13. FORT BEND GRAND PARKWAY TOLL ROAD AUTHORITY: The Board of Directors of Fort Bend Grand Parkway Toll Road Authority reviewed this item at their regular meeting held on November 16, 2016, and makes the following recommendation to Commissioners Court:

Take all appropriate action on the appointment of members to the Fort Bend County Historical Commission as proposed, pursuant to Texas Local Government Code Sections 318.002-003 for a term of office from January 1, 2017 through December 31, 2018.

21. COMMISSIONER PCT. 1:

Take all appropriate action on Order setting terms of office for members of the Board of Commissioners for Emergency Services District No. 7: Fred Henderson, Gloriela Pomare, and Barbara Hamilton to serve a two year term effective January 1, 2017 through December 31, 2018; and Larry Grant to serve a one year term, effective January 1, 2017 through December 31, 2017.

22. COMMISSIONER, PCT. 4:

Take all appropriate action on request by Jimmie Pierce III to waive penalty, interest and collection fees totaling $1,392.27 on property taxes for Tax Year 2015, Precinct 4.

23. AUDITOR:

Take all appropriate action on request to authorize County Auditor to establish an escrow account with York Risk Services Group in the amount of $120,000 to fund workers compensation and property casualty claims.

24. COMMUNITY DEVELOPMENT: Take all appropriate action on agreements between Fort Bend County and the following entities, all of which are part of Consolidated Annual Action Plans previously approved by Commissioners Court, and funded by the Community Development Grant:

A. City of Beasley in the amount of $100,000 for improvements to the sanitary sewer system;

B. City of Rosenberg in the amount of $330,285 for water line improvements; and

C. Fort Bend County Municipal Utility District No. 19 in the amount of $105,600 for water system improvements.

25. ENGINEERING:

A. Take all appropriate action on License Agreement between Fort Bend County and James and Julia Nabors in the amount of $600 regarding the County's groundwater monitor well on property located at 600 Wilburn Street in Rosenberg, Texas. (Fund: Landfill)

B. Take all appropriate action on License Agreement between Fort Bend County and Vickie Hanan in the amount of $500 regarding the County's groundwater monitor well on Lot No. 43 in Rosenberg Farms Subdivision. (Fund: Landfill)

C. Take all appropriate action on Amendment to Standard Utility Agreement between Fort Bend County and Transcontinental Gas Pipeline Co., LLC in the amount of $16,377.52, for a total contract amount not to exceed $228,344.79 regarding pipe replacement under FM 1093/Westpark Extension, Precinct 3. (Fund: Toll Road Revenue Bonds, Series 2016)

D. Take all appropriate action on acceptance of a certain .0057 acre tract of land conveyed by Public Road Right-of-Way Dedication by Roy Aycock to Fort Bend County, regarding First Street, Parcel 7, Kendleton and; record same in Official Public Records; Precinct 1.

E. Take all appropriate action on acceptance of a certain 6.245 acre tract of land conveyed by Donation Deed from LRI Investment Group, LTD to Fort Bend County regarding Owens Road and; record same in Official Public Records; Precinct 4.

26. FACILITIES MANAGEMENT & PLANNING:

A. Take all appropriate action on request to transfer the amount of $36,917 from FY 2017 Non-Departmental Contingency as detailed on Director's form dated December 9, 2016 to allocate additional funds necessary for the roof replacement at the Jail.

B. Take all appropriate action on Interlocal Agreement between Fort Bend County and the City of Orchard to lease a parcel of land within the City for an Emergency Medical Service station.

27. HEALTH & HUMAN SERVICES:

Take all appropriate action on request to appoint Krystal Perales of the Spay-Neuter Assistance Program, Inc. (SNAP) to the Fort Bend County Animal Services Shelter Advisory Committee to fill the position previously held by Xavier R. Torres-Torres of SNAP.

28. HUMAN RESOURCES:

Take all appropriate action on request to extend unpaid leave of absence for employee of Road and Bridge, Position No. 6111-0057, for up to six months.

29. PUBLIC TRANSPORTATION:

Take all appropriate action on Amendment No. 4 to Project Grant Agreement No. TDC 1401(12) between Fort Bend County and the Texas Department of Transportation, to extend the grant time period for use of transportation development credits until December 31, 2017.

30. PURCHASING:

A. Take all appropriate action on SOQ 17-029 for professional construction management services.

B. Take all appropriate action on RFP 17-036 for Construction of the Central Appraisal District facility, Phase 2.

C. Take all appropriate action on RFP 17-035 for interior renovations to the Sienna Annex.

D. Take all appropriate action to continue software license and maintenance services from Manatron Inc., a Thomson Reuters Business, and sole source provider pursuant to Local Government Code Section 262.024, for an amount not to exceed $118,391.12 for FY 2017. (Fund: County Clerk)

E. Take all appropriate action on the renewal of software maintenance by Tyler Technologies, Inc. in an amount not to exceed $240,674.66 for FY 2017. (Fund: Information Technology)

F. Take all appropriate action on request to authorize the expenditure of $87,436.37 for radio system maintenance utilizing Harris County Radio Service Agreement. (Fund: Sheriff’s Office, Fees)

G. Take all appropriate action on Addendum to Quote Number 00055447 between Fort Bend County and Physio Control Inc, a sole source provider as authorized by Section 262.024 (a)(7) Texas Local Government Code, for Lifepac equipment in an amount not to exceed $212,873.78. (Fund: Emergency Medical Service)

H. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by Local Government Code Section 262.024(a)(7) for the purchase of Stryker Emergency Medical Service equipment from only one source, Stryker EMS Equipment, for an amount not to exceed $129,012.06. (Fund: Health & Human Services, Emergency Medical Service)

I. Take all appropriate action on Participating Addendum from Texas Department of Criminal Justice for Global Positioning Systems and RF Home Curfew Contract Number 696-PD-15-16-C033 to renew Electronic Monitoring Services through August 31, 2018 from 3M Electronic Monitoring, Inc. for Juvenile Probation. (Fund: Juvenile)

J. Take all appropriate action on request to purchase one (1) Tahoe, a replacement to fleet, from Classic Chevrolet, for Sheriff's Office, pursuant to Bid 17-021. (Fund: Risk Management, insurance)

K. Take all appropriate action to consider granting an exemption to the competitive bid process, as authorized by Local Government Code §262.024(a)(3) for unforeseen damage to public property, for roof replacement on one section of the Jail, from Marton Roofing Industries, Ltd., and take all appropriate action on agreement between Fort Bend County and Marton Roofing Industries, Ltd., in an amount not to exceed $195,917. (Fund: Capital Improvement Project)

L. Take all appropriate action to consider granting an exemption to the competitive bid process, as authorized by Local Government Code §262.024(a)(7) for the purchase of an item available from only one source, to upgrade existing website and intranet from Vision Internet Providers and take all appropriate action on agreement between Fort Bend County and Vision Internet Providers, in an amount not to exceed $130,047 for three years. (Fund: Information Technology)

M. Take all appropriate action on Agreement for Third Party Claims Administration Services between Fort Bend County and Boon Chapman Benefit Administrators, Inc., pursuant to RFP 16-086.

N. Take all appropriate action on Bid 17-038 for construction of Williams Way Boulevard from FM 762 to US 59/IH69 frontage road.

O. Take all appropriate action on First Amendment to Agreement for Professional Engineering Services between Fort Bend County and IDC, Inc. for additional services in the amount of $226,025.33 pursuant to SOQ 07-080, total contract amount not to exceed $2,391,084.33 regarding Crabb River Road, Mobility Bond Project No. X28, Precinct 1. (Fund: 2007 Mobility Bonds)

P. Take all appropriate action on Fifth Amendment to Agreement for Engineering Services between Fort Bend County and Klotz Associates, Inc. in the amount of $350,000 for a total contract amount not to exceed $1,668,269.36 for project management services regarding 2007 Mobility Bond Projects within Precincts 1, 2, 3 and 4. (Fund: 2007 Mobility Bonds)

Q. Take all appropriate action on Sixth Amendment to Professional Engineering Services Agreement between Fort Bend County and SES Horizon Consulting Engineers, Inc. in the amount of $21,570 for a total contract amount not to exceed $1,078,240.25 regarding Brand Lane, Mobility Bond Project No. 718/769, Precinct 2.
