Take all appropriate action on request to transfer the amount of $12,000 from Commissioners Court Projects into Non-Departmental, Fees to allocate funds for outside contractor to perform research necessary for completion of the Hazardous Mitigation Planning Grant for the 2016 floods due to the time restriction imposed by FEMA.

16. BEHAVIORAL HEALTH SERVICES:

Take all appropriate action on Resolution in Support of the Stepping Up initiative by the National Association of Counties to reduce the number of people with mental illness in county jails.

17. CONSTABLE, PCT. 1

A. Take all appropriate action on the Memorandum of Understanding between The City of Houston acting through the Houston Police Department for the Office of Fort Bend County Constable, Precinct 1 to participate in the Houston-Metro Internet Crimes Against Children Task Force program.

B. Take all appropriate action on the Memorandum of Understanding between The City of Houston Mayor's Office of Public Safety and Homeland Security for the Office of Fort Bend County Constable, Precinct 1 to participate in the Securing the Cities program.

19. CONSTABLE, PCT. 4:

Take all appropriate action on Interlocal Agreement for Additional Law Enforcement Services between Fort Bend County and Fort Bend County Municipal Utility District No. 134D effective through September 30, 2018.

20. COUNTY ATTORNEY:

A. Take all appropriate action on request for an additional position in the Office of County Attorney, Civil Attorney - Litigation, Grade 15 of the Professional/Management Group, effective March 13, 2018, and authorize funding from Non-Departmental Contingency.

B. Take all appropriate action on request to transfer $77,605 as detailed on County Attorney's form dated March 8, 2018 to allocate funds for additional Civil Attorney-Litigation position, Grade 15 of Professional/Management policy group, effective March 13, 2018.

21. ENGINEERING:

A. Take all appropriate action on requests to purchase the following parcels, plus necessary costs, and authorize County Judge to sign all necessary closing documents regarding these parcels on Old Needville Fairchilds Road, Mobility Bond Project No. 13109, Precinct 1: (Fund: 2013 Mobility Bonds)

B. Take all appropriate action on Standard Utility Agreement between Fort Bend County and Kinder Morgan in an amount not to exceed $138,339 for utility relocations regarding FM 762/FM 2759 (Crabb River Road), Mobility Bond Project No. x28, Precinct 1. (Fund: Right of Way)

C. Take all appropriate action on request to purchase a certain Easement in an amount not to exceed $2,625 from WSE Waterside, LLC regarding West Bellfort at Mason, and record same into Official Public Records, Precinct 4. (Fund: Road & Bridge)

D. Take all appropriate action on request for a variance to the Fort Bend County Regulations of Subdivisions for Riverway Estates Sec. 1 Partial Replat No. 4, specifically, (1) to the 25-foot building line as stated in Section 5.12.C.1 to allow a 20-foot front building line, and (2) the minimum lot size variance as stated in Section 5.14.E.4, on behalf of Aga and Rakshanda Rehman, Precinct 3.

E. Take all appropriate action on the plat for Riverway Estates Sec. 1 Partial Replat No. 4, Precinct 3.

22. HEALTH & HUMAN SERVICES:

Social Services: Take all appropriate action on application to the Coalition for the Homeless for participation in the National Emergency Food and Shelter Program (EFSP), Phase 35 in the amount of $258,482 for use from February 1, 2018 through January 31, 2019 to supplement the County's existing Public Assistance Program.

23. INDIGENT DEFENSE:

A. Take all appropriate action on request to create one part-time position in the Indigent Defense department effective March 13, 2018 through September 30, 2018 to provide staffing for weekends and holidays in compliance with the Fair Defense Act.

B. Take all appropriate action on request to transfer $5,563 from Non-Departmental Contingency into Indigent Defense salary line items, as detailed on Judge's form dated March 7, 2018, to allocate funds for part-time position through September 30, 2018.

24. PUBLIC TRANSPORTATION:

Take all appropriate action on Interlocal Agreement between Fort Bend County and Texana Center regarding the terms and conditions for use of five transportation vehicles awarded to the County by the Federal Transit Administration Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program.

25. PURCHASING:

A. Take all appropriate action on request to purchase two (2) Tahoe vehicles, replacements to fleet for the Juvenile Probation Department, from Caldwell Country Chevrolet, pursuant to Bid 18-022. (Fund: Juvenile Probation Department)

B. Take all appropriate action on request to purchase one (1) Tahoe vehicle, an addition to fleet for the Office of Constable Precinct 4, from Caldwell Country Chevrolet, pursuant to Bid 18-022. (Fund: Law Enforcement Agreement with Fort Bend County Municipal Utility District No. 134D)

C. Take all appropriate action on request to upgrade control panel at Juvenile Detention Department with purchase from Simplex Grinnell, Johnson Controls Business for an amount not to exceed $219,500 utilizing National Joint Powers Alliance Contract 031517. (Fund: Juvenile Detention Multi-Year Project)

D. Take all appropriate action on request to purchase commercial laundry dryers for the County Jail from Texas Laundry Service Co. in the amount of $65,935 utilizing BuyBoard Contract Number 518-16. (Fund: Sheriff's Office)

E. Take all appropriate action on Addendum to Business Agreement between Fort Bend County and National Signs, LLC for the purchase of an illuminated monument sign and logo cabinet at the Fairgrounds in the amount of $110,000 utilizing BuyBoard Contract Number 512-16. (Fund: Fairgrounds)

F. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by the Texas Local Government Code § 262.024 (a)(7) for the purchase of hazardous materials equipment available from only one source, Farrwest, in an amount not to exceed $109,700. (Fund: Office of Emergency Management, Urban Area Security Initiative Grant)

G. Take all appropriate action on Third Amendment to Agreement for Janitorial Services between Fort Bend County and High Quality Cleaning Services pursuant to RFP 16-034 for an additional monthly amount of $2,100 to include the Four Corners Community Center facility. H. Take all appropriate action on First Amendment to Master Services Agreement for Sheriff's Office Inmate Technology Systems between Fort Bend County and Securus Technologies to clarify payment terms to the County, pursuant to RFP 18-021.

I. Take all appropriate action on Bid 18-047, term contract for Mowing and Tree Trimming of Cinco Ranch Trail System.

J. Take all appropriate action on Bid 18-045, Disposal of Household Hazardous Waste from Recycle Center due to Hurricane Harvey.

26. RISK MANAGEMENT:

Take all appropriate action on Insurance policy renewals for Medical Professional Liability, Aviation, and Brit Global Package to include Cyber Security Endorsement effective on April 1, 2018 through April 1, 2019 and authorize County Judge to sign all documents.

27. SHERIFF'S OFFICE:

A. Take all appropriate action on Grant Agreement G18HN0010A for the County to receive funds from the Office of National Drug Control Policy in the amount of $398,393 for the High Intensity Drug Trafficking Areas Program, to be administered by the Sheriff's Office, with no cash match required by Fort Bend County for the period of January 1, 2018 through December 31, 2019, and authorize County Judge to sign all documents pertaining to acceptance of the grant award.

B. Take all appropriate action on continuation by Fort Bend County in the Texas Statewide Automated Victim Notification (VINE - Victim Information & Notification Everyday) Service (SAVNS), and approve Grant Contract No. 1876952 between the Office of the Attorney General and Fort Bend County effective September 1, 2017 through August 31, 2018, with no cash match required by Fort Bend County.

C. Take all appropriate action on request to apply for the State Criminal Alien Assistance Program (SCAAP) for FY 2017 and authorize County Auditor to submit application electronically.

D. Take all appropriate action on request to transfer the amount of $102,688 from Non-Departmental Contingency into Sheriff's Office, as detailed on Auditor's form dated March 7, 2018, to allocate funds for the addition of four vehicles from a law enforcement agreement, as approved by Commissioners Court on February 27, 2018.

28. Approve Bills.

29. Authorize County Auditor to pay and release time-sensitive disbursements on March 22, 2018, to be ratified by Commissioners Court on March 27, 2018.

30. WORKSHOP:

The Office of Emergency Management will present a summary of Hurricane Harvey impacts, along with a review of actions taken and underway during the subsequent six months.

31. Meet in Closed Session to deliberate the following matters as authorized by the Texas Government Code:

§ 551.071. Consultation With Attorney. Commissioners Court will meet in Closed Session to seek the advice of its attorney about pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551.
