant (FEMA Project Number DR-4269-006 and FEMA Project Number DR-4269-007) for an amount totaling $470,305.29 plus the necessary closing costs, with an overall project cost match by the County of twenty-five percent, and authorize County Judge to sign all closing documents. (Fund: 2016 Hazard Mitigation Grant)

38. HUMAN RESOURCES:

A. Take all appropriate action on proposed Compensation Program for Court Coordinator positions in the Justice Courts as recommended by the Board of Justices of the Peace, for implementation with the FY 2020 pay periods.

B. Take all appropriate action on revisions to the Employee Information Manual, specifically Policy 200: Employee Rights, Policy 202: Respectful Workplace, Policy 402: Employee Selection, Policy 403: Job Descriptions, Policy 615: Social Media, and Policy 708: Military Leave, as submitted by Human Resources.

39. INFORMATION TECHNOLOGY:

Take all appropriate action on the Addendum to Master License Agreement and Master Service Agreement between Fort Bend County and CaseWorthy, Inc. regarding use of case management software services by Health & Human Services and Behavioral Health Services for an amount not to exceed $19,020 effective through April 30, 2020. (Fund: Information Technology and Social Services)

40. PARKS & RECREATION:

A. Take all appropriate action on Facilities Extension Agreement between Fort Bend County and CenterPoint Energy Houston Electric, LLC in the amount of $4,697 for the removal of poles on Fort Bend County Park property located on 4008 Nails Road, Precinct 3. (Fund: 2015 Facilities Bond, Proposition 1)

B. Take all appropriate action on License Agreement between Fort Bend County and Juventus Academy Houston, Inc. for use of soccer fields at Harlem Road Park.

C. Take all appropriate action on License Agreement between Fort Bend County and the Indo-American Association of Fort Bend for use of fields at Jones Creek Ranch Park.

41. PUBLIC TRANSPORTATION:

Take all appropriate action authorizing County Judge to sign and the Public Transportation Director to submit a Letter of No Prejudice for approval by the Federal Transit Administration providing pre-award authority for expenses related to project implementation activities for the Downtown Service Project.

42. PURCHASING:

A. Take all appropriate action on Master Lease Purchase Agreement No 1602245912-58762 between Fort Bend County and Dell Financial Services for a four (4) year lease purchase of computer equipment utilizing State of Texas Department of Information Resources Contract No. DIR-TSO-4299, in the amount of $214,940.08 per year, for a total amount not to exceed $859,760.31 over the 4-year period. (Fund: General Fund, Reimbursement Resolution)

B. Take all appropriate action on Agreement for Fire and Security Alarm Services between Fort Bend County and FireTron, Inc. pursuant to The Interlocal Purchasing System Contract RCSP 190201, in the amount not to exceed $182,409.40 for the term October 1, 2019 through September 30, 2020. (Fund: Various County Departments)

C. Take all appropriate action on First Amendment to Agreement for Employee Alcohol and Drug Testing pursuant to RFP 19-001 between Fort Bend County and DISA Global Solutions, Inc. in an amount not to exceed $67,000 effective October 1, 2019 through September 30, 2020. (Fund: Human Resources and Risk Management)

D. Take all appropriate action on Second Amendment for renewal of Agreement for Contingency Medical Staff Services for Public Health Emergency Response, between Fort Bend County and Angel Staffing, Inc. as primary vendor pursuant to RFP 17-030 in an amount not to exceed $100,000 effective October 1, 2019 through September 30, 2020. (Fund: Health & Human Services)

E. Take all appropriate action on Second Amendment for renewal of Agreement for Contingency Medical Staff Services for Public Health Emergency Response between Fort Bend County and Donald L. Mooney Enterprises LLC dba Nurses's Etc. Staffing as secondary vendor pursuant to RFP 17-030 in an amount not to exceed $100,000 effective October 1, 2019 through September 30, 2020. F. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by Local Government Code Section 262.024(a)(7) for the purchase of Caterpillar repair parts from only one source, Mustang Machinery Company, Ltd. for various departments upon request for Fiscal Year 2020.

G. Take all appropriate action on Addendum to Service Agreement between Fort Bend County and Network Cabling Services, Inc. utilizing State of Texas Department of Information Resources Contract DIR-TSO-3708 in an amount not to exceed $54,038 effective September 24, 2019 through October 31, 2020. H. Take all appropriate action on Eleventh Amendment to Agreement between Fort Bend County and Innovative Interfaces, Inc. dba Polaris Library Systems, for maintenance, additional licenses, and server migration services in an amount not to exceed $1,991.59 through Interlocal Cooperation Agreement with City of DeSoto effective July 1, 2019 through November 30, 2019. I. Take all appropriate action on Addendum No 4 to Agreements between Fort Bend County and PS Lightwave, Inc. pursuant to RFP 10-086 for additional bandwidth at various County facilities at no additional cost.

R. S. 43. RISK MANAGEMENT:

A. Take all appropriate action on Employee, Retiree Under Age 65, Leave of Absence, and COBRA rates for the Fort Bend County Benefit Medical, Dental, and Vision plans effective January 1, 2020, as presented by the Risk Director.

B. Take all appropriate action on recommendation by Risk Manager to increase the dollar limit for voluntary employee flexible spending accounts to $2,700, in accordance with updated Internal Revenue Service regulations, effective January 1, 2020.

44. SHERIFF'S OFFICE:

Take all appropriate action on request to transfer the amount of $360,350 from Detention, Overtime ($20,000) and from Non-Departmental Contingency ($340,350) into Detention, Fees to allocate additional funds needed for inmate medical expenses effective through September 30, 2019.

45. Approve Bills.

46. Ratify the release of time-sensitive disbursements by County Auditor on September 19, 2019.

47. Meet in Closed Session to deliberate the following matters as authorized by the Texas Government Code:

A. § 551.071. Consultation With Attorney. Commissioners Court will meet in Closed Session to seek the advice of its attorney about pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551.
