29. AUDITOR:

Take all appropriate action on Application to the Texas Indigent Defense Commission for the FY 2019 Formula Grant; authorize electronic submission of the application, and adopt Resolution in support of the Application.

30. COMMUNITY SUPERVISION & CORRECTIONS DEPARTMENT:

Take all appropriate action on request to transfer the amount of $2,738 from FY 2019 Non-Departmental Contingency into Community Supervision & Corrections, Fees, to allocate funds for court ordered monitoring device for defendant.

31. DISTRICT ATTORNEY:

Take all appropriate action on Memorandum of Understanding between Fort Bend County and the Bureau of Alcohol, Tobacco, Firearms and Explosives regarding eTrace Internet Based Firearm Tracing.

32. ENGINEERING:

A. Take all appropriate action on Amendment to Fort Bend County Regulations of Subdivisions in Fort Bend County, specifically Section 3.2.A.15, and Appendix V regarding plat recordation fees, Precincts 1, 2, 3 and 4.

B. Take all appropriate action on request for variance to the minimum lot size requirement as stated in Section 5.14.E.4, and to the 10 foot building separation between structures requirement as stated in Section 5.12.C.1.b.5 of the Fort Bend County Regulations of Subdivisions, for Sienna Plantation, Section 14, Precinct 1.

C. Take all appropriate action on plat for the roads within Sienna Plantation, Section 14, Precinct 1.

D. Take all appropriate action on plat for the lots within Sienna Plantation, Section 14, Precinct 1.

E. Take all appropriate action on Application to Houston Galveston Area Council for the Transportation Improvement Program (TIP) Call for Projects with a twenty percent cash match by Fort Bend County and authorize electronic submission of the Application for the following projects within Precincts 1, 3, and 4; Grand Parkway Peek Road Overpass; Grand Parkway: US 90A to West Airport Boulevard; Roesner Road: Gaston Road to Bay Hill Boulevard; Band Road: SH 36 to Spur 10.

33. PUBLIC TRANSPORTATION:

A. Take all appropriate action on the intent to propose for new commuter services to downtown Houston to the Houston Galveston Area Council Commute Solutions Program for Congestion Mitigation and Air Quality funds in the amount of $1,600,000 with a local match amount of $375,000 to be requested as Transportation Development Credits (TDCs), and if TDCs are not approved, the fifty percent local cash match will be provided by project partner, the Downtown District. (Fund: Public Transportation, Grants)

B. Take all appropriate action on the intent to propose to the Houston Galveston Area Council 2018 Call for Projects for buses necessary to provide commuter services to downtown Houston in the amount of $6,159,460 with a local match amount of $875,000 to be requested as Transportation Development Credits (TDCs), and if TDCs are not approved, the local cash match will be provided by County. (Fund: Public Transportation, Grants)

C. Take all appropriate action on the intent to propose a New Park and Ride facility at the University of Houston Sugar Land Campus to the Houston Galveston Area Council 2018 Call for Projects for funds in the amount of $42,251,000 and a local match of $8,450,200 to be leveraged with land lease value of $8,450,200 donated by the University in lieu of local cash match. (Fund: Public Transportation, Grants)

34. PURCHASING:

A. Take all appropriate action on First Amendment to Commercial Lease Agreement between Fort Bend County and Transwestern Capital with no change in amount.

B. Take all appropriate action on Inmate Health Services Agreement between Fort Bend County and Correct Care Solutions, LLC, pursuant to RFP 17-065 in an amount not to exceed $5,636,268 effective through September 30, 2019. (Fund: Sheriff's Office)

C. Take all appropriate action on Addendum to Agreement between Fort Bend County and Office Depot to purchase furniture for the Justice Center Courtroom Build Out and finish out expansion of the Justice Center, utilizing National IPA Contract Number R142241, in an amount not to exceed $12,086.54. (Fund: FY 2015 Facilities Bond, Proposition 4)

D. Take all appropriate action on Agreement for Purchase of Transit Buses between Fort Bend County and Creative Bus Sales, pursuant to RFP 18-072, in an amount not to exceed $854,805. (Fund: Public Transportation, Grants)

E. Take all appropriate action on Amendment No. 4 to Work Authorization No. 2 to Agreement for Professional Services between Fort Bend County and Lockwood, Andrews & Newnam, Inc., pursuant to SOQ 14-027, in an amount not to exceed $45,801 for a total amount of $1,299,762 on Work Authorization No. 2 for the transit facility. (Fund: Public Transportation Grants)

F. Take all appropriate action on Amendment No. 6 to Agreement for Professional Services between Fort Bend County and Lockwood, Andrews & Newnam, Inc., pursuant to SOQ 14-027, with no additional cost regarding the transit facility.

G. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by the Texas Local Government Code § Section 262.024 (a)(7) for the purchase of West Proflex subscription for Judges available from only one source, Westlaw Thomson Reuters in an amount not to exceed $29,897.16 for the term of November 1, 2018 through October 31, 2019. (Fund: Auditor)

H. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by Local Government Code Section 262.024 (a)(7) for the purchase of an item available from only one source, for West Proflex online services from Thomson Reuters for Law Library in an amount not to exceed $96,369 for the term November 1, 2018 through October 31, 2019. (Fund: Law Library) (Part 1 of 2)

I. Take all appropriate action on RFP 18-054 for Construction of Mission Bend Community Center.

J. Take all appropriate action on Bid 18-098, Chain-Link Fencing for the Sheriff's Office.

K. Take all appropriate action on Bid 19-013, term contract for Voice and Data Cabling.

L. Take all appropriate action on Amendment to Agreement for Professional Services between Fort Bend County and Paradigm Consultants Inc., in an additional amount of $24,004.35 and a total contract amount not to exceed $130,059.35 pursuant to SOQ 14-025, regarding Sugarland-Howell Road, Mobility Bond Project No. 13211, Precincts 2 and 3. (Fund: 2013 Mobility Bonds)

35. SHERIFF'S OFFICE:

A. Take all appropriate action on Organized Crime Drug Enforcement Task Force Agreements to accept grant funds for the strike force/strategic initiative programs administered by the Sheriff's Office, with no cash match required by Fort Bend County for the period of October 1, 2018 through September 30, 2019: $146,419.20 for professional language analyst services; $51,751.04 for portable equipment; $18,343.75 for overtime; and $15,447.04 for rental vehicle and incidental expenditures.

B. Take all appropriate action on Fifth Amendment to Agreement between Fort Bend County and MVM, Inc. for Language Analyst Services in an amount not to exceed $146,419.20 for the period of October 1, 2018 through September 30, 2019. (Fund: Organized Crime Drug Enforcement Task Force Grant)

C. Take all appropriate action on continuation by Fort Bend County in the Texas Statewide Automated Victim Service (SAVNS), and approve Grant Contract No. 1989946 between the Office of the Attorney General and Fort Bend County effective September 1, 2018 through August 31, 2019, with no cash match required by Fort Bend County.

D. Take all appropriate action on request to apply for the State Criminal Alien Assistance Program (SCAAP) for FY 2018 and authorize County Auditor to submit application electronically.

36. TREASURER:

Take all appropriate action on request to transfer the amount of $29,000 from FY 2018 Non-Departmental Contingency into Treasurer, Fees, to allocate funds for August and September banking fees.

37. Approve Bills.

38. Ratify the release of time-sensitive disbursements by Auditor on October 18, 2018.

39. Authorize Auditor to pay and release time-sensitive disbursements on November 1, 2018, to be ratified by Commissioners Court on November 6, 2018.

40. Meet in Closed Session to deliberate the following matters as authorized by the Texas Government Code:

§ 551.071. Consultation With Attorney. Commissioners Court will meet in Closed Session to seek the advice of its attorney about pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551.

H. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by Local Government Code Section 262.024 (a)(7) for the purchase of an item available from only one source, for West Proflex online services from Thomson Reuters for Law Library in an amount not to exceed $96,369 for the term November 1, 2018 through October 31, 2019.
