15. FORT BEND GRAND PARKWAY TOLL ROAD AUTHORITY: The Board of Directors of the Fort Bend Grand Parkway Toll Road Authority reviewed this item at their regular meeting held on December 20, 2017, and makes the following recommendation to Commissioners Court:

Take all appropriate action to set the mileage reimbursement rate at 54.5 cents (same rate as the Internal Revenue Service), effective January 2, 2018.

A. Take all appropriate action on agreements between Fort Bend County and the following agencies all of which are part of the FY 2017 Consolidated Annual Action Plan approved by Commissioners Court on July 25, 2017 and funded by the Community Development Block Grant Program: Brazos Bend Guardianship Services in the amount of $30,000; Catholic Charities of the Archdiocese of Galveston-Houston in the amount of $35,903; Child Advocates of Fort Bend County in the amount of $37,954; Fort Bend Senior Citizens, Inc. in the amount of $40,000; Literacy Council of Fort Bend County in the amount of $39,690; The Arc of Fort Bend County in the amount of $34,000; and Fort Bend County Women’s Center, Inc. in the amount of $36,000.

B. Take all appropriate action on agreements between Fort Bend County and the following agencies both of which are part of the FY 2017 Consolidated Annual Action Plan approved by Commissioners Court on July 25, 2017, and funded by the Emergency Solutions Program: Fred & Mabel R. Parks Youth Ranch, Inc. in the amount of $60,108; and Fort Bend Women’s Center in the amount of $47,419.

Take all appropriate action on application to Texas Department of Transportation for grant funds in the amount of $11,981.40 with a cash match of $3,047.37 for the Selective Traffic Enforcement Program (STEP) effective through September 30, 2019. (Fund: Constable, Pct. 3)

B. Take all appropriate action on Interlocal Agreement between Fort Bend County and City of Missouri City in an amount not to exceed $500,000 regarding Glenn Lakes Boulevard, Mobility Bond No. 13414, Precinct 4. (Fund: 2013 Mobility Bonds)

Take appropriate action on request to increase the scope of the 2017 Fairgrounds Capital Improvement Project for completion of the Building C Concession Area.

A. Take all appropriate action on Amendment No. 6 to Transportation Services Agreement between Fort Bend County and First Transit, Inc., for public transportation bus service, pursuant to RFP 11-079. (Fund: Public Transportation Grant)

B. Take all appropriate action on Third Amendment to Official Payments Services Agreement between Fort Bend County and Official Payments Corporation for County-wide third party credit card services.

C. Take all appropriate action to consider granting an exemption to the competitive bid process, as authorized by Local Government Code §262.024(a)(7) for the purchase of an item available from only one source, for print titles and e-books for the Library System from Gale, a Cengage Learning Company, in an amount not to exceed $150,000 for FY2018. (Fund: Library)

D. Take all appropriate action on Change Order 13 to increase the contract between Fort Bend County and Webber, LLC by $450,000 for a total contract amount not to exceed $65,201,299.40 pursuant to Bid No. 16-035 regarding FM 1093/Westpark Extension, Precinct 3. (Fund: Toll Road Revenue Bonds, Series 2016)

E. Take all appropriate action on Amendment to Agreement for Professional Engineering Services between Fort Bend County and Aviles Engineering Corporation, in an additional amount of $20,226.09 for a total contract amount not to exceed $58,242.04 pursuant to SOQ 14-025, regarding professional construction material testing services for Owens Road, Mobility Bond Project No. 13403, Precinct 4. (Fund: 2013 Mobility Bonds)

24. Approve Bills.
