A. Take all appropriate action to establish the regular meeting schedule of Fort Bend County Commissioners Court, pursuant to Local Government Code Section 81.0005(a) for Fiscal Year 2017, meeting every Tuesday except the third and fifth Tuesday of each month, at 1:00 p.m. in the Commissioners Courtroom located on the second floor of the Courthouse located at 401 Jackson Street in Richmond, Texas.

B. Take all appropriate action to consider changes to the regular meeting schedule for Commissioners Court in Fiscal Year 2017, specifically the month of December, 2016, to meet December 6, 13, and 20, 2016, and the month of July, 2017, to meet July 11, 18, and 25, 2017.

C. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by Local Government Code 262.024 (a)(4) for the purchase of professional services, for commitment hearings to state mental facilities for Fiscal Year 2017 from the following: Travis County for Austin State Hospital; Howard County for Big Spring Hospital; Cherokee County for Rusk State Hospital; Kerr County for Kerrville State Hospital; Wilbarger County for Vernon State Hospital; Bexar County for San Antonio State Hospital; and Kaufman County for Terrell State Hospital.

A. Take all appropriate action on request by Benedicto Turrubiates Jr. to waive penalty, interest and collection fees totaling $530.21 on property taxes for Tax Year 2006, Pct. 1.

B. Take all appropriate action on request by Robert Morehead on behalf of company MAEDC-Briarstone, LLC, to waive penalty and interest totaling $10,322.86 on property taxes for Tax Year 2015, Precinct 1.

29. COMMISSIONER, PCT. 4:

Take all appropriate action on request by Zeeshan Khan of Salvage Experts LLC, to waive penalty, interest and collection fees totaling $687.53 on property taxes for Tax Year 2015, Precinct 4.

30. AUDITOR:

Take all appropriate action on the Departmental Fee Collection Schedule, as presented by the Auditor's Office, to become effective October 1, 2016.

A. Take all appropriate action on Agreement between Fort Bend County and Fort Bend County Women's Center in the amount of $245,719 for the 2015 Continuum of Care Program, for the Center to provide monthly rental assistance along with an in-kind match of twenty-five percent in support services. (Fund: 2015 Continuum of Care Grant)

B. Take all appropriate action on the following agreements between Fort Bend County and U.S. Department of Housing and Urban Development for FY 2016 funding, all of which are part of the FY 2016 Consolidated Plan approved by Commissioners Court on July 5, 2016, and authorize County Judge to sign all documents pertaining to the Agreements; Community Development Block Grant (CDBG) in the amount of $2,284,992; HOME Investment Partnerships (HOME) in the amount of $494,362; and Emergency Solutions Grants Program (ESG) in the amount of $200,060.

32. COUNTY COURT AT LAW NO. 1:

Take all appropriate action on request to transfer the amount of $1,082 from Non-Departmental Contingency into accounts detailed on Judge's form dated September 20, 2016, to allocate funds for reimbursement of staff training and law book expenditures.

33. 328th DISTRICT COURT:

Take all appropriate action on request to transfer the amount of $1,076 from Non-Departmental Contingency into 328th District Court accounts as detailed on Auditor's form dated September 20, 2016 to allocate additional funds necessary for law books and to add a fax component to the copier.

34. ENGINEERING:

A. Take all appropriate action on request for temporary road closure of Trammel Fresno Road at FM 521, during construction, pursuant to Section 251.011 of the Texas Transportation Code. The closure dates are Friday, September 30, 2016 at 9:00 p.m. through Monday October 3, 2016 at 5:00 a.m., and Friday, October 7, 2016, at 9:00 p.m. through Monday, October 10, 2016, at 5:00 a.m. If delayed by weather; the following weekend shall be included (October 14-17, 2016). Mobility Bond Project 746, Precinct 1.

B. Take all appropriate action on request for temporary road closure at the intersection Edgewood Drive, 9th Street and 10th Street at US 90A, during construction, pursuant to Section 251.011 of the Texas Transportation Code. The closure date is September 28, 2016 until the end of Texas Department of Transportation Project FM 359 at US 90A/UP RR, #0543-02-055, Precinct 1.

C. Take all appropriate action on Letter of No Objection from Enstor Katy Storage and Transportation regarding the proposed installation of facilities which crosses a pipeline easement, Cane Island, Mobility Bond Project No. 13306, Precinct 3.

F. Take all appropriate action on Development Agreement between Fort Bend County and 3535 Wilcrest regarding the developer's contribution to the County in the amount of $956,972 for Beechnut Boulevard, Mobility Bond Project No. 13401, Precincts 3 and 4.

G. Take all appropriate action on Resolution and Order to Abandon a Portion of Canal Road (such portion to be renamed Beechnut Street), a .0118 acre with an approximately .0355 acre portion of Canal Road, recorded by plat in instrument number 20070082 on April 24, 2007, Precincts 3 and 4.

35. FACILITIES MANAGEMENT & PLANNING:

Take all appropriate action on Amendment to Interlocal Agreement for Reimbursement for Professional Architectural & Engineering Services to add Additional Design and Land Acquisition Services and allow direct payments from the District to vendors on behalf of the County.

36. HEALTH & HUMAN SERVICES:

A. Take all appropriate action on Amendment to Texas Department of State Health Services Contract No. 2015-003625-01 to accept additional funds to equal a total of $189,533 for the EBOLA Public Health Preparedness Program, with no cash match required by Fort Bend County, and to extend the program until June 30, 2017.

B. Clinical Health: Take all appropriate action on request to ratify application to Texas Department of State Health Services for grant funds in the amount of $288,722 for the HIV Prevention Program, with no cash match required by Fort Bend County for the term of January 1, 2017 through December 31, 2017.

C. Social Services: Take all appropriate action on request to transfer the amount of $6,000 from Non-Departmental Contingency into Social Services, Fees, to allocate additional funds needed for pauper and indigent burials.

37. LIBRARY:

Take all appropriate action on Second Amendment to Library Cost Sharing/Joint Use Agreement, to cancel said Agreement regarding the Sienna Library Facility, and refund the balance of prepaid Fiscal Year 2016 expenses in the amount of $133,577.58 to Houston Community College System. (Fund: Library)

38. PUBLIC TRANSPORTATION:

A. Take all appropriate action on Amendment No. 3 to Project Grant Agreement between Fort Bend County and Texas Department of Transportation, for Project # RPT 1502 (11) 39, to extend the contract expiration date for rural transportation until March 31, 2017 with no change in funding.

B. Take all appropriate action on Project Grant Agreement between Texas Department of Transportation and Fort Bend County, Project # RUR 1702 (11) for Fiscal Year 2017 Section 5311 State funding in the amount of $256,817 for rural transportation, with no local match required; and authorize Grants & Budget Manager to electronically submit agreement in the eGrants system.

39. PURCHASING:

A. Take all appropriate action on renewal of Bid 16-027, term contract for Tree Removal, Planting and Watering Services with Bio Landscape and Maintenance.

B. Take all appropriate action on renewal of Food Truck Lease Agreement between Fort Bend County and The Sauer Kraut Food Truck, pursuant to RFP 15-091, for an additional twelve months, through September 30, 2017.

C. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by Local Government Code Section 262.024(a)(3) for unforeseen repairs to the helicopter, from Helicopter Services, Inc., in an amount not to exceed $159,596.40. (Fund: Sheriff's Office, Forfeited Assets, State and Federal Accounts)

D. Take all appropriate action on Change Order 1 to the Agreement between Fort Bend County and Helicopter Services, Inc., for a deduct amount of $38,399.10 for Section 25 for AC Kit (includes restocking charge), pursuant to Bid 16-074 for installation of helicopter equipment.

E. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by Local Government Code Section 262.024(a)(7) for the purchase of ARROW EZ-IO® intraosseous infusion system from only one source, from Arrow International owned subsidiary of Teleflex Incorporated, for Emergency Medical Service for Fiscal Year 2017. (Fund: Emergency Medical Service)

F. Take all appropriate action on request to renew Bid 15-028 for the purchase of vehicles with Helfman Ford for vehicles 4, 19 and 23.

G. Take all appropriate action on request to renew Bid 16-024 for the purchase of vehicles with Helfman Ford for vehicles 9, 10, 11, 19, 20 and 21

H. Take all appropriate action on request to utilize eight (8) reserve Tahoes from Vehicle Maintenance, replacements to fleet, as follows: two each for the Sheriff's Office,, Office of Constable Precinct 1, Office of Constable Precinct 2, and Office of Constable Precinct 4; for replacement to the Vehicle Maintenance Department when fiscal year 2017 orders are received.

I. Take all appropriate action on Amendment No. 4 to Transportation Services Agreement between Fort Bend County and First Transit, Inc., pursuant to 11-079, for rate increases regarding Public Transportation bus service. (Fund: Public Transportation Grant)

J. Take all appropriate action on RFP 16-104 for Co-Location Services Solution.

K. Take all appropriate action on the extension of Bid 15-027, term contract for Elevator Maintenance, with EMR Elevator, Inc. and with ThyssenKrupp Elevator Americas, through October 31, 2016.

L. Take all appropriate action on SOQ 16-109 for preparation of Hazardous Mitigation Action Plan.

M. Take all appropriate action on Agreement for Professional Engineering Services between Fort Bend County and QC Laboratories, Inc. in an amount not to exceed $39,900 pursuant to SOQ 14-025, regarding Katy Gaston, Mobility Bond Project No. 733, Precinct 3. (Fund: 2007 Mobility Bonds)

N. Take all appropriate action on Addendum to Right of Way Services Agreement between Fort Bend County and Property Acquisition Services, LLC for additional services in the amount of $60,150 regarding 2007 Mobility Projects ($40,650) and the Four Corners Project ($19,500): total contract amount not to exceed $2,152,335; Precincts 1, 2, 3 and 4. (Fund: 2007 Mobility and County Assistance District No. 6)

O. Take all appropriate action on Amendment to Agreement for Professional Engineering Services between Fort Bend County and All-Terra Engineering, Inc. for additional services in the amount of $2,710 pursuant to SOQ 14-025: total contract amount not to exceed $13,961 regarding Spring Green Boulevard, Mobility Bond Project No. 13320x, Precinct 3. (Fund: 2013 Mobility Bonds)

P. Take all appropriate action on Amendment to Agreement for Professional Engineering Services between Fort Bend County and TEDSI Infrastructure Group, pursuant to SOQ 14-025, to extend the time for completion of services regarding the traffic study of Mason Road until December 31, 2016, Precinct 4.

Q. Take all appropriate action on RFP 16-107 for the Construction of Four Corners Community Center.

U. Take all appropriate action on the Agreement between Fort Bend County and Crain Group, LLC, for the construction of a new Fairgrounds Livestock Auction Barn, pursuant to RFP 16-100, in an amount not to exceed $3,962,000. (Fund: 2015 Facilities Bond, Proposition 2)

V. Take all appropriate action on Second Addendum to Data Processing Services Agreement between Fort Bend County and Indigent Health Care Solutions, Ltd, to renew the agreement and purchase two additional user licenses, for an annual amount not to exceed $98,079.48 effective October 1, 2016 through September 30, 2018. (Fund: Indigent Healthcare)

W. Take all appropriate action on Addendum to Term Contract for Armored Car Service, Bid 17-007.

X. Take all appropriate action on the renewal of Bid 15-040, term contract for Mowing and Maintenance Services of Freedom Park Baseball Fields, BIO Landscape & Maintenance, Inc., to include the proposed increase.
