A. Take all appropriate action on request by Sara Zhang on behalf of Aaronbrook Business Group to waive penalty, interest, and collection fees totaling $3,737.02 on property taxes for tax year 2017, Precinct 2.

B. Take all appropriate action on request to transfer the amount of $9,310 as detailed on Budget form dated April 25, 2019 to allocate funds for the reclassification of a position in the Office of Commissioner Precinct 4.

C. Take all appropriate action on request by Ying Ma to waive penalty and interest totaling $557.52 on property taxes for tax year 2018, Precinct 4.

D. Take all appropriate action on request by Tammy Lee to waive penalty and interest totaling $1,317.67 for two accounts on property taxes for tax year 2018, Precinct 4.

E. Take all appropriate action on request by Joseph and Laurie Wallace to waive penalty and interest totaling $335.48 on property taxes for tax year 2018, Precinct 4.

F. Take all appropriate action on request by Linda Whitson to waive penalty and interest totaling $232.09 on property taxes for tax year 2018, Precinct 4.

Take all appropriate action on request for new full-time, temporary position, Accounts Payable Supervisor, Grade 14 of the Professional Management Policy Group, in the County Auditor's Office effective July 8, 2019 through August 2, 2019. (Fund: Auditor's Office)

25. BUDGET & FINANCE:

Take all appropriate action on request to correct Agenda Item No 20D approved by Commissioners Court on April 2, 2019, to transfer $46,500 (instead of $46,000) from Non-Departmental Contingency as detailed on District Attorney's form dated March 21, 2019 to allocate funds for training.

26. CONSTABLE, PCT. 2:

Take all appropriate action on request to transfer the amount of $37,932 from Non-Departmental Contingency into accounts detailed on Constable's form dated May 7, 2019 to allocate funds for uniforms, equipment, and operating supplies through September 30, 2019.

27. CONSTABLE, PCT. 3:

Take all appropriate action on Application for Participation in the Law Enforcement Support Office (LESO) Program (formerly 1033 Program), and accept the State Plan of Operations between the State of Texas and Fort Bend County, to be administered by the Office of Constable Precinct 3.

28. ENGINEERING:

Take all appropriate action on Agreement for Professional Engineering Services between Fort Bend County and Neel-Schaffer, Inc. in an amount not to exceed $95,410 pursuant to SOQ 14-025, regarding design of traffic signals in Riverstone, Precinct 4. (Fund: Road and Bridge)

29. HEALTH & HUMAN SERVICES:

Take all appropriate action on request to ratify Application and Agreement between Fort Bend County and OneStar Foundation and the Michael & Susan Dell Foundation Collaborative for Fort Bend County to receive Rebuild Texas grant funds in the amount of $19,800, with no local match required by the County.

30. HOMELAND SECURITY & EMERGENCY MANAGEMENT:

Take all appropriate action on request to transfer the amount of $16,550 from Fire Marshal, Fees, into Homeland Security & Emergency Management, Capital Acquisitions, to allocate additional funds needed for replacement vehicle.

31. PARKS & RECREATION:

Take all appropriate action on additions to fee schedule to include the use of Gym, Activity Room and Conference room in the Four Corners Multipurpose Center effective May 7, 2019.

32. PUBLIC DEFENDER:

Take all appropriate action on Application and Resolution to the Texas Indigent Defense Commission for grant funding in the amount of $99,207 to initiate an Immigration Attorney program, with a cash match of $24,802 for a total program amount of $124,009 for the first year term of September 1, 2019 through August 31, 2020. (Fund: Fort Bend County General Fund)

33. PUBLIC TRANSPORTATION:

A. Take all appropriate action on request to approve The United States of America Department of Transportation Federal Transit Administration Master Grant Agreement FTA MA (25) dated October 1, 2018.

B. Take all appropriate action on Project Grant Agreement between Texas Department of Transportation and Fort Bend County, Project # DIS 1902 (12) 028 19, for Fiscal Year 2019 Section 5311 Federal funds in the amount of $155,000 for rolling stock and equipment with $6,255 in transportation development credits, no local match required.

C. Take all appropriate action on application to the Federal Transit Administration (FTA) on FAIN # TX-2019-043-00 for Fiscal Year 2014 Section 5307 funds totaling $26,497 with $6,625 in local match funding, including grantor’s request for submittal of additional information. (Fund: Public Transportation Grants)

D. Take all appropriate action on Amendment to Interlocal Agreement between Fort Bend County and Texana Center amending the insurance provisions to reflect the application of the Texas Torts Act to this Agreement.

E. Take all appropriate action on Project Grant Agreement between Texas Department of Transportation and Fort Bend County, Project # RPT 1903 (12) 39_19, for Fiscal Year 2019 Section 5311 Rural Federal funds in the amount of $283,129, to be matched with RUR 1902 (11) and Fiscal Year 2020 5311 State funding application.

34. PURCHASING:

A. Take all appropriate action on RFQ 19-057 for design/build for Medic 6 expansion.

B. Take all appropriate action on RFQ 17-093 for Bond Counsel.

C. Take all appropriate action on Bid 19-055 for Roof Replacement Projects at various locations.

D. Take all appropriate action on B19-058 for purchase of fire and police protection equipment.

E. Take all appropriate action on Third Amendment to Agreement for Fire & Security Alarm Services between Fort Bend County and Dowley Security Systems, Inc. pursuant to RFP 19-002, to add the Animal Services Expansion II location in the amount of $1,196.28 for the remainder of the 2019 Budget Year, increasing the annual contract amount not to exceed $288,366.04. (Fund: Facilities Management & Planning)

F. Take all appropriate action on Third Amendment for Construction for Justice Center Expansion between Fort Bend County and Brookstone, LP for additional services pursuant to RFP 17-037, in the amount not to exceed $30,354 for a contract total not to exceed $22,615,831. (Fund: Capital Improvement Project)

G. Take all appropriate action on Work Authorization No. 7 between Fort Bend County and WSP USA, Inc. formerly dba Parsons Brinckerhoff, pursuant to RFP 15-072, for Public Transportation transit feasibility study in the amount not to exceed $136,983. (Fund: Public Transportation Grant)

H. Take all appropriate action on request to purchase one (1) bus for Public Transportation from Texas Bus Sales, pursuant to RFP 17-044 in the amount not to exceed $153,207. (Fund: Public Transportation Grant)

I. Take all appropriate action on request to purchase one (1) Fusion, replacement to fleet for Homeland Security & Emergency Management from Helfman Ford, pursuant to Bid 15-028, in the amount not to exceed $16,550. (Fund: Homeland Security & Emergency Management)

J. Take all appropriate action on request to amend Bid 17-007 term contract for Armored Car Services from Dunbar Armored Inc. to include Mission Bend Branch Library and Sheriff’s Office Administration building for an additional amount of $1,366.03 per month increasing the total monthly expense to $14,242.41. (Fund: Non-Departmental, Fees)

K. Take all appropriate action on Change Order No. 1 to increase the contract between Fort Bend County and ISI Contracting, Inc. by $55,589.30 for a total contract amount not to exceed $1,039,319.70 and to extend the contract time until July 28, 2019, pursuant to Bid No.18-100 regarding Bamore Road Extension, Mobility Bond Project No. 13406, Precinct 4. (Fund: 2013 Mobility Bonds)

35. SHERIFF'S OFFICE:

A. Take all appropriate action on Application for Participation in the Law Enforcement Support Office (LESO) Program (formerly 1033 Program), and accept the State Plan of Operations between the State of Texas and Fort Bend County, to be administered by the Sheriff's Office.

B. Take appropriate action on the Organized Crime Drug Enforcement Task Force Agreement to accept additional grant funds in the amount of $7,020 for the strike force/strategic initiative programs administered by the Sheriff's Office for the period of May 1, 2019 through September 30, 2019.

C. Take all appropriate action on the Organized Crime Drug Enforcement Task Force Agreement to accept additional grant funds in the amount of $2,721.99 for use in the strike force/strategic initiative programs administered by the Sheriff's Office, with no additional funds required by Fort Bend County for the period of May 1, 2019 through September 30, 2019.

36. TAX ASSESSOR/COLLECTOR:

Take all appropriate action on adoption of Local Option Exemptions for the Fort Bend County General Fund property taxes for the 2019 Tax Year as follows, pursuant to Section 11.13(n) of the Texas Property Tax Code: Homestead Exemption: $5,000 or 20 percent (whichever is greater); and Over 65 Exemption: $100,000; or Disabled Person Exemption: $100,000.

37. Approve Bills.

38. Ratify the release of time-sensitive disbursements by County Auditor on May 2, 2019.

Receive presentation by Texas General Land Office regarding update on the FY 2017 Community Development Block Grant Disaster Recovery Housing Program.
