A. Take all appropriate action on Resolution to the Texas Department of Agriculture certifying that the County has made a grant to Fort Bend Seniors Meals on Wheels for the Home-Delivered Meal Grant Program, for use from January 1 through December 31, 2017, funded by the FY 2016 Consolidated Action Plan through the Community Development Block Grant program and the FY 2017 Non-Departmental budget.

B. Take all appropriate action on grant application to the National Center for State Courts in the amount of $15,000 for technical assistance to supplement the Language Access Program for the judicial courts.

Take all appropriate action to direct the County Auditor on disposition of County Assets from various County Department inventory lists that were not located during the 2015-2016 Annual Inventory, as presented to Commissioners Court in report dated August 9, 2016.

19. BUDGET & FINANCE:

A. Take all appropriate action to propose the 2016 Tax Rate for Fort Bend County and take a record vote: Proposed General Fund Tax Rate $0.36000 Proposed Road & Bridge Fund Tax Rate $0.02200 Proposed Interest & Sinking Fund Tax Rate $0.07600 Total Proposed Tax Rate $0.45800

B. Take all appropriate action to propose the FY 2017 salaries for Fort Bend County Elected Officials.

C. Take all appropriate action to set public hearings on the proposal to increase the 2016 Tax Rate for Fort Bend County, to be conducted on Wednesday, August 31, 2016, at 5:30 p.m., and on Tuesday, September 6, 2016, at 1:00 p.m. in the Commissioners Courtroom, on the second floor of the Fort Bend County Courthouse at 401 Jackson Street in Richmond, Texas.

D. Take all appropriate action to set public hearings for the FY 2017 Proposed Budget for Fort Bend County, to be conducted on Monday, September 12, 2016, at 5:30 p.m. and on Tuesday, September 13, 2016, at 1:00 p.m. in the Commissioners Courtroom, on the second floor of the Fort Bend County Courthouse at 401 Jackson Street in Richmond, Texas.

20. COMMUNITY DEVELOPMENT:

Take all appropriate action on request to submit electronic application to the U. S. Department of Houston and Urban Development for FY 2016 Continuum of Care funds in the amount of $253,837 to provide rental assistance, for which Fort Bend County Women's Center will provide an in kind match of twenty-five percent; authorize County Judge to sign all documents pertaining to the application.

21. ELECTIONS ADMINISTRATION:

Take all appropriate action on the Early Voting locations and hours for the November 8, 2016 General Election.

22. ENGINEERING:

A. Take all appropriate action on Public Road Right-of-Way Dedication regarding a certain 1.9386 acre tract of land for Humphrey Way, Parcel 9 and record same in Official Public Records, Precinct 1.

B. Take all appropriate action on Dedication of Right-of-Way and Easement from Fort Bend County Municipal Utility District No. 163 regarding Katy Flewellen and record same in Official Public Records, Precinct 3.

C. Take all appropriate action on request for variance to the 10 foot landscape reserve requirement as stated in Section 7.3 of the Fort Bend County Regulations of Subdivisions, for Ace Manor Business Park on behalf of Ace manor Property Management I, Ltd., Pct. 3.

D. Take all appropriate action on the plat for Ace Manor Business Park, Precinct 3.

E. Take all appropriate action on Interlocal Agreement between Fort Bend County and Kingsbridge Municipal Utility District regarding adjustments to the District's water line across Keegans Bayou for Sugarland-Howell Road, Mobility Bond Project No. 13211, Precinct 2.

F. Take all appropriate action on Right of Way Maintenance and Use Agreement between Fort Bend County and Fort Bend County MUD No. 58 regarding the right of way maintenance and use of Katy Flewellen, Precinct 3.

23. FACILITIES MANAGEMENT & PLANNING:

A. Take all appropriate action on request to transfer the amount of $80,000 from Commissioners Court Projects as detailed on Auditor's form dated August 3, 2016, to allocate funds for repairs to County buildings in Fulshear and Fresno.

B. Take all appropriate action on request to transfer the amount of $25,000 from Non-Departmental Contingency as detailed on Facility Management & Planning Director's form dated August 3, 2016, to allocate funds for custodial supplies through the end of FY 2016.

24. HEALTH & HUMAN SERVICES:

A. Clinical Health Services: Take all appropriate action on Amendment No. #01 to Department of State Health Services Contract No. 2016-001413-00 to receive $134,397.00 in State funding for the Tuberculosis Prevention and Control Program, with a cash match of $26,880 by Fort Bend County for the period of September 1, 2016 through August 31, 2017; authorize County Judge designee to electronically accept the award. (Fund: FY 2017 Clinical Health)

B. Social Services: Take all appropriate action on application to the Coalition for the Homeless for participation in the Emergency Food and Shelter Program (EFSP), Phase 33 with no cash match required by Fort Bend County.

C. Social Services: Take all appropriate action on request to transfer the amount of $5,000 from Non-Departmental Contingency into Social Services, Fees, to allocate additional funds needed for pauper and indigent burials.

25. HUMAN RESOURCES:

A. Take all appropriate action on request for a new grant-funded position in the Social Services Department, Caseworker, Grade 8 of the Administrative Clerical Policy Group, effective August 9, 2016. (Fund: Veterans Assistance Grant)

B. Take all appropriate action on request to reclassify vacant Position Number 6501-0004, in the County Library, from Library Clerk II, Grade 6 of the Administrative Clerical Policy Group to Library Paraprofessional, Grade 8 of the Administrative Clerical Policy Group, effective August 12, 2016.

26. PUBLIC TRANSPORTATION:

A. Take all appropriate action on Amendment No. 1 to Authorization No. 1, to delete Subtask 3 and Subtask 4, reducing the payment amount of services from $17,900 to $8,995 pursuant to the Agreement between Fort Bend County and Texas A & M Transportation Institute to update the Title VI Program.

B. Take all appropriate action on acceptance of Amendment No. 6 to FY 2007 Sub-Award Inter-local Agreement between Fort Bend County and the Gulf Coast Rail District, to extend the term of Agreement until August 9, 2017 for an amount not to exceed $250,000. (Fund: Public Transportation Grants)

C. Take all appropriate action on Amendment No. 2 to Agreement for Transportation Services between Fort Bend County and Fort Bend Seniors Meals on Wheels & Much, Much More, to extend the Agreement through August 30, 2017. (Fund: Public Transportation Grants)

27. PURCHASING:

A. Take all appropriate action on request to renew Bid 14-012, term contract for Concrete Pavement Rehabilitation, with S & C Construction Co., Inc., including their request for a five-percent increase.

B. Take all appropriate action on Bid 16-098, Term Contract for Contingency Aedes Vector Control Services.

C. Take all appropriate action on Bid 16-103, a sealed bid sale of real property located on Blueridge in Missouri City.

D. Take all appropriate action on Agreement for Roof Replacement on Section of County Jail between Fort Bend County and Horisons LLC, pursuant to RFP 16-099, in an amount not to exceed $110,169. (Fund: Capital Improvement Project)

E. Take all appropriate action on Extension of Agreement between Fort Bend County and 911 Security Cameras Inc. pursuant to RFP 13-044 in an amount not to exceed $11,061 for repairs and support of facilities camera system for the term October 1, 2016 through September 31, 2017. (Fund: Public Transportation Grant)

F. Take all appropriate action on request to purchase radio equipment for various emergency service districts from Motorola, Inc., utilizing Houston Galveston Area Council Contract RA05-15, for an amount not to exceed $172,804.35. (Fund: Capital Improvement Project)

G. Take all appropriate action on Sixth Extension of Records Storage Services Agreement between Fort Bend County and Harris County Department of Education for various County departments pursuant to RFP 10-033, in an amount not to exceed $100,000 for FY 2017.

H. Take all appropriate action on RFP 17-002 for Online Homework Tutor.

I. Take all appropriate action on request to purchase four (4) Toro Groundmaster mowers from Professional Turf Products, L.P., for the Parks Department utilizing Buy Board Contract 447-14, in an amount not to exceed $11,628.76 after trade-in. (Fund: Parks Department)

J. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by Local Government Code Section 262.024(a)(7) for the purchase of items available from one source, for SCRAMx remote alcohol monitoring systems from Recovery HealthCare Corporation. (Fund: Community Supervision & Corrections Department)

K. Take all appropriate action on Agreement for Professional Engineering Services between Fort Bend County and McDonough Engineering in an amount not to exceed $249,000 pursuant to SOQ 14-025 regarding Katy Fulshear Road, Mobility Bond Project No. 13317, Precinct 3. (Fund: 2013 Mobility Bonds)

L. Take all appropriate action on Second Amendment to Project Management Agreement between Fort Bend County and Klotz Associates for an additional $295,000; total contract amount not to exceed $1,007,875 pursuant to SOQ 14-025 regarding project management services for 2013 Mobility Projects within Precincts 2 and 4. (Fund: 2013 Mobility Bonds)

M. Take all appropriate action on Amendment to Agreement for Professional Engineering Services between Fort Bend County and S&B Infrastructure for an additional $32,078.60; total contract amount not to exceed $381,353.60 pursuant to SOQ 14-025 regarding Reading Road, Mobility Bond Project No. 13117x, Precinct 1. (Fund: 2013 Mobility Bonds)

N. Take all appropriate action on Third Amendment to Agreement for Professional Engineering Services between Fort Bend County and Brown & Gay Engineers for an additional $3,000; total contract amount not to exceed $170,110 pursuant to SOQ 14-025 regarding Spring Green Boulevard, Mobility Bond Project No. 13318, Precinct 3. (Fund: 2013 Mobility Bonds)

28. SHERIFF'S OFFICE:

A. Take all appropriate action on the First Amendment to Interlocal Agreement for Additional Law Enforcement Services between Fort Bend County and Fort Bend County Municipal Utility District No. 162, for the Sheriff's Office to provide services to the District effective through September 30, 2016.

B. Take all appropriate action on Organized Crime Drug Enforcement Task Force Agreement to accept additional grant funds in the amount of $10,292.82 for the strike force/strategic initiative programs administered by the Sheriff's Office, with no cash match required by Fort Bend County for the period of July 27, 2016 through September 30, 2016.

C. Take all appropriate action on Modification Number 3 to Award No. G16HN0010A, to receive additional funds in the amount of $49,640.00 from the Executive Office of the President for the High Intensity Drug Trafficking Area (HIDTA) program, for a total award of $1,087,256.00 for use through December 31, 2017, with no cash match required by Fort Bend County.

29. Approve Bills.

30. Authorize County Auditor to pay and release time sensitive disbursements on August 18, 2016, to be ratified by Commissioners Court on August 23, 2016.

Items 31 - 33

31. Meet in Closed Session to deliberate the following matters as authorized by the Texas Government Code:

A. § 551.071. Consultation With Attorney. Commissioners Court will meet in Closed Session to seek the advice of its attorney about pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551.

B. § 551.072. Deliberation Regarding Real Property. Commissioners Court will meet in Closed Session to deliberate the purchase, exchange, lease or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person.

C. § 551.074. Personnel Matters. Commissioners Court will meet in Closed Session to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; or to hear a complaint or charge against an officer or employee.
