FORT BEND COUNTY TOLL ROAD AUTHORITY AND FORT BEND GRAND PARKWAY TOLL ROAD AUTHORITY: The Board of Directors of both the County Toll Road Authority and Fort Bend Grand Parkway Toll Road Authority reviewed these items at their regular meetings held on May 17, 2017, and makes the following recommendations to Commissioners Court:

B. Take all appropriate action on Order Establishing and Organizing Fort Bend County Assistance District No. 7.

18. COMMISSIONER, PCT. 1:

Take all appropriate action on request by Perry Pise to waive penalty and interest totaling $58.72 on property taxes for tax year 2016, Precinct 1.

19. COMMISSIONER, PCT. 3:

Take all appropriate action on request by Joseph E. Churchman to waive penalty and interest totaling $524.41 on property taxes for tax year 2016, Precinct 3.

Take all appropriate action on application to Texas School Safety Center to receive grant funds for assistance in the enforcement of health and safety laws regarding the sale of tobacco to minors for FY 2018, September 1, 2017 through August 31, 2018.

21. ELECTIONS ADMINISTRATION:

Take all appropriate action on the creation of new voting precincts numbered 1154, 1153, 2157, 3156, 3159, 3160, 4155, and 4158, and to adjust the boundary line between precincts 3005 and 3057 in order to bring the number of registered voters below the statutory maximum of 5,000 per precinct, pursuant to Texas Election Code Chapter 42, and to adjust the northernmost boundary line between precincts 3006 and 3148 so that it does not divide a neighborhood.

22. ENGINEERING:

A. Take all appropriate action on request to execute proposed Department of the Army Permit Application - SWG-2015-00247 regarding FM 1093/Westpark, for submission to the Galveston District Corps of Engineers.

B. Take all appropriate action on request for temporary road closure, pursuant to Section 251.011 of the Texas Transportation Code, for Crossover Road to be closed during construction, from Katy Flewellen Road to 1,600 feet west of Katy Flewellen Road; closure to begin May 24, 2017 until Spring Green Boulevard is complete, Mobility Bond Project No.13318, Precinct 3.

C. Take all appropriate action on Agreement between Fort Bend County and Falcon Point Homeowners Association, Inc. regarding installation and maintenance of Solar Powered Speed Awareness Signs, Precinct 3.

D. Take all appropriate action on Development Agreement between Fort Bend County and NASH Cinco NW LLC., for developer's contribution to the County of land and funds, regarding Spring Green Boulevard, Mobility Bond Project No. 13318, Precinct 3.

E. Take all appropriate action on request for variances (1) to the standard 10-foot minimum set back between dwelling units as stated in Section 5.12.C.5, to remove side building lines between connected units for duplex homes, and (2) the minimum lot size variance as stated in Section 5.14.E.4, of the Fort Bend County Regulations of Subdivisions, Veranda Section Six on behalf of HW 589 Holdings LLC, Precinct 1.

F. Take all appropriate action on plat for the roads within Veranda Section Six, Precinct 1.

G. Take all appropriate action on plat for the lots within Veranda Section Six, Precinct 1.

H. Take all appropriate action on request for variance to the minimum lot size requirement as stated in Section 5.14.E.1 of the Fort Bend County Regulations of Subdivisions for Winfield Lakes North, Section 3, on behalf of Woodmere Development Co., Ltd., Pct. 2.

I. Take all appropriate action on plat for the roads within Winfield Lakes North, Section 3, Precinct 2.

23. FACILITIES MANAGEMENT & PLANNING:

Take all appropriate action on request to transfer the amount of $7,392 as detailed on Director's form dated May 12, 2017, to allocate funds for the lease of a kitchen while the Jail kitchen floor is replaced.

24. FIRE MARSHAL:

Take all appropriate action on Order Adopting Visual Aesthetic Standards For Screening Junkyards and Automotive Wrecking and Salvage Yards In The Unincorporated Area Of Fort Bend County.

25. HEALTH & HUMAN SERVICES:

A. Clinical Health Services: Take all appropriate action on request to ratify application to Texas Department of State Health Services for FY 2018 Federal Grant funds in the amount of $99,186 with a County contribution equal to $19,387 for Tuberculosis Control and Prevention activities for the period of January 1 through December 31, 2018.

B. Emergency Medical Service: Take all appropriate action on Interlocal Agreement between Fort Bend County and City of Beasley to lease land for Emergency Medical Service Medic Unit 14 to serve the Hwy 59 - Interstate 69 corridor from Spur 529 in Rosenberg to the City of Kendleton including areas north to the City of Orchard and south to the City of Needville.

C. Social Services: Take all appropriate action on Service Provider Agreement between BakerRipley and Fort Bend County for the purpose of providing case management services utilizing Unmet Needs funds to address the needs of eligible individuals and families directly impacted by the April and/or May 2016 floods.

26. HUMAN RESOURCES:

A. Take all appropriate action on request to reclassify vacant position number 5031-0053, in the Information Technology Department from Technical Support Specialist, Grade 11 of the Professional Management Policy Group, to Server Administrator, Grade 12 of the Professional Management Policy Group, effective May 23, 2017.

B. Take all appropriate action on request to reclassify Position No. 5502-0039 in the Office of Constable, Precinct 2, from Deputy Constable, Grade 9 of the Law Enforcement Policy Group to Sergeant - Constables, Grade 12 of the Law Enforcement Policy Group, effective May 23, 2017, funded by the Agreement for Additional Law Enforcement Services with Fort Bend County Municipal Utility Districts No. 23 and 24 in the Teal Run area.

C. Take all appropriate action on request to reclassify one Deputy Constable position (position number to be determined), in the Office of Constable Precinct 3, from Grade 9 of the Law Enforcement Policy Group to Sergeant - Constables, Grade 12 of the Law Enforcement Policy Group, effective May 23, 2017, funded by the Agreement for Additional Law Enforcement Services with Cinco Residential Property Association.

27. LIBRARY:

Take all appropriate action on the 2017 Interlibrary Lending Reimbursement Program Grant Agreement for Fort Bend County libraries to receive reimbursement funds for lending library materials to all Texas public, academic and special libraries.

28. PARKS DEPARTMENT:

Take all appropriate action on request to modify the scope of work for Parks Restroom Replacement Capital Improvement Project, to authorize expenditure of $125,000 for the construction of a Pavilion at Kitty Hollow Park, with no increase to the total amount approved in the FY 2017 budget.

29. PURCHASING:

A. Take all appropriate action on RFP 17-067 for Construction of the Mission Bend Branch Library.

B. Take all appropriate action on Agreement for HVAC Projects between Fort Bend County and Fort Bend Mechanical & Construction, LLC, in an amount not to exceed $116,803, pursuant to RFP 17-056. (Fund: Capital Improvement Project)

C. Take all appropriate action on Second Amendment to Agreement between Fort Bend County and Frost Construction Company, Inc. pursuant to RFP 17-035, to decrease the amount by $5,715.96 for a total contract amount not to exceed $360,234.04 regarding interior renovations to the existing Sienna Annex Building. (Fund: Capital Improvement Project)

D. Take all appropriate action on request for five percent increase from Reladyne pursuant to Bid 17-014, term contract for Oil and Lubricants.

E. Take all appropriate action on Agreement for Installation of Sound System between Fort Bend County and Ford Audio-Video Systems, LLC, pursuant to RFP 17-053 in an amount not to exceed $113,539.35 for the Fairgrounds Arena. (Fund: 2015 Facilities Bond, Proposition 1)

F. Take all appropriate action on Fourth Addendum to Software License and Service Agreement between Fort Bend County and Guardian RFID, pursuant to RFP 15-035 regarding paperless round sheet software. (Fund: Sheriff's Office, Commissary and Detention)

G. Take all appropriate action on request to purchase E-ticket writers and accessories from Tyler Technologies for the Office of Constable Precinct 3 for an amount not to exceed $69,335 utilizing National Joint Powers Alliance Contract Number 110515. (Fund: Justice of the Peace Technology Account)

H. Take all appropriate action on Second Amendment to Agreement between Fort Bend County and AIA Engineers, Ltd. for an additional amount of $800; total contract amount not to exceed $48,503.47 pursuant to SOQ 14-025 for professional services regarding traffic signal design for West Bellfort at Burney Road, Precinct 4. (Fund: Road & Bridge)

I. Take all appropriate action on Agreement for Professional Engineering Services between Fort Bend County and Pierce Goodwin Alexander & Linville, Inc. in an amount not to exceed $1,885,850.29 pursuant to SOQ 14-025 for professional engineering services regarding reconstruction of US 90A at SH99, Mobility Bond Project 13409, Precinct 4. (Fund: 2013 Mobility Bonds)

J. Take all appropriate action on Change Order No. 3 to the Agreement between Fort Bend County and Allgood Construction Co., Inc. to increase the amount by $32,145.18 pursuant to Bid No.16-089 for a total contract amount not to exceed $1,340,739.24 regarding Katy-Gaston, Mobility Bond Project No. 733a, Precinct 3. (Fund: 2007 Mobility Bonds)

K. Take all appropriate action on Agreement for Engineering Services between Fort Bend County and A&R Engineering and Testing Inc. pursuant to SOQ 14-025 in an amount not to exceed $28,500 regarding construction materials testing for Chimney Rock Road, Mobility Bond Project No. x20, Precinct 2. (Fund: 2007 Mobility Bonds)

30. SHERIFF'S OFFICE:

A. Take all appropriate action on request to retain vehicle Unit #M040, a 2008 Ford Fusion, as an addition to fleet for use by Support Services of the Sheriff's Office.

B. Take all appropriate action on request to transfer the amount of $292,000 as detailed on Sheriff's form dated May 15, 2017, to allocate funds from Non-Departmental Contingency and Sheriff's Detention Salaries into overtime expenses required for the Detention Bureau through September 30, 2017.

31. Approve Bills.

32. Ratify the release of time-sensitive disbursements by County Auditor on May 18, 2017.

33. Authorize County Auditor to pay and release time-sensitive disbursements on June 1, 2017, to be ratified by Commissioners Court on June 6, 2017.

34. Meet in Closed Session to deliberate the following matters as authorized by the Texas Government Code:

A. § 551.071. Consultation With Attorney. Commissioners Court will meet in Closed Session to seek the advice of its attorney about pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551.

B. § 551.074. Personnel Matters. Commissioners Court will meet in Closed Session to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; or to hear a complaint or charge against an officer or employee.
