A. Take all appropriate action on Order Authorizing Issuance of Fort Bend County, Texas, Tax and Revenue Certificates of Obligation, Taxable Series 2017B (QECB); prescribing the terms and conditions thereof; providing for the payment thereof; making other provisions regarding such certificates and matters incident thereto; and authorizing execution and delivery of a paying agent/registrar agreement.

B. Take all appropriate action on Resolution Nominating Candidate(s) for a position on the Board of Directors of Fort Bend Central Appraisal District for a term of office through December 31, 2019.

C. Take all appropriate action for the use of eight hours of Administrative Paid Leave, to be awarded at the discretion of the Department Head or Elected Official, to recognize the contributions of exempt employees who worked in the Emergency Operations Center and elsewhere in the County in response to Tropical Storm (Hurricane) Harvey when offices were otherwise closed, yet received no additional compensation for the first 40 hours of the work week.

D. Take all appropriate action to authorize payment to non-exempt employees for compensatory time earned for working overtime during declared emergency conditions Tropical Storm (Hurricane) Harvey in accordance with Emergency Operations Personnel and Pay Procedures, Section 413.12 of the Fort Bend County Employee Information Manual: payout of non-exempt compensatory time earned for the time period of August 26, 2017 through September 17, 2017.

E. Take all appropriate action to waive any and all County-imposed fees for recycling and hazardous household waste disposal at the Fort Bend County Recycle Center for residents impacted by the Tropical Storm (Hurricane) Harvey flood event effective immediately through January 2, 2018.

F. Take all appropriate action to waive any and all County-imposed fees for required permits to repair commercial properties damaged during the Tropical Storm (Hurricane) Harvey severe weather event.

Take all appropriate action on the Agreement between Fort Bend County and First Baptist Church for the termination of Sanitary Sewer Easement recorded November 9, 2016, Instrument Number 2016125700 of the Official Public Records of Fort Bend County.

21. COMMISSIONER, PCT. 4:

Take all appropriate action on request by Jamil Baba to waive penalty and interest totaling $6,548.53 on property taxes for tax year 2016, Precinct 4.

22. COMMUNITY DEVELOPMENT:

Take all appropriate action of the following agreements between Fort Bend County and the U.S. Department of Housing and Urban Development for FY 2017 funding, all of which are part of the FY 2017 Consolidated Action Plan approved by Commissioners Court July 25, 2017 and authorize County Judge to sign all documents pertaining to the agreements: Community Development Block Grant in the amount of $2,393,772; HOME Investment Partnerships in the amount of $498,535; and Emergency Solutions Grant Program in the amount of $205,712.

23. ELECTIONS ADMINISTRATION:

Take all appropriate action on Joint Election Agreements between Fort Bend County and the following political subdivisions for the November 7, 2017 election: Fort Bend County Emergency Services District No. 7; City of Houston, Katy Independent School District, City of Kendleton, Lamar Consolidated Independent School District, Fort Bend County Municipal Management District No. 1, City of Missouri City, Fort Bend County Municipal Utility District No. 215, City of Stafford, City of Weston Lakes, Missouri City Management District No. 1.

24. ENGINEERING:

Take all appropriate action on Resolution and Order to Abandon and Close a Portion of Crossover Road, a .7370 acre tract, accepted by Fort Bend County on April 28, 1986, Pct. 3.

25. INFORMATION TECHNOLOGY:

Take all appropriate action on termination of ePayments Agreement between Fort Bend County and Tyler Technologies.

26. JUVENILE PROBATION & DETENTION:

Take all appropriate action on Interlocal Agreement for Truancy Prevention and Intervention Services between Fort Bend County, Fort Bend County Juvenile Board, and Fort Bend Independent School District to provide funding for the 2017-2018 academic year, pending approval by the Juvenile Board at their next meeting.

27. OFFICE OF EMERGENCY MANAGEMENT:

A. Take all appropriate action on Amendment to the Jetty Standard Agreement to allow the County to sub-license to jurisdictions within the region.

B. Take all appropriate action on update to the Fort Bend County Emergency Operations Plan, Annex O, Human Services.

28. PURCHASING:

A. Take all appropriate action on request to purchase infrastructure server appliance, software, service, and support from Dell in an amount not to exceed $170,175.61, utilizing the State of Texas Department of Information Resources Contract DIR-TSO-2643. (Fund: Information Technology Server Replacements)

B. Take all appropriate action on Fourth Addendum to Software Maintenance Agreement between Fort Bend County and Zoll Data Systems Inc., a sole source provider as authorized by Section 262.024 (a)(7) Texas Local Government Code, in an amount not to exceed $30,960 for RescueNet Billing Pro software and maintenance services for Fiscal Year 2018. (Fund: Information Technology)

C. Take all appropriate action on request to extend Bid 17-020, the term contract for the purchase of Medical Supplies from Bound Tree Medical and Life Assist Inc. only, through October 31 2017.

D. Take all appropriate action on Bid 18-016, term contract for purchase of Law Enforcement Uniforms, Duty Gear and Body Armor.

E. Take all appropriate action on the cancellation of contract with NCC Services pursuant to Bid 18-008, term contract for Mowing Services for County Right-of-Ways and Finish Cut Mowing Services of County Right-of-Ways, and award to second low bidder.

F. Take all appropriate action on Second Amendment to Agreement between Fort Bend County and Autoarch Architects, LLC pursuant to SOQ 16-045, to increase the architecture design services by $35,500 for a total contract amount not to exceed $181,500 regarding Missouri City Gymnasium.
