A. Take all appropriate action on Agreement for Direct Services for the Prevention of Violence or Abuse/Neglect of a Child between Fort Bend County and the following agencies pursuant to Section 51.961 of the Texas Government Code: Fort Bend County Women's Center Inc. in the amount of $16,200; Community Partners Rainbow Room in the amount of $4,000; and Child Advocates of Fort Bend Inc. in the amount of $16,000; to provide services effective through November 30, 2016. (Fund: Family Protection Fund)

B. Take all appropriate action to acknowledge a cash rebate to Fort Bend County in the amount of $45,000 from TXU Energy for the County's participation in projects to reduce energy consumption and energy spending, and a non-cash contribution of twelve Live Oak trees from TXU as a dedication to greenspace.

A. Take all appropriate action on request by William Willis to waive penalty and interest totaling $1,475.60 on property taxes for tax year 2014, Precinct 1.

B. Take all appropriate action on request by Sher Ali Peerbhai to waive penalty and interest totaling $3,079.91 on property taxes for tax year 2015, Precinct 1.

A. Take all appropriate action on the Order on a Petition to Create Fort Bend County Levee Improvement District No. 21, making findings and determinations, establishing Fort Bend County Levee Improvement District No. 21, defining boundaries of the District, and appointing three members to the Board of Directors of the District: Chuck Hewell, James Michael Flory and Larry Nemec.

B. Take all appropriate action on request to revise the Bylaws of the Brazoria-Fort Bend Rail District, to increase the District's Board from five members to six members, with the additional Board member to be appointed by Brazoria County, as recommended by the Brazoria-Fort Bend Rail District.

C. Take all appropriate action on the Reimbursement Agreement between Brazoria County, Fort Bend County, Port Freeport, and the Brazoria-Ft. Bend Rail District for Brazoria, Fort Bend, and Port Freeport to advance equal financial contributions in the amount of $50,000 to the Brazoria-Ft. Bend Rail District for costs associated with funding the District's 2016 budget. (Fund: Non-Departmental Contingency)

D. Take all appropriate action on request to transfer the amount of $50,000 from Non-Departmental Contingency, as detailed on Auditor's form dated March 17, 2016, to allocate funds for the Reimbursement Agreement pertaining to operations of the Brazoria-Ft. Bend Rail District.

E. Take all appropriate action on request by Darin Wheeless to waive penalty and interest totaling $462.24 on property taxes for tax year 2015, Precinct 3.

Take all appropriate action on request to transfer the amount of $32,000 from Non-Departmental Contingency, into Auditor, Fees, to allocate funds for professional accounting services needed in the Auditor's Office.

27. COMMUNITY DEVELOPMENT:

Take all appropriate action on Agreement between Fort Bend County and City of Arcola in the amount of $265,275 for water system improvements within the City, part of the FY 2015 Consolidated Action Plan approved by Commissioners Court on July 14, 2015. (Fund: Community Development Block Grant)

28. CONSTABLE, PCT. 4:

A. Take all appropriate action on request for a new patrol vehicle to replace Vehicle Q055 removed from service on February 23, 2016, and authorize funding from Non-Departmental Contingency.

B. Take all appropriate action on request to transfer the amount of $58,900 from Non-Departmental Contingency, as detailed on Constable's form dated March 16, 2016, to allocate funds for replacement patrol vehicle.

29. DISTRICT ATTORNEY:

Take all appropriate action on Memorandum of Understanding between the Fort Bend County District Attorney and the Special Prosecution Unit (SPU) of the Texas Department of Criminal Justice regarding civil commitment proceedings pursuant to Section 841.042 of the Texas Health & Safety Code; if approved by Commissioners Court, authorize District Attorney to execute document.

30. ENGINEERING:

A. Take all appropriate action on Resolution and Order to Abandon a portion of Cabrera Drive in Fort Bend County, Precinct 4.

B. Take all appropriate action on request for variance to the 10 foot landscape reserve requirement as stated in Section 7.3 of the Fort Bend County Regulations of Subdivisions, for Discovery at Riverstone, on behalf of Riverstone 250, Inc., Sugar Land Ranch Development, LLC and Hillsboro Estates LLC, Precinct 4.

C. Take all appropriate action on the plat for Discovery at Riverstone, Precinct 4.

I. Take all appropriate action on Agreement between Fort Bend County and Waterview Estates Owners Association regarding the installation, operation, and maintenance of Dynamic Speed Feedback Signs within the subdivision of Waterview Estates, Precinct 4.

31. FACILITIES MANAGEMENT & PLANNING:

A. Take all appropriate action on request to transfer the amount of $13,000 from Non-Departmental Contingency into Facilities, Maintenance, as detailed on Auditor's form dated March 16, 2016, to allocate funds for repairs to the security system at Precinct 2.

B. Take all appropriate action on Agreement for Professional Architectural and Engineering Services between Fort Bend County and Sustaita Architects, Inc. in an amount not to exceed $154,870 for the design of a livestock barn building at the Fort Bend County Fairgrounds. (Fund: 2015 Facilities Bonds)

C. Take all appropriate action on Agreement for Professional Architectural and Engineering Services between Fort Bend County and Archi*Technics/3, in an amount not to exceed $95,000 for building design of the Pinnacle Aquatic Fitness Center. (Fund: Capital Improvement Project)

D. Take all appropriate action on Agreement for Professional Architectural and Engineering Services between Fort Bend County and Archi*Technics/3, Inc. in an amount not to exceed $95,000 for design of a Gymnasium Addition to the Fifth Street Community Center. (Fund: 2015 Facilities Bonds)

32. HEALTH & HUMAN SERVICES:

A. Emergency Medical Service: Take all appropriate action on request to transfer the amount of $14,165 from Non-Departmental Contingency into line items as detailed on Director's form dated March 15, 2016, to allocate funds for delivery, installation, monthly rental, and carport for temporary housing of Emergency Medical Service Squad No. 2 in Orchard.

B. Emergency Medical Service: Take all appropriate action on Interlocal Agreement between Fort Bend County and City of Richmond for housing Emergency Medical Service personnel and equipment at the City's Fire Station Number 3, located at 11750 Mason Road in Richmond.

33. HUMAN RESOURCES:

A. Take all appropriate action on the Equal Employment Opportunity Plan prepared by Human Resources, as required by the Department of Justice for recipients of the FY 2015 Edward Byrne Memorial Justice Assistance Grant, and authorize County Judge to execute the required documents.

B. Take all appropriate action on request to reclassify vacant position numbers 6501-0022 and 6501-0090 in the Library from Library Paraprofessional, Grade 8 of the Administrative Clerical Policy Group to Librarian I, Grade 9 of the Professional Management Policy Group, effective April 9, 2016.

34. OFFICE OF EMERGENCY MANAGEMENT:

A. Take all appropriate action on Assignment Agreement and Property Transfer Record Agreements to assign Motorola radios purchased with funds from the 2014 Homeland Security grant to the City of Richmond and to the City of Kendleton.

B. Take all appropriate action on update to the Fort Bend County Emergency Operations Plan, Annex S, Transportation.

35. PUBLIC TRANSPORTATION:

A. Take all appropriate action on request to submit grant application to the Texas Commission on Environmental Quality (TCEQ) along with the budget breakdown for Local Initiative Project, Continuation and Expansion of Commuter Services, Contract 582-14-40128. (Fund: Public Transportation)

B. Take all appropriate action on the updated Fort Bend County Public Transportation Department Title VI Program and Compliance Report.

36. PURCHASING:

A. Take all appropriate action on Agreement for Video Production Services between Fort Bend County and Media Consultants in an amount not to exceed $20,977.96 for orientation video, pursuant to RFP 16-047. (Fund: Health and Human Services Preparedness Grant)

B. Take all appropriate action on finalizing the award of Bid 16-057 to provide and install scoreboards at Freedom Park.

C. Take all appropriate action on SOQ 16-062, Design/Build Services for the Parking Garage Addition at the Justice Center.

D. Take all appropriate action on RFP 16-064, Build-Out of the Justice Center, Phase II.

E. Take all appropriate action on Agreement for Security Electronics Services between Fort Bend County and Secure Control Systems, Inc., in an amount not to exceed $74,950 to provide and install system upgrades at the County Jail, pursuant to RFP 16-055. (Fund: Capital Improvement Project)

F. Take all appropriate action on Agreement for Drug Testing Services and Onsite Drug Screening Products between Fort Bend County and Redwood Toxicology Lab, Inc. pursuant to RFP 16-043 in an amount not to exceed $300,000 for the Juvenile Probation Department. (Fund: Juvenile Probation)

G. Take all appropriate action on Bid 16-060, Term Contract for Bottled Drinking Water.

H. Take all appropriate action on request to purchase one (1) Ford Fusion, an addition to fleet, from Helfman Ford, for the Public Defender's Office, pursuant to Bid 15-028. (Fund: Public Defender Grant)

I. Take all appropriate action on Agreement for Professional Services for Major Thoroughfare Plan Update - Phase 2 between Fort Bend County and Traffic Engineers, Inc. pursuant to SOQ 13-060, in an amount not to exceed $39,615. (Fund: Engineering, Houston-Galveston Area Council Grant)

J. Take all appropriate action on Second Amendment to Agreement for Professional Environmental Services between Fort Bend County and SWCA Environmental Consultants pursuant to SOQ 14-025, in an additional amount of $71,042 for a total not to exceed $149,988, for additional services regarding Sugarland-Howell, Mobility Bond Project No. 13211, Beechnut Street, Mobility Bond Project No. 13201, and Lake Olympia Parkway, Mobility Bond Project No. 13207, Precinct 2. K. Take all appropriate action on Assignment and Consent Agreement between Fort Bend County and LJA Engineering regarding the transfer of assignment from Carroll & Blackman, Inc. to LJA Engineering for professional engineering services related to stormwater management program implementation.

L. Take all appropriate action on Agreement for Professional Engineering Services between Fort Bend County and Aguirre & Fields, LP, pursuant to SOQ 14-025, in an amount not to exceed $684,751 regarding Greenbusch, Mobility Bond Project No. 13312, Precinct 3. (Fund: 2013 Mobility Bonds)

M. Take all appropriate action on Change Order to the Agreement between Fort Bend County and Traf-Tex, Inc. to increase the scope of services by $28,470 for a total contract amount not to exceed $261,000.38 pursuant to Bid 16-041, construction of the traffic signal at Mason Road and Delta Lakes Drive, Precinct 4. (Fund: Road & Bridge)

37. RISK MANAGEMENT:

Take all appropriate action on policy renewals for Excess Property, Excess Workers Compensation, Medical Professional Liability, and Brit Global Package effective April 1, 2016 through April 1, 2017, and authorize Director of Risk Management to sign all documents pertaining to renewal of the policies.

38. SHERIFF'S OFFICE:

A. Take all appropriate action on request to apply for the State Criminal Alien Assistance Program (SCAAP) for FY 2016, and authorize County Auditor to submit application electronically.

B. Take all appropriate action on award of funding by the Office of National Drug Control Policy, Grant Agreement G16HN0010A in the amount of $1,004,696 for the High Intensity Drug Trafficking Areas (HIDTA) Program, to be administered by the Sheriff's Office, with no cash match required by Fort Bend County for the period of January 1, 2016 through December 31, 2017, and authorize County Judge to sign all documents pertaining to acceptance of the grant award.

39. TREASURER:

A. Take all appropriate action on request to transfer the amount of $22,500 from Non-Departmental Contingency into Treasurer, Emergency Medical Service Collections, Travel and Fees, to allocate funds for three employees to attend training in St. Louis, Missouri, and three employees to attend training in Orlando, Florida, for ambulance coding certification.

B. Emergency Medical Service Collections: Take all appropriate action on request for Emily Delgado, Vickie Lawson and Martha Waltman to travel to Orlando, Florida, April 8-14, 2016, to attend the National Conference on Ambulance Revenue Cycle Management and Compliance for Certification in Ambulance Coding.

41. Ratify the release of time-sensitive disbursements by County Auditor on March 17, 2016.

42. Authorize the County Auditor to pay and release time-sensitive disbursements on March 31, 2016, to be ratified by Commissioners Court on April 5, 2016.
