COUNTY JUDGE:

A. Take all appropriate action on Resolution Approving Issuance of Bonds by Harris County Cultural Education Facilities Finance Corporation on behalf of The Methodist Hospital to finance the cost of health facilities located and to be located in Fort Bend County, pursuant to Section 147(f) of the Internal Revenue Code, with no financial obligation to Fort Bend County.

B. Take all appropriate action to record the acceptance by the County Judge of a petition that is in proper form for the creation of the Fort Bend County Emergency Services District Number 7 and file same petition with the County Clerk, pursuant to Sec. 775.015 of the Health & Safety Code.

C. Take all appropriate action to set a public hearing to be conducted on Tuesday, August 11, 2015, at 1:00 p.m. in the Commissioners Courtroom at 401 Jackson Street in Richmond, Texas for the proposed creation of a new Emergency Service District to be named Emergency Service District Number 7, and issue the necessary notices pursuant to Sec. 775.015 of the Health & Safety Code.

A. Take all appropriate action on request by Zhang and Yu Zhou to waive penalty and interest totaling $671.26 on property taxes for Tax Year 2014, Precinct 4.

Take all appropriate action on the five year Fort Bend County Consolidated Plan, for FY 2015 to 2020, as presented for the Community Development Block Grant Program (CDBG), HOME Investment Partnerships Program (HOME) and Emergency Solutions Grant Program (ESG), and authorize County Judge to sign all documents pertaining to the Plan.

ELECTIONS ADMINISTRATION:

A. Take all action on Resolution in Support of the Application by Fort Bend County to the Texas Secretary of State for inclusion in the Texas Countywide Polling Place Program.

B. Take all appropriate action on the Early Voting Schedule and Early Voting Locations as presented by Elections Administrator, for the General Election to be conducted on November 3, 2015.

FACILITIES MANAGEMENT & PLANNING:

A. Take all appropriate action on Agreement between Fort Bend County and Lockwood, Andrews and Newnam (LAN) for Engineering Services in the amount of $103,862 regarding redesign of the combined heat and power plant located in the southwest corner of the Jail parking lot, and authorize funding from Commissioners Court Projects.

B. Take all appropriate action on request to transfer the amount of $104,000 from Commissioners Court Projects into Facilities, Jail Repairs Project to allocate funds for the Combined Heat and Power Plant Building.

OFFICE OF EMERGENCY MANAGEMENT:

A. Take all appropriate action on request to apply to the Federal Emergency Management Agency (FEMA) FY 2015 Pre-Disaster Mitigation Program for grant funding in an amount not to exceed $130,000 with a cash match by Fort Bend County of twenty-five percent to assist with updating the County's five year Hazard Mitigation Plan, pursuant to state and federal guidelines.

B. Take all appropriate action on acceptance of the FY 2015 Emergency Management Performance Grant (EMPG) Sub-Recipient Award in the amount of $109,042.53 with no cash match required by Fort Bend County for programmatic extension and close out of Grant Number 15TX-EMPG-0511 activities through March 31, 2016.

PURCHASING:

A. Take all appropriate action on renewal of Parking License Agreement between Fort Bend County and CenterPoint Energy Houston Electric, LLC, to continue the lease of land for secondary and overflow parking at the George Memorial Library for an additional five years at an annual amount of $1,500. (Fund: Library, Fees)

B. Take all appropriate action on Non Availability of Funds Addendum to West Order Forms/Order Notification West Complete, Assured Print Pricing and Library Savings Plan Orders from Thomson Reuters, a Sole Source supplier, as authorized by Local Government Code Section 262.024 (a)(7), for addition to current print resources service for the Library System in an amount not to exceed an additional $57.00 per month. (Fund: Law Library Fees)

C. Take all appropriate action on request to purchase one (1) new pickup truck, a replacement to fleet, for Environmental Services, from Helfman Ford, for an amount not to exceed $27,290 and authorize additional funding required from Non-Departmental Contingency. (Fund: Environmental Services)

D. Take all appropriate action on request to transfer the amount of $2,830 from Non-Departmental Contingency into Environmental Health Services, Capital Acquisition to allocate additional funds required for the purchase of truck.

SHERIFF'S OFFICE:

Take all appropriate action on request for variance to the travel policy, to authorize airfare that not purchased two weeks in advance for R. Holdsworth and D. Brewster to Atlanta, Georgia, June 1-5, 2015 for National Law Enforcement Training on Child Exploitation, with expenses to be reimbursed by the Houston Metro Internet Crimes Against Children Task Force.

Commissioners Court will meet in Closed Session to seek the advice of its attorney about pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551.

B. § 551.072. Deliberation Regarding Real Property. Commissioners Court will meet in Closed Session to deliberate the purchase, exchange, lease or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person.
