10. COMMISSIONER, PCT. 3:
 
  Approve request to waive the Temporary Food Establishment Permit Fee for the Fort Bend County Precinct 3 Literary and Fine Arts Festival and Parade, to be held at the Cinco Ranch Branch Library on Saturday, April 11, 2015, from 10:00 a.m. until 2:00 p.m.
 
11. AUDITOR:
 
A.   Authorize the County Auditor to submit a letter to the Texas State Comptroller requesting funds for allocation of a portion of the Unclaimed Capital Credits received from electric cooperatives back to counties in cooperative service areas no later than March 31, 2015.
 
B.   Accept Monthly Financial Report prepared by the County Auditor for twelve months ending September 30, 2014, pursuant to Local Government Code Section 114.023.
 
12. BUDGET & FINANCE/BUDGET TRANSFERS:
 
A.   County Judge: Approve transfer in the amount of $87,554 as detailed on Judge's form dated February 6, 2015, to allocate funds for the County's 2015 match to the HOME programs for Community Development.
 
B.   District Clerk: Approve transfer in the amount of $2,000 from Operating Fees into Information Technology to allocate funds for the purchase of a new printer for the Jury Department.
 
C.   Fairgrounds: Approve transfer in the amount of $6,000 as detailed on Auditor's form dated February 18, 2015 to allocate additional funds required for bleachers for the Fairgrounds.
 
D.   Health & Human Services - Emergency Medical Service: Approve transfer in the amount of $7,600 from Information Technology into Fees to allocate funds into correct account for the installation of wireless modems.
 
E.   Health & Human Services - Emergency Medical Service: Approve transfer in the amount of $11,575 as detailed on Budget Director's form dated February 11, 2015 to correct a deficit in account for upfitting vehicles.
 
F.   Parks Department: Approve transfer in the amount of $93,423 as detailed on Auditor's form dated February 17, 2015 to reallocate and combine unused Parks project funds into Freedom Park Building and Parks Infrastructure projects.
 
G.   Records Management: Approve transfer in the amount of $280 from Operating Supplies into Information Technology to allocate funds for replacement of two broken printers.
 
H.   Risk Management: Approve transfer in the amount of $2,843,000 as detailed on Director of Finance and Investment's form dated February 11, 2015 to allocate funds into correct accounting unit for Property/Casualty/Liability expenditures.
 
I.   Road & Bridge - Vehicle Maintenance: Approve transfer in the amount of $600 from Fees into Information Technology to allocate funds for the purchase of Battery Backups for the Shop and Mechanic's Computers.
 
J.   Road & Bridge: Approve transfer in the amount of $1,108,367 as detailed on Auditor's form dated February 18, 2015, to reallocate and combine Road & Bridge projects into Traffic Signal Project account.
 
K.   Sheriff's Office - Enforcement: Approve transfer in the amount of $8,000 from Salaries into Part-Time to allocate funds into correct account for part-time training position.

19. FORT BEND COUNTY TOLL ROAD AUTHORITY:  The Board of Directors of the Fort Bend County Toll Road Authority reviewed this item at their regular Board meeting held on February 18, 2015, and makes the following recommendation to Commissioners Court:
 
  Approve Supplemental Agreement No. 2 to Toll System Implementation Agreement between Fort Bend County Toll Road Authority and TransCore, LP to expand the scope of services and increase the lump sum compensation by $56,671 for a maximum compensation of $4,380,671.
 
20. HUMAN RESOURCES:
 
A.   Approve request for withdrawal of 50 hours from the Shared Sick Leave Pool for employee of Mental Health Public Defender Office, Position # 4851-0002.
 
B.   Approve and record into Minutes the Application for Appointment of Deputy Constable Swank Backhus by Constable Precinct 3, in accordance with Constable's form dated February 10, 2015, pursuant to Local Government Code Section 86.011.

22. SHERIFF'S OFFICE:
 
A.   Approve Amendment No. 1 to the Interlocal Cooperation Contract Agreement between Fort Bend County and Texas State University to provide additional funds in the amount of $3,000 for a total grant amount of $28,500 to assist in the local enforcement of Health & Safety laws regarding the sale of tobacco to minors for the period of September 1, 2014 through August 31, 2015, with no additional funds required by the County.
 
B.   Record into Minutes the appointment of Lanny Hitchcock by Troy E. Nehls, Sheriff, to serve as a member of the Civil Service Commission to administer the Fort Bend County Sheriff's Department (Office) Civil Service System, pursuant to Texas Local Government Code Sec. 158.034, effective February 15, 2015 for a term of two years, succeeding the expired term of Commissioner Stephen Brady.
 
C.   Record into Minutes the selection of Commissioner Robert Gracia as Chairman of the Fort Bend County Civil Service Commission by Sheriff Troy E. Nehls, pursuant to Texas Local Government Code Sec. 158.034(b), effective February 15 2015, and note that in instances where Commissioner Gracia is unable to attend a meeting and a Chairman is needed for the limited purpose of conducting the actual meeting, Commissioner Lanny Hitchcock is designated to serve as Chairman for this limited purpose.
 
23. TAX ASSESSOR/COLLECTOR:
 
  Record into Minutes the Summary Monthly Report of Property Taxes collected in January 2015 as submitted by the Office of Patsy Schultz, Tax Assessor/Collector.
 
24. TREASURER:
 
  Approve Monthly Report submitted by County Treasurer for January, 2015, and authorize advertisement of Affidavit of same, in accordance with Local Government Code Section 114.026.
 


 
25. COUNTY JUDGE:
 
A.   Take all appropriate action on the Petition for an Emergency Service District seeking to create Fort Bend County Emergency Service District No. 6, in Precinct 1; as authorized in Texas Health and Safety Code, Section 775.017.
 
B.   Take all appropriate action as authorized in Texas Health and Safety Code, Section 775.018 to order an election to confirm the creation of Fort Bend County Services District No. 6, in Precinct 1, and authorize the imposition of a tax not to exceed the rate allowed by Section 48-E, Article III, Texas Constitution.
 
C.   Take all appropriate action on the Petition for an Emergency Service District seeking to create Fort Bend County Emergency Service District No. 7, in Precincts 3 and 4, as authorized in Texas Health and Safety Code, Section 775.017.

27. COMMUNITY SUPERVISION & CORRECTIONS DEPARTMENT:
 
  Take all appropriate action on Grant Application 1919109 and Resolution to the Office of the Governor, Criminal Justice Division for grant funding in the amount of $150,000 for the 2016 Felony Drug Court (CARD), Misdemeanor Drug Court and DWI Court programs, with no cash match required by Fort Bend County for the period of September 1, 2015 through August 31, 2016.
 
28. CONSTABLE, PCT. 3:
 
  Take all appropriate action on request to authorize payment by Invoice Transmittal in the amount of $595.95 to Harris County Treasurer for repairs to portable radio performed without a purchase order. (Fund: Westpark Tollway Law Enforcement Agreement)
 
29. DISTRICT ATTORNEY:
 
A.   Take all appropriate action on Grant Application and Resolution to the Office of the Governor, Criminal Justice Division, for grant funding in the amount of $126,625.01 for the Violence Against Women Prosecutor and Investigator Grant for FY 2016, with a cash match by the County in the amount of $103,205.99, for a total program budget of $229,831.00 for the period of September 1, 2015 through August 31, 2016; authorize County Judge to sign all documents pertaining to the Application. (Fund: District Attorney)
 
B.   Take all appropriate action on Grant Application and Resolution to the Office of the Governor, Criminal Justice Division, for grant funding in the amount of $118,138 for the Victim Witness Staff Expansion for FY 2016, with a cash match by the County in the amount of $67,672 for a total program budget of $185,780 for the period of September 1, 2015 through August 31, 2016; authorize County Judge to sign all documents pertaining to the Application. 30. ELECTIONS ADMINISTRATION:

31. ENGINEERING:
 
A.   Take all appropriate action on request for variance to the building setback line requirement as stated in Section 5.12 C of the Fort Bend County Regulations of Subdivisions, for Cambridge Falls, Sec. 7, on behalf of Fresno Lakes, Ltd., Pct. 2.

33. HUMAN RESOURCES:
 
A.   Take all appropriate action on request to reclassify Position Number 5601-0795, in the Sheriff's Office, from Deputy Sheriff, Grade 9 of the Law Enforcement Policy Group, to Sergeant, Grade 12 of the Law Enforcement Policy Group, effective February 28, 2015. (Fund: 1115 Waiver Program)
 
B.   Take all appropriate action on request to reclassify vacant Position Number 5601-0251, in the Sheriff's Office, from Administrative Clerk, Grade 5 of the Administrative Clerical Policy Group, to Administrative Assistant, Grade 8 of the Administrative Clerical Policy Group, effective February 24, 2015. (Fund: Sheriff's Office)
 
C.   Take all appropriate action on request to reclassify vacant Position Numbers 5401-0088 and 5401-0092, in the Emergency Medical Service (EMS) Department, from Paramedic II, Grade P2 of the EMS Policy Group to EMT-Basic, Grade EMT-B, of the EMS Policy Group, effective February 24, 2015.
 
D.   Take all appropriate action on request to reclassify vacant Position Number 5401-0084, in the Emergency Medical Service department, from EMT-Intermediate, Grade EMT-I of the EMS Policy Group, to EMT-Basic, Grade EMT-B of the EMS Policy Group, effective February 24, 2015.
 
34. JUVENILE PROBATION & DETENTION:
 
  Take all appropriate action on Application No. 2556003 to the Office of the Governor, Criminal Justice Division, for grant funding in the amount of $46,230.87 for the Transitions Work/Study Program, with a cash match by the County of $22,627.02 for the period of September 1, 2015 through August 31, 2016, pending approval by the Juvenile Board at their next meeting. 35. LIBRARY:
 
  Take all appropriate action on request to transfer the amount of $107,793 from Non-Departmental Contingency into line items detailed on County Librarian's form dated February 17, 2015, to allocate funds to replace the boiler, extend rental of a portable boiler, and replenish funds in the building maintenance line item for expenses through September 30 2015.
 
36. PARKS & RECREATION:
 
  Take all appropriate action on request to authorize payment by Invoice Transmittal in the amount of $270.00 to Ivey Piano Service for repairs to piano without a purchase order. (Fund: Jones Creek Ranch Park, Fees)

B.   Take all appropriate action on Work Authorization No. 3 to the Professional Services Agreement between Fort Bend County and HDR Engineering, Inc. pursuant to RFP 09-071, in an amount not to exceed $50,000 for update to the Public Transit Short and Long Range Plan. (Fund: Public Transportation, Grants)
 
39. SHERIFF'S OFFICE:
 
A.   Take all appropriate action on Resolution and Application to the Office of the Governor, Criminal Justice Division, for grant funds in an amount not to exceed $85,146 for Criminal Investigation Division (CID) Investigators (Adult Gang and Child Abuse), with a cash match by Fort Bend County in the amount of $89,893 for a total project cost of $175,039 for the term of September 1, 2015 through August 31, 2016. (Fund: Sheriff's Office)
 
B.   Take all appropriate action on Resolution and Application to the Office of the Governor, Criminal Justice Division, for grant funds in an amount not to exceed $84,931 for the Community Services Division Youth Programs, with a cash match by Fort Bend County in the amount of $58,634 for a total project cost of $143,565 for the term of September 1, 2015 through August 31, 2016. (Fund: Sheriff's Office)
 
C.   Take all appropriate action on Resolution and Electronic Application to the Office of the Governor, Criminal Justice Division, for grant funding in an amount of $75,680 for Narcotics Equipment for the Sheriff's Office and $86,010 in video equipment for the Constables for a total Law Enforcement Equipment project of $161,690, with no additional funds required by Fort Bend County for the term of September 1, 2015 through August 31, 2016.
