A. Take all appropriate action on Resolution by Commissioners Court requesting the State Legislature create an additional general jurisdictional district court effective September 2017.

B. Take all appropriate action to ratify publishing a Notice of Public Hearing regarding the County’s intent to issue Tax Notes in a face amount of not more than $5,968,713, the proceeds of which will be used to fund acquisition of a building that will be leased to Neighborhood Centers, Inc., and used to operate a Head Start Program for the benefit of the County's population to be located at 500 Austin Street in Richmond, Texas, and also to fund the construction of West Bellfort Road, from Binion Lane to Harlem Road in Richmond, Texas. The public hearing will be conducted on Tuesday, November 22, 2016, at 1:00 p.m. in the Commissioners Courtroom on the second floor of the Fort Bend County Courthouse at 401 Jackson Street in Richmond, Texas.

C. Take all appropriate action on Resolution Declaring Intention to Advance Funding and Reimburse Project Expenditures for a library and multiple recreational facilities in the Addicks-Clodine area, and improvements to the Four Corners Park.

Take all appropriate action on Sanitary Easement for Fort Bend County to grant First Baptist Church Fresno an easement necessary to construct, repair, maintain, re-construct and operate their sewer lines and all related appurtenances across, along, under, and upon the easement tract within that certain 5,640 square foot parcel of land within Precinct 1.

24. COMMUNITY DEVELOPMENT: Take all appropriate action on Agreements between Fort Bend County and the agencies listed below, all of which are part of the FY 2016 Consolidated Annual Action Plan approved by Commissioners Court on July 5, 2016 and funded by the Community Development Block Grant Program:

A. The Arc of Fort Bend County in the amount of $33,700 to provide social and recreational activities;

B. Literacy Council of Fort Bend County in the amount of $39,960 to provide administrative and operating expenses; and

C. Catholic Charities of the Diocese of Galveston-Houston in the amount of $35,903 for a part-time case manager to assist senior citizens.

25. ENGINEERING:

A. Take all appropriate action on acceptance of a certain .0052 acre tract of land conveyed by Public Road Right-of-Way Dedication by Barbara Jones to Fort Bend County, Texas regarding First Street, Parcel 9 and; record same in Official Public Records; Precinct 1.

B. Take all appropriate action on Interlocal Agreement between Fort Bend County and Fort Bend County Municipal Utility District No. 130 regarding the District's participation in the amount of $232,310 for Gaston Road, Mobility Bond Project No. 13311, Precinct 3.

C. Take all appropriate action on acceptance of a certain 0.0427 acre tract of land conveyed by Donation Deed from City of Fulshear, Texas to Fort Bend County, Texas regarding Parcel 301 of FM 1093/Westpark Extension and; record same in Official Public Records; Precinct 3.

26. OFFICE OF EMERGENCY MANAGEMENT:

Take all appropriate action on the American Red Cross Coordinated Assistance Network Participation and Confidentiality Agreement for External Organization between Fort Bend County and the American Red Cross to allow the County access, input, and shared data in the Coordinated Assistance Network for Fort Bend Recovers flood recovery case management.

28. PURCHASING:

A. Take all appropriate action on Agreement for Construction of Four Corners Community Center between Fort Bend County and Bass Construction Company, Inc., pursuant to RFP 16-107, in an amount not to exceed $2,991,300 to construct a new 17,300 square-foot community center in the existing park. (Fund: 2015 Facilities Bonds)

B. Take all appropriate action on the purchase of software from Optiv, utilizing State of Texas Department of Information Resources Agreement DIR-SDD-2002, for FY 2017, in an amount not to exceed $137,006.69. (Fund: Information Technology)

C. Take all appropriate action on Agreement for Bulk Fuel between Susser Petroleum Operating Company LLC and Fort Bend County pursuant to RFP 17-001. (Fund: Road & Bridge, Drainage District, Public Transportation)

D. Take all appropriate action on Amendment to Bid 16-027, Term Contract for Tree Removal, Planting, Watering Services with Bio Landscape and Maintenance, Inc., by adding backfill of tree holes to the term contract.

E. Take all appropriate action on Addendum to Frontier Communications Business Agreement between Fort Bend County and Frontier Communications of Texas, for business phone line service, in an amount not to exceed $50,000 for FY 2017. (Fund: Information Technology)

F. Take all appropriate action on Agreement for Professional Future Facilities Planning and Design Services between Fort Bend County and Pierce Goodwin Alexander & Linville, Inc., for program validation, site and facility planning, and complete schematic design in an amount not to exceed $397,500 for an expanded Juvenile Justice/Detention Center. (Fund: Capital Improvement Project)

G. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by Local Government Code Section 262.024(a)(2) and (3) and authorize the purchase of additional fencing from Atlas Fence Company, pursuant to RFQ 16-040, for an amount not to exceed $4,330 to complete the project at Juvenile Facility. (Fund: Juvenile)

29. RISK MANAGEMENT:

Take all appropriate action on Interlocal Participation Agreement between Fort Bend County and Texas Association of Counties Health and Employee Benefits Pool to continue participation in the County Choice Silver program for plan year 2017.
