A. Take all appropriate action on request by Emergency Services District No. 2 for a thirty day extension for the filing of the 2015 District Audit Report due by June 1, 2016, pursuant to Health & Safety Code, Sec. 775.082.

B. Take all appropriate action on request to reappoint Review Committee for the FY 2016 Edward Byrne Memorial Justice Assistance Grant (JAG) in preparation for the Request for Applications and authorize Committee to review on behalf of Commissioners Court the application and budget for the FY 2016 Local Solicitation pursuant to the 30-day governmental review policy.

24. COMMISSIONER, PCT. 1:

Take all appropriate action on request by Yu Chin Chang and Juin Wei Fan to waive penalty and interest totaling $241.53 on property taxes for Tax Year 2015, Precinct 1.

A. Take all appropriate action on request by Loryn Wood on behalf of KPM Management to waive penalty and interest totaling $8.55 on property taxes for Tax Year 2015, Precinct 3.

B. Take all appropriate action on request by Jesse and Jessi Olsen to waive penalty & interest totaling $607.54 on property taxes for tax year 2015, Precinct 3.

Take all appropriate action on Application to Texas State Texas School Safety Center to receive grant funds for assistance in the enforcement of Health & Safety laws regarding the sale of tobacco and e-cigarettes to minors for FY 2017, September 1, 2016 through August 31, 2017, and authorize the County Judge to sign all documents.

28. ENGINEERING:

A. Take all appropriate action on request for variance to the 10 foot landscape reserve requirement as stated in Section 7.3 of the Fort Bend County Regulations of Subdivisions, for Lakes of Bella Terra, Sec. 37 on behalf of LOB Limited Partnership, Precinct 3.

B. Take all appropriate action on the plat for the roads within Lakes of Bella Terra, Sec. 37, Precinct 3.

C. Take all appropriate action on the plat for the lots within Lakes of Bella Terra, Sec. 37, Precinct 3.

I. Take all appropriate action on Development Agreement between Fort Bend County and C. W. Richmond, LP for developer contribution in the amount of $14,052.23 for the Pinyon Court pavement extension in the Del Webb Sweetgrass, Sec. 14 Subdivision, Precinct 1.

J. Take all appropriate action to accept a .111 acre tract from Bam Houston Real Estate Investment, LP by Dedication Deed regarding SH 99 / Grand Parkway, Precinct 4.

K. Take all appropriate action on request for road closure of Canal Road, Katy Gaston Road (Phase 3-road), Cinco Terrace Drive, Spring Green Blvd. and Katy Gaston Road (Phase 2-bridge), during construction of the FM1093/ Westpark Extension (Phase 1) to begin May 25, 2016 and continue intermittently until the end of the project, pursuant to Section 251.011 of the Texas Transportation Code, Pct. 3.

29. HEALTH & HUMAN SERVICES:

Clinical Health Services: Take all appropriate action to ratify revised application due by May 11, 2016, to the Texas Department of State Health Services for FY17 Federal Grant funds in the amount of $99,186 for the Tuberculosis Prevention and Control Program, with a $19,837 cash match by Fort Bend County for the period of January 1, 2016 through December 31, 2017 which is considered an amended contract period.

30. LIBRARY:

A. Take all appropriate action on revised policy, Library Rules of Conduct for Fort Bend County Libraries.

B. Take all appropriate action on revised policy, Unattended Children Policy for Fort Bend County Libraries.

31. PURCHASING:

A. Take all appropriate action on Fifth Amendment to Professional Actuarial Services Agreement between Fort Bend County and Milliman, Inc., for additional services, in an amount not to exceed $20,700. (Fund: Risk Management, Fees)

B. Take all appropriate action on request to purchase one (1) ambulance remount and refurbish service from Frazer, Ltd., utilizing Buy Board contract #492-15, in an amount not to exceed $60,000. (Fund: EMS)

C. Take all appropriate action on Bid 16-083 for helicopter searchlight system.

D. Take all appropriate action on Bid 16-088 for hostage negotiation vehicle.

E. Take all appropriate action on Agreement for Professional Engineering Services between Fort Bend County and Kelly R. Kaluza & Associates in an amount not to exceed $213,915 pursuant to SOQ14-025, regarding Owens Road, Mobility Bond Project No. 13403, Precinct 4. (Fund: 2013 Mobility Bonds)

F. Take all appropriate action on Agreement for Professional Engineering Services - Traffic Study between Fort Bend County and TEDSI in an amount not to exceed $30,000 pursuant to SOQ 14-025, regarding a traffic study on Mason Road, Precinct 4. (Fund: Engineering, Fees)

G. Take all appropriate action on Public Health Volunteer Coordination Contract between Fort Bend County and Homeland Preparedness Project pursuant to SOQ 07-038 in an amount not to exceed $ 50,000 effective through December 31, 2016. (Fund: Office of Emergency Management Grant)

H. Take all appropriate action on Amendment to Agreement for Construction of Sheriff's Office Vocational Building #2 between Fort Bend County and Crain Group, LLC, for additional services, pursuant to RFP 16-040, in an amount not to exceed $27,781.60, for a total contract amount of $263,781.60. (Fund: Capital Improvement Project)

I. Take all appropriate action on Amendment No. 6 to Agreement for Extended Services between Fort Bend County and Tiburon, Inc. in the amount not to exceed $62,614. (Fund: Sheriff’s Office)

J. Take all appropriate action to exercise 60-day notice of cancelation of the Janitorial Services agreement between Fort Bend County and McLemore Building Maintenance pursuant to RFP 15-002, Term Contract for Janitorial Services for Fort Bend County Facilities.

K. Take all appropriate action on Amended Bid 16-054 Earthen Road Materials tabulation.

32. SHERIFF'S OFFICE:

A. Take all appropriate action on amendment to professional services agreement for Intelligence Analysts between Fort Bend County and Meador Staffing Services, Inc., to extend agreement to October 31, 2016, with no change in funding.

B. Take all appropriate action on Application to Texas State Texas School Safety Center to receive grant funds for assistance in the enforcement of Health & Safety laws regarding the sale of tobacco and e-cigarettes to minors for FY 2017, September 1, 2016 through August 31, 2017, and authorize the County Judge to sign all documents.

33. TAX ASSESSOR/COLLECTOR:

Take all appropriate action to adopt Local Option Exemptions for the Fort Bend County General Fund property taxes for the 2016 Tax Year as follows, pursuant to Section 11.13(n) of the Texas Property Tax Code: Homestead Exemption: $5000 or 20 percent (whichever is greater); and Over Age 65 Exemptions: $100,000; or Disabled Person Exemption: $100,000.

34. Approve Bills.

35. Ratify the release of time-sensitive disbursements by County Auditor on May 19, 2016.

36. Authorize County Auditor to pay and release time-sensitive disbursements on June 2, 2016, to be ratified by Commissioners Court on June 7, 2016.

37. Meet in Closed Session to deliberate the following matters as authorized by the Texas Government Code:

A. § 551.071. Consultation With Attorney. Commissioners Court will meet in Closed Session to seek the advice of its attorney about pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551.

B. § 551.072. Deliberation Regarding Real Property. Commissioners Court will meet in Closed Session to deliberate the purchase, exchange, lease or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person.

C. § 551.074. Personnel Matters. Commissioners Court will meet in Closed Session to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; or to hear a complaint or charge against an officer or employee.
