30. COUNTY JUDGE:

A. Take all appropriate action on an Order Appointing Justice of the Peace in Fort Bend County Justice Court Precinct 3 pursuant to Texas Local Government Code Section 87.041.

B. Take all appropriate action on Order Authorizing Issuance of Fort Bend County, Texas, Tax and Revenue Certificates of Obligation, Taxable Series 2017B (QECB); prescribing the terms and conditions thereof; providing for the payment thereof; making other provisions regarding such certificates and matters incident thereto; and authorizing execution and delivery of a paying agent/registrar agreement.

C. E. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by Local Government Code 262.024 (a)(4) for the purchase of professional services, for commitment hearings to state mental facilities for Fiscal Year 2018 from the following: Travis County for Austin State Hospital; Howard County for Big Spring Hospital; Cherokee County for Rusk State Hospital; Kerr County for Kerrville State Hospital; Wilbarger County for Vernon State Hospital; Bexar County for San Antonio State Hospital; and Kaufman County for Terrell State Hospital.

F. Take all appropriate action on the appointment of underwriters for the expected issuance by Fort Bend County, Texas of approximately $60,000,000 in Unlimited Tax Road Bonds in late 2017 or early 2018.

C. 35. ELECTIONS ADMINISTRATION:

A. Take all appropriate action on the approval of seventy-six sites as Countywide Polling Places for the November 7, 2017 Special and Joint Election, as submitted by the Elections Administrator.

B. Take all appropriate action on request to increase pay by $1.00 per hour for Fort Bend County Election Judges, Alternate Judges, Early Voting Clerks and Early Voting Ballot Board members effective October 1, 2017. (Fund: Election Services and Elections Contract)

36. ENGINEERING:

A. Take all appropriate action on request for variance to calculation method of Substantial Damage Estimates by use of Replacement Cost Value instead of the Fort Bend County Central Appraisal District Value as prescribed in the Fort Bend County Regulations for Floodplain Management, to be completed for residences damaged during Hurricane Harvey.

B. Take all appropriate action on Advance Funding Agreement between Texas Department of Transportation and Fort Bend County regarding the design and construction of Crossover Road, Mobility Bond Project No. 13307, Precinct 3.

C. Take all appropriate action on request for temporary road closure pursuant to Section 251.011 of the Texas Transportation Code, for closure of Sycamore Road during construction, from Eaglewood Trail Drive to Rabb Road in Precinct 1, (Mobility Bond Project No. 13113, closure from September 27, 2017 until February 15, 2018.

D. Take all appropriate action on Advance Funding Agreement between Texas Department of Transportation and Fort Bend County regarding the design and construction of Cane Island Parkway, Mobility Bond Project No. 13306, Precinct 3.

E. Take all appropriate action on request for temporary road closure pursuant to Section 251.011 of the Texas Transportation Code, for closure of Sugarland - Howell Road during construction from Old Richmond Road to Bissonnet, in Precincts 2 and 3, Mobility Bond Project No. 13211, closure from October 9, 2017 until October 10, 2018.

F. Take all appropriate action on request for variance to the major thoroughfare centerline radius requirement as stated in Section 5.12 B of the Fort Bend County Regulations of Subdivisions for Walnut Creek Benton Road Street Dedication No. 2, on behalf of Friendswood Development Company, Precinct 1.

G. Take all appropriate action on the plat for Walnut Creek Benton Road Street Dedication No. 2, Precinct 1.

H. Take all appropriate action on acceptance of a 0.2046 acre tract of real property by Special Warranty Deed from Fort Bend County Municipal Utility District No. 143 regarding Regency Creek Drive, and record same in Official Public Records, Precinct 3.

I. Take all appropriate action on request to purchase Parcel 10 of FM 762 (Crabb River Road) in the amount of $205,425.45 plus necessary costs and authorize County Judge to sign all necessary closing documents, Mobility Bond Project No. x28, Precinct 1. (Fund: Right of Way)

J. Take all appropriate action on Interlocal Agreement for City-Managed Mobility Project between Fort Bend County and City of Rosenberg in an amount not to exceed $6,768,392 regarding Bryan Road and Spacek Road, Mobility Bond Nos. 715, 13104 and 716, Precinct 1. (Fund: 2007 and 2013 Mobility Bonds)

37. FACILITIES MANAGEMENT & PLANNING:

Take all appropriate action on the Facilities Use Agreement between a member of the Texas House of Representatives and Fort Bend County, for the use of 100 sq. ft. of office space located at the Sienna Annex; 5855 Sienna Springs Way in Missouri City, Texas, for six months.

38. FIRE MARSHAL:

Take all appropriate action on the Fort Bend County Hazardous Material Response Program, coordinated by the Fort Bend County Fire Marshal’s Office and local fire departments to provide standard operating procedures for response levels to hazardous materials incidents within Fort Bend County, and areas within the Houston Galveston Area Council (H-GAC) region upon request.

39. HEALTH & HUMAN SERVICES:

A. Animal Services: Take all appropriate action on request to ratify the Grant Application submitted to Petco Foundation to receive targeted grant funds in an amount determined by the Foundation for Hurricane Harvey Follow-Up Investments for FY 2017, with no cash match required by Fort Bend County.

B. Social Services: Take all appropriate action on Agency Participation Agreements for The Fort Bend County Collaborative Information System.

C. Social Services: Take all appropriate action on request to authorize funding in the amount of $1,211.40 for Katy Christian Ministries to continue participation in the Fort Bend County Collaborative Information System. (Fund: Social Services)

40. PARKS & RECREATION:

Take all appropriate action on Revocable License Agreement between Fort Bend County and Crush FC, Inc. for use of soccer fields at Freedom Park.

41. PUBLIC TRANSPORTATION:

A. Take all appropriate action on request to ratify electronic submission of application to Federal Transit Administration and acceptance of the award for Fiscal Year 2015-2016 Section 5310 Federal Assistance totaling $1,328,626 with $48,750 in local match to be provided by Texana Center and $210,475 in transportation development credits for the remaining local match. (Fund: Public Transportation, Grants)

B. Take all appropriate action on Amendment No. 2 to Work Authorization No. 3 pursuant to the Agreement between Fort Bend County and Texas A & M Transportation Institute to extend the period of performance to March 31, 2018.

42. PURCHASING:

A. Take all appropriate action on request to donate one (1) surplus property vehicle, three (3) pallets of chairs, and one (1) pallet of tables to the Fairchild Volunteer Fire Department, as requested in their letter and permitted by Texas Local Government Code Section §352.002(b).

B. Take all appropriate action on Agreement for Professional Construction Management Services between Fort Bend County and Huitt-Zollars, Inc. for the Fort Bend County Transit Center pursuant to SOQ 17-042, in an amount not to exceed $956,116. (Fund: Public Transportation)

C. Take all appropriate action on First Amendment to Agreement for Third Party Claims Administration Services between Fort Bend County and Boon Chapman Benefit Administrators, Inc., in an additional amount of $665,000 for a total amount not to exceed $1,500,000, pursuant to RFP 16-086. (Fund: Risk Management)

D. Take all appropriate action on Second Amendment to Agreement for Third Party Claims Administration Services pursuant to RFP 16-086 to add Pharmaceutical Benefit Management Services to the existing agreement between Fort Bend County and Boon Chapman Benefit Administrators, Inc. (Fund: Risk Management)

E. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by Local Government Code Section 262.024(a)(7) for the purchase of an item from only one source, for traffic light and school zone light repair parts, from Trafficware Engineered by Naztec for various departments for Fiscal Year 2018.

F. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by Local Government Code Section 262.024(a)(7) for the purchase of Caterpillar repair parts from only one source, Mustang Machinery Company, Ltd., for various departments for Fiscal Year 2018.

G. Take all appropriate action on RFP 17-092, term contract for Sheriff's Office Inmate Technology Systems.

H. Take all appropriate action on Addendum to Frontier Communications Business Agreement between Fort Bend County and Frontier Communications of Texas in an amount not to exceed $50,000 for the renewal of business phone line service for Fiscal Year 2018. (Fund: Information Technology)

I. Take all appropriate action on Agreement for Design/Build Pavilion at Jones Creek Ranch Park between Fort Bend County and Apex Consulting Group, Inc., pursuant to SOQ 17-088, in an amount not to exceed $64,000. (Fund: Capital Improvement Project)

J. Take all appropriate action on Addendum 1 between Fort Bend County and Vision Internet Providers in the amount of $1,263.01 for additional services regarding the upgrade of existing website and intranet, for a total contract amount not to exceed $131,131.01 for three (3) years. K. Take all appropriate action on Bid 18-007, term contract for purchase of Extended Drain Performance Multi-Grade Engine Oil.

L. Take all appropriate action on Addendum to Phonoscope/PS Lightwave Networking Agreements between Fort Bend County and PS Lightwave, Inc. pursuant to RFP 10-086 for additional circuit installation, renewal and upgrade of services for a total contract amount not to exceed $397,560 for Fiscal Year 2018. M. Take all appropriate action on Amendment to Agreement for Construction of Four Corners Community Center between Fort Bend County and Bass Construction Company, Inc., for additional services in the amount of $59,593 for a total amount not to exceed $3,050,893 pursuant to RFP 16-107. (Fund: Fort Bend County Assistance District No. 6)

N. Take all appropriate action on Second Amendment for Professional Services between Fort Bend County and Ninyo & Moore, Inc.to extend the term for an additional two year period regarding site development for the bus maintenance facility, pursuant to SOQ 14-027. (Fund: Public Transportation Grant)

O. Take all appropriate action on Addendum to Agreement between Fort Bend County and Homeland Preparedness Project for public health volunteer recruiting, pursuant to SOQ 07-038 for a total contract amount not to exceed $72,000 for a term ending June 30, 2018. T. 43. RISK MANAGEMENT:

Take all appropriate action on Employee and Retiree rates for the Fort Bend County Employee Benefit Medical and Dental plans effective January 1, 2018, as presented by Risk Manager.

44. SHERIFF'S OFFICE:

A. Take all appropriate action on request to transfer the amount of $360,000 from Non-Departmental Contingency into Sheriff's Office, Detention, to allocate funds required for inmate medical services through September 30, 2017.

B. Take all appropriate action on Third Amendment to Professional Services Agreement for Intelligence Analysts between Fort Bend County and Meador Staffing Services, Inc. effective through September 30, 2018. (Fund: Sheriff's Office, High Intensity Drug Trafficking Area Grant)
