A. Take all appropriate action on the appointment of a Director to the Gulf Coast Water Authority Board of Directors representing small municipalities for a two-year term commencing September 1, 2019.

B. Take all appropriate action on request to reappoint Review Committee for the FY 2019 Edward Byrne Memorial Justice Assistance Grant (JAG) and authorize Committee to review the application and budget for the FY 2019 Local Solicitation, pursuant to the 30-day governmental review policy.

C. Take all appropriate action on the collection of optional County Fees for vehicle registration, pursuant to Transportation Code Section 502.172-173, commencing on January 1, 2020.

25. COMMISSIONER, PCT. 1:

Take all appropriate action on request by Kyle Holderfield to waive penalty and interest totaling $115.77 on property taxes for tax year 2018, Precinct 1.

A. Take all appropriate action on Amendment to Interlocal Agreement between Fort Bend County and City of Katy to extend the term of Fort Bend County's participation in the City's Reinvestment Zone Number One (Katy Mills Mall) through December 31, 2038.

B. Take all appropriate action on request by Gayatri and Dilip Pal to waive penalty and interest totaling $288.95 on property taxes for tax year 2018, Precinct 3.

Take all appropriate action on Resolution declaring the intention to advance funding and reimburse project expenditures in an amount not to exceed $8,702,541 for various capital improvement projects throughout the County.

28. BUDGET & FINANCE:

A. Take all appropriate action to propose the 2019 Tax Rate for Fort Bend County and take a record vote: Proposed General Fund Tax Rate $0.34350 Proposed Road & Bridge Fund Tax Rate $0.01600 Proposed OPEB Trust $0.01000 Proposed Interest & Sinking Fund Tax Rate $0.07700 Total Proposed Tax Rate $0.44650

B. Take all appropriate action to propose the FY 2020 Salaries for Fort Bend County Elected Officials.

C. Take all appropriate action to set public hearings on the proposal to increase the 2019 Tax Rate for Fort Bend County to be conducted on Wednesday, August 28, 2019 at 5:30 p.m. and on Tuesday, September 3, 2019 at 1:00 p.m. in the Commissioners Courtroom, on the second floor of the Fort Bend County Courthouse at 401 Jackson Street in Richmond, Texas.

D. Take all appropriate action to set public hearings for the FY 2020 Proposed Budget for Fort Bend County to be conducted on Monday, September 9, 2019 at 5:30 p.m. and on Tuesday, September 10, 2019 at 1:00 p.m. in the Commissioners Courtroom on the second floor of the Fort Bend County Courthouse at 401 Jackson Street in Richmond, Texas.

29. BEHAVIORAL HEALTH SERVICES:

Take all appropriate action on request to reclassify vacant Position No. 5551-0014 from Clinical Care Coordinator, Grade 11 of the Public Health Policy Group to Case Manager Specialist, Grade 9 of the Administrative Clerical Policy Group, in the Behavioral Health Services Department, effective August 6, 2019.

30. CONSTABLE, PRECINCT 1:

Take all appropriate action on request to assign one Tahoe Vehicle, Unit No. R009, from Vehicle Maintenance to the Office of Constable, as an addition to fleet.

31. 387TH DISTRICT COURT:

Take all appropriate action on request for variance to the Fort Bend County Travel Policy to allow reimbursement for out of state travel by Cecilia Lopez-Flores to Nashville, Tennessee, May 16-19, 2019, to attend National Judiciary Interpreter and Translator Conference. (Fund: Courts Administration)

32. ELECTIONS ADMINISTRATION:

A. Take all appropriate action on the Early Voting Schedule for the November 5, 2019 Joint Election, as presented by the Elections Administrator.

B. Take all appropriate action on Interlocal Agreement between Fort Bend County and the Texas Department of Information Resources to provide an Election Security Assessment at no cost to the County.

33. ENGINEERING:

A. Take all appropriate action on request for temporary road closure, pursuant to Section 251.011 of the Texas Transportation Code, for Riverwood Village, Section 5 Subdivision, Fort Bend County Municipal Utility District No. 19, for pavement construction at Rawson and River Road, to be closed during construction; closure to begin August 7, 2019 to October 15, 2019, Permit No. 2019-29412, Precinct 1.

B. Take all appropriate action on request for variances to the Private Street requirement as stated in Section 5.9, the Building Setback requirement in 5.12.C.1, the Minimum Lot Size requirement in 5.14.E, the Dead-end Street requirement in 5.6.A, the Building Separation requirement in 5.12.C.5, and the Side Building Setback requirement in 5.12.C.2 of the Fort Bend County Regulations of Subdivisions, for Oasis at Clodine, on behalf of Oasis Developments LLC, Precinct 4.

C. Take all appropriate action on plat for the roads within Oasis at Clodine, Precinct 4.

D. Take all appropriate action on plat for the lots within Oasis at Clodine, Precinct 4.

34. FAIRGROUNDS:

Take all appropriate action on Memorandum of Understanding between Fort Bend County and Houston Livestock Show and Rodeo, Inc. (HLSR) for the use of additional equipment for the National Brahman Show to be held at the County Fairgrounds.

35. FIRE MARSHAL:

A. Take all appropriate action on request to transfer the amount of $52,000 from Fire Marshal Fees into activity account to be determined to allocate funds for classroom renovations at Gus George Building.

B. Take all the appropriate action on request to transfer $11,098 from Non-departmental Contingency into Fire Marshal accounts to allocate funds for overtime expenditures through September 30, 2019.

36. HEALTH & HUMAN SERVICES:

Social Services: Take all appropriate action on acceptance of funds in the amount of $15,000 from TXU Energy to provide assistance to qualified County residents under the TXU Energy Aid Program.

37. HOMELAND SECURITY & EMERGENCY MANAGEMENT:

Take all appropriate action to authorize the County Judge to sign all documents pertaining to the purchase of nine properties under the 2016 Hazard Mitigation buyout grant (FEMA Project Number DR-4269-006 and FEMA Project Number DR-4269-007) in the amount of $1,153,069.23 plus necessary closing costs for said properties, with an overall project cost match of twenty-five percent by the County, as approved by Commissioners Court on June 25, 2019. (Fund: 2016 Hazard Mitigation Grant)

38. INFORMATION TECHNOLOGY:

Take all appropriate action on Professional Services Work Order OP137797, with services to be provided by NWN Corporation, at no cost to Fort Bend County, effective through December 2020.

39. LIBRARY:

Take all appropriate action on renewal application to the University of North Texas for the Rescuing Texas History Mini-Grant in the amount of $1,501.74 to digitize historical records, with no cash match required by Fort Bend County.

40. PUBLIC TRANSPORTATION:

A. Take all appropriate action on Project Grant Agreement between Texas Department of Transportation and Fort Bend County, Project No. RUR 2001 (12), for Fiscal Year 2020 Section 5311 State funds in the amount of $313,453, no local match required. (Fund: Public Transportation Grants)

B. Take all appropriate action on Amendment No. 3 to the Project Grant Agreement between Texas Department of Transportation and Fort Bend County, Project No. RPT 1802(11)030_18 for Fiscal Year 2018 Section 5311 Federal funds to revise the budget, with no change in local match.

41. PURCHASING:

A. Take all appropriate action on Agreement for Professional Engineering Services between Fort Bend County and iGet Services, LLC for an amount not to exceed $21,120 pursuant to SOQ 14-025, regarding Mason Road at Lewisville Traffic Signal Project, Precinct 4. (Fund: Fort Bend County Assistance District No. 2)

B. Take all appropriate action on Amendment No. 2 to Agreement for Professional Services between Fort Bend County and WSP, USA, Inc. formerly dba Parsons Brinckerhoff, pursuant to RFP 15-072 for Public Transportation planning services, with no change in total contract.

C. Take all appropriate action on Work Authorization No. 8 to Agreement for Professional Services between Fort Bend County and WSP, USA, Inc. formerly dba Parsons Brinckerhoff, pursuant to RFP 15-072, for Public Transportation long-term financial strategies in an amount not to exceed $44,549.02, effective August 6, 2019 through November 30, 2019. (Fund: Public Transportation Grant)

D. Take all appropriate action on Third Amendment for Professional Architectural and Engineering Services between Fort Bend County and Merriman Holt Powell Architects, Inc. for Missouri City Library extension project for additional services in the amount of $41,600 for a total contract amount of $494,547. (Fund: 2015 Facilities Bond Proposition 3)

E. Take all appropriate action on Bid 19-067, term contract for Swimming Pool Maintenance and Supplies.

F. Take all appropriate action on Fifth Amendment to Agreement for Janitorial Services pursuant to RFP 16-034, for addition of the Pinnacle Aquatic Center Facility for an additional $650 per month increasing the total annual contract amount not to exceed $112,540. (Fund: Facilities)

G. Take all appropriate action on Service Agreement between Fort Bend County and Gartner, Inc. utilizing State of Texas Department of Information Resources Contract DIR-TSO-4099 for the term of July 1, 2019 through June 30, 2020, in an amount not to exceed $91,594. (Fund: Information Technology)

42. ROAD & BRIDGE:

Take all appropriate action on Interlocal Agreement between Fort Bend County and Fort Bend County Emergency Services District No. 8 for the purchase of fuel.

43. SHERIFF'S OFFICE:

A. Take all appropriate action on request for variance to the Fort Bend County Travel Policy to allow reimbursement for out of state travel by J. Goodrich and C. Arias to North Little Rock, Arkansas, May 18-25, 2019 to attend the Direct Action Resource Center Level 1 Breacher Course. (Fund: Sheriff, Enforcement)

B. Take all appropriate action on Airport Hanger Lease between the City of Sugar Land and Fort Bend County by and through the Sheriff's Office for a term of one year from the effective date, unless earlier terminated under the provisions of this lease.

C. Take all appropriate action on the Addendum to Vehicle Borrower Agreement between Fort Bend County and Mazda North America Operations to extend the use of vehicles for the Kids N' Cops Program effective August 1, 2019 through August 31, 2019.

44. Approve Bills.

45. Ratify the release of time-sensitive disbursements by County Auditor on August 1, 2019.
