B. Take all appropriate action on the Texas Department of Transportation Named Marker or Memorial Marker Highway Sign Agreement for designation of State Highway 99 at no cost to the County, with funds collected from private sources.

Take all appropriate action on Right of Entry Agreement to enter County-owned property by contractors working on behalf of Fort Bend County Fresh Water Supply District No. 1 to perform a subsurface utility locate of an existing steel gas line for determining the future Water Plant No. 2 site, Precinct 1.

26. COMMISSIONER, PCT. 3:

A. Take all appropriate action on request by Pamela Parker to waive penalty and interest totaling $288.12 on property taxes for tax year 2016, Precinct 3.

B. Take all appropriate action on request to transfer the amount of $101,200 from Fuel into project account to allocate funds for the installation of radar signs throughout the Precinct 3 area.

33. FACILITIES MANAGEMENT & PLANNING:

Take all appropriate action on request to transfer the amount of $50,000 from Non-Departmental Contingency into project account detailed on Auditor's form dated June 22, 2017 to allocate funds for furniture and equipment for the District Clerk, District Attorney and Bailiffs regarding the 458th District Court.

34. FIRE MARSHAL:

A. Take all appropriate action on the Fort Bend County Junkyard and Automotive Wrecking and Salvage Yard Ordinance.

B. Take all appropriate action on update to the Fort Bend County Fire Code fee schedule, pursuant to the newly adopted Texas House Bill 3907 and Local Government Code Section 233.061.

35. FORT BEND GRAND PARKWAY TOLL ROAD AUTHORITY: The Board of Directors of the Fort Bend Grand Parkway Toll Road Authority reviewed these items at their regular meeting held on June 21, 2017, and makes the following recommendations to Commissioners Court:

A. Take all appropriate action on Order Authorizing Fort Bend Grand Parkway Toll Road Authority to enter into agreement regarding Interoperability of Toll Systems and Transponders Connecting the Central States HUB approved June 14, 2016 to the Southeast HUB Operated by the Florida Turnpike Enterprise.

B. Take all appropriate action on the request by Fort Bend Grand Parkway Toll Road Authority to move forward with the project to repair the Jodie Stavinoha Bridge on the Grand Parkway Toll Road.

36. HEALTH & HUMAN SERVICES:

Take all appropriate action on request to transfer the amount of $2,000 from Non-Departmental Contingency into Supplies and Maintenance to provide meals to volunteers during the tuberculous activation.

37. PARKS & RECREATION:

Take all appropriate action on termination of Special Event Agreement for use of Fort Bend County Fairgrounds.

38. PUBLIC TRANSPORTATION:

A. Take all appropriate action on Project Grant Agreement between Texas Department of Transportation and Fort Bend County, Project # RPT 1702 (11) 032 17, for Fiscal Year 2017 Section 5311 Federal funds in the amount of $253,508 for rural transportation, with local match provided by FY17 5311 State Project Grant Agreement RUR 1702 (11).

B. Take all appropriate action on Amendment No. 1 to Work Authorization No. 3 pursuant to the Agreement between Fort Bend County and Texas A & M Transportation Institute to extend the period of performance to September 30, 2017.

C. Take all appropriate action on Modification No. 6 to the Interagency Agreement between Fort Bend County and the Metropolitan Transit Authority (METRO) for Job Access/Reverse Commute and New Freedom Project, accepting an additional award of $152,927 in federal funds, with $152,927 in local match. (Fund: Public Transportation, Grant Allocation)

D. Take all appropriate action on Amendment No. 1 to Public Transportation Project No. RPT 1603 (11) 013 between Fort Bend County and Texas Department of Transportation, to add FY 2016 Vehicle Revenue Miles and Census Impact award funds for rural transportation services, with local match provided by FY17 5311 Project Grant Agreement RUR 1702 (11).

E. Take all appropriate action on application to Texas Department of Transportation for Fiscal Year 2018 Section 5311 Rural State funds in the amount of $233,573 to assist with transportation programs. (Fund: Public Transportation, Grants)

39. PURCHASING:

A. Take all appropriate action on Work Authorization No.3 in the amount of $29,946 pursuant to RFP 15-072 and the Agreement between Fort Bend County and WSP USA Inc., formerly dba as Parsons Brinckerhoff for development of service plan alternatives for Public Transportation. (Fund: Public Transportation, Grants)

B. Take all appropriate action on request for purchase and installation of upgraded firewall threat defense security appliance equipment, licenses, maintenance and professional service from NWN Corporation in an amount not to exceed $196,788.15 utilizing the State of Texas Department of Information Resources Contract DIR-TSO-2542. (Fund: Information Technology Capital Improvement Project)

C. Take all appropriate action on request to amend Bid 17-007, term contract for Armored Car Services from Dunbar Armored Inc. for the addition of County Clerk and Tax Office locations in the Sienna Annex for an additional amount of $549.91 per month increasing the total monthly expense to $12,826.86. (Fund: Non-Departmental, Fees)

D. Take all appropriate action on First Amendment to Agreement for Bulk Fuel between Fort Bend County and Susser Petroleum Operating Company pursuant to RFP 17-001, with no monetary change.

E. Take all appropriate action on RFP 17-080 for Roof Replacement Projects.

F. Take all appropriate action on SOQ 17-072 Facilities Needs Assessment of Emergency Operation Center and Office of Emergency Management.

G. Take all appropriate action on RFP 17-065 Term Contract for Inmate Medical Services.

H. Take all appropriate action on SOQ 17-079 Design/Build Animal Services Expansion II.

I. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by Local Government Code Section § 262.024(a)(7) for the purchase of an item available from only one source, from National CineMedia, LLC, for in-theater advertising services and approve Addendum to NCM Regional Insertion Order Agreement, in an amount not to exceed $87,250. (Fund: Health and Human Services Grant)

J. Take all appropriate action on request to donate two (2) surplus property vehicles to the Pecan Grove Volunteer Fire Department, as requested in their letter and permitted by Texas Local Government Code Section §352.002(b).

K. Take all appropriate action on request to donate twenty-five (25) surplus property cattle panels to Needville Youth Fair, as requested in their letter and permitted by Texas Local Government Code Section §263.152(a)(4)(B).

L. Take all appropriate action on request to donate one (1) surplus property vehicle to the Beasley Volunteer Fire Department, as requested in their letter and permitted by Texas Local Government Code Section §352.002(b).

M. Take all appropriate action on Bid 17-077 for the construction of Ladonia Street, from Compton Street to Brisco Canal, Mobility Bond Project 13107.

N. Take all appropriate action on Bid 17-078 for the construction of Willie Melton Road west of FM 2919, Mobility Bond Project 13115.

O. Take all appropriate action on request to purchase one (1) CAT wheel loader from Mustang CAT, in an amount not to exceed $91,000 utilizing Buy Board Contract #424-13 for the Fairgrounds. (Fund: Fairgrounds)

P. Take all appropriate action on Addendum No. 5 to Agreement for Tiburon Software Upgrade and License Subscription between Fort Bend County and Tiburon, Inc. in an amount not to exceed $63,940 for conversion modifications. (Fund: Sheriff's Office, National Incident Based Reporting System Grant)

Q. Take all appropriate action on Amendment to Agreement between Fort Bend County and Isani Consultants, L.P. pursuant to SOQ-14-025, to increase the scope of services by $49,810 for a total contract amount not to exceed $615,251 regarding Williams Way Boulevard, Mobility Bond Project No. 13114, Precinct 1. (Fund: 2013 Mobility Bonds)

R. Take all appropriate action on Agreement for Professional Engineering Services between Atkins North America, Inc., and Fort Bend County in an amount not to exceed $115,631.25 pursuant to SOQ 07-080 regarding professional engineering services for FM 762/FM 2759 (Crabb River Road), Mobility Bond Project No. X28, Precinct 1. (Fund: 2007 Mobility Bonds)

S. Take all appropriate action on Agreement for Engineering Services between Fort Bend County and Ninyo & Moore Geotechnical and Environmental Sciences Consultants, pursuant to SOQ 14-025, for an amount not to exceed $118,900 regarding construction material testing for Cane Island, Mobility Bond Project No. 13306, Precinct 3. (Fund: 2013 Mobility Bonds)

41. Ratify the release of time-sensitive disbursements by Auditor on June 22, 2017.

42. Authorize Auditor to pay and release time-sensitive disbursements on July 6, 2017, to be ratified by Commissioners Court on July 11, 2017.

44. Meet in Closed Session to deliberate the following matters as authorized by the Texas Government Code:

A. § 551.071. Consultation with Attorney. Commissioners Court will meet in Closed Session to seek the advice of its attorney about pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551.
