B. Take all appropriate action on First Amendment to Tax Abatement Agreement Between Fort Bend County and LaCenterra at Cinco Ranch II, Ltd. to extend the completion date for Phase IV improvements.

C. Take all appropriate action on Amended Order for the Creation of Brazoria-Fort Bend Rail District by concurrent and reciprocal order of Fort Bend County and Brazoria County to amend order adopted on January 27, 2015 by both counties to allow appointment of two directors by Port Freeport.

D. ELECTIONS ADMINISTRATION:

Take all appropriate action on changes to the boundaries of voting precincts 1007, 1076, 2061, 3006, 3014, 3083, 3130, 3143, and 4126 and to create eight new precincts: 1152, 1141, 2051, 3148, 3149, 3145, 3146, and 4124, pursuant to Section 42.031 and Section 42.006 of the Texas Election Code, in order to reduce the number of registered voters to less than 5,000 per precinct; proposed changes to become effective January 1, 2016.

Take all appropriate action on Interlocal Agreement for City-Managed Mobility Project in an amount not to exceed $1,300,000 for engineering and design services and construction of roadway improvements regarding Burney Road, Mobility Bond Project No. 13402, Precinct 4. HEALTH & HUMAN SERVICES:

A. Take all appropriate action on request to establish the Nancy Drake Professional Development Fund and to accept donations for the fund.

B. Take all appropriate action on request to name the Rosenberg Annex Clinical Health Services Clinic "The Nancy Drake Clinic" and also place a plaque in the break room in memory of Nancy Drake.

C. Take all appropriate action on proposed budget for submission to the Texas Department of State Health Services in preparation for the FY 2016 application for Federal Grant funds in the amount of $99,186 for the Tuberculosis Prevention and Control Program, with an in-kind match of $19,837 by Fort Bend County for the period of September 1, 2015 through August 31, 2016.

D. Take all appropriate action on Texas Department of State Health Services (DSHS) Contract No. 2016-001130-00 to accept grant funds in the amount of $355,000 for the Public Health Emergency Preparedness (PHEP) Program CPS/HAZARDS for the term of July 1, 2015 through June 30, 2016.

E. Take all appropriate action on Texas Department of State Health Services (DSHS) Contract No. 2016-001133-00 to accept grant funds in the amount of $142,618 for the Cities Readiness Initiative (CRI) CPS/CRI CPS for the term of July 1, 2015 through June 30, 2016.

HUMAN RESOURCES:

A. Take all appropriate action on request by Edward Jones / MassMutual Retirement Services to amend terms of the Agreement for Fort Bend County 457(b) Deferred Comp Plan effective September 18, 2015, increasing the contract charge for Mortality, Expense Risk and Administrative Undertakings from 85 basis points (0.85%) per annum to 95 basis points (0.95%) per annum for employees that are enrolled in the optional Edward Jones 457(b) deferred compensation plan, effective September 18, 2015; authorize County Judge to execute the proposal letter provided by MassMutual.

B. Take all appropriate action on the proposed 2016 Holiday Schedule as submitted by Human Resources.

C. Take all appropriate action on request to reclassify Position Numbers 5401-0020, 5401-0076 and 5401-0105, in the Emergency Medical Service Department from Lieutenant-Clinical, Grade 12 in the Professional Management Policy Group, to Grade 11 in the Public Health Policy Group, effective July 28, 2015.

Take all appropriate action on application to the Federal Emergency Management Agency (FEMA) FY 2015 Pre-Disaster Mitigation Program for grant funding in the amount of $130,000 with a cash match of twenty-five percent by Fort Bend County to assist with updating the County’s five-year Hazard Mitigation Plan, pursuant to state and federal guidelines. (Fund: Emergency Management, Grant Allocations)

Take all appropriate action on Amendment to End User License Agreement and Professional Services Agreement between Fort Bend County and Tyler Technologies, Inc., for continuing maintenance and support services through Tyler Technologies due to termination of master license agreement between Tyler Technologies and the Texas Conference of Urban Counties.

H. Take all appropriate action to consider granting an exemption to the competitive bid process as authorized by Local Government Code Section 262.024 (a)(7) for the purchase of an item available from only one source, for Continuous Improvement Program Agreement for training from Tyler Technologies, Inc., in an amount not to exceed $27,500.
