A. Take all appropriate action on First Amendment to the renewal Agreement between Fort Bend County and Greater Fort Bend Economic Development Council for fiscal year 2017.

B. Take all appropriate action on Agreement between Fort Bend County and Fort Bend Seniors, Meals on Wheels & Much, Much More in an amount not to exceed $10,000 to provide meals and programs to seniors at the Bud O'Shieles Community Center effective through September 30, 2017. (Fund: Non-Departmental, Fees)

C. Take all appropriate action on Resolution by Commissioners Court requesting the State Legislature create an additional general jurisdictional district court effective September 1, 2017.

A. Take all appropriate action on Agreements between Fort Bend County and the following entities, all which are part of the FY 2016 Consolidated Annual Action Plan approved by Commissioners Court on July 5, 2016, and funded by the Community Development Block Grant Program: Fort Bend County Women's Center, Inc. in the amount of $36,000 for shelter staff; Fort Bend Seniors in the amount of $40,000 for client meals and operating costs; and Brazos Bend Guardianship Services in the amount of $30,000 to provide care management.

B. Take all appropriate action on Agreements between Fort Bend County and the following entities, both of which are part of the FY 2016 Consolidated Annual Action Plan approved by Commissioners Court on July 5, 2016, and funded by the Emergency Shelter Grant (ESG) Program: Parks Youth Ranch in the amount of $66,221 for youth shelter operations and Fort Bend County Women's Center, Inc. in the amount of $42,835 for shelter operations.

Take all appropriate action on request for a new position in the County Clerk's Office, Division Supervisor, Grade 11 of the Professional Management Policy Group, effective December 3, 2016. (Fund: Records Management)

28. ELECTIONS ADMINISTRATION:

A. Take all appropriate action on Contract for Election Services between Fort Bend County and the City of Richmond for the County to assist with administration of the City's Special Election held on September 10, 2016 to elect Commissioners.

B. Take all appropriate action on Joint Election Agreement between Fort Bend County and the Village of Fairchilds for the County to assist with administration of the Village's Special Election on November 8, 2016 to elect Municipal Officers and for approving or disapproving a sales tax.

C. Take all appropriate action on Joint Election Agreement between Fort Bend County and Fort Bend County Water Control & Improvement District No. 2 for the County to assist with administration of the District's Special Election held on November 8, 2016 to approve or disapprove Bonds, and Operation and Maintenance Tax within a defined area of the District.

D. Take all appropriate action to canvass votes for the General Election conducted on November 8, 2016 pursuant to Section 67.004 of the Texas Election Code.

E. Take all appropriate action on Contract for Election Services between Fort Bend County and Needville Independent School District for the County to assist with administration of the School District's Special Tax Ratification Election to be held on December 17, 2016.

29. ENGINEERING:

A. Take all appropriate action on request by Bay Utilities to temporarily close Madden Road for 24 hours, from FM 1464 to Binion Lane within Precincts 3 and 4, pursuant to Section 251.011 of the Texas Transportation Code, during installation of a storm sewer, between the dates of November 28 and December 6, 2016.

B. Take all appropriate action on Right of Entry Agreement to Construct Roadway between Williams Way Partnership, Ltd. and Fort Bend County, regarding Williams Way, Mobility Bond Project No. 13114, Precinct 1.

C. Take all appropriate action on acceptance of a 0.101 acre tract of real property by Public Road Right-of-Way Dedication from Juan Jose Gaytan Gallegos and Leticia Marie Gaytan regarding First Street, Parcel 3 in Kendleton, and record same in Official Public Records, Precinct 1.

D. Take all appropriate action on acceptance of a 0.0077 acre tract of real property by Public Road Right-of-Way Dedication from Veola McDade., Inc. regarding First Street, Parcel 8 in Kendleton, and record same in Official Public Records, Precinct 1.

E. Take all appropriate action on acceptance of a 0.0045 acre tract of real property by Public Road Right-of-Way Dedication from Ida Mae Edwards and Odessa Taylor Brown regarding First Street, Parcel 16 in Kendleton, and record same in Official Public Records, Precinct 1.

H. Take all appropriate action on Amendment to Standard Utility Agreement between Fort Bend County and En-Touch Systems, Inc. for an additional $12,313.55; total contract amount not to exceed $54,189.73 for utility relocations regarding FM 1093/Westpark Extension, Precinct 3. (Fund: Toll Road Revenue Bonds, Series 2016)

I. Take all appropriate action on request for variance to the 10 foot landscape reserve requirement as stated in Section 7.3 of the Fort Bend County Regulations of Subdivisions, for Solea Cinco on behalf of EPC Stream Copperfield LLC, Precinct 3.

J. Take all appropriate action on the plat for Solea Cinco, Precinct 3.

K. Take all appropriate action on request for variance to the building setback line requirement as stated in Section 5.12 C.8, of the Fort Bend County Regulations of Subdivisions, for Cambridge Falls, Sec. 9, on behalf of Fresno Lakes, Ltd., Precinct 2.

L. Take all appropriate action on plat for the roads within Cambridge Falls, Sec. 9, Precinct 2.

30. HEALTH & HUMAN SERVICES:

Social Services: Take all appropriate action on the Agency Participation Agreement for use of the Homeless Management Information System between Fort Bend County and the Coalition for the Homeless of Houston, regarding data necessary for administration of the Emergency Food and Shelter Program.

31. HUMAN RESOURCES:

Take all appropriate action on request to reclassify position numbers 6221-0032 and 6221-0006 in the Engineering Department, from Administrative Assistant, Grade 10 of the Administrative Clerical Policy Group to Grade 9 of the Administrative Clerical Policy Group, effective November 22, 2016.

32. PURCHASING:

A. Take all appropriate action on Addendum to Technical Service Agreement and Quote between Fort Bend County and Physio-Control Inc, a sole source provider as authorized by Section 262.024 (a)(7) Texas Local Government Code, for the maintenance of Lifepak and Lucas Equipment in an amount not to exceed $185,179.56 effective October 1, 2016 through September 30, 2019. (Fund: Emergency Medical Service)

B. Take all appropriate action on request to purchase vehicles for various departments utilizing Bid 15-028.

C. Take all appropriate action on request to purchase one (1) truck, a replacement to fleet, for the Parks Department, from Helfman Ford utilizing Bid 16-024. (Fund: Parks)

D. Take all appropriate action on request to purchase vehicles for various departments utilizing Bid 17-021.

E. Take all appropriate action on Agreement for Professional Project Management Services between Fort Bend County and CMG Holdings, Inc., in an amount not to exceed $90,000 for services on the former campus of Missouri City Middle School. (Fund: 2015 Facilities Bond, Proposition 1)

F. Take all appropriate action on Second Amendment to Agreement for Professional Disaster Recovery Coordination Services between Fort Bend County and Tetra Tech, Inc., for services related to the May 2016 flood event, for an amount not to exceed $19,369.00 for a contract total amount not to exceed $396,078.00. (Fund: Insurance)

G. Take all appropriate action on Amendment to Agreement for Justice Center Phase II Shell Buildout between Fort Bend County and Morganti Texas, Inc., for change in services, pursuant to RFP 16-064, in an amount not to exceed $40,871.00, for a contract total amount not to exceed $2,579,571. (Fund: Capital Improvement Project)

H. Take all appropriate action on RFP 16-101 for Property and Casualty Insurance Program Third Party Administration Services.

I. Take all appropriate action on State of Texas - Council on Competitive Government Computer Assisted Legal Investigative Research Services Contract #CCG-CALIR-2010.001, to purchase Westlaw products for the offices of County Attorney and District Attorney in an amount not to exceed $221,060.57 over thirty-six months. (Fund: County Attorney and District Attorney)

J. Take all appropriate action on Oil, Gas and Mineral Lease between Fort Bend County and Halex Oil Corporation, pursuant to RFP 17-023.

K. Take all appropriate action on Renewal of Leadsonline Software Maintenance Agreement between Fort Bend County and LeadsOnline, LLC for the Sheriff's Office theft investigation system, for an amount not to exceed $13,234 effective through September 30, 2017. (Fund: Sheriff's Office)

L. Take all appropriate action on the purchase of Pelco Equipment from Anixter, Inc. for an amount not to exceed $64,222 utilizing State of Texas Department of Information Resources Contract DIR-TSO-3453. (Fund: Capital Improvement Project)

M. Take all appropriate action on Amendment to Order Form regarding the Agreement between Fort Bend County and Infor, Inc., changing payment terms, pursuant to RFP 06-028.

N. Take all appropriate action on Agreement for Access Control Doors between Fort Bend County and Digital Air Control, utilizing Choice Partners Purchasing Cooperative Contract 11/-039JC-02, for doors at Fire Marshal's Office, in an amount not to exceed $6,275. (Fund: Fire Marshal)

O. Take all appropriate action on Change Order 2 to the Contract between Fort Bend County and ISI Contracting, Inc., to increase the contract by $11,206.58 for a total amount not to exceed $1,675,135.86 pursuant to Bid No.16-030, regarding construction of congestion mitigation/turn lane improvements, Mobility Bond Project No. X23, Precinct 3. (Fund: Harris-Fort Bend County Emergency Services District 100)

P. Take all appropriate action on Change Order 4 to the Contract between Fort Bend County and Webber, LLC in an additional amount of $228,344.79 for a total contract amount not to exceed $64,333,884.32 pursuant to Bid 16-035, Construction of FM 1093/Westpark Extension, Phase I, Precinct 3. (Fund: Toll Road Revenue Bonds, Series 2016)

Q. Take all appropriate action on Change Order 1 to the Contract between Fort Bend County and Allgood Construction Co. for an additional amount of $8,932 pursuant to Bid No. 16-089; total contract amount not to exceed $1,308,594.06 regarding Katy-Gaston, Mobility Bond Project No. 733a, Precinct 3. (Fund: 2007 Mobility Bonds)

33. TEXAS DEPARTMENT OF PUBLIC SAFETY:

Take all appropriate action on request to transfer the amount of $650 from FY 2017 Non-Departmental Contingency into Department of Public Safety, Travel to allocate funds required for drone training.

34. TOLL ROAD AUTHORITIES: The Boards of Directors of both Fort Bend County Toll Road Authority and Fort Bend Grand Parkway Authority reviewed this item at regular board meetings held September 21, 2016, and make the following recommendation to Commissioners Court:

Take all appropriate action on Contract for Professional Services between Fort Bend County Toll Road Authority, Fort Bend Grand Parkway Toll Road Authority, and G&P Consulting - Colin Parrish.

35. Approve Bills.

36. Ratify the release of time-sensitive disbursements by County Auditor on November 17, 2016.

37. Authorize County Auditor to pay and release time sensitive disbursements on December 1, 2016, to be ratified by Commissioners Court on December 6, 2016.
