A. Take all appropriate action regarding second extension of the Local State of Disaster Declaration in Fort Bend County as ordered by County Judge on August 24, 2017, due to impact of Tropical Storm (Hurricane) Harvey, effective through October 10, 2017.

B. Take all appropriate action on Resolution to the Fort Bend County Central Appraisal District to authorize reappraisal of all property damaged in the recent flooding events related to Tropical Storm (Hurricane) Harvey as allowed under Section 23.02 of the Texas Tax Code.

C. Take all appropriate action to waive any and all County-imposed fees for required permits to repair residential properties damaged during the Tropical Storm (Hurricane) Harvey flood event.

D. Take all appropriate action to allow exempt and non-exempt employees the opportunity to utilize accrued sick time if vacation leave and compensatory time balances are exhausted for repair of their personal flood damaged home validated by FEMA registration, subject to approval of an employee’s supervisor, department head or elected official in accordance with Sick Leave Policy, Section 709.02 of the Fort Bend County Employee Information Manual.

E. Take all appropriate action to authorize payment to non-exempt employees for deferred time earned during declared emergency conditions Tropical Storm (Hurricane) Harvey in accordance with Emergency Operations Personnel and Pay Procedures, Section 413.09 of the Fort Bend County Employee Information Manual: payment to non-exempt employees at their regular hourly rate for all emergency deferred time accrued.

F. Take all appropriate action to authorize payment to exempt employees for time worked during declared emergency conditions Tropical Storm (Hurricane) Harvey in accordance with Emergency Operations Personnel and Pay Procedures, Section 413.10 of the Fort Bend County Employee Information Manual; payment to exempt employees at their regular hourly rate for all hour-for-hour compensatory time accrued.

G. Take all appropriate action on possible adjustment of the 2017 Tax Rate for Fort Bend County as proposed on August 22, 2017: Proposed General Fund Tax Rate $0.36400 Proposed Road & Bridge Fund Tax Rate $0.02300 Proposed Interest & Sinking Fund Tax Rate $0.06600 Total Proposed Tax Rate $0.45300

H. Take all appropriate action to authorize the County Judge to request a suspension of the deadline for posting the proposed property tax rate notice and all other deadlines relating to a budget or ad valorem tax imposed by Texas Local Government Code Section 140.010, as authorized under Texas Government Code Section 418.016 for suspensions reasonably necessary to cope with a disaster.

Fort Bend Drainage District

A. Take all appropriate action on request to transfer the amount of $500,000 from Non-Departmental Contingency into account as detailed on Auditor's form dated September 6, 2017, to allocate funds for Tropical Storm (Hurricane) Harvey expenditures that will not be covered by FEMA, or to be used as County match for FEMA reimbursement projects.

B. Take all appropriate action on acceptance of increase in FY 2017 Formula Grant award from the Texas Indigent Defense Commission in the amount of $152,653.

A. Take all appropriate action on request for temporary road closure of A. Myers Road during construction, from Benton Road to Berdett Road, pursuant to Section 251.011 of the Texas Transportation Code, closure from September 12, 2017 until October 9, 2017, Precinct 1.

B. Take all appropriate action on Standard Utility Agreement between Fort Bend County and MCI Communication Services, Inc. in an amount not to exceed $138,693.20 for utility relocations regarding FM 1093/Westpark Extension, Precinct 3. (Fund: Toll Road Revenue Bonds, Series 2016)

C. Take all appropriate action on Interlocal Agreement between the Fort Bend County and Chelford City Municipal Utility District regarding floodplain management services, Precinct 2.

D. Take all appropriate action on request to purchase Parcel 4 of FM 2759 (Crabb River Road) in the amount of $2,664.95 plus necessary costs and authorize County Judge to sign all necessary closing documents, Mobility Bond Project No. X28, Precinct 1. (Fund: Right of Way)

E. Take all appropriate action on request for variances to the Fort Bend County Regulations of Subdivisions for Sienna Village of Anderson Springs, Section 27A, specifically: (1) the 25-foot building line to allow a front 10-foot front building line requirement for patio homes as stated in Section 5.12.C.1; (2) the minimum lot size requirement as stated in Section 5.14.E.4; (3) the stub street requirement to not provide a temporary cul-de-sac as stated in Section 5.6.B.1; and (4) the direct driveway access to a public street or permanent access easement to allow a 20 private alley access located at the rear of the lots, as stated in Section 5.14.A.1.c; on behalf of Sienna/Johnson North, L.P., Precinct 2.

F. Take all appropriate action on plat for the roads within Sienna Village of Anderson Springs, Section 27A, Precinct 2.

Clinical Health Services: Take all appropriate action on request to ratify application to the Texas Department of State Health Services for grant funds in the amount of $288,722 for HIV Prevention activities, with no cash match required by Fort Bend County for the period of January 1 through December 31, 2018.

Take all appropriate action on Second Renewal to Revocable License Agreement between Fort Bend County and Fraternity of One, Inc. for use of baseball fields at Freedom Park.

30. SHERIFF'S OFFICE:

A. Take all appropriate action on Modification Number 2 to Award Number G17HN0010A to receive additional funds in the amount of $49,640 from the Executive Office of the President for High Intensity Drug Trafficking Area (HIDTA) program, for a total award of $1,088,459 with no cash match from Fort Bend County for use through December 31, 2018.

B. Take all appropriate action on Modification Number 7 to Award Number G16HN0010A to receive additional funds in the amount of $6,220 from the Executive Office of the President for High Intensity Drug Trafficking Area (HIDTA) program, for a total award of $1,115,258.24 with no cash match from Fort Bend County for use through December 31, 2017.

C. Take all appropriate action on Organized Crime Drug Enforcement Task Force Agreement to accept additional grant funds in the amount of $64,000 for the strike force/strategic initiative programs administered by the Sheriff's Office, with no cash match required by Fort Bend County for the period of August 25, 2017 through September 30, 2017.
